PHILADELPHIA – In late August 2011, Hurricane Irene caused destruction and flooding across the eastern United States, including historic levels of flooding in communities across the Commonwealth of Pennsylvania. Within a weeks time, Tropical Storm Lee would move through many of those same communities, bringing additional flooding to communities still responding to the aftermath of Irene.

Five years later, FEMA Region III is remembering the storms and their impact to communities, as well as the response and recovery efforts that in many communities continue to this day. “All disasters are local, and with Hurricane Irene and Tropical Storm Lee, we have many communities who continue to recover from these disasters and are finding ways to mitigate future storms,” stated FEMA Region III Regional Administrator MaryAnn Tierney. To encourage individuals and communities to prepare for future hurricanes, FEMA Region III created products to remember Hurricane Irene and Tropical Storm Lee and to provide a retroactive view on the storms impacts on communities across the region.

5 Years Later: Remembering Hurricane Irene and Tropical Storm Lee’ is a video which looks back on the impacts and recovery efforts undertaken in response to the storms, including efforts to get people into housing and the resilience of people faced with hardship. The video includes interviews with local, state, and federal officials who looked back at their role in responding to Irene and Lee and what mattered most in helping communities to recover back stronger than before.

In addition, FEMA Region III created ‘before and after’ photos which reveal just how much water certain communities received from the two storms. The photos are available in FEMA’s Multimedia Library at www.FEMA.gov/media-library by searching for “Tropical Storm Lee Pennsylvania” in the search bar at the top of the page. 5 Years Later, FEMA Remembers Hurricane Irene and Tropical Storm Lee

CHARLESTON, W.v. – The counties of Clay, Fayette, Monroe, Roane, and Summers counties are now eligible to receive federal assistance. Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

In addition, federal funding is available for state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency protective measures in Clay, Fayette, Monroe, Roane, and Summers counties.

On June 25, 2016 President Obama announced that federal disaster assistance has been made available to the State of West Virginia to supplement state and local recovery efforts in the area affected by severe storms, flooding, landslides, and mudslides beginning on June 22, 2016, and continuing. The original declaration made federal funding available to affected individuals in Greenbrier, Kanawha, and Nicholas counties.

Federal funding was made available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency protective measures in Greenbrier, Kanawha, and Nicholas counties.

Individuals and business owners who sustained losses in the designated area can begin applying for assistance tomorrow by registering online at www.DisasterAssistance.gov or by calling 1- 800-621-FEMA (3362). Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362. The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.

Additional West Virginia Counties Approved For Disaster Aid

CHARLESTON, W.v. – As skies clear and the floodwaters recede, responders, volunteers and teams dedicated to assisting West Virginians devastated by flooding have been arriving and making a difference. The West Virginia Voluntary Organizations Active in Disaster (WV VOAD) have been working with state and local emergency managers and officials to coordinate resources through its network of disaster relief agencies. They have been asking kind-hearted individuals seeking ways to help disaster survivors to make a donation to the WV VOAD Disaster Relief Fund or register as a volunteer. Financial donations are the best way to support the effort at this time. Donations will be used to support the disaster related needs of families through a network of voluntary agencies and a statewide disaster relief fund.

Volunteers wishing to help more directly with flood response and recovery can register online at www.volunteerwv.org. Volunteer West Virginia has partnered to match volunteers with organizations statewide to assist with response and recovery. When road hazards are clear and needs are identified, a volunteer coordinator will contact registered volunteers to schedule a volunteer shift or overnight deployment.

State and federal officials have announced the opening of a Disaster Recovery Center (DRC) with tentative plans to open more. DRCs are one-stop shops for eligible storm survivors to provide one-on-one, face-to-face help from local, state and non-government organizations. Representatives from the U.S. Small Business Administration (SBA) will also be present to provide information on low-interest loans and help applicants complete disaster loan applications for homeowners, renters and businesses of all sizes.

A DRC has been established at the Kanawha County Crede Warehouse 3300 Pennsylvania Ave. in Charleston, WV 25302. The center will be open seven days a week from 7 a.m. – 7 p.m. Additionally, a Mobile Disaster Recovery Center (MDRC) in Greenbrier County is open from 7 a.m. – 7.p.m until Friday with additional hours to be determined. The center is currently located at 65 West Main St. in White Sulfur Springs, WV 24986.  

