SACRAMENTO – The U.S. Small Business Administration (SBA) plays a unique role in helping all disaster survivors recover. It provides low-interest recovery loans to businesses and residents, if they can afford to repay. By registering with the Federal Emergency Management Agency (FEMA), most survivors are automatically referred to the SBA.

SBA low-interest disaster loans, up to $200,000 for repair or replacement of a homeowner’s primary residence and $40,000 for personal property of renters and homeowners are the federal government’s intended source of recovery funds beyond limited FEMA resources.

The SBA also makes low-interest disaster recovery loans available to help businesses of all sizes and private non-profit organizations. Businesses and private non-profits may borrow up to $2 million for physical damages or economic injury.

The easiest way to apply for an SBA disaster loan is to visit a Disaster Recovery Center and meet with an SBA representative in person.

Individuals and households who do not meet the SBA’s financial requirements for a disaster recovery loan may be referred back to FEMA, where they may qualify for an Other Needs Assistance grant to help them pay for some recovery costs other than housing. They also may qualify for a FEMA Individual Assistance grant for housing losses. Businesses are not eligible for FEMA assistance.

FEMA Other Needs Assistance may be used for:

  • Disaster-related child care expenses.
  • Disaster-related medical and dental expenses.
  • Disaster-related funeral and burial expenses.
  • Disaster-related damages to essential household items (room furnishings, appliances); clothing; tools (specialized or protective clothing and equipment) required for your job; necessary educational materials (computers, school books, supplies).
  • Fuels for primary heat source (heating oil, gas).
  • Clean-up items (wet/dry vacuum, dehumidifier).
  • Disaster-related damage to an essential vehicle.
  • Moving and storage expenses related to the disaster (moving and storing property to avoid additional disaster damage while disaster-related repairs are being made to the home).
  • Other necessary expenses or serious needs as determined by FEMA.
  • Other expenses that are authorized by law.

Applicants may apply online using the Electronic Loan Application via SBA’s secure Web site at: disasterloan.sba.gov/ela. Survivors can apply for disaster assistance online at DisasterAssistance.gov or by calling 800-621-3362; TTY 800-462-7585; 711 or (VRS), call 800-621-3362. FEMA has made it a priority to reach survivors who need help – including people with disabilities and/or access and functional needs, senior citizens and people with limited English proficiency.

TRENTON, N.J. — Disaster recovery officials urge recipients of federal grants to use the money wisely.

Upon releasing the funds by direct deposit or check, the Federal Emergency Management Agency sent every recipient a letter providing important information about the grant and outlining how the money can be spent.

Disaster-related grants are for repairs, temporary housing and other approved disaster-related costs. New Jerseyans who have questions about their grants should call FEMA’s Helpline at  800-621-FEMA (3362).

Housing funds may be used for:

  • Repairs to return a home to a safe and functional condition – may include repairs to windows, doors, water and ventilation systems, or other structural parts of a home
  •  Replacement or rebuilding of a disaster-damaged home
  •  Reimbursement for lodging expenses directly related to the disaster – receipts for these expenses will be requested if the house sustained damages.
  • Rental assistance – applicants who must remain in temporary housing for a longer period than the initial assistance grant covers may request more assistance until their home can be occupied or other permanent housing arrangements can be made. Disaster-related grant recipients also must turn in proper receipts to receive further assistance.

Recipients of Other Needs Assistance may use the funds for:

  • Personal property, specialized tools for employment, household items, appliances and vehicle repair or replacement
  • Medical, dental and funeral expenses and moving expenses

Disaster-related grant recipients are required to sign a declaration and a release certifying that all funds will be spent on the expenses for which they are intended.

Applicants also should be sure to update their address and phone number information by calling 800-621-FEMA (3362) or TTY 800-462-7585 from 7 a.m. to 10 p.m. or update your information online at www.DisasterAssistance.gov. Assistance is available in many languages. Those who use 711 or Video Relay Service should call 800-621-3362.

If FEMA does not have the correct contact information, applicants may miss important letters or phone calls about their applications for assistance or payment status.

By law, FEMA grants, which are taxpayer dollars, cannot duplicate payments from other sources. For example, if a grant recipient receives an insurance settlement covering expenses already paid for by FEMA, those duplicated funds must be reimbursed to FEMA.

Use Disaster Grants Wisely

NEW YORK – New York renters may be eligible for additional grants from the Federal Emergency Management Agency. To find out if renters qualify, they must complete and submit their disaster loan application from the U.S. Small Business Administration.

No one has to accept an SBA disaster loan. But information provided on that loan application may be used to help determine eligibility for a variety of FEMA programs that can help renters rebuild their lives.

