CHARLESTON, W. Va. — Self-employed residents who are unemployed as a direct result of the recent tornadoes and flooding have only a few days left to file for Disaster Unemployment Assistance (DUA) program benefits. For the presidentially declared disaster of March 16, the deadline is April 23. For the disaster declared on March 22, the deadline is April 25.

“The DUA program extends coverage to self-employed people, farm workers and others who have lost employment as a direct result of the disaster,” Jimmy Gianato, West Virginia state coordinating officer, said. “It is specifically designed to assist those who are otherwise ineligible for state unemployment benefits.”

The availability of benefits extends to those living or working in any of the four counties eligible for FEMA’s Individual Assistance. They are Marion, Logan, Lincoln and Wayne counties.

You may be eligible to apply for DUA if:

  • You were injured in the disaster and are unable to work, whether you are an employee or self-employed
  • Your workplace was damaged or destroyed
  • Your transportation to work is not available
  • You cannot get to your job because you must travel through the affected area
  • You were about to begin working, but could not because of the disaster
  • You derived most of your income from areas affected by the storms and flooding and your business is down as a direct result of the disaster

The Disaster Unemployment Assistance program is funded by the Federal Emergency Management Agency, but it is administered through the West Virginia Department of Labor.

To apply for DUA, go to your nearest Workforce West Virginia One Stop Office. Have your Social Security number, earnings from your most recent tax year and employment history available. INDIANAPOLIS, Ind. — The Federal Emergency Management Agency (FEMA) and the Indiana Department of Homeland Security (IDHS) emphasize the importance of filing storm-related insurance settlement information with FEMA. Reporting expenses covered by insurance is a required step to apply for FEMA aid to help recover from severe storms that impacted Clark, Jefferson, Ripley, Scott, Warrick and Washington counties from Feb. 29 through March 3.

A “no decision” letter from FEMA is not always the last word.

A letter from FEMA stating a decision has not yet been made about an application is not necessarily the last word. It may simply mean additional information is required, such as insurance settlement information. Hoosiers may have received such a letter because they still need to file their storm-related insurance settlement details to FEMA. Each applicant is considered on a case-by-case basis. Every storm-impacted resident should follow up with FEMA to learn the specifics of his or her individual case.

A delay in submitting insurance settlement information can delay FEMA inspection.

Reporting insurance coverage helps continue the FEMA application process. Generally, not until insurance settlement information is provided can a visit from an inspector be scheduled. Waiting to submit insurance information can delay the inspection, which will pause the application process.

Hoosiers who have not yet received their insurance settlement may contact FEMA online or through the FEMA toll-free help line to explain their situations. Individuals should be prepared to provide to FEMA:

  • documentation from the insurance company proving the claim has been filed;
  • a claim number;
  • the date of application; and
  • the estimated time required to receive the settlement.

Any help awarded in advance by FEMA that is duplicated by the settlement must be repaid to FEMA once an insurance settlement is received.

While the law forbids federal payment for loss covered by insurance, financial aid may be provided for loss not covered. Hoosiers affected by recent storms are encouraged to follow up with FEMA to determine their eligibility, even if they think they will not qualify for assistance.

CHARLESTON, W. Va. – Residents who are unemployed as a direct result of the recent tornadoes and flooding may be eligible for weekly benefit payments under the Disaster Unemployment Assistance (DUA) program, state and federal officials said today.

But the deadlines for applying for the benefits are coming up. For the presidentially declared disaster of March 16, the deadline is April 23. For the disaster declared on March 22, the deadline is April 25.

Jefferson Parish Playgrounds Benefit From Flexible FEMA Grant

NEW ORLEANS – The Federal Emergency Management Agency announced today a consolidated grant totaling approximately $559,000 to Jefferson Parish for the replacement of playground contents damaged during Hurricane Katrina.

“This grant best supports Jefferson Parish’s efforts to restore an essential element of their recreational system—their playgrounds,” said FEMA’s Louisiana Recovery Office Deputy Director of Programs Andre Cadogan. “Our funding enables Jefferson Parish to pool together contents funding from all of their playground facilities and distribute it as best needed.”

Prior to this grant, FEMA funded these damages through nine separate project worksheets, all the result of “content assessments” across eight of Jefferson Parish’s damaged playgrounds and other facilities, including the Recreational Department’s East Bank Administration Building. The eight playgrounds include the Johnny Bright Playground, Terrytown Playground, Harvey Playground, Pontiff Playground, Girard Playground, Lakeshore Playground and Jefferson Playground.

FEMA’s recent grant, as requested by Jefferson Parish, will fund contents under the following six major categories—information technology, parks and recreational building equipment and supplies, athletic equipment and supplies, furnishings, office equipment and supplies, and kitchen equipment and supplies.

