TRENTON, N.J.  — In the weeks after a large-scale disaster or catastrophic event, a range of work begins to help impacted communities focus not only on a path out of destruction but on enhancing their resilience to future hazards.

The Federal Disaster Recovery Coordinator (FDRC) plays a significant role in that strategy, primarily serving to focus federal resources on the most pertinent recovery needs. Peter Martinasco was named to the role of FDRC in New Jersey for Superstorm Sandy recovery.

The FDRC is activated under the National Disaster Recovery Framework, which provides a structure for seamless coordination between federal, state, tribal and local governments, the private sector, and voluntary, faith-based and community organizations.

“The Federal Disaster Recovery Coordinators do long-term planning with municipalities that have been devastated,” said Bill Vogel, FEMA’s Deputy Federal Coordinating Officer for Sandy recovery in New Jersey. “These communities need help determining what their priorities are and how they want to look after they recover.”

In major disasters or catastrophic events the FDRC is empowered to recommend activation of six key areas of assistance, or Recovery Support Functions. The RSFs are led by designated federal coordinating agencies: Housing (U.S. Department of Housing and Urban Development); Infrastructure Systems (U.S. Army Corps of Engineers); Economic (U.S. Department of Commerce); Health and Social Services (U.S. Department of Health and Human Services); Natural and Cultural Resources (U.S. Department of Interior); and Community Planning and Capacity Building (FEMA).

Working in partnership with a State Disaster Recovery Coordinator and a Hazard Mitigation Adviser, the FDRC oversees an assessment of impacted communities and a recovery support strategy. That strategy helps ease access to federal funding, decrease gaps in assistance, and establish recovery goals in terms of outcomes, milestones and budget.

For communities that seek assistance, the FDRC also provides a team of recovery specialists with a broad array of skills. Among them: civil engineering, architecture, land-use planning, economic development, environmental science and disabilities integration.

Federal Disaster Recovery Coordinator Helps Focus Resources To Assist Recovery

TRENTON, N.J. — As New Jersey continues recovery from Sandy inspectors from many different program areas of the Federal Emergency Management Agency are working in the Garden State.

FEMA inspectors may be:

  • verifying damage to homes
  • working with the National Flood Insurance Program to estimate substantially damaged structures in hard-hit areas.

Many but not all FEMA inspectors will be wearing FEMA clothing however, all FEMA inspectors will carry official FEMA identification.

The arrival of an inspector from FEMA means the damage to a home will be identified and recorded.

Identifying damage is an important step in determining both the amount and the types of assistance FEMA may provide.

In addition to FEMA inspectors, other government agencies, such as Housing and Urban Development or the SBA, may also have inspectors working in communities across the state.

FEMA inspectors never charge a fee to inspect damage.

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced that federal disaster assistance has been made available to the Government of the Republic of the Marshall Islands under the Compact of Free Association between the Government of the United States of America and the Government of the Republic of the Marshall Islands, as amended, due to the ongoing severe drought in the northern half of the country. 

The President’s action makes federal funding available for U.S. Government emergency relief and reconstruction assistance to the Republic of the Marshall Islands in accordance with Public Law 108-188, as amended, including Article X of the Federal Programs and Services Agreement to the Compact of Free Association.  Republic of the Marshall Islands President Loeak requested a disaster declaration on June 5, 2013.

The United States Agency for International Development Development’s Office of Foreign Disaster Assistance will coordinate U.S. Government disaster assistance efforts in conjunction with FEMA and the government of the Marshall Islands.