However, individuals do not have to visit a Disaster Recovery Center to register for assistance. If you have been affected by flooding and need assistance, visit DisasterAssistance.gov or register with your smartphone at m.fema.gov. For those without access to the internet, FEMA has a toll-free number at 1-800-621-FEMA (3362) or (TTY) 1-800-462-7585 for the deaf or hard of hearing.

FEMA officials have reported that over $290,000 of federal funding has been approved for individuals and households affected by the disaster. 2,600 individual registrations have already been received, 800 of which have already been referred to inspectors. Federal disaster assistance for individuals and families can include money for rental assistance, essential home repairs, personal property loss and other serious disaster-related needs not covered by insurance.

DEBRIS REMOVAL TIPS

Storm and flooding-related debris is eligible for pickup and disposal by the county or municipality if residents place the following types of debris on the public right-of-way in front of their property for pick-up. When placing debris at the roadside, residents should be careful not to cover or impede access to utility meters or mailboxes.

Residents opting for curbside pick-up must separate debris into categories:

  • Vegetative debris (tree limbs, shrubs, etc.)

  • Construction/Demolition debris

  • White goods (appliances, etc.)

  • E-goods (TV’s, electronics)

  • Household hazardous (cleaning solutions, automotive chemicals, etc.)

  • DEBRIS HANDLED BY CONTRACTORS: Some homeowner’s insurance policies may cover debris removal. Residents are reminded that if they choose to hire their own contractor, they should not place that debris on the right-of-way. The cost of debris disposal is typically included in the contractor’s estimates. Homeowners should review their insurance policies to determine if their policy covers debris removal. Under no circumstances will reconstruction debris or demolition debris created by the property owner or the private contractor be pushed to the curb. The property owner, insurance company or contractor is responsible for removing and transporting all demolition and/or reconstruction debris to an approved designated

AFTER A DISASTER – QUICK TIPS TO HELP YOU ON THE ROAD TO RECOVERY

  • Injuries may occur when people walk amid disaster debris and enter damaged buildings. Wear sturdy shoes or boots, long sleeves and gloves when handling or walking on or near debris.

  • Be aware of possible structural, electrical or gas-leak hazards in or around your home.

    • Contact your local city or county building inspectors for information on structural safety codes and standards and before going back to a property with downed power lines, or the possibility of a gas leak.

    • Do not touch downed power lines or objects in contact with downed lines.

    • Report downed power lines and electrical hazards to the police and the utility company. They may also offer suggestions on finding a qualified contractor to do work for you.

  • If your power is out, safely use a generator or candles.

    • Never use a generator inside a home, basement, shed or garage even if doors and windows are open.

    • Keep generators outside and far away from windows, doors and vents. Read both the label on your generator and the owner’s manual and follow the instructions. 

    • If using candles, please use caution. If possible, use flashlights instead. If you must use candles, do not burn them on or near anything that can catch fire.

  • Outside your home or business: Be aware of areas where floodwaters have receded. Roads may have weakened and could collapse under the weight of a car.

  • Use extreme caution when entering buildings; there may be hidden damage, particularly in foundations.

West Virginia Response & Recovery: Rising Above the Flood

PHILADELPHIA – FEMA Region III is deploying an Incident Management Assistance Team and Preliminary Damage Assessment (PDA) teams to West Virginia to provide support and guidance on the Federal Disaster Declaration Process and PDAs in response to current flooding and severe weather.  

These teams will participate in joint PDAs with the State of West Virginia, local officials, and the U.S. Small Business Administration (SBA) to assess damages and the impact to communities. PDAs, which are an information gathering process, are the first step in helping a governor determine whether the scope of damage is beyond what the state is capable of handling and if additional assistance is necessary.

Information is jointly compiled and reviewed by the state, at which point, the state may decide that a request for federal assistance is warranted. The PDAs will include Clay, Greenbrier, Kanawha, Nicholas, Pocahontas, Roane, Webster, and other counties.

