VIRGINIA BEACH, Va. —Even if you have homeowners’, renters’ or flood insurance, you are urged to register with the Federal Emergency Management Agency (FEMA). Registering with FEMA is a primary step in qualifying for disaster assistance after contacting your insurance agent to see if disaster damage is covered.

In the aftermath of Hurricane Matthew, FEMA is advising survivors who live in Chesapeake, Newport News, Norfolk or Virginia Beach with property damage to contact both their insurance company and FEMA. Tuesday, Jan. 3, 2017 is the last day to apply to FEMA for disaster assistance.

If you are a homeowner or renter with insurance and your home or personal property was damaged by the storm:

  • You must contact your insurance agent to file a claim with your insurance company.

  • You should be prepared to fully describe to your agent the damage caused by the storms.

  • You should keep a record of all contact you have with the agent and the insurance company.

  • You should keep a record of the claim number and the date you called to make the claim.

  • Always keep all damage repair receipts.

  • FEMA will send you a letter requesting insurance claim documentation, such as a decision letter (settlement or denial) from your insurance company, in order to further process your application.

FEMA cannot duplicate benefits that are covered by insurance, but you may be eligible for help with losses not covered or those in excess of your insurance coverage. However, you will not be considered for this assistance until FEMA receives a decision letter from your insurance company.

Homeowners and renters may be eligible for FEMA Other Needs Assistance (ONA) grants to help with uninsured or underinsured expenses and serious needs caused by the disaster, including:

  • Medical

  • Dental

  • Child care and

  • Funeral cost

Survivors who register and receive a Small Business Administration (SBA) low-interest disaster loan application should return the application. SBA applicants are not obligated to accept a loan; however, completing the application may make available additional FEMA assistance. Applicants who may not qualify for a SBA loan may be eligible for Other Needs Assistance.

FEMA encourages both insured and uninsured survivors who sustained disaster-related damage or losses to apply by phone (voice, 711 or relay service) at 800-621-3362 (TTY users should call 800-462-7585) or online at DisasterAssistance.gov. SAVANNAH, Ga. – Georgia disaster survivors have the right to appeal a FEMA decision about what assistance they are eligible to receive. They can question the amount or type of help FEMA provided or any other decision about federal disaster assistance.
 

To submit an appeal, survivors should explain in writing why they disagree with the FEMA decision and be specific.

 

There are many reasons for denial of assistance but the simplest could be: An applicant did not submit all the necessary documents to support the claim including, for instance, an insurance settlement letter, proof of residence, proof of ownership of the damaged property or contractor’s estimate for repairs not covered.
 

Federal assistance is available to eligible individuals and households in Bryan, Bulloch, Chatham, Effingham, Evans, Glynn, Liberty, Long, McIntosh and Wayne counties. Damage or losses from Hurricane Matthew must have occurred Oct. 4-15.
 

Applicants from the 10 eligible counties have 60 days from the date on FEMA’s decision letter to file an appeal. The appeal letter should include:

·       Date and place of birth

·       Address

·       Supporting documents
 

The letter should be notarized and include a copy of a state-issued identification card or the following statement: “I hereby declare under penalty of perjury that the foregoing is true and correct.”

Federal Disaster Assistance Includes the Right to Appeal

TALLAHASSEE, Fla. A FEMA/State Disaster Recovery Center (DRC) is opening in Wakulla County to bring information about available state and federal assistance. The deadline to register for federal disaster assistance under Hurricane Hermine is Nov. 28.

The DRC will be open from Thursday Nov. 17, through Saturday Nov. 19, 2016 at the following location and times:

A FEMA/State Disaster Recovery Center Is Coming to Wakulla County

ATLANTA, Ga.–The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized federal funds to reimburse costs to Kentucky to fight the Eagles Nest Fire in Breathitt County.

This authorization makes FEMA grant funding available to reimburse 75 percent of the eligible firefighting costs for managing, mitigating and controlling the fire. Eligible costs can include labor, equipment and supplies used for fighting the fire and costs for emergency work such as evacuations and sheltering, police barricading and traffic control.

“FEMA has approved these funds to make sure that Kentucky has the resources to fight this fire and protect lives, structures and property,” said FEMA Regional Administrator Gracia Szczech. “These federal dollars will help commonwealth responders continue the hard work to combat the fire.”

The state requested a Fire Management Assistance Grant (FMAG), and it was granted shortly afterwards, on November 8, 2016, at 11:32 PM EST. The fire started on November 2, 2016, and had burned in excess of 2,000 acres of commonwealth and private land. Across the commonwealth, fires had burned more than 24,000 acres. At the time of the request, the fire was threatening 1,100 homes in and around the City of Jackson, population 2,170.  