“Renters are tightly woven into the fabric of New York and their recovery is crucial to the city’s recovery,” said Michael F. Byrne, FEMA’s federal coordinating officer in New York. “Many  renters have registered with FEMA and many of them are receiving help now.”

Renters, like homeowners, may be eligible for FEMA’s Other Needs Assistance, designed to help survivors with uninsured or underinsured necessary expenses and serious needs caused by the disaster. It’s important for survivors to understand that they must complete and return their SBA loan application in order to be eligible for Other Needs Assistance grants.

These grants can be used for:

  • Replacement or repair of necessary personal property lost or damaged in the disaster, household items such as room furnishings or appliances, and tools and equipment required by the self-employed for their jobs
  • Primary vehicles and approved second vehicles damaged by the disaster
  • Disaster-related medical and dental expenses
  • Disaster-related funeral and burial expenses

Renters who do want an SBA loan may be eligible for a loan up to $40,000 for personal property losses.

The deadline to apply for FEMA assistance or an SBA disaster loan is March 29, 2013.

A simple way to complete the application is online, using the SBA’s electronic loan application. Go to https://DisasterLoan.SBA.gov/ELA. More information is available by calling the SBA Disaster Customer Service Center toll-free number, 800-659-2955 (TTY 800-877-8339). Assistance is also available by sending an email to DisasterCustomerService@sba.gov or by visiting sba.gov.

Renters should complete and submit SBA applications

WINDSOR, Conn. – Some survivors of Hurricane Sandy are discovering that getting turned down for a low-interest disaster loan from the U.S. Small Business Administration may lead to other forms of assistance.

“In most cases, referral to these resources is automatic if SBA rejects your loan application,” said Federal Coordinating Officer Albert Lewis of the Federal Emergency Management Agency. “But applicants who don’t return their applications to SBA close the door on these resources.”

Many survivors receive a loan package from SBA after they register for assistance with FEMA. While SBA’s low-interest disaster loans represent the major source of federal funding for recovery, the application itself may open the door to other grant programs. People who do not qualify for a loan may be eligible for grants from FEMA.

Federal grants cover necessary expenses and serious needs, including:

  • Disaster-related medical and dental expenses
  • Disaster-related funeral and burial expenses
  • Disaster-related car repair expenses
  • Clothing and household items, such as room furnishings and appliances
  • Tools required for work
  • Computers and schoolbooks required for education
  • Oil and gas for heating furnaces
  • Moving and storage expenses related to the disaster

The deadline to complete an SBA application for a low-interest disaster loan is Dec. 31.

FRANKFORT, Ky. — Persons and families in Kentucky who lost their rental homes or personal property in the recent severe storms, tornadoes, straight-line winds and flooding that occurred Feb. 29 through March 3 may be eligible for disaster-related assistance from the Federal Emergency Management Agency.

Renters who resided in an apartment, mobile home or leased house that was made unlivable because of disaster damage also are encouraged to contact FEMA.

“As numerous persons who rented their homes at the time of the disaster are discovering, disaster aid is not limited to homeowners,” said Libby Turner, federal officer in charge of the Kentucky disaster. “Already over 250 renters have registered with FEMA and many are receiving help as they began to rebuild their lives.”

Through Housing Assistance, FEMA offers two kinds of help to eligible renters:

  • Money to rent a different place to live for a limited period of time while repairs are done to a rented residence that was made unlivable by the disaster
  • A free referral service to find a safe replacement rental property

Both renters and homeowners may also be eligible for Other Needs Assistance, designed to help survivors with uninsured or underinsured necessary expenses and serious needs caused by the disaster. These grants can be used for:

  • Disaster-related medical and dental expenses
  • Disaster-related funeral and burial expenses
  • Replacement or repair of necessary personal property lost or damaged in the disaster, household items such as room furnishings or appliances, and tools and equipment required by the self-employed for their jobs
  • Primary vehicles and approved second vehicles damaged by the disaster

It’s important for survivors to understand that if they receive a U.S. Small Business Administration loan application package, they must complete and mail it to SBA in order to be eligible for Other Needs Assistance. Even if they don’t want an SBA loan, information provided on the application may be used to help determine eligibility for Other Needs Assistance. Survivors do not have to submit an SBA loan application to be considered for FEMA rental assistance.

To qualify for any FEMA assistance, renters must first register with FEMA by calling 800-621-FEMA (3362) or TTY 800-462-7585. Specialists are available by phone from 7 a.m. to 10 p.m. local time seven days a week. Multilingual operators are available. Renters also may register online at www.DisasterAssistance.gov or via a web-enabled phone or smartphone at m.fema.gov.
