WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today announced the membership of the newly created Technical Mapping Advisory Council (TMAC). As directed by Congress, the Council is tasked with developing recommendations for FEMA’s flood mapping program to ensure that flood insurance rate maps reflect the best available science and are based on the best available methodologies for considering the impact of future development on flood risk.

The establishment of the TMAC was mandated by the Biggert-Waters Flood Insurance Reform Act of 2012, and it was further expanded by the Homeowner Flood Insurance Affordability Act of 2014.

The national flood mapping program provides flood maps to inform communities about the local flood risk and help set minimum floodplain standards so communities may build safely and resiliently. The flood insurance rate maps established under the program are used to set flood insurance premiums. 

“The experts selected to serve on the Technical Mapping Advisory Council represent a broad range of engineering and mapping disciplines,” said David Miller, FEMA’s associate administrator for the Federal Insurance and Mitigation Administration (FIMA).  “Their extensive knowledge and diverse points of view will be great assets as they make recommendations for the national flood mapping program and how we continue to map using technically credible and scientific practices in identifying flood risk.”

Members were selected based on specific, Congressionally mandated membership guidelines to ensure that a variety of stakeholder perspectives are reflected in the deliberations and recommendations.  The legislation requires the appointment of members from 16 specific member categories to ensure a significant cross section of technical expertise. These categories include a geographically diverse group of federal, state and local agencies, and various categories of private sector associations and organizations that deal with flood-related issues.

In addition to the expertise of Council members, FEMA recognizes that specific subject matter experts will be a critical component of the Council’s work and will be selected to assist the TMAC membership.  Subject matter experts will include tribal officials, climate science experts, flood control experts from states with high concentrations of flood insurance policyholders, and other expertise the Council concludes is not fully represented within the Council’s membership categories.

The TMAC intends to hold six meetings during the first year; three virtual, and three in-person meetings. Members serve either one to two year terms to refresh and ensure the expert input required to produce the specific recommendations and reports required.

FEMA Announces Membership of New Technical Mapping Advisory Council

MONTGOMERY, Ala. – Closure of the FEMA/State Disaster Recovery Centers in Alabama does not mean FEMA has left Alabama.

All the assistance services available at the Recovery Centers are easily accessible online and by phone.   There also is a FEMA representative at the SBA Disaster Loan Outreach Centers, many of which are in the same location of the Recovery Centers.

“FEMA is available to help folks in Alabama get their lives back together,” said Federal Coordinating Officer Albie Lewis, who heads the federal disaster recovery effort in Alabama.  “People can call the FEMA helpline, or go to FEMA’s website.”

Residents of Baldwin, Blount, DeKalb, Etowah, Jefferson, Lee, Limestone, Mobile and Tuscaloosa counties who suffered storm damage during the period April 28 through May 5 should apply for assistance by registering online at DisasterAssistance.gov, via smartphone at m.fema.gov or by phone at 800-621-3362, TTY 800-462-7585.  Multilingual operators are available.  

Survivors also can meet with the FEMA representative at the SBA Disaster Loan Outreach Centers. SBA is operating Disaster Loan Outreach Centers in many of the same locations as the Recovery Centers. 

The deadline to register for FEMA assistance is July 1, 2014.

When applicants register with FEMA, they are given a unique “registration number” which identifies them in the FEMA system. When calling with a question, applicants should have this number handy. 

Applicants can reach the helpline by dialing 800-621- 3362 – the same number they called to register. 

Applicants may use the helpline to find out when a housing inspector will arrive, check the status of their assistance applications, change their applications to include additional damage, inquire about additional assistance or review their right to appeal FEMA decisions on eligibility or compensation. 

“Closing the recovery centers does not mean we are closing down registrations for disaster assistance,” said Alabama Emergency Management Agency Director, Art Faulkner, “Alabamians whose homes and businesses were damaged in the recent storms have only until July 1 to register with FEMA. If you have not registered, do it today.”

Recovery Centers Have Closed but FEMA Still Here to Help Alabama

MONTGOMERY, Ala. – Alabama storm survivors should register for disaster assistance even if they may believe insurance will cover their losses from the recent storms.

“Insurance is an important part of the recovery process,” said Federal Coordinating Officer for Alabama storm recovery, Albie Lewis. “But, insurance may not meet all your needs, so registration with The Federal Emergency Management Agency and staying in touch with FEMA is very important.”

