COLUMBIA, S.C. – Two disaster recovery centers are open in Florence and Kershaw counties to help South Carolina flood survivors. The centers are open 8 a.m. to 7 p.m. seven days a week.

Representatives from the South Carolina Emergency Management Division, the Federal Emergency Management Agency, the U.S. Small Business Administration and other agencies will be at the centers to explain disaster assistance programs and help survivors apply for aid.

South Carolina Disaster Recovery Centers Open in Columbia and Lexington

DENTON, Texas – The Federal Emergency Management Agency (FEMA) has recognized two Louisiana groups for accomplishments in working to prepare their communities for emergencies. New Orleans Medical Reserve Corps won the award for Outstanding Citizen Corps Partner Program in the 2015 FEMA Individual and Community Preparedness Awards. The Coastal Protection and Restoration Authority of Louisiana received an honorable mention in the category of Technological Innovations.

The New Orleans Medical Reserve Corps (NOMRC) was honored for its emergency preparedness outreach and education to vulnerable populations in the city by working with the whole community. NOMRC coordinated with emergency preparedness agencies in the city to plan for the 2014 hurricane season. Working with agencies and health care providers that serve at-risk groups, NOMRC developed easy-to-understand hurricane preparedness messages and materials targeted to the elderly, mobility-impaired, non-English speakers and other vulnerable populations. Innovative partnerships with many local organizations and meeting people where they are in the community are hallmarks of NOMRC’s success. Some of their accomplishments include:

  • Providing presentations on mandatory evacuations, sheltering in place and preparing disaster supplies at community events, health fairs, in senior citizen living facilities, and through door-to-door campaigns.

  • Hosting 10 training sessions on emergency preparedness and resiliency for agencies serving at-risk groups.

  • Using Medicare data to locate individuals on oxygen or dialysis for targeted outreach.

  • Using New Orleans Regional Transit Authority data to survey people with limited mobility.

  • Discussing hurricane preparedness with elementary school children at a hurricane hunter aircraft site.

The Coastal Protection and Restoration Authority of Louisiana worked with a number of community partners to design a Flood Risk and Resilience Viewer. The web-based tool displays flood risk data in an easy-to-understand format for a specific location. It helps individuals and communities understand their current and future flood risks, shows probable land loss and climate changes in the future, and how flood depths could impact the community and its infrastructure.

Each year, FEMA’s Individual and Community Preparedness Division recognizes the preparedness efforts of organizations around the country. This year 138 organizations applied for recognition. There were 11 award winners and 37 honorable mentions. The 11 FEMA Individual and Community Preparedness Award recipients were recognized on Sept. 8, 2015, in Washington, D.C. During the recognition ceremony, recipients shared their experiences, success stories, and lessons learned with fellow emergency management leaders.

FEMA Honors Two Louisiana Groups’ Achievements in Community Emergency Preparedness

AUSTIN, Texas – To meet the needs of Texans affected by the severe storms, tornadoes and flooding from May 4 to June 22, a State/FEMA Disaster Recovery Center in Harris County will transition to a U.S. Small Business Administration (SBA) Disaster Loan Outreach Center on Friday, Aug. 28.

Thursday, Aug. 27, is the final day for survivors to register for FEMA recovery assistance or to apply for a loan from SBA.

The Disaster Recovery Center at Bayland Community Center, 6400 Bissonnet St., Houston, TX 77074, will close on Aug. 27, at 6 p.m. On Friday, Aug. 28, an SBA center will open at that location at 9 a.m. Hours of operation will be Monday through Friday 9 a.m. to 6 p.m. until further notice.

Representatives from the SBA will be available at the center to meet individually with residents and business owners to answer their questions, explain SBA’s disaster loan program, help them complete their applications and close their approved disaster loans. 

SBA low-interest disaster assistance loans of up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate.  Homeowners and renters are eligible for up to $40,000 from SBA to repair or replace damaged or destroyed personal property.

Businesses of all sizes and private nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

SBA can also lend additional funds to businesses and homeowners to help with the cost of making improvements that protect, prevent or minimize the same type of disaster damage from occurring in the future.

Applying for an SBA low-interest disaster loan is part of federal disaster assistance. Many people who apply to FEMA are automatically referred for a low-interest disaster assistance loan. Survivors should complete SBA loan applications so they can be considered for all available disaster assistance.

SBA is the federal government’s primary source of money to fund long-term rebuilding of disaster-damaged private property. SBA helps businesses of all sizes, private nonprofit organizations, homeowners, and renters fund repairs or rebuilding efforts, and cover the cost of replacing lost or disaster-damaged personal property. These disaster loans cover uninsured and uncompensated losses and do not duplicate benefits of other agencies or organizations.

Disaster Recovery Center in Harris County Texas Transitioning to SBA Disaster Loan Outreach Center August 28

AUSTIN, Texas— Texans have received nearly $50 million in grants from the Federal Emergency Management Agency (FEMA) to help recover from losses caused by the flooding and severe storms from May 4 through June 22. While the assistance is tax free and the grants do not have to be repaid, survivors are reminded to use their funds wisely and solely for recovery.