Federal fire management assistance is provided through the President’s Disaster Relief Fund and made available by FEMA to fight fires that threaten to cause a major disaster. Eligible state firefighting costs covered by the aid must first meet a minimum threshold for costs before assistance is provided.

If possible, register for FEMA assistance by phone or online before visiting a center. Going to a DRC is not a requirement of registration, but specialists there can provide guidance regarding

disaster recovery and rental resources, explain written correspondence received from FEMA, inform survivors of the status of their application, make referrals to other organizations and answer questions.

After registering with FEMA, survivors may also be eligible for low-interest disaster loans from the SBA. Disaster loans help fund repairs or rebuilding efforts and cover the cost of replacing lost or disaster-damaged personal property. SBA offers loans to businesses of all sizes, private non-profit organizations, homeowners and renters.

Economic Injury Disaster Loans (EIDL) from the SBA are available to small businesses and private-nonprofits to assist with working capital needs as a direct result of the disaster. SBA loans are for uninsured or underinsured disaster losses. SBA advises it is not necessary to wait for an insurance settlement before submitting a loan application.

Eligible survivors should register with FEMA even if they have insurance. FEMA cannot duplicate insurance payments, but FEMA may be able to help with uninsured or underinsured losses.

FEMA mitigation specialists are available at DRCs to provide information to survivors on the National Flood Insurance Program (NFIP) and guidance on cost-effective rebuilding and repair techniques to make homes more flood- and wind-resistant.

Survivors who have questions about their flood insurance policies and coverage should contact the NFIP call center at 800-621-3362 (Option 2) between 9 a.m. and 7 p.m. Monday through Friday. Specialists can help with service claims, provide general information regarding policies and offer technical assistance to aid in recovery.

Most FEMA/State Disaster Recovery Centers Change Hours of Operation

RALEIGH N.C. –Disaster Recovery Centers in Beaufort, Harnett and Hoke counties will close at 6 p.m. Friday, Nov. 11.  The centers are located at:

Hoke County

As of Nov. 8, more than 3,200 individuals called the FEMA Helpline or visited the recovery centers in Beaufort, Harnett and Hoke counties to register for assistance. At this time, visits to the center have decreased. Therefore, FEMA and the state will close the center and relocate resources to other centers in the affected counties.

Survivors can still get help by calling the FEMA Helpline or visiting one of the other centers.

To locate the center nearest you, call the FEMA Helpline at 800-621-3362, use the ReadyNC and FEMA mobile apps or go online to FEMA.gov/DRC or readync.org.

Registering with FEMA is the first step to federal disaster assistance. Register:

  • Call the FEMA Helpline at 800-621-3362 for voice, 711 and Video Relay Service. If you are deaf, hard of hearing or have a speech disability and use a TTY, call 800-462-7585.

Survivors requiring a reasonable accommodation (American Sign Language interpreting, Braille, large print, etc.) while visiting a disaster recovery center may call the appropriate Helpline number listed above for support. These toll-free numbers are open from 7 a.m. to 11 p.m., seven days a week. Help is available in many languages, and information on the registration process is available in ASL at www.fema.gov/media-library/assets/videos/111546.

FEMA assistance is nontaxable and will not affect eligibility for Social Security, Medicaid, Medicare or other federal benefits.

Register even if you have insurance. FEMA cannot duplicate insurance payments, but if you are underinsured you may receive help after your claim has been settled.

FEMA/State Disaster Recovery Centers in Beaufort, Harnett and Hoke Counties to Close Friday, Nov. 11

RALEIGH, N.C. – FEMA and North Carolina Emergency Management are establishing Disaster Recovery Centers in disaster-affected counties to reach residents of North Carolina who suffered losses and damage as a result of Hurricane Matthew. The Brunswick County center is open to provide a place where you can apply for disaster assistance and receive information about available state and federal assistance and other recovery information. The center is in Bolivia for three days: Thursday, Nov. 10, Friday, Nov. 11 and Saturday, Nov. 12 until close of business.

 Hours of Operation:            Thursday through Saturday, 9 a.m. to 6 p.m.

Recovery specialists from FEMA, NCEM and the U.S. Small Business Administration are available to speak with you face-to-face to answer questions you may have regarding the disaster assistance process, other assistance available and help you register if you haven’t already.

If you have registered, they can provide you with an update of your application status and if needed, discuss the appeal process.
