•    Assistance with life, medical and property insurance claims
•    Help with home repair contracts and contractors
•    Replacement of wills and other important legal documents destroyed in the flood

Disaster Legal Assistance Available for Alaskans

OAKLAND, Calif. —FEMA approved a Fire Management Assistance Grant on June 30 for the now deadly Yarnell Hill Fire in Yavapai County, Arizona, approximately 85 miles northwest of Phoenix, Arizona. The authorization makes FEMA funding available to reimburse 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire that has claimed the lives of 19 firefighters.

The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) joined all Americans in sending our thoughts and prayers to the families of the brave firefighters and all whose lives have been altered dramatically by the wildfires in central Arizona.

 “I would like to express my deepest condolences to all the family, colleagues and friends of the professional Arizona firefighters who lost their lives to protect lives and property,” said Nancy Ward FEMA IX Regional Administrator. “It is a truly heartbreaking loss.”

At the time of the request for federal assistance, the fire was threatening 578 homes in and around the community of Yarnell, Peeple’s Valley, and Model Creek/Double A Bar Ranch with a combined population of over 1,220. The State of Arizona further reported that the fire at one point burned in excess of 800 and 1000 acres of state, and private land, and also threatened a rail line 3 miles west of the fire and State Highway 89.

 FEMA continues to be in close contact with Arizona Division of Emergency Management (ADEM), U.S. Forest Service, and the National Interagency Fire Center. FEMA stands ready to further support the state as requested and needed.

The President’s Disaster Relief Fund provides funding for federal fire management grants made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible costs covered by the grant can include expenses for field camps; equipment use, repair and replacement; tools, materials and supplies; and mobilization and demobilization activities.

FEMA Corps team Gold 4 participated in the Seattle Mariners ‘Salute to Volunteers’ night Thursday, April 25th, 2013. The Gold 4 team talked to baseball fans about the importance of disaster preparedness. FEMA Corps members gave out information on how to create a disaster kit, start thinking about a disaster plan, and information on what to have on hand for pet owners in times of natural disaster.

“I am excited to help get the community prepared for natural disasters.”  Said Team member Chelsea Rayman. “Increasing awareness of natural disasters and ways to be prepared is one thing FEMA and FEMA Corps have been focusing on throughout the Pacific Northwest.”

The Mariners went on to win a 6-0 game, but FEMA Corps member Emily Brown says  “The real win is to reach out to community members and get them thinking about being prepared for a disaster.”

FEMA Corps is a new partnership with FEMA and AmeriCorps NCCC. Gold 4 is a team of ten ranging in age from 18 to 24.  They are currently working with FEMA Region X External Affairs Division in Lynnwood, Washington.

FEMA Corps Talks Disaster Preparedness with Mariners Fans

SAN JUAN, PR – What happens if there is an emergency and your children are not around? Will they be ready? The Federal Emergency Management Agency (FEMA) encourages families to have their children prepared for an emergency as early in their childhood as possible, making them smarter and more resilient as well as enhancing their opportunities to survive and help their communities recover faster from any type of disaster.

“Engaging children in the emergency preparedness process will automatically give them a sense of security and inclusion in such an important task. They will benefit from knowing what their family plans are and how things should work during this type of event, which can be a scary situation for them,” said FEMA’s Caribbean Area Division Director Alejandro De La Campa. “Kids can assist their parents when putting together an emergency kit and by taking care of the pets. It’s very important that they understand their roles in the family emergency plan.”

Every family needs an emergency communications plan that includes a list of phone numbers of key contacts to reach during an emergency; these can be written down in a piece of paper or card, for quick action. The list should include an out of town emergency contact that every family member can reach to inform where and how they are and when they will be able to reunite. Children should always keep a copy of this list in their belongings, such as school bag, luggage, sports bag and emergency kit.

During the upcoming vacation period, if kids will spend time in a summer camp, make sure you know the facility’s emergency procedures and adjust the family plan accordingly.

Another main component of any family emergency plan is an emergency kit. This should include enough supplies for at least three days, such as: Water, canned food, can opener, battery operated radio and additional batteries, first aid kit, flashlight, clothes, blanket, whistle, and any prescribed medicine. Kids can include personal items, such as their favorite toy or game.

Don’t forget that pets are part of the family and should be included in the emergency plan. Children can help by gathering enough pet food and water for at least three days; food should be kept in a waterproof container. Pets should wear a collar with a name tag and an extra collar should be included in the kit. If you haven’t done so already, consider acquiring a pet crate which is a safer to transport your pets. Do not forget any prescribed medicines, toys and supplies to clean up after the pet, such as; plastic bags, paper towels or newspapers. 

