CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has released $262,420 in Hazard Mitigation Grant Program (HMGP) funds to the City of Lansing, Mich., for the acquisition and demolition of four flood-prone homes.

“The Hazard Mitigation Grant Program provides funding for mitigation activities that reduce disaster losses and protect life and property from future disasters,” said Andrew Velasquez III, regional administrator, FEMA Region V. “This project will help to eliminate future structural losses in Lansing by permanently removing these four buildings from the floodplain and will also greatly reduce the financial impact on individuals and the community.”

“I strongly encourage our communities to seize the opportunity for hazard mitigation assistance to enhance the safety of Michigan’s residents,” said Capt. Chris A. Kelenske, Deputy State Director of Emergency Management and Homeland Security and commander of the Michigan State Police, Emergency Management and Homeland Security Division. “With federal aid, our communities can initiate projects to save lives and protect public property and health.”

HMGP provides grants to state, local and tribal governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay 75 percent of the $349,893 eligible project cost.  The remaining 25 percent of the funds, $87,473, will be provided by the City of Lansing.

FEMA Awards $262,420 Grant to the City of Lansing

SEATTLE – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Akawana fire burning in Jefferson County, Oregon.

FEMA Region X Deputy Regional Administrator Sharon Loper determined that the fire threatened such destruction as would constitute a major disaster. Loper approved the state of Oregon’s request for a federal Fire Management Assistance Grant (FMAG) at 8:44 p.m. PDT on June 8, 2016.

At the time of the request, the fire was threatening 1,000 homes in and around the Grandview, Forest Park, and Three Rivers communities, total estimated population 3,000.  Approximately 250 of the threatened homes are primary residences and 750 are secondary homes.  The fire was also threatening campsites, the Lake Billy Chinook State Airport, Native American archeological sites, and two state parks in the area.  Mandatory evacuations were issued for approximately 3,000 people.  The fire started on June 7, 2016, and had burned in excess of 2,500 acres of private land.  There were four other large fires burning uncontrolled within the state.  The Principal Advisor confirmed the threat.  The fire was zero percent contained at the time of approval.

The authorization makes FEMA funding available to pay 75 percent of the state of Oregon’s eligible firefighting costs for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

FMAGs are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

Push Notifications to Remind Users to Take Simple Steps to Prepare for Disasters, Provide Easy Access to Information on How to Be Ready for Fires, Severe Weather, and other Hazards

WASHINGTON – Today, the Federal Emergency Management Agency (FEMA) launched a new feature to its free smartphone app that will enable users to receive push notifications to their devices to remind them to take important steps to prepare their homes and families for disasters. The reminder feature allows users to receive pre-scheduled safety and preparedness tips, including testing smoking alarms, practicing a fire escape plan, updating emergency kits and replacing smoke alarm batteries.

“Our lives are increasingly busy and on-the-go,” said Deputy Administrator of Protection and National Preparedness Tim Manning. “Today, we turn to mobile devices and technology to help us stay more organized and connected. This new feature to FEMA’s app will make it easier for families to remember to take potentially life-saving actions that we all should be thinking about more often.”

“In just two minutes, a home fire can become life-threatening,” said U.S. Fire Administrator Ernest Mitchell Jr. “Remembering to take small steps to prepare, such as ensuring your smoke alarm is properly maintained and practicing your home fire escape plan, will reduce fire fatalities and ensure our communities are safer. We hope this new feature to FEMA’s app will help save lives by encouraging more families to be prepared.”

The new reminder feature builds upon several innovative tools already built into the app.  In addition to push notifications, the app also provides a customizable checklist of emergency supplies, maps of open shelters and open recovery centers, and tips on how to survive natural and manmade disasters. The FEMA app also offers a feature that enables users to receive push notifications of weather alerts from the National Weather Service for up to five locations across the nation.

Some other key features of the app include:

  • Weather Alerts: Users can elect to receive alerts on severe weather happening in specific areas they select, even if the phone is not located in the area, making it easy to follow severe weather that may be threatening family and friends.
  • Safety Tips: Tips on how to stay safe before, during, and after over 20 types of hazards, including floods, hurricanes, tornadoes and earthquakes.
  • Disaster Reporter: Users can upload and share disaster-related photos.
  • Maps of Disaster Resources: Users can locate and receive driving directions to open shelters and disaster recovery centers.
  • Apply for Assistance: The app provides easy access to apply for federal disaster assistance.
  • Information in Spanish: The app defaults to Spanish-language content for smartphones that have Spanish set as their default language.

The latest version of the FEMA app is available for free in the App Store for Apple devices and Google Play for Android devices.  Users who already have the app downloaded on their device should download the latest update for the reminder alerts feature to take effect. The reminders are available in English and Spanish and are located in the “Prepare” section of the FEMA App.