“Jefferson Parish is grateful for the assistance from FEMA, which will allow us to move forward in the ongoing recovery from hurricanes Katrina and Rita. Our playgrounds are an essential part of the quality of life our children and families enjoy in Jefferson Parish. This recent grant will ensure repairs and restoration at eight of our playgrounds so that our citizens can continue to benefit from these outstanding recreational facilities,” said Jefferson Parish President John Young.

In total, FEMA has provided approximately $529.8 million for recovery work throughout Jefferson Parish related to hurricanes Katrina and Rita, of which $50.8 million—including FEMA’s recent grant for playgrounds—was provided specifically for the restoration of recreational facilities within the parish.

When FEMA approves projects through its supplemental Public Assistance grant, the funds are made available to the Governor’s Office of Homeland Security & Emergency Preparedness, who disburses them to the applicant for eligible work completed.

The Public Assistance program works with state and local officials to fund recovery measures and the rebuilding of government and certain private nonprofit organizations’ buildings, as well as roads, bridges and water and sewer plants. In order for the process to be successful, federal, state and local partners coordinate to draw up project plans, fund these projects and oversee their completion.

INDIANAPOLIS, Ind. — More than $1.5 million in federal funding has been approved to homeowners, renters and business owners since the president issued a major disaster declaration for Indiana. Individual Assistance was made available March 9 to augment state and local recovery efforts after severe storms, straight-line winds and tornadoes caused extensive damage Feb. 29 to March 3 in Clark, Jefferson, Ripley, Scott, Warrick and Washington counties.

As of close of business March 29, Federal Emergency Management Agency (FEMA) officials report more than $1 million has been approved to fund expenses not covered by insurance or other programs. Such expenses include temporary rental assistance, repair and replacement of essential household items, and disaster-related medical, dental or funeral costs. FEMA reports 1,274 registrations have been received. Field inspectors are completing home inspections within 24 hours of registration, and 491 inspections have been completed.

The U.S. Small Business Administration (SBA) reports $551,200 in low interest disaster loans have been approved to qualifying homeowners, renters, businesses and non-profits.

Sellersburg Disaster Recovery Center

A Disaster Recovery Center at Ivy Tech College in Sellersburg will remain open as long as storm-impacted individuals continue to utilize its services. More than 550 Hoosiers have visited the center, where FEMA and SBA specialists assist with applications and answer questions. The center, which was opened through a FEMA-state partnership March 13, will continue operating Monday through Saturday from 9 a.m. to 6 p.m., until further notice.

FEMA Mitigation community outreach events schedule

FEMA specialists spoke with some 250 Hoosiers during community outreach events in building supply store this week. Specialists are on hand to explain simple steps people can take at home to reduce damage during future storms.

Public Assistance for infrastructure recovery in five counties

On March 22, the president declared Clark, Jefferson, Ripley, Scott and Washington counties eligible for Public Assistance, which means that means state and local governments and certain non-profit organizations in the designated counties are eligible to apply for federal assistance to pay 75 percent of the approved cost of debris removal, emergency services related to the disaster and repairing or replacing damaged public facilities, such as roads, buildings and utilities. The remainder is the responsibility of state and local government and, in some cases, non-profit organizations.

Public Assistance funding also covers partial or complete repair of schools and other critical functions such as public water tanks or sewer systems. Projects will be approved only if they are necessary as a direct result of storm damage during the designated timeframe.

The Indiana Department of Homeland Security briefed Public Assistance applicants this week. Applicants logged onto an online briefing webinar Wednesday. State representatives met face to face with applicants during a briefing in Sellersburg Friday.

Va. — The five state and federal Disaster Recovery Centers open in West Virginia to assist individuals, households and businesses that suffered damage from the recent storms will operate on new schedules beginning Saturday, March 31, Federal Emergency Management Agency officials said Thursday.

A free bus shuttle is available seven days a week from Kiahsville to the DRC at the Wayne County Health Department. The bus leaves from the post office and general story every two hours from 9 a.m. to 5 p.m.

The centers are staffed with disaster-recovery specialists who can provide information and answer questions about storm-related assistance, according to FEMA. 

“Before stopping by at the disaster recovery centers, people seeking assistance are strongly urged to register with FEMA,” said Charleston-based FEMA Federal Coordinating Officer Deanne Criswell. “Having spoken with or otherwise having contacted state or local officials does not count. You must register with FEMA in order to apply for help.”

By phone, call the FEMA Hotline at 800-621-FEMA (3362). For those with speech or hearing disabilities, use the TTY number, 800-462-7585. Applicants can also register online at DisasterAssistance.gov or with any web-enabled device at m.fema.gov.

Information needed when registering with FEMA includes the address of the damaged property, names of those living in the household, a general description of the damage, the Social Security Account number of any family member living in the home, the extent of insurance coverage and certain other information needed to expedite the process.