President Declares Disaster for the Republic of the Marshall Islands

NEW YORK CITY — Since Hurricane Sandy struck New York, the Federal Emergency Management Agency has approved nearly $721 million in Public Assistance grants to reimburse state, tribal, local governments and eligible private nonprofits for some of the costs of emergency response, debris removal and repairing or rebuilding damaged public facilities. More than 268 grants have been approved so far. Here are some of the recent reimbursements:

Emergency work expenses

  • $7 million to the New York Department of Environmental Protection for reconstruction of environmentally associated facilities  such as Water Waste Treatment Plants
  • $5.9 million to the New York City Department of Housing and Preservation Development for demolition of residential structures that were in imminent danger of collapse
  • $634,924 to the Office of the Mayor of New York for an ongoing effort by the Mayor’s office to provide communication for disaster victims regarding food, housing assistance, emergency shelter locations and the housing rapid repairs program
  • $152,644 to the Seaford Union Free School District for providing school transportation for students

Permanent work expenses

  • $2.8 million to the East Rockaway Union Free School District for repairs to the Junior and Senior High School
  • $37,234 to the Village of Atlantic Beach for the replacement of wooden walkways and fences that were damaged

Debris removal

  • $6.8 million to the Town of Huntington
  • $4 million to the Town of Babylon
  • $345,402 to the Old Westbury Gardens to clean up more than 200 fallen trees which created 19,500 cubic yards of debris throughout the 250 acres of the historical Old Westbury Gardens

FEMA’s Public Assistance program reimburses state, tribal, local governments and certain private nonprofit organizations 75 percent of eligible costs of emergency and permanent work. The remaining 25 percent is provided by non-federal funds. The state forwards the federal funds to the eligible local governments or organizations that incurred costs.

Public Assistance: By the Numbers

BATON ROUGE, La. The Louisiana Department of Transportation and Development will receive a $3 million federal grant to reimburse the costs it incurred clearing debris, including boats, from public roads after Hurricane Isaac, the Federal Emergency Management Agency (FEMA) said Thursday.

The $3,085,418 grant covers the removal and disposal of debris, including:

  • 77,400 cubic yards of vegetative debris (a cubic yard is about the size of a washing machine)
  • 37,200 cubic yards of construction and demolition debris
  • 55,200 cubic yards of marsh grass
  • 7,000 cubic yards of hazardous household waste
  • 35,000 cubic yards of sediment
  • 47 boats deposited in state roadways

 

“Debris removal is an essential step in disaster recovery,” said Federal Coordinating Officer Gerard M. Stolar. “By restoring access to schools, businesses and recreation, this work provided Louisianians with an important step in their journey back to normal.”

Between Aug. 26 and Sept. 10, Hurricane Isaac produced high winds, rain and flooding throughout the state. The FEMA Public Assistance grant, totaling $3,085,418, helps reimburse the department during the Hurricane Isaac response and recovery.

The newly obligated funds are a portion of the $222.9 million in total Public Assistance recovery dollars approved for the state since the Aug. 29, 2012, disaster declaration.

Once FEMA reimburses the state of Louisiana it is the state’s responsibility to manage the funds, which includes making disbursements to local jurisdictions and organizations that incurred costs.

FEMA Awards $3 Million to Louisiana Department of Transportation for Hurricane Isaac Recovery

BATON ROUGE, La. Two State of Louisiana agencies will receive a combined $9 million to reimburse expenses incurred protecting residents during Hurricane Isaac, the Federal Emergency Management Agency (FEMA) said Monday.

The Louisiana Department of Transportation and Development will receive $7,087,544 in Public Assistance grant funds to help cover the costs of transporting evacuees to shelters, as well as other emergency protective measures taken during the hurricane and its aftermath. The Louisiana National Guard will receive $2,025,996 to reimburse it for overtime costs incurred for personnel carrying out emergency protective measures. 

 “The National Guard and Transportation Department provided essential services for Louisianians in harm’s way before, during and after Hurricane Isaac,” said Federal Coordinating Officer Gerard M. Stolar of FEMA. “The Public Assistance grants will help these agencies fulfill their missions to protect the safety and well-being of Louisianians.”

FEMA Awards $9 Million to Two Louisiana Agencies for Hurricane Isaac Expenses

TRENTON, N.J. — For businesses struggling with losses from evacuations, power outages, damaged inventory and general economic loss caused by Hurricane Sandy, a variety of federal and state resources can help.