Sacramento Calif., —  The FEMA Region 9 office, in Oakland, CA has established an El Niño task force charged with preparing the regional office and its partners for the impacts of El Niño.  Today, the FEMA Region 9 Office released its Severe El Nino Disaster Response plan and will convene a regional interagency steering committee meeting in Northern California to exercise the plan.

The task force has evaluated the core capabilities needed to prepare for, respond to, recover from and mitigate against any El Niño related incident that occurs across the office’s area of responsibility. The task force has developed an Executive Decision Support Guide, or response plan, and an interactive flood decision support tool to enhance the regional office’s ability to respond to potential El Niño flood events during the winter of 2015-2016. The plan seeks to align actionable decision points that provide critical information that leaders need to make informed decisions by determining the hazard level potentially impacting lives, public health, safety, property, and critical infrastructure.

The objectives of the task force developed in the plan:

  • Establish actionable processes and procedures to identify the location, potential impacts, and probability of occurrence of natural hazards
  • Identify key at-risk populations, critical facilities and natural/cultural resources
  • Identify gaps in core capabilities needed to overcome the threat
  • Develop key messages to motivate partners to prepare and act

The task force consists of subject matter experts from the FEMA Region 9 office as well as other federal, state, local, tribal and community partners.

“California is at risk for many types of disasters,” said Mark Ghilarducci, Director of the Governor’s Office of Emergency Services.  “These joint exercises with our partners allow us to prepare for and respond to emergencies.”

“Utilizing a ‘whole community’ approach to emergency management reinforces the fact that FEMA is only one part of our nation’s emergency management team,” said Bob Fenton, FEMA Region 9 Administrator. “The exercise gives us an opportunity to learn from each other, and from the experts in the areas where solutions will come from.”

“There aren’t many types of disasters capable of impacting all Arizonans, but a strong El Niño could cause flooding, evacuations and power outages anywhere (and everywhere) in the state,” said Arizona Department of Emergency and Military Affairs Deputy Director Wendy Smith-Reeve. “It takes a team effort to plan for, respond to and recover from the kinds of widespread consequences being talked about, which is why we’re invested in the education and training of and outreach to the whole community.”

FEMA recognizes that a government-centric approach to emergency management is not adequate to meet the challenges posed by a catastrophic incident.  Utilizing a “whole community” approach to emergency management reinforces that FEMA is only one part of our nation’s emergency management team.

The El Nino task force has focused on interpreting data in areas of California, Arizona and Nevada that have proved historically vulnerable in order to develop risk projections of current El Niño events.  It is through this assessment the task force seeks to determine the critical decision points needed by senior leaders during all phases of an incident from pre-incident, incident onset, through response and recovery.

Today, the FEMA Region 9 Office will participate in a Rehearsal of Concept (ROC) exercise with its disaster response partners to exercise the response plan and its flood decision support tools.  During this exercise, participants will identify issues, gaps and shortfalls that will be incorporated to enhance the plan’s utility.  The task force will leverage best available data from predictive modeling and other analytical tools to keep senior decision makers informed throughout potential El Niño events.  The efforts undertaking by the task force during the ROC will enable the FEMA Region 9 Office, its partners and ultimately the disaster survivor to make intelligent decisions for any El Niño related event.

FEMA Releases Severe El Nino Disaster Response Plan

WASHINGTON – This week, the Fifth Annual Building Resilience through Public-Private Partnerships Conference was held in New Orleans, Louisiana.  The conference was hosted this year by the Federal Emergency Management Agency (FEMA) and brought together innovators from the private sector, nonprofits, and state, local, and tribal governments to pursue strategies to build a more resilient nation.

Each year, the conference attracts hundreds of participants who look to promote innovation in furthering ongoing partnerships and resiliency.  Key topics of discussion included: Executive Perspectives on Investing in Business Resilience; Harnessing Technology to Positively Disrupt the Status Quo; The Smart City of 2025: Innovations for a Resilient Future;  and action planning sessions to include Addressing Cyber Threats Now and into the Future and Disaster Collaboration Simulation Exercise.

The conference was held in partnership with the U.S. Department of Homeland Security through the National Protection and Programs Directorate and Private Sector Office, and North American Aerospace Defense Command and United States Northern Command and in collaboration with the American Logistics Aid Network, the American Red Cross, Business Forward, Business Executives for National Security, National Incident Management Systems and Advanced Technologies at the University of Louisiana-Lafayette, The U.S. Chamber of Commerce, and The U.S. Chamber of Commerce Foundation Corporate Citizenship Center.