After an insurance claim has been paid, there could be uninsured losses that could be eligible under disaster assistance programs or SBA loans.

“It is important to know what your policy covers,” said Art Faulkner, Director of the Alabama Emergency Management Agency. “For example, if insurance does not include the expense of being displaced from your home, FEMA disaster housing assistance may help,” Faulkner said.

The Federal Emergency Management Agency and the U.S. Small Business Administration offer assistance programs for homeowners, renters, and business owners in nine Alabama counties designated for Individual Assistance.

The SBA offers low-interest disaster loans to homeowners, renters, businesses of all sizes and private nonprofit organizations for uncompensated losses. The SBA may lend up to $200,000 to repair or replace homes and up to $40,000 to repair or replace personal property.

Loans are available up to $2 million to repair or replace disaster damaged real estate, and other business assets.  Eligible small businesses and nonprofits can apply for Economic Injury Disaster Loans to help meet working capital needs caused by the disaster.

Disaster Survivors Advised to Register with FEMA even if Insured

MONTGOMERY, Ala. – A letter denying assistance to storm survivors may not be the last word.

Every applicant for federal assistance has the right to file an appeal for another review of their case. In filing an appeal, documentation that proves the applicant’s reason for filing the appeal must be included.

A denial letter does not necessarily mean an applicant is not eligible for assistance,” said Federal

For example, an applicant might receive a letter indicating that the Federal Emergency Management Agency did not receive all the information it needed to provide the applicant with assistance.  In that particular case, an appeal that provides all the missing information may be successful,” he said.

It is important that applicants read all letters from FEMA carefully,” added Lewis.

“We want to ensure everyone who is eligible receives all the assistance they are entitled to,” said Alabama Emergency Management Agency Director, Art Faulkner. “People should not be discouraged if they need to file an appeal to be sure they access the available help.”

Assistance may be denied because the applicant failed to provide complete information to support their initial claim.

Some reasons for a denial because of incomplete information are that the applicant did not:

  • Provide an insurance denial or settlement letter.
  • Provide proof that the damaged property was the primary residence at the time of the disaster;
  • Provide evidence of identity;
  • Provide documentation of the disaster damage;
  • Provide proof of ownership of the damaged property;
  • Sign all the documents.

If an applicant receives an award but believes the amount to be too low, an appeal for a higher award can be submitted with documentation to support the change to the award.

If an applicant’s damages and losses are covered by insurance, the application may be denied because FEMA cannot duplicate benefits.

Appeals must be postmarked within 60 days of receipt of a letter denying assistance. Applicants or someone they designate to act on their behalf must explain in writing why they believe the initial response was wrong and provide any new or additional information and documents that support the appeal.

Denial of Disaster Assistance May Be Appealed

OKLAHOMA CITY – One year after severe storms and tornadoes, including an EF-5 tornado, devastated the central region of Oklahoma, progress continues to be made for survivors and communities affected.

Millions of dollars in state and federal assistance has helped in repairing and rebuilding homes, businesses and schools damaged by the storms.

To date, the Oklahoma Department of Emergency Management (OEM) and the Federal Emergency Management Agency (FEMA) have awarded more than $15 million to eligible survivors in Canadian, Cleveland, Le Flore, Lincoln, McClain, Okfuskee, Okmulgee, Oklahoma and Pottawatomie counties for rental assistance, repair or replacement of damaged homes and other disaster-related needs; the U.S. Small Business Administration (SBA) has approved more than $50.9 million in low-interest disaster loans to 937 Oklahoma residents and businesses to help with their recovery; and more than $41 million in state and federal aid will pay for emergency protective measures, debris removal, and infrastructure repair and replacement in Atoka, Canadian, Cleveland, Coal, Craig, Haskell, Hughes, Latimer, Lincoln, McClain, McIntosh, Nowata, Okfuskee, Oklahoma, Okmulgee, Ottawa, Pittsburg, Pottawatomie, Pushmataha and Seminole counties.

Also, $3.5 million in Hazard Mitigation Grant Program (HMGP) funding has already been fast-tracked to support projects designed to help reduce damage in future disasters. This included residential safe room programs, warning systems and other projects.