When a grant is awarded, FEMA sends a letter listing examples of approved uses that include home repair, rental assistance for a different place to live temporarily, and other disaster-related expenses. These include repair or replacement of a flooded essential vehicle or medical care for an injury caused by the disaster. Disaster grants should not be used for regular living expenses, such as utility bills or food, medical or dental expenses not related to the disaster, travel, entertainment, or any other discretionary expenses not disaster related.

By now, survivors who had insurance may have received settlements. Since grants by law cannot duplicate funds received from other sources, it’s important for survivors to update FEMA. The best way is to call FEMA’s toll-free Helpline at 800-621-FEMA (3362) which is open from 7 a.m. to 10 p.m. (local time) seven days a week until further notice. Multilingual operators are available. Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 800-462-7585 directly. Survivors who have not yet registered for assistance are encouraged to do so before the August 27 deadline using the same phone number or by going online to www.disasterassistance.gov. It’s important for grant recipients to keep receipts for three years to show how funds were spent. Following every federally declared disaster, FEMA conducts audits of disaster assistance payments to ensure taxpayer dollars were properly provided based on a survivor’s needs and used appropriately by recipients. A small percentage of survivors may be asked to repay part or all of a grant. This process is an important part of FEMA’s obligation and commitment to be a responsible steward of taxpayer dollars.

Texans Who Received FEMA Recovery Assistance Urged to Use Funds Wisely

DENVER – Local governments in Adams, Boulder, and Park Counties and the City and County of Denver are now eligible to receive federal assistance for some of their costs incurred during this spring’s storms, according to state and federal officials.

The Colorado Division of Homeland Security and Emergency Management (DHSEM) and the Federal Emergency Management Agency announced that the counties had been added to the disaster declaration issued by President Obama on July 16, 2015 for 11 counties as the result of the severe storms, tornadoes, flooding, landslides, and mudslides that occurred between May 4 and June 16, 2015.

The disaster declaration for Baca, Elbert, El Paso, Fremont, Logan, Morgan, Pueblo, Saguache, Sedgwick, Washington, and Yuma counties made state, county, and local governments, as well as certain non-profit organizations, eligible to receive reimbursement for repairing infrastructure damage caused by the storms, as well as the cost of responding to them.

“The addition of these counties to Colorado’s disaster declaration means that under FEMA’s Public Assistance Grant Program, qualified organizations in these counties will receive no less than 75 percent of the eligible costs incurred as a result of the disaster,” said Federal Coordinating Officer Dolph Diemont, head of FEMA’s recovery efforts in Colorado.

“We sincerely appreciate Administrator Fugate and FEMA for their prompt approval of our add-on county request. This opens the door for Federal assistance to these affected communities and ensures nobody is left behind,” said DHSEM Emergency Management Director Dana Reynolds.

The state and FEMA are working to schedule Applicants’ Briefings for officials of eligible entities and non-profit organizations in the newly declared counties.  DHSEM will provide information on the application process, as well as deadlines for submission of necessary documents to receive federal reimbursement.

The Applicants’ Briefings may be followed by face-to-face meetings in local communities between FEMA, Colorado DHSEM officials and eligible applicants.

Specialists from the State of Texas, the Federal Emergency Management Agency (FEMA), the U.S. Small Business Administration (SBA), are on hand to answer questions and provide information on the types of assistance available to survivors. Services are provided in English and Spanish.

The recovery center serves survivors from any of the 47 counties designated for Individual Assistance who need one-on-one help. State and federal professionals will be available to assist eligible survivors to get help as quickly as possible.

People who had storm damage can register for FEMA assistance online at www.DisasterAssistance.gov or call 800-621-3362 toll-free from 7 a.m. to 10 p.m. daily until further notice. Multilingual operators are available. Registration deadline is Aug. 27.

Disaster assistance applicants who have a speech disability or hearing loss and use TTY should call 800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 800-621-3362. The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.

Visiting with a recovery specialist is not a requirement for survivors who want disaster assistance, but the centers are an excellent way for people to get answers to their questions about disaster aid and help applying for it. Some of the services may include:

  • Guidance regarding disaster recovery

  • Clarification of any written correspondence received

  • Housing Assistance and Rental Resources information

  • Answers to questions, resolutions to problems and referrals to agencies that may provide further assistance

  • Status of applications being processed

Assistance for eligible survivors can include grants for temporary housing and home repairs, and for other serious disaster-related needs, such as medical and dental expenses or funeral and burial costs. Low-interest disaster loans from SBA may be available to cover losses not fully compensated by insurance or other resources and do not duplicate benefits of other agencies or organizations.

Eligible survivors should register with FEMA even if they have insurance. FEMA cannot duplicate insurance payments, but under-insured applicants may receive help after their insurance claims have been settled.

FEMA’s National Flood Insurance Program has a call center to answer Texas policyholders’ flood insurance questions. Specialists can help with servicing claims, providing general information and offering technical assistance to aid in recovery. To speak with a flood insurance specialist, call 800-621-3362 between 8 a.m. and 6 p.m., Monday through Friday.

AUSTIN, Texas –A State/FEMA Disaster Recovery Center (DRC) will open on Monday, Aug. 10, at noon in Ellis County for homeowners, renters and business owners who sustained damage as a result of the severe storms, tornadoes and flooding from May 4 to June 22.