Small Business Administration

Economic Injury Disaster Loans from the U.S. Small Business Administration provide working capital to help small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations. The loans help meet ordinary and necessary financial obligations that cannot be met as a direct result of the disaster.

These loans are intended to assist the business or nonprofit through the disaster recovery period. The money may be used to pay fixed debts, payroll, accounts payable, and other bills that could have been paid if the disaster had not occurred. The loans are not intended to replace profits.

  • The loan amounts and terms are determined by the SBA.
  • The law authorizes a maximum term of 30 years.
  • Interest rates for loans for small businesses can be as low as 4 percent.
  • Interest rates for loans for eligible nonprofit organizations can be as low as 3 percent.
  • Businesses of all sizes are also eligible to apply for loans to cover their physical losses. The deadline for this type of loan is Dec. 31, 2012.

Farm Services Agency

The Farm Services Agency offers a number of loans and grants to help producers recover from production and physical losses due to drought, flood, other natural disasters or quarantine. Disaster Unemployment Insurance

The State of New Jersey requested and was granted federal unemployment insurance funds for Hurricane Sandy survivors. Self-employed entrepreneurs may qualify for disaster-related unemployment benefits. Survivors must first file a regular unemployment insurance claim with the state at njuifile.net. When and if that claim is denied, a claim may be filed for disaster-related unemployment benefits which have a different funding source. Read these FAQs for details.

N.J. Economic Development Authority

Help For Businesses Facing Economic Losses Caused By Hurricane Sandy

TRENTON, N.J. — The U.S. Small Business Administration has approved over $42.3 million in disaster assistance loans for 653 New Jersey residents and businesses affected by Hurricane Sandy. The deadline to apply for physical damage is December 31, 2012. Those affected by the disaster are encouraged to apply now and may apply for disaster loans electronically from SBA’s website at https://disasterloan.sba.gov/ela/.

Applicants do not have to wait for insurance to be settled before applying. No one is obligated to take a loan if it is offered, but if you don’t accept a loan, you may not be eligible for FEMA’s Other Needs Assistance. However, it is important for businesses and residents to maximize their recovery resources and take time to submit their SBA disaster applications before the December 31 deadline. 

SBA offers the following types of low-interest, long-term loans to cover uninsured losses:

Home Disaster Loans: to homeowners to repair disaster-damaged real estate and replace damaged contents. Renters are also eligible for their contents loss.

Business Physical Disaster Loans: to businesses to repair disaster-damaged property and repair/replace damaged business contents including inventory, machinery and equipment. Businesses of any size are eligible. Private, non-profit organizations such as charities, churches, etc., are also eligible.

Economic Injury Disaster Loans (EIDLs): to help small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, non-profit organizations of all sizes meet their ordinary financial obligations that cannot be met as a direct result of the disaster.

Interest rates are as low as 1.688 percent for homeowners and renters, 3 percent for non-profit organizations and 4 percent for businesses with terms up to 30 years. 

The filing deadline to return applications for physical damage is December 31, 2012. The deadline to return economic injury applications is July 31, 2013.

SBA customer service representatives are available at all Disaster Recovery Centers (DRCs) throughout the state and at the ten Business Recovery Centers (BRCs) in Atlantic City, Hackensack, Cape May, Newark, Jersey City, Piscataway, Lincroft, Manahawkin, Paterson and Plainfield.

SBA’s partners including counselors with the New Jersey Small Business Development Center (NJSBDC), SCORE, SBA Women’s Business Center and SBA’s Veteran’s Business Outreach Center are available to help business owners prepare needed financial information at no charge.