Seek additional disaster preparedness information and identify hazards that may impact those places where your family spends most of their time and get ready now. Involve your children, practice your emergency plan frequently and talk about emergency preparedness. Emergency Preparedness for Kids: Never Too Early

San Juan, PR – The Federal Emergency Management Agency (FEMA) has approved $1.62 million to the Puerto Rico Ports Authority for the rehabilitation of the Terminal Cargo Ramp in Culebra. The funds were made available under FEMA’s Hazard Mitigation Grant Program (HMGP) to enhance the resilience of the sole cargo ramp in the Island Municipality, which provides normal daily services, as well as during emergency situations.

“For years, when hurricanes and tropical storm events affected Culebra, the residents and visitors of the municipality remained isolated for days. This project assures the continuity of port services, for which most residents depend on for their daily routine. The services will continue without major interruptions during and after disaster events,” said FEMA’s Caribbean Area Division Director Alejandro De La Campa. “More than 1,800 Culebra residents will benefit from this mitigation measure, as well as thousands of tourists that visit the Island on a yearly basis.”

Past hurricanes and continuous wave action have deteriorated the concrete cargo platform at Bahía de Sardinas, in Culebra’s Dewey Ward. If the platform is left unattended, it may collapse eventually. Also, seawaters surrounding Culebra (up to three nautical miles) and its neighboring islands and cays are designated critical habitat for the green sea turtle. These elements were taken into consideration while choosing the structural mitigation measure to apply: improving the structure with the lowest impact on the adjacent ocean environment.

A project of this nature involves the structural evaluation of the terminal cargo ramp, its designing phase and the construction phase of the structure. The rehabilitation activities includes the partial demolition of the existing concrete platform, removal of the concrete debris outside the platform area, construction of a new concrete platform with new reinforcing steel, and concrete deposit with corrosion inhibitor additives. The total project cost is $2.16 million, with the Commonwealth of Puerto Rico providing $542,269, which represents the 25% State share.

FEMA’s HMGP provides grants to States and local governments to implement long-term hazard mitigation measures after a major disaster declaration, to reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster.

FEMA Approves $1.62 Million for Mitigation Project in Culebra

CHICAGO—The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced today that $1,530,928.28 has been made available to the Minnesota Department of Natural Resources (DNR) in federal disaster aid for repairs to a historic bridge in Carlton County, Minn.

The swinging bridge, located in Jay Cooke State Park sustained damages during the June 14 – 21, 2012 severe storms and flooding. The 220 foot long swinging pedestrian bridge was originally built in 1923 and is listed on the National Register of Historic Places. Flooding damaged the deck, railing, chain link fencing, suspension cables and three of the supporting concrete piers.

The FEMA funds are available as part of recovery efforts as a result of President Obama’s federal disaster declaration of July 6, 2012. The Minnesota Department of Public Safety Division of Homeland Security and Emergency Management (HSEM) will administer funds to the DNR.

“The swinging bridge is a historically significant structure in Minnesota,” said Andrew Velasquez III, regional administrator, FEMA Region V.  “We have worked closely with Minnesota HSEM and DNR to provide grant funding for repairs to this important structure, as well as other essential infrastructure damaged as a result of this disaster.”

Repairs will also include a modification to accommodate American Disabilities Act requirements for a turnaround on the south approach to the bridge.

FEMA’s Public Assistance Program provides funding to local government jurisdictions and eligible private non-profits for the repair, replacement, or restoration of disaster-damaged infrastructure as well as costs incurred for disaster cleanup or emergency actions taken to protect lives or property. The federal share of recovery costs is 75 percent. The remaining share is the responsibility of the state and local government or non-profit organization.

FEMA and HSEM Provide More Than $1.5 Million Combined for Historic Bridge Repair

ESSEX JUNCTION, Vt. – The state and Vermont municipalities and non-profits seeking federal grants for projects to make their communities more resilient in future disasters will have more time to apply for these funds.

Officials with the state and Federal Emergency Management Agency announced today that the deadline for submitting Hazard Mitigation Grant Program applications related to Tropical Storm Irene to FEMA has been extended to September 1, 2013. The state will establish its own deadlines for municipalities and other eligible applicants in order to meet FEMA’s deadline.