FEMA Region III and our partners at the West Virginia Department of Homeland Security and Emergency Management (DHSEM) want to encourage individuals and families to take steps to be safe during severe weather and flooding events. If drivers encounter water on roadways, turn around, don’t drown.

Residents in potentially affected areas should continue to monitor local radio or television stations for updated emergency information, and follow the instructions of state, local, and tribal officials. If you are in need of emergency assistance, please dial 9-1-1.

When severe weather hits, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations, and numerous private interest groups. The individuals within these organizations provide emergency assistance to protect the public’s health and safety and services to meet immediate needs. FEMA In Close Coordination with the State of West Virginia As Severe Weather Continues

PHILADELPHIA – On Thursday, June 23, 2016 the City of Richmond, Virginia unveiled a High Water Mark at Pony Pasture Rapids Park. The marks, also established at Brown’s Island and Great Shiplock Park, show areas where flood water has risen in the past in an effort to raise awareness of flooding and encourage individuals to consider their risk.  

“Whether it is a hurricane or a flood, it only takes one storm to significantly impact our communities,” stated FEMA Region III Regional Administrator MaryAnn Tierney. “The High Water Mark campaign highlights for us that by being prepared for these events, we can reduce their impact on us and make our communities safer for all.”

The High Water Mark Campaign represents a partnership between FEMA’s High Water Mark Campaign program, the Region III office, the Virginia Department of Emergency Management (VDEM), the U.S. Army Corps of Engineers Norfolk District, the Virginia Silver Jackets, and others to encourage flood awareness and steps individuals, families, and communities should take to protect themselves against future flooding events.

“Flooding is the most prevalent natural disaster in Virginia and we know that many are under-insured against floods,” said VDEM State Coordinator Dr. Jeffrey Stern. “Our goal is to increase preparedness in flood-prone communities. These signs are a constant reminder that major flooding can occur in the Commonwealth and should prompt individuals and businesses to take action, obtain flood insurance and prepare.”

The High Water Mark Campaign is a part of the National Flood Insurance Program (NFIP) which seeks to increase local communities’ awareness of flooding and flood risks. In addition to signs marking historic flood levels, the campaign seeks to promote continued education and awareness of flooding and to encourage communities to take steps to mitigate their risks. FloodSmart.gov has information on risk and insurance options to help individuals make the best decision for them and their families.

High Water Mark Event Addresses Past, Future of Flood Risk

SALEM, Ore. –The Federal Emergency Management Agency announced today that it has awarded Oregon more than $2 million as a portion of the FEMA Public Assistance program allocation for recovery from the severe winter storms, straight-line winds, flooding, landslides and mudslides occurring December 6-23, 2015. This is one of several awards that are expected to be distributed as a result of the nearly month-long weather events.

FEMA’s Public Assistance grants will go to more than 400 eligible projects in 14 counties covering Clackamas, Clatsop, Columbia, Coos, Curry, Douglas, Lane, Lincoln, Linn, Multnomah, Polk, Tillamook, Washington and Yamhill.

The Public Assistance program offers supplemental financial assistance on a cost-sharing basis for emergency work and the repair or replacement of disaster-damaged facilities in designated counties. The program encourages protection of these facilities from future events by providing assistance for certain hazard mitigation measures.

Current estimate of eligible damage is approximately $40 million. FEMA reimburses 75 percent of eligible costs and makes grant awards to the state. Oregon manages the grant awards to applicants and is accountable for their use.

Of the current grants, approximately $1.2 million is being awarded for three large projects, and about $1 million for water and electric lines, equipment, roadway and trench repairs, and a host of other small projects. Reimbursements for costs of emergency measures taken during response to the storms throughout the 14 affected counties are also flowing to disaster recovery grant applicants.

“A $425,000 award went to Lake Oswego for replacement of a collapsed storm drain and repair of a 12-foot deep sinkhole, while another went to Columbia River People’s Utility District for about $380,000,” said Clint Fella, State Coordinating Officer for the Oregon Office of Emergency Management. “The electric cooperative in Columbia County sustained pole, line and other damage along 113 miles of 154 different roads during the weather event.”

The Port of Brookings Harbor is also scheduled to receive $416,250 for sediment hauling and removal.