Over $42 Million In Disaster Loans Approved In New Jersey, SBA Urges Submission Of Applications Before December 31 Deadline

Federal Funding for New York State Hurricane Sandy Recovery Tops $1 billion

NEW YORK — In the one month since President Barack Obama declared a major disaster in New York for Hurricane Sandy, the federal government has contributed more than $1 billion to help New Yorkers, their communities and the state with disaster-related needs, as well as assigning equipment and supplies, and deploying thousands of people to assist in the response and recovery from the storm.

FEMA has provided more than $714 million to assist individuals and families repair damaged homes, find temporary housing and assist with expenses such as medical and dental bills.

Recognizing the response to such a devastating storm requires a coordinated effort; the Federal Emergency Management Agency (FEMA) has partnered with dozens of federal agencies, the state of New York, New York City, county, local and tribal governments, volunteer organizations and the private sector to assist survivors through established programs as well as innovative initiatives developed specifically for Hurricane Sandy.    

Assisting New York residents affected by the massive storm has been a priority even before Sandy struck, when the President authorized federal action to prepare for the advancing storm including prepositioning food, water and blankets, deploying expert officials from several federal agencies, including the U.S. Coast Guard and other components of the Department of Homeland Security. Assistance remains on-going through the efforts of more than 3,700 FEMA personnel working to make sure eligible survivors know what help is available and how to get it.

Even as the storm raged, search-and-rescue teams and emergency medical personnel were responding to critical life-saving needs. As soon as the storm passed, crews went to work positioning power generators in strategic locations in affected areas, pumping millions of gallons of water from flooded subway stations and tunnels, and dealing with the most pressing

infrastructure needs. Since then hundreds of millions in disaster assistance have been allocated to make homes habitable, remove millions of cubic yards of debris, provide temporary housing, restore electricity and replace lost personal possessions.

In addition to President Barack Obama’s tour of damaged areas here, U.S. Secretary of Homeland Security Janet Napolitano, Secretary of Housing and Urban Development Shaun Donovan, Secretary of Labor Hilda Solis, Secretary of Energy Steven Chu, Secretary of Transportation Ray LaHood, U.S. Small Business Administrator Karen Mills, Acting Secretary of Commerce Rebecca Blank, Secretary of Veterans Affairs Eric Shinseki, Chief Executive Officer of the Corporation for National and Community Service Wendy Spencer and FEMA Administrator Craig Fugate have toured damaged New York communities to view response and recovery efforts while vowing to bring all available resources to bear to support state and local partners in assisting survivors in the 13 counties designated for assistance.

“FEMA and our federal and state partners are committed to the recovery and rebuilding of New York,” said Federal Coordinating Officer Michael Byrne. “We will remain on the ground until the job is finished. We’ve been on it and we’re staying on it.”

Even as Sandy was making its way up the east coast, FEMA and the Department of Defense established Incident Support Bases at Westover, Mass., and Lakehurst, N.J., to position supplies and other resources close to areas in the hurricane’s path. Since the storm, 3.2 million meals have been served, and 2.4 million liters of water distributed, and 210,000, blankets have been distributed to survivors.

The first FEMA Disaster Recovery Centers opened just days after the storm passed and continue to assist survivors at more than 36 locations where more than 64,000 have met face-to-face with disaster assistance experts. Nearly 1,300 FEMA community relations specialists have met with more than 73,000 storm survivors while going door-to-door delivering information vital to recovery as well as blankets and other necessities.

By using geospatial mapping imagery, FEMA identified areas with the most significant storm damage so survivors whose homes were inaccessible could be eligible as soon as possible for temporary housing assistance — without having to wait for a FEMA home inspection. In neighborhoods reachable on foot, FEMA inspectors hit the ground as soon as they could to meet with survivors and assess damages to their homes.

The U.S. Small Business Administration has staff members at 19 Business Recovery Centers in the New York area to provide one-on-one help to business owners seeking disaster assistance and has approved more than $57 million in disaster loans to both individuals and businesses.

Along with FEMA’s traditional recovery programs designed to provide financial or direct assistance to individuals and families, FEMA has responded with an innovative program called Sheltering and Temporary and Essential Power (STEP).