The HMGP program provides grant funds in addition to the disaster aid given to individuals and state or local governments after a federally-declared disaster for projects designed to reduce the risks to life and property in future disasters.

“This is an important deadline extension,” said Dave Rapaport, Vermont’s Irene Recovery Officer. “The huge size of this disaster means that we’re receiving more funding through this program than we’ve had the capacity to use before time ran out. The additional time will mean that we’ll be able to avoid leaving money on the table and formulate more eligible projects to prevent damage from future storms.”

The amount of money available is a percentage – 15 percent – of the total disaster aid provided by FEMA, and the program is administered by the Vermont Division of Emergency Management and Homeland Security. Only state, municipal, or tribal governments and certain non-profits can apply and are responsible for a 25-percent match.

Projects can include flood-proofing structures or making them resistant to hurricanes or tornadoes, or buying out flood-prone properties as Vermont has chosen to do.

“FEMA has already obligated about $13 million in HMGP funds to Vermont, and there could be as much as $21 million more coming,” said Federal Coordinating Officer Mark Landry, the head of FEMA’s Vermont operations.

FEMA had already granted Vermont two extensions of three months each from the normal one-year deadline, Landry said, and utilized a little-known provision of the Stafford Act – the law named after former Vermont Senator Robert Stafford that helped create FEMA – to give the state another six months.

An HMGP application can be downloaded from DEMHS’s website at http://vem.vermont.gov/mitigation, or interested parties may contact the State Hazard Mitigation Officer, Ray Doherty, at 800-347-0488 or ray.doherty@state.vt.us for an application or assistance in applying for funds. He will be providing additional detailed guidance for applicants shortly.

HMGP funds are awarded on a competitive basis and all applications are reviewed and selected by the state mitigation project selection committee, then subject to approval by FEMA.

FEMA Extends Deadline For Irene-Related Mitigation Grants

SAN JUAN, PR – They are young, enthusiastic and prepared to respond to, recover from and mitigate all hazards in their school and communities. A few weeks ago a group of teenagers in Humacao, led by Gabriela Rodriguez-Boria, completed their Community Emergency Response Team (CERT) training as part of Gabriela’s project as the Federal Emergency Management Agency (FEMA) Region II Youth Council Representative.

While seeking opportunities to prepare youngsters to be ready before and after a disaster strikes, Gabriela’s project includes CERT training for teenagers. CERT is a program that educates people about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. With a solid commitment to encourage that generations are better aware of emergency preparedness, FEMA counts on programs, such as CERT and projects like Gabriela’s to help communities become smarter and more resilient sooner.

“As we prepare our plans, we have to keep in mind the importance of including younger audiences in the process. Youngsters have a significant influence on their peers and families, and we see Gabriela and her project as a good example. She drives this preparedness message further on,” said FEMA’s Caribbean Area Division Director, Alejandro De La Campa.

Thirteen-year old Gabriela, organized a CERT of approximately 15-20 students at the school she attends, the Colegio Nuestra Señora del Perpetuo Socorro in Humacao. Her parents and this private school have been very supportive and involved in Gabriela’s activities to the point of completing various emergency preparedness courses.

“We are organizing a Preparedness Day at our school and plan to replicate the Teen CERT training in other schools in neighboring communities.  We can get our schools, neighbors, churches, families and friends involved in similar activities so they can learn surviving techniques for future emergencies. This is my goal,” said Gabriela, who represents FEMA Region II in the Youth Preparedness Council. Puerto Rico is one of the jurisdictions under this Region, which also includes New York, New Jersey and the US Virgin Islands. 

This week, March 3-9, the National Oceanic and Atmospheric Administration (NOAA) and FEMA have partnered again for the National Severe Weather Preparedness Week, futhering the readiness message and encouraging every one in our communities to get better prepared for severe weather events.  Gabriela’s project represents an innovative and personal approach to improve emergency preparedness in her community.

In Route to Be Better Prepared

SAN JUAN, PR – Every year approximately 800 seismic events occur in the Puerto Rico region. While some of them are imperceptible, others remind us of the urgency to prepare ourselves better to survive no notice emergencies, such as earthquakes and tsunamis. The Federal Emergency Management Agency (FEMA) emphasizes the role of prepared communities that become stronger and smarter by planning and practicing what to do to survive and recover faster from this type of events.