“The spring of 2013 was a horrific time for Oklahomans, but the hard work and determination we’ve seen in only a year has been amazing,” said OEM Director Albert Ashwood. “We continue to work with FEMA, local emergency managers, other state, local and federal agencies, as well as voluntary organizations and private sector partners to help ensure the best possible recovery for these communities.”

“Oklahomans are a resilient people who come together to support one another when disaster strikes and stay together through both the short- and long-term recovery efforts,” said FEMA R6 Administrator Tony Robinson. “We were proud to work side by side with our local, state, federal, tribal, volunteer and private sector partners during this challenging time.”

The storms of May 18 to June 2, 2013 resulted in a federal disaster declaration on May 20 for Cleveland, Lincoln, McClain, Oklahoma and Pottawatomie counties, while other counties and more FEMA programs were added at later dates. Disaster Assistance Tops $110 Million One Year after Oklahoma May Tornadoes

LINCROFT, N.J. – For many households, there is an extra element to account for when making plans for disasters – the family pet.

Pets are an important part of many households and their unique needs should be taken into account, as they are particularly vulnerable when a disaster strikes, particularly one that requires evacuation or relocation. They are unlikely to survive on their own if left behind, and if they do, they could run away and be difficult to find afterwards.

 “A pet needs the bare necessities during a disaster. These include food for a few days, one gallon per day of water, medical records and medication, and leash and collar,” explained Kathy Johnson, Director of the Bergen County Humane Society. Pets’ basic needs are similar to those of humans:

  • Water: A minimum of a week’s worth of water for each pet.
  • Food: A minimum of a week’s worth of food. Keep canned or dried food in airtight containers. Include a manual can opener. Food should be changed every six months.
  • Shelter: A pet may require a personal carrier or cage, which should be big enough for your pet to stand and move around in.

You can create a pet disaster kit with a first aid kit and pet first aid guide book, which can be bought at any pet store or online. Your pet’s medicine and medical records can be kept in the first aid kit and kept up to date. Other important documentation, such as adoption papers, vaccination records, feeding schedules, behavior issues and your veterinarian’s contact information, should also be kept in a waterproof bag or container.

Not all emergency shelters allow pets, so pet owners need to know what their other options are if they need to evacuate. Ask family and friends that live outside your area if they might be willing to take your pets until you return, or just to check on them if something happens when you are not home. A kennel or your veterinarian’s office could have the resources to board your pet if you have to evacuate.

Another option is hotels and motels that allow pets during emergencies. Some websites that have information on these hotels and motels are: BringFido.com, DogFriendly.com, DogInMySuitcase.com, Pet Friendly Hotels & Motels, PetsWelcome.com and TripsWithPets.com. Call ahead for a reservation as soon as the possibility of evacuation comes up.

Bring a few of your pet’s favorite toys and comfort items to help him stay calm and reduce stress. Have some sanitation items such as cat litter, litter box and scoop, trash bags, newspaper and paper towels. Also consider taking a picture of you with your pet. In case you get separated, you can show what your pet looks like. You will also have proof that it is your pet if he’s found.

Pets should have some form of identification on them. The simplest way is a regular collar tag, which should have the pet’s name, your name, address and phone number on it. A waterproof pouch containing identification information can be attached to the collar.

The other common identification method is a microchip implanted underneath the animal’s skin with all of its information on it. A veterinarian or an animal shelter can perform the procedure, but the chip also has to be registered. For confined animals, such as birds, reptiles and small mammals, identification should be kept on the cage.

Birds, fish, reptiles and amphibians require special care, especially during a disaster. Birds can be transported in a covered carrier and then moved to a regular cage. They should be kept in a quiet area. You will need a plant mister to keep the bird cool, a hot water bottle to heat the cage, materials to line the bottom of the cage, and necessary dietary supplements.  

Reptiles can be transported in a cloth sack, such as a pillowcase, or a regular carrier. Upon arrival, immediately transfer the reptile to a secure cage. If possible, have the reptile defecate before transporting by soaking it in a shallow water bath. Also, have a water bowl for soaking, spray bottle for misting, heating pad, appropriate handling supplies, extra bags and newspapers, and dietary supplements.

Fish and amphibians can be transported in watertight plastic bags or ventilated plastic containers. Terrestrial or semi-aquatic amphibians only require a small amount of water. Moistened paper towels, clean foam rubber, or even moss will suffice. Fish and aquatic amphibians need plenty of water. The bag should be at least one-third full, then inflated with air and closed. Using water from your pets’ normal living space will probably reduce physiologic stress. It is recommended to monitor the water, temperature, humidity, lighting, and nutrition while your pet is at the shelter.