“This funding for Oregon’s recovery marks a difference in the way we deliver assistance,” said FEMA’s Federal Coordinating Officer Dolph Diemont. “It also points to the State of Oregon’s hard work in this recovery process. They help determine project eligibility.”

FEMA is implementing a new business model to deliver funding for public infrastructure recovery after a disaster. The new model does not represent a change in FEMA’s mission or in what it does, but is intended to improve the quality and efficiency of the recovery process for communities affected by disasters.

The disaster declaration signed by President Obama on Feb. 17, 2016 made FEMA’s Public Assistance recovery program available to declared counties. The state and FEMA have been working closely with local officials since Feb. 17 to identify damage, develop project costs and to deliver funding to assist in the recovery from the December, 2015 storms.

Within 90 days, FEMA will send its evaluation to the Nuclear Regulatory Commission (NRC) for use in licensing decisions. The final report will be available to the public about 120 days after the exercise.

FEMA will present preliminary findings of the exercise in a public meeting at 10 a.m. on May 20, 2016, at the Residence Inn by Marriott, 600 Jefferic Blvd, Dover, Del. Scheduled speakers include representatives from FEMA, NRC, and the State of Delaware.

FEMA created the Radiological Emergency Preparedness (REP) Program to (1) ensure the health and safety of citizens living around commercial nuclear power plants would be adequately protected in the event of a nuclear power plant accident and (2) inform and educate the public about radiological emergency preparedness.

REP Program responsibilities cover only “off-site” activities, that is, state and local government emergency planning and preparedness activities that take place beyond the nuclear power plant boundaries. On-site activities continue to be the responsibility of the NRC.

The exercise will occur during the week of April 25th, 2016 to assess the ability of the Commonwealth of Pennsylvania and the State of Maryland to respond to an emergency at the nuclear facility.

“These drills are held every other year to evaluate government’s ability to protect public health and safety,” said MaryAnn Tierney, Regional Administrator for FEMA Region III. “We will assess state and local emergency response capabilities within the 10-mile Emergency Planning Zone as well as the adjacent support jurisdictions within the Commonwealth of Pennsylvania and the State of Maryland.”

Additional Virginia Counties and Independent Cities Approved For Disaster Aid

Harrisburg, Pa. – The counties of Greene, Henrico, and Shenandoah and the independent cities of Fairfax and Fredericksburg are now eligible to receive federal assistance for some of their costs incurred during the Severe Winter Storms and Snowstorm occurring on January 22-23, 2016. This will allow for reimbursement for repairing infrastructure damage caused by the storms, as well as the cost of responding to them. In addition, Snow Assistance will be provided for a period of 48 hours.

On March 7, 2016 President Obama issued a major disaster declaration for the Commonwealth of Virginia triggering the release of Federal funds to help communities recover from the Severe Winter Storm and Snowstorm. The disaster declaration authorized Public Assistance for Albemarle, Arlington, Caroline, Clarke, Culpeper, Fairfax, Fauquier, Frederick, Highland, King George, Loudoun, Louisa, Madison, Page, Patrick, Prince William, Rappahannock, Spotsylvania, Stafford, and Warren, and the independent cities of Alexandria, Falls Church, Manassas, Manassas Park, and Winchester.

In addition, the following counties were designated for Snow Assistance; Albemarle, Arlington, Caroline, Clarke, Culpeper, Fairfax, Fauquier, Frederick, Highland, King George, Loudoun, Louisa, Madison, Page, Patrick, Prince William, Rappahannock, Spotsylvania, Stafford, and Warren, and the independent cities of Alexandria, Falls Church, Manassas, Manassas Park and Winchester.

FEMA’s Public Assistance Programs provide state and local governments and eligible private non-profit organizations, in the twenty-three designated counties and seven designated independent cities, with federal funds to pay 75 percent of the approved cost of the following; debris removal, emergency services related to the disaster, snow assistance for snow removal, de-icing, salting, snow dumps and sanding of roads and other eligible facilities, and for repairing or replacing damaged public facilities such as roads, bridges, buildings and utilities.

The Commonwealth, which distributes the FEMA funds to local governments and qualified non-profits, must review Public Assistance projects, along with FEMA, to ensure compliance with regulations.