Leaders from government, private sector and non-profits discussed the importance of strong partnerships across the whole community, and spoke about how their relationships helped to get the right resources to people in need more quickly.  Exercises held during the week further exposed opportunities for conference participants to make new partnerships and better understand the resources and expertise that different organizations can offer throughout disaster response and recovery efforts.

Speakers included:  FEMA Administrator, Craig Fugate;  U.S. Department of Homeland Security (DHS) Assistant Secretary for the Private Sector, José Raúl Perales;  DHS Assistant Secretary for Infrastructure Protection, Caitlin Durkovich,; FEMA Deputy Associate Administrator for Insurance and Mitigation, Roy Wright; FEMA Director, Office of External Affairs, Josh Batkin; DHS Deputy Assistant Secretary for Infrastructure Protection, Bob Kolasky; and American Red Cross, Senior Vice President, Disaster Cycle Services, Richard Reed.  

 “The private sector is an essential member of the team,” said FEMA Administrator Craig Fugate. “The more resilient businesses are, the quicker they can recover and provide critical goods and services to help their communities rebuild. Fostering strong working relationships between the private sector, emergency management, and the whole community is great business for everyone, especially the disaster survivor.”

With this public-private partnership approach, conference partners committed to taking action and promoting information sharing to facilitate greater understanding of the whole community roles and better leverage existing programs to promote meaningful outcomes to drive resiliency.

Conference participants took away concrete action plans and a collection of shared resources that they can implement immediately to further their organization’s resilience and nurture new partnerships. The development of a public-private sector national framework for information sharing and a public-private sector model to facilitate successful partnerships at all levels are an example of the commitments made. FEMA and its Private Sector Division are committed to leading the charge on continued identification of solutions to coordination gaps and strengthen the understanding of roles between the public and private sectors to build national resilience and successful public-private partnerships.

Public-Private Partnership Conference held in New Orleans

SACRAMENTO, Calif. – Many pets were left behind to fend for themselves during the wildfires in California’s Calaveras and Lake counties resulting in serious injuries, death or disappearance.

This occurred because the fire came so fast many survivors had no time to save the animals.

“Pets are members of the family. You wouldn’t want to leave a family member behind during a disaster would you?” said Deputy State Coordinating Officer Charles Rabamad. “Having a plan and emergency kit for your pets is just as important as having them for your mother, father, sister or brother.”

With predictions of more severe weather and flooding this winter due to El Niño now is a good time to develop both a family and pet emergency plan. Here are some tips on what to include in your pet plan:

  • If your pet doesn’t have a microchip, ask your veterinarian about the possibility. Make sure your pet’s tags are up-to-date and fastened to its collar. If possible, attach the address and/or phone number of your evacuation site. If your pet gets lost, its tag is its ticket home.
  • Make sure your pet’s immunizations are current and keep a copy of the veterinary records with you.
  • Take a photo of your pet and keep it with you for identification purposes.
  • Make a pet emergency kit. You should have enough pet food, bottled water and medications for three days. Also, pack cat litter and pan, manual can opener, food dishes, leash and collar, brush, blankets, a first aid kit and other supplies.   • If you plan to shelter in place, identify a safe area of your home where you can all stay together. Put all emergency supplies in that room ahead of time, including your pet’s crate and supplies.

Include Your Pets in Emergency Planning

  • Consider checking with your local animal control agency or emergency management office now to determine if a pet-friendly shelter is available in your area. Make a list of boarding facilities and veterinary offices that might be able to shelter animals in disaster emergencies.
  • Make a buddy system with your friends or neighbors as a back-up emergency plan if you cannot care for your animals yourself. The buddy system will assure that someone is available to care for or evacuate your pets if you are unable to do so.

Those with larger animals such as horses, cattle, sheep, goats or pigs should also plan for these animals by:

  • Ensuring all animals have some form of identification.
  • Evacuating animals whenever possible. Map out primary and secondary routes in advance.
  • Making sure vehicles and trailers for transporting animals as well as experienced handlers and drivers are available.
  • Ensuring destinations have food, water, veterinary care and handling equipment.

Include Your Pets in Disaster Preparedness Planning

Roy Wright, Deputy Associate Administrator for Insurance and Mitigation for the National Flood Insurance Program (NFIP), reminds policyholders that the deadline for requesting a review of their Hurricane Sandy claim is Sept. 15, 2015.

“If you feel your Sandy claim was underpaid, I encourage you to call us so we can take another look and we stand ready to take your calls,” Wright said. “FEMA has begun providing funds to policyholders who completed the review and were due additional payments on their claim,” Wright said.

More than 12,500 policyholders have entered the review process so far.

Getting started is as simple as making a telephone call. To be eligible for the review, policyholders must have experienced flood damage between Oct. 27, 2012 and Nov. 6, 2012 as a result of Hurricane Sandy and must have had an active NFIP flood policy at the time of the loss. Policyholders can call the NFIP’s Hurricane Sandy claims center at 866-337-4262 to request a review.  It is important to have your policy number and insurance company name when you call.