All of these animals should be kept away from heavy traffic areas, loud noises, and vibrations. All carriers should be escape-proof. Birds need to be fed and given water on a daily basis. Feed your fish, reptile or amphibian on its regular schedule if you can.

Remember Pets When Planning For Emergencies

EVERETT, Wash. – Commuting cost assistance is now available to eligible survivors of the March 22, 2014 SR530 Slide who are faced with long detours around the closed roadway between Arlington/Oso and Darrington.

As a result of the slide, SR530 remains impassible and the use of alternate routes has significantly increased the residents’ commuting distance and cost.

FEMA’s Individual Assistance Program’s ‘Other Needs Assistance (ONA)’ provision will help with the increased cost of commuting.  Applicants whose essential commute required travel on SR530 and who are now traveling more than 25 miles one way around the closed portion of SR530, may be eligible.  Essential trips include recurring travel for work, school, or recurring medical appointments.

 “This program is the first-of-its-kind for Washington disaster response,” said Kurt Hardin, state coordinating officer for the SR530 Slide disaster. “We believe it will provide significant aid to Darrington-area residents who face lengthy commutes to job sites as a result of the SR530 Slide. For those eligible for this new program,” he added, “eligibility is back-dated to March 22.”        

Applicants are required to meet FEMA’s eligibility criteria in order to be considered for increased commute cost assistance. Self-employed individuals and small business owners incurring additional business costs due to the increased commute should apply to the Small Business Administration for any economic impact or damage their business received as a result of the slide.

To request commute cost assistance, applicants must first be registered with FEMA. Once registered, applicants will receive a Request for Information (RFI) letter asking for names of individuals in the household who have increased commute times; the number of days per week each individual regularly commutes to work, school, or recurring medical appointments; and how many additional miles over 25 one way their daily commute has increased.

This program is one example of continuing disaster partnerships between federal and state agencies. Nonprofit groups and voluntary agencies’ response, in light of this situation, has been tremendous. The American Red Cross has been providing financial assistance to help with transportation, utilities, and other disaster-related needs. Community Transit now operates Route 231, an emergency bus route, between Darrington and Everett until further notice.  For more information on this route, visit www.communitytransit.org/darrington.

Commuting Cost Assistance Available For Eligible SR530 Slide Survivors

CHICAGO – Severe storms can happen anywhere, anytime in Illinois.

Last spring, extensive flooding throughout the state of Illinois resulted in more than $166 million in federal assistance to individuals for essential home repairs and clean-up. Then in November, severe storms and tornadoes left more than 1,000 homes severely damaged or destroyed throughout Illinois.

Disasters such as these show us how unexpected weather can be. But that doesn’t mean you can’t prepare for it. Hazardous weather is a risk everyone should be ready for.

March 2 – 8, 2014 marks the third annual National Severe Weather Preparedness Week – a partnership between FEMA and NOAA to encourage all Americans to learn their weather risks and take steps to prepare.

The first step is to know your risk – understand the types of hazardous weather that can affect your community, and the impact it may have on you and your family. Check the weather forecast regularly and sign up for alerts from your local emergency management officials. Consider purchasing a NOAA weather radio to get the latest updates on severe weather in your area.

Understand the hazards for which you are at risk for and then take action: Develop an emergency plan based on your local weather hazards and practice how and where to take shelter before a severe weather event. Post your plan in your home where family and visitors can see it. Create or refresh an emergency kit for needed food, supplies and medication—make sure to keep a kit in your car, at the office and at home, so you are protected regardless of where you may be. Don’t forget to consider pets when making emergency plans, and also take into account any unique needs you or your family might have so you’re best prepared for unforeseen emergencies.

Severe Storm Safety: What You Need to Know

National Severe Weather Preparedness Week March 2-8

During National Severe Weather Preparedness Week March 2 to 8, the National Oceanic and Atmospheric Administration (NOAA) and the Federal Emergency Management Agency (FEMA) are calling on individuals across the country to Be a Force of Nature: Take the Next Step by preparing for severe weather and encouraging others to do the same.