The program is funded by FEMA and administered by the state, county and local governments to serve survivors by bringing in contractors to perform basic repairs, like covering broken windows and safely restoring electricity, so that residents can return to their homes while more long-term repairs are made.  New York City, Nassau and Suffolk counties have worked to implement programs available through STEP, and home repairs have begun. 

Disaster Unemployment Assistance also has been made available to supplement New York’s existing unemployment insurance system and expands eligibility to include individuals who might otherwise not be covered, like those who are self-employed.

FEMA continues to lead the government’s efforts to assist survivors and communities recover along with coordinating the emergency response of other federal agencies.

More than 27 federal agencies have joined FEMA in Hurricane Sandy preparation, response and recovery, including the Department of Homeland Security, Department of Defense, the Department of Health and Human Services, the Department of Transportation, the Department of Housing and Urban Development, the Department of Labor and numerous volunteer agencies affiliated with the National Voluntary Organizations Active in Disaster, including the American Red Cross and many faith-based organizations.

The U.S. Department of Housing and Urban Development responded swiftly, deploying subject matter experts to staff disaster recovery centers to provide program information and local housing resources to Hurricane Sandy survivors. Additionally, the Department assigned employees to work closely with federal and state partners to quickly facilitate the approval of program waivers and new initiatives designed to speed aid to those impacted by the storm.

The Department of Health and Human Services approved more than $8.2 million in grants for behavioral health support to New York residents and deployed more than 1,100 personnel, including approximately 13 Disaster Medical Assistance Teams, medical and mental health professionals from the U.S. Public Health Service Commissioned Corps, and caches of medical supplies to support hospitals and shelters in the New York City area.

The U.S. Department of Agriculture provided approximately 1.1 million pounds of food for distribution to affected households and issued additional Supplement Nutrition Assistance Program benefits to qualifying households to help replace food lost because of hurricane damage. Additionally, the U.S. Forest Service mobilized 1,100 personnel to assist with tree clearing and disaster assistance. 

Other federal agencies responded with more than $460 million to help restore power, deliver gasoline and diesel fuel, dispose of hazards, clear roads, restore public transportation, provide medical services and various other disaster related activities.

A total of 1.4 million cubic yards of storm debris has been removed in New York, including 409,429 cubic yards disposed of by the U.S. Army Corps of Engineers, which also has drained more than 270 million gallons of salt water from tunnels, underpasses and other areas throughout New York City, enough to fill a space equal to 843 football fields one foot deep. 

The U.S. Department of Labor awarded $27 million through its National Emergency Grant funds to the New York Department of Labor to assist with the restoration of public lands, infrastructure, and to assist with cleanup and recovery. The U.S. Department of Transportation approved $10 million in quick-release emergency relief funds to New York for a variety of immediate repairs to roads, bridges and tunnels.

The New York National Guard deployed almost 4,000 troops and fueled more than 13,000 city vehicles while visiting more than 16,000 homes and apartments to check on residents. Marine Corps helicopters airlifted generators into affected areas.

Other services contributed by federal agencies include U.S Air Force cargo planes that transported electric utility trucks from as far away as California, the U.S. Maritime Administration that dispatched ships to be used as cost-effective housing for first responders, utility workers, National Guardsmen and others, and the Defense Logistics Agency that purchased millions of gallons of gasoline and diesel fuel for distribution to communities impacted by Sandy.

FEMA also has teamed with the private sector network of business, industry, academia, trade associations, and other non-governmental organizations as partners in assisting with Sandy recovery.

New York has had the full support of the federal government in this first month following the landfall of Hurricane Sandy, and we continue to stay on it.  FEMA continues to work with agencies like HUD, the U.S. Department of Commerce’s Economic Development Administration, the Environmental Protection Agency, the U.S. Army Corps of Engineers, HHS, and other agencies as we work with the state on the ongoing and longer-term recovery needs of New York.