This week FEMA joins efforts with the Puerto Rico Emergency Management Agency, the Puerto Rico Seismic Network, the Puerto Rico Broadcasters Association and the National Oceanographic and Atmospheric Agency (NOAA) through LANTEX 2013, an exercise that will take place this Wednesday, March 20, 2013. This drill will test the Emergency Alert System (EAS) during an earthquake/tsunami event and the communications and response processes of local, state and federal governments, as well as the private sector during an activation of this kind.

“A destructive earthquake can occur anytime and once it happens, it’s too late to prepare ourselves. We encourage everyone in our communities to be ready NOW as you might not be with your family, your children might be at school or you could be at work,” said FEMA’s Caribbean Area Division Director Alejandro De La Campa. “This exercise provides everyone with a great opportunity to practice their emergency plans and become involved in their emergency preparedness.”

A great first step to include in your emergency plan is to look for information about emergency plans in places where you and your family spend time: work, daycare and school. If no plan exists, the following simple steps can help you begin developing your family emergency communications plan:

  • Identify an out-of town contact.  It may be easier to make a long-distance phone call than to call across town, so an out-of-town contact may be in a better position to communicate among separated family members.
  • Be sure every member of your family knows the phone number and has a cell phone, coins, or a prepaid phone card to call the emergency contact. If you have a cell phone, program that person(s) as “ICE” (In Case of Emergency) in your phone. If you are in an accident, emergency personnel will often check your ICE listings in order to get a hold of someone you know. Make sure to tell your family and friends that you’ve listed them as emergency contacts.
  • Teach family members how to use text messaging (also known as SMS or Short Message Service). Text messages can often get around network disruptions when a phone call might not be able to get through.

In addition to being aware of your risks, learn what to do during diverse emergency situations.  Here are a few tips to remember:

When an earthquake hits:

  • DROP to the ground;
  • Take COVER by getting under a sturdy desk, table or other piece of furniture. If there is none around to get under, get down near an interior wall and cover your head and neck with your arms and hands; and
  • HOLD ON to the furniture or to your head and neck until the shaking stops.  

Pay attention to some of these tsunami warning signs:

  • A strong earthquake, or one that lasts for 20 seconds or longer
  • The ocean withdraws or rises rapidly
  • A loud, roaring sound (like an airplane or a train) coming from the ocean
  • Tsunami warnings broadcast over television and radio, by beach lifeguards, community sirens, text message alerts, National Weather Service tsunami warning center Web sites and on NOAA Weather Radio All Hazards

When a tsunami hits:

  • Keep calm;
  • Immediately move to the local tsunami shelter using defined tsunami evacuation routes.
  • If there are no evacuation routes defined, move to higher ground that is at least 100 feet in elevation, a mile inland, or to the highest floor of a sturdy building and STAY there.
  • If you are already in a safe location, STAY there.
  • Move by foot when possible – do not drive – this keeps the roads unobstructed for emergency vehicles.
  • Stay tuned to NOAA Weather Radio or news broadcasts for changes in tsunami alerts.
  • Stay away from the coast and low-lying areas until local officials say it’s safe to return.

Earthquakes and Tsunamis: The Time to Get Ready is Now

SAN JUAN, Puerto Rico – Last year, Puerto Rico endured numerous severe weather events including flooding, heavy rains and storm surges which affected families and businesses in various degrees, but were not extensive enough to justify a federal disaster declaration. However, more than half a million dollars were paid to flood affected business owners, renters and families who own flood insurance policies from the National Flood Insurance Program (NFIP).

“Buying and maintaining flood insurance assures you that assistance will arrive when you have to deal with a flood damaged property. Take steps now to protect your property and financial well-being,” said Alejandro De La Campa, FEMA’s Caribbean Area Division Director. “Buy flood insurance now and be covered by the start of hurricane season, because when you purchase a flood insurance policy there is a 30-day waiting period before it takes effect.”

Through the NFIP, homeowners can insure their homes for up to $250,000 and its contents for up to $100,000. Renters can buy coverage for personal property for up to $100,000. Nonresidential property owners can insure a building and its contents for up to $500,000.

Currently, 56,572 policy holders in Puerto Rico participate in the NFIP. This insurance can be purchased through your local insurance agent or company. Also, you can go online at www.floodsmart.gov or call 1-800-427-2419 for general flood insurance information.

Furthermore, FEMA advises residents to contact their local floodplain management officials to view current local flood maps. Additional information is also available online through FEMA’s Map Service Center at www.msc.fema.gov or www.jp.gobierno.pr/avi/ to see the updated flood map for your community.