Just one tornado can cause catastrophic damage. Last year, the EF 5 tornado that struck Moore, Okla., on May 20 killed 24 people and caused more than $2 billion in damage. In 2013, a total of 903 tornadoes were reported in the United States. Those tornadoes occurred in 43 states on 152 days, resulting in 55 fatalities and more than 500 injuries.

As more people move to tornado-prone areas, knowing what to do when severe weather strikes could save lives.

“With the devastation of last year’s tornadoes fresh in our minds and springtime almost here, I urge individuals to become weather-ready now,” said NOAA National Weather Service Director Dr. Louis Uccellini. “Make sure you have multiple ways to access forecasts and warnings from NOAA’s National Weather Service before severe weather strikes.”

“Being ready today can make a big difference for you when disaster strikes,” said FEMA Administrator Craig Fugate.  “It only takes a few minutes.  Talk with your family and agree to a family plan. Learn easy steps on how to prepare at Ready.gov and find out how your community can take action in America’s PrepareAthon through drills, group discussions and community exercises.”

Our severe weather safety message is simple: know your risk, take action, be an example.

Know Your Risk: The first step to becoming weather-ready is to understand the type of hazardous weather that can affect where you live and work, and how the weather could impact you and your family. Sign up for weather alerts and check the weather forecast regularly.

Take Action: Make sure you and your family are prepared for severe weather. Your family may not be together when a storm strikes, so plan how you will contact one another by developing your family communication plan. Make sure you put together an emergency kit and store important papers and valuables in a safe place. Visit Ready.gov/severe-weather to learn more about how to be better prepared and how you can protect your family when severe weather strikes.

Be an Example: Once you have taken action, tell family, friends, and co-workers to do the same. Share the resources and alert systems you discovered through your social media network. Technology today makes it easier than ever to be a good example and share the steps you took to become weather-ready. Share these new videos to help your friends and families to prepare.

NOAA and FEMA’s involvement in the innovative Wireless Emergency Alerts (WEAs) project, a new text-like message system, is part of a national effort to increase emergency preparedness and build a Weather-Ready Nation. Last year millions of individuals across the country received WEAs with life-saving weather warnings via their cell phone. These geographically targeted emergency alerts have allowed people to receive weather warnings they would not have otherwise received, and many people took life-saving action. FEMA, Arizona Host Leadership Conference to Discuss Emerging Trends in Emergency Management, Collaborate with Public, Private Sector before Next Disaster

Phoenix, Ariz., — The Federal Emergency Management Agency (FEMA) in concert with the Arizona Division of Emergency Management (ADEM) will today host its third annual FEMA Region 9 Public-Private Sector Leadership Conference in Phoenix, Ariz. The theme of this year’s symposium is “Perception vs. Reality.” 

“Engaging with partners to share thoughts and tactics on how to improve government and private sector collaboration benefits community preparedness while also protecting economic resilience,” said Nancy Ward, Regional Administrator for FEMA Region 9.  “The ability to initiate and strengthen linkages to the often untapped resources of the ‘Whole of Community’ is of paramount importance.”

The Public-Private Sector Leadership Conference affords representatives of the public, private and nonprofit sectors the opportunity to network, share best practices, and generally learn and benefit from the emergency management experiences of the “Whole Community.” Administrator Ward and ADEM Director Wendy Smith-Reeve will deliver this year’s keynote addresses.

“Events like this conference are an important outreach to our present and future partners,” said Director Smith-Reeve. “We want to inspire the public, private and nonprofit sectors to actively engage in Whole Community emergency management.”

“Whole Community” is an approach to emergency management that reinforces the fact that FEMA is only one part of our nation’s emergency management team; that we must leverage all of the resources of our collective team in preparing for, protecting against, responding to, recovering from and mitigating against all hazards; and that collectively we must meet the needs of the entire community in each of these areas. This larger collective emergency management team includes, not only FEMA and its Federal partners, but also local, tribal, state and territorial partners; non-governmental organizations like faith-based and non-profit groups and private sector industry; to individuals, families and communities, who continue to be the nation’s most important assets as first responders during a disaster.

Today’s conference aims to improve public and private sector capabilities to integrate, collaborate and work together.  Another primary goal is to provide a networking framework in order to develop relationships prior to a crisis throughout Region 9. 

The event is being held today, Feb. 19, 2014 from 8:30 a.m. to 3:30 p.m. at the Allen Readiness Center, 5636 E. McDowell Rd, Phoenix, Arizona, 85008.
