AUSTIN, Texas—FEMA’s disaster recovery center at Conroe is now operating as a U.S. Small Business Administration disaster loan outreach center.

The disaster loan outreach center opened Monday at 9 a.m. and will operate through Wednesday, Aug. 10.

Free disaster legal services available

Charleston, W.Va. — If you were affected during the June storms and have questions about legal issues such as repair contracts, working with contractors, replacing wills and other legal documents, you might be eligible to get free legal counseling from a group of West Virginia lawyers who have volunteered limited legal help.

Disaster legal Services provides legal assistance to low-income individuals who, prior to or because of the disaster, have little recourse to legal services as a consequence of a major disaster.

A partnership among the Federal Emergency Management Agency (FEMA), the West Virginia State Bar, and Legal Aid of West Virginia provides eligible callers 24/7 access to a toll free legal hotline, 877-331-4259. Callers may leave a message and will be matched with a local attorney.

Local legal aid providers might help you with:

  • Assistance with FEMA and other government benefits available
  • Assistance with life, medical, and property insurance claims
  • Help with home repair contracts and contractors
  • Replacement of wills and other important legal documents lost or destroyed in the disaster
  • Consumer protection issues such as price-gouging and avoiding contractor scams in the rebuilding process
  • Counseling on mortgage-foreclosure problems
  • Counseling on landlord-tenant problems

There are some limitations on disaster legal services. For instance, if a case might produce a fee, or where attorneys are paid as part of a court settlement, you’ll be referred to a local lawyer.

SBA Disaster Loan Application Deadlines Near

AUSTIN, Texas – Two important deadlines are ahead for Texans who are considering a loan through the U.S. Small Business Administration for recovery from the May-June storms and flooding.

Most survivors who registered with FEMA for disaster assistance were contacted by the SBA with information on the agency’s low-interest disaster loans, as well as instructions on how to complete the loan application.

The deadline to submit the application for physical damage is Aug. 10. The deadline for businesses to submit a loan application for economic injury is March 11, 2017.

The SBA is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property, offering low-interest disaster assistance loans to businesses of all sizes, private nonprofit organizations, homeowners and renters.

Survivors may apply online using the electronic loan application via SBA’s secure website at disasterloan.sba.gov/ela.

SBA loan applications should be submitted even as disaster survivors await an insurance settlement. The loan balance is reduced by the settlement. SBA loans may also be available for losses not covered by insurance.

The SBA encourages Texans who suffered damage or loss from the May-June storms and flooding complete the SBA loan application they received. There is no obligation to take a loan if offered. If approved, and a survivor does not accept the loan, it may make one ineligible for additional federal assistance.

  • Homeowners may borrow up to $200,000 from SBA to repair or replace their primary residence.

  • Homeowners and renters may borrow up to $40,000 to repair or replace personal property.

  • Businesses may borrow up to $2 million for any combination of property damage or economic injury. SBA offers low-interest working capital loans—called Economic Injury Disaster Loans—to small businesses and most private nonprofit organizations of all sizes.

CHARLESTON, W.Va. – If you are a disaster survivor in West Virginia applying for assistance with the Federal Emergency Management Agency (FEMA) and are referred to the U. S. Small Business Administration (SBA), it’s important to submit a low-interest disaster loan application. This will ensure that the federal disaster recovery process continues and you keep your options open. 

Next to insurance, an SBA low-interest disaster loan is the primary source of funds for real estate property repairs and for replacing contents destroyed in the June 22-29 storms.

FEMA and SBA encourage homeowners, renters and businesses to apply for low-interest disaster loans to help fund your recovery and to ensure the federal disaster recovery process continues.  

