Disaster Legal Help Available for Connecticut

HARTFORD, Conn. – Free assistance with legal issues resulting from Hurricane Sandy is available for Connecticut disaster survivors in the counties designated for FEMA assistance.

The Federal Emergency Management Agency, through an agreement with the Young Lawyers Division of the American Bar Association and in partnership with the Connecticut Bar Association, provides free legal help for survivors in these counties.

Disaster-related legal questions typically involve such matters as lost wills, landlord-tenant relations, property ownership, home repair contracts, and government benefit programs.

Survivors who qualify for assistance will be matched with Connecticut lawyers who have volunteered to provide free legal help.

Legal help is available to affected residents of Fairfield, Middlesex, New Haven, and New London counties and the Mashantucket Pequot Tribal Nation and the Mohegan Tribal Nation located within New London County. Call the Disaster Legal Services Hotline at: 866-864-4464.

WINDSOR, Conn. – Hurricane Sandy survivors may register with FEMA for disaster assistance anytime day or night online at www.DisasterAssistance.gov. If you have a web-enabled device, enter m.fema.gov in the web browser.

Call volume to the toll-free registration line for Hurricane Sandy survivors across the Northeast is high, but registering online can bypass any potential wait. Survivors who are unable to access a computer at home or who do not have smart devices can visit a Disaster Recovery Center or a public library.

Applicants can still register by calling FEMA at 800-621-3362. If you use a TTY, call
800-462-7585 directly; if you use 711 or Video Relay Service, call 800-621-3362. Multilingual operators are available.

“Online registration is fast and relatively easy,” said Federal Coordinating Officer Albert Lewis. “Just go to the website and follow the prompts. You’ll need your Social Security number, available insurance information, a description of the damages, location of the property and a daytime phone number if we need to contact you.”

Homeowners and renters who suffered losses in the designated counties should register for disaster assistance such as grants for temporary housing or essential repairs to make their homes safe and secure. Low-interest disaster loans may also be available through the U.S. Small Business Administration.

The U.S. Small Business Administration (SBA) is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property. SBA helps homeowners, renters, businesses of all sizes, and private nonprofit organizations fund repairs or rebuilding effort, and covers the cost of replacing lost or disaster-damaged personal property. These disaster loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.

Disaster Recovery Centers Offer Resources to Hurricane Survivors

HARTFORD, Conn. – Residents affected by Hurricane Sandy may get first-hand information about resources available by speaking directly with recovery specialists at any one of five Disaster Recovery Centers.

Survivors can get answers to their questions, information about state and federal programs and help with paperwork. Specialists can direct survivors to volunteer agencies that may be able to meet specific needs.

Federal assistance can include grants for rental assistance and essential home repairs. Homeowners, renters, business owners and certain nonprofit organizations may also qualify for low-interest disaster loans from the Small Business Administration (SBA) to replace or repair real estate, personal property, business equipment, inventory and assets. The SBA also offers low-interest economic injury loans to business owners.

If possible, survivors should register with FEMA before visiting a center.

People with storm losses should register with FEMA online at www.DisasterAssistance.gov, with a smartphone or device at m.fema.gov. NEW YORK – Today, FEMA announced an amendment to the major disaster declaration for the State of New York to include the Individual Assistance program for four additional counties.

Federal funding is available to affected individuals in Orange, Putnam, Sullivan and Ulster counties. Assistance can include grants for temporary housing and home repairs, and uninsured property losses, and other programs to help individuals and households recover from the effects of the disaster.

Individuals and households who sustained losses in the designated counties can begin applying for assistance by registering online at www.disasterassistance.gov, by smartphone at m.fema.gov or by calling 1-800-621-FEMA (3362) or 1-800-462-7585 (TTY) for the hearing and speech impaired. The toll-free telephone numbers will operate 24 hours, seven days a week until further notice.

NEW YORK CITY, N.Y. — Since Hurricane Sandy struck New York, the Federal Emergency Management Agency (FEMA) has approved more than $338 million to help individuals and families recover from the disaster.