In advance of the approaching deadline, FEMA expanded its call center hours to make it easier for policyholders to request a review. The call center operates weekdays from 8 a.m. to 9 p.m. Eastern Daylight Time (EDT), Saturday and Sunday from 10 a.m. EDT to 6 p.m. EDT.

Policyholders can go online to www.fema.gov/hurricane-sandy-nfip-claims to download a form requesting a review. The downloaded form can be filled out and emailed to FEMA-sandyclaimsreview@fema.dhs.gov or faxed to 202-646-7970 to begin the review process. For individuals who are deaf, hard of hearing, or have a speech disability and use 711 or VRS, please call 866-337-4262.  For individuals using a TTY, please call 800-462-7585 to begin the review process.

It takes only a few minutes to ask the Federal Emergency Management Agency (FEMA) to review a flood insurance claim filed as a result of Hurricane Sandy. And it doesn’t cost anything.

More than 11,500 policyholders of the National Flood Insurance Program (NFIP) have entered the review process and some policyholders have already received additional payments on their claim. The deadline for requesting a review is Sept. 15, 2015.

To be eligible, flood insurance policyholders must have experienced flood damage between

Oct. 27, 2012 and Nov. 6, 2012. Policyholders can call the NFIP’s Hurricane Sandy claims center at 866-337-4262 to request a review of their claim. This review may result in additional payment to the policyholder.

It will be helpful if policyholders have a few key pieces of information when they call:

  • The name on the flood insurance policy,
  • the address of the damaged property,
  • the name of the insurance company, and
  • the policy number that was in effect at the time of the loss.

When they call, policyholders will be asked a series of questions to determine whether they qualify for review. Once qualified, policyholders will be called by an NFIP-certified adjuster, who will serve as a caseworker through the review process. Over 11,000 National Flood Insurance Program (NFIP) policyholders who filed claims for damage are in the Hurricane Sandy Claims Review process, the Federal Emergency Management Agency (FEMA) announced today. FEMA has already validated and begun providing additional funds to policyholders taking part in the Hurricane Sandy Claims Review.

“If you believe your flood claim was underpaid for any reason, we encourage you to do what so many of your neighbors are doing and ask FEMA to take another look,” said Roy Wright, Deputy Associate Administrator for FEMA’s Federal Insurance and Mitigation Administration, which runs the NFIP.

FEMA reminds policyholders that September 15, 2015 is the last day to request a review of their Hurricane Sandy claims.

To be eligible, policyholders must have experienced flood damage between Oct. 27, 2012 and Nov. 6, 2012. The review is an optional process established by FEMA to give policyholders an opportunity to seek further reexamination of their claim file by a neutral third party reviewer. FEMA will give substantial weight to the recommendation made by the officials in making its final determination on the file.

The Sandy claims review process is intended to be simple for the policyholder and does not require paid legal assistance. Additionally, there are several nonprofit service providers ready to offer free advice and answer questions policyholders may have. Thousands of Policyholders Taking Part in Hurricane Sandy Claims Review

The first payments are being made to policyholders taking part in the Federal Emergency Management Agency’s (FEMA) Hurricane Sandy Claims Review, the agency announced today.

The payments represent additional funds owed to National Flood Insurance Program (NFIP) policyholders who filed flood insurance claims after Hurricane Sandy in 2012.

“We want to ensure our policyholders are paid what they are owed under their policies. This claims review gives us a chance to take another look,” said Roy Wright, Deputy Associate Administrator for FEMA’s Federal Insurance and Mitigation Administration. “I encourage policyholders to request a review if they believe their Hurricane Sandy claim was underpaid for any reason.”

In May 2015, FEMA began contacting 142,000 NFIP policyholders who filed claims resulting from Hurricane Sandy, offering to review their claim files. To date, more than 10,000 policyholders have entered the process. FEMA authorized the insurance companies writing NFIP policies to make the first additional payments to policyholders whose claims have been reviewed through this process.

The deadline to request a review is Sept. 15, 2015. After initial request, the entire process usually takes around 90 days to complete.

To be eligible for the review, policyholders must have experienced flood damage between Oct. 27, 2012 and Nov. 6, 2012 as a result of Hurricane Sandy. Policyholders may call the NFIP’s Hurricane Sandy claims center at 866-337-4262 to request a review. Before contacting the claims center, policyholders are asked to have their flood insurance carrier name and policy number at hand.

Alternately, policyholders can go online to download a form requesting a review. The downloaded form may be filled out and emailed to FEMA-sandyclaimsreview@fema.dhs.gov to start the review process.