  • Many survivors who register with FEMA will be contacted by the SBA. If you are, you need to advise SBA how you will be submitting your loan application. 
  • You can submit your SBA disaster loan applications in one of three ways:  online at https://disasterloan.sba.gov/ela/; in person at a Disaster Recovery Center (DRC); or by mail.
  • Do not wait on an insurance settlement before submitting an SBA loan application. You can begin your recovery immediately with a low-interest SBA disaster loan. The loan balance will be reduced by the insurance settlement if you receive one. SBA loans may be available for losses not covered by insurance or other sources.
  • You should complete and return the applications as soon as possible. Failure to complete and submit the home disaster loan application may stop the FEMA grant process. Homeowners and renters who submit an SBA application and are not approved for a loan may be considered for certain other FEMA grants and programs that could include assistance for disaster-related car repairs, clothing, household items and other expenses.
  • Homeowners may be eligible for these home disaster loans up to $200,000 for primary residence structural repairs or rebuilding.
  • SBA may be able to help homeowners and renters replace important personal items. personal property, including automobiles damaged or destroyed in the disaster.
  • SBA can help businesses and private nonprofit organizations with up to $2 million to repair or replace disaster-damaged real estate, and other business assets. Eligible small businesses and nonprofits can apply for economic injury disaster loans to help meet working capital needs caused by the disaster.
  • SBA has staff at all DRCs to provide one-on-one assistance to homeowners, renters and businesses of all sizes in submitting their application.
  • Applicants may be eligible for a loan amount increase up to 20 percent of their physical damages, as verified by the SBA for mitigation purposes.  Eligible mitigation improvements may now include a safe room or storm shelter to help protect property and occupants from future damage caused by a similar disaster. 
  • SBA Business Recovery Centers (BRCs) help businesses get back on their feet from damage they sustained during the storms. The BRCs are a resource where businesses can meet face-to-face with SBA representatives to learn how a low-interest disaster loan can help them recover. The centers are located at:

Roane County DRC Closing

CHARLESTON, W.Va. – The Disaster Recovery Center (DRC) in Roane County is scheduled to close permanently July 28 at 6 p.m.  The center has been operating out of the Geary Elementary School in Left Hand, W. Va.

Survivors of the June 22-29 disaster can still find help just a phone call away. Many of the services available at the DRCs are also available on the Helpline run by the Federal Emergency Management Agency (FEMA). The Helpline operates from 7 a.m. to 10 p.m., seven days a week, until further notice. By calling 800-621-3362 (voice 711 or video relay services) or 800-462-7585 for TTY users, you can use the Helpline to:

  • Register with FEMA.
  • Provide a change of address, telephone and bank account numbers and insurance information to avoid disaster assistance processing delays.
  • Receive information about FEMA home inspections.
  • Get other questions answered about federal disaster assistance.
  • Ask questions about a letter from FEMA.
  • Learn how to appeal a FEMA decision.All applicants may appeal.

Only One Week Left for Texans to Register for April Flood Disaster Aid

AUSTIN, Texas – Texans who suffered damage or losses from the April storms and flooding have only until July 29 to register with FEMA for federal disaster assistance.

“This really is your last chance, so please don’t miss out,” said Federal Coordinating Officer William J. Doran III, who is in charge of FEMA’s operations in Texas. “FEMA wants to make sure that everybody who is eligible gets disaster assistance.”

Sixteen counties are included in the April 17-30 federal disaster declaration: Anderson, Austin, Cherokee, Colorado, Fayette, Fort Bend, Grimes, Harris, Liberty, Montgomery, Parker, San Jacinto, Smith, Waller, Wharton and Wood.

At the request of the state, FEMA extended the period of time during which damage or losses can be covered as well as the deadline to register for assistance. Residents and those who work in those 16 counties now have until July 29 to register for assistance with FEMA if they have not already done so.

Applying for disaster assistance is essentially a two-step process, which ensures consideration for all FEMA programs and the U.S. Small Business Administration disaster loans. First, register with FEMA, then complete and return the no-obligation SBA loan application, if one is offered. There is no charge to apply for the loan and if approved, no obligation to accept it.