FEMA provides the following snapshot of the disaster recovery effort as of Nov. 12:

More than 176,000 New Yorkers have contacted FEMA for information or registered for assistance with FEMA and more than $338 million has been approved. More than 91,000 have applied through the online application site at www.disasterassistance.gov.
30 Disaster Recovery Centers (DRC) are open in the nine declared counties. These include mobile sites as well as fixed sites, and to date more than 12,000 survivors have been assisted at DRCs in New York.
More than 1,100 Community Relations (CR) specialists are strategically positioned throughout affected communities, going door to door explaining the types of disaster assistance available and how to register. More teams continue to arrive daily.
1,126 inspectors in the field have completed more than 44,000 home inspections.
70 Points of Distribution (PODs) are open and providing supplies to the affected residents.
11 Disaster Medical Assistance Teams (DMATs) and 1 (Rapid Deployment Force) RDF team from the Department of Health and Human Services are deployed in New York.
New York’s major disaster declaration was amended so that the thirteen declared counties are now approved for all categories of Public Assistance, which includes reimbursement for eligible costs of emergency response services, debris removal and repairs to public infrastructure.
The U.S. Army Corps of Engineers, acting on a mission assignment from FEMA, has removed more than 270 million gallons of saltwater from tunnels, underpasses and other areas throughout New York City – enough to fill all of Central Park two feet deep.
The U.S. Small Business Administration (SBA) continues to operate five Business Disaster Recovery Centers in New York. As of November 12, the SBA has issued more than 100,000 home disaster loan applications, and more than 26,000 business disaster loan applications in New York.

FEMA’S COMMUNITY RELATIONS TEAMS, DRCs RESUME OPERATIONS

NEW YORK CITY – The Federal Emergency Management Agency wants storm survivors to know that Community Relations teams are back in the field and Disaster Recovery Centers have resumed operations after a one-day suspension of operations caused by inclement weather.

It’s important to know that individuals do not have to go to a DRC to register with FEMA. Here are some alternatives:

They may apply for FEMA assistance 24 hours a day, seven days a week by calling the toll-free registration number at 1-800-621-FEMA (3362). If you have a speech disability or hearing loss and use a TTY, call 1-800-462-7585 directly; if you use 711 or Video Relay Service (VRS), call 1-800-621-3362. They may also register online at: www.DisasterAssistance.gov or on their smartphones at m.fema.gov.

Hundreds of FEMA personnel are blanketing damaged neighborhoods, going door-to-door delivering information vital to recovery and encouraging those residents with damaged property to register with FEMA for assistance. They can help refer survivors to the proper resources for any unmet disaster needs, but they do not assess or document damage. FEMA inspectors will contact survivors directly after they have registered.

Jefferson Parish Disaster Recovery Center in Marrero Closes Saturday

BATON ROUGE, La. — Time is running out for Hurricane Isaac survivors in Jefferson Parish to visit the State/FEMA Disaster Recovery Center in Marrero. The center closes permanently at 1 p.m. on Saturday, Nov.10.

Although the center will close, Hurricane Isaac survivors can visit the other two Jefferson Parish recovery centers located in Lafitte and Metairie.

BATON ROUGE, La. — The State/FEMA Disaster Recovery Centers open in Port Sulphur and Braithwaite will change their hours of operation effective Monday, Nov. 5.

The updated hours for these two centers will be 8 a.m. to 5 p.m. Monday through Friday and 9 a.m. to 1 p.m. on Saturdays, closed Sundays.

Hurricane Survivors Warned of Fake Building Contractors

BATON ROUGE, La. – With more than $218 million in state and federal recovery dollars in the hands of Louisiana’s Hurricane Isaac survivors, fake building contractors and other con artists are angling to get their hands on some of it, the Federal Emergency Management Agency (FEMA) warns.

Scam artists and other criminals often attempt to prey on vulnerable survivors once they have some money in hand to repair their storm-damaged homes. Authorities in Louisiana have already received isolated reports of unscrupulous people doing just that.

“While homeowners are anxious to repair their homes as quickly as they can, we urge them to first check the credentials of anyone offering to do those repairs,” said Gerard M. Stolar, federal coordinating officer for FEMA’s Louisiana-based recovery operation. “Asking just a few questions can save people from a lot of heartache.”

Homeowners do have a valuable resource to help them determine whether someone is a legitimate professional. The Louisiana State Licensing Board for Contractors offers an online database that allows people to check up on potential contractors: http://www.lslbc.louisiana.gov/findcontractor.asp.

The site also includes a “For Consumers” pull-down tab, which includes a public education section, complete with tips for hiring contractors and managing costs, including advice on determining appropriate down payments and payment schedules.

The most common post-disaster fraud practices include not only fraudulent building contractors, but phony housing inspectors, bogus pleas for disaster donations and fake offers of state or federal aid. Those who suspect fraud should call the FEMA Disaster Fraud Hotline at 1-866-720-5721. Complaints may also be made to local authorities or through the Louisiana Attorney General’s office at 1-800-351-4889 or online at www.ag.state.la.us.