Also on hand at the Disaster Recovery Centers are representatives from the Small Business Administration who can explain the low-interest disaster loans available to homeowners, renters, private nonprofits and businesses of any size. These loans are for the repair or replacement of real estate and/or personal property damaged by the storms and related flooding, officials said.  People who register with FEMA may be sent a loan application from the SBA. No one is obligated to take out a loan, according to the SBA.

INDIANAPOLIS, Ind. — In the wake of disasters, people often wonder whether there is a way to protect themselves and their property from devastating loss. The answer is yes!

Mitigation specialists from the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) will be at Menards, 2808 Menards Drive, Evansville, Ind., this week to offer free information and answer questions about rebuilding.

The FEMA team will be in the store beginning March 29 from 7 a.m. to 6 p.m., Thursday through Saturday and 9 a.m. to 4 p.m. Sunday April 1.

In addition to answering questions, mitigation specialists will have information about how to rebuild safer and stronger and provide steps that may lessen storm damage in a future disaster. This ranges from creating a disaster family plan to building a “safe room” — a shelter designed to provide occupants a safe place to go when severe weather threatens.

As people repair or rebuild, this is an ideal time for them to incorporate disaster-resistant measures. Small changes can make a big difference the next time storms strike and can lessen the damage and financial impact on individuals, communities and society as a whole. An independent study shows each dollar spent on mitigation saves society an average of $4 by reducing future losses due to disasters.

CHATTANOOGA, Tenn. — According to the Tennessee Emergency Management Agency and the Federal Emergency Management Agency, nearly 600 survivors of the severe storms and tornadoes that occurred Feb. 29 – March 2 have registered with FEMA for disaster assistance.

To date, more than $461,000 in grants has been approved to help survivors pay for temporary housing and other needs as a result of damage they incurred. Many more survivors in the 10 disaster-designated counties may be eligible for benefits but may not be registering with FEMA in larger numbers for a variety of reasons:

Unfamiliar with the FEMA registration process – it’s as easy as a phone call or click.

  • People with storm losses can register simply by calling 800-621-FEMA (3362), which is video relay service accessible. Applicants who are deaf or hard-of-hearing can use TTY 800-462-7585. Help is available in most languages and phone lines are open 7 a.m. to 10 p.m., seven days a week until further notice. Online registration is available at www.DisasterAssistance.gov or through a smartphone or tablet at m.fema.gov.

Don’t know the full scope of available assistance.

  • FEMA assistance can cover rental costs, home repairs and other disaster-related expenses.
  • FEMA can refer survivors who do not need FEMA assistance, or who have additional needs, to partner agencies such as the U.S. Small Business Administration, the American Red Cross and the Salvation Army. FEMA also can refer survivors to groups and agencies who can help them with disaster unemployment assistance, crisis counseling and legal aid.
  • SBA low-interest disaster loans are available for homeowners, renters and businesses at affordable terms. Survivors offered an SBA low-interest loan are under no obligation to accept it. However, completing and returning the application may open the door to other forms of assistance such as additional FEMA grants.
  • Survivors can obtain more information from the SBA website at www.sba.gov and learn how to apply on line or download an SBA application. Applicants with questions specific to SBA can also call the SBA Customer Service Center at 800-659-2955 (800-877-8339 for the deaf and hard of hearing) for assistance.

Think insurance will cover damages or are waiting for an insurance settlement.

  • Homeowners and renters with insurance should fill out a FEMA application and SBA loan application while they are waiting for their insurance decision. It saves time.
  • If insurance doesn’t cover all of their disaster-related expenses, FEMA and/or SBA assistance may be available to fill the gap.

Busy cleaning up debris, repairing homes; haven’t taken the time to register.

  • Registering by phone or online can take as little as 15 to 30 minutes.

Think FEMA assistance could count against benefits received from other federal programs such as Social Security or Medicare.

  • FEMA grants for housing and other needs assistance are NOT counted as income and DO NOT affect other benefits or eligibility for programs such as Social Security, Medicaid, welfare assistance, SNAP or Aid to Families with Dependent Children. FEMA grant money does not have to be repaid as long as it is properly spent for your disaster recovery.

Think they are ineligible for FEMA assistance due to income levels or too little damage.

  • Income level does not affect possible FEMA assistance for homeowners; and let FEMA determine if the amount of damage qualifies for assistance. Survivors should not disqualify themselves by not registering.

If, after registering, survivors still have questions or need help registering, they can get face-to-face help by visiting any of the nine disaster recovery centers in Tennessee, which are staffed with recovery specialists from TEMA, FEMA, SBA and other agencies able to answer questions. INDIANAPOLIS, Ind. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced that federal Public Assistance (PA) has been made available to Indiana. Federal aid has been granted to augment state and local recovery efforts in the areas struck by severe storms, straight-line winds, and tornadoes Feb. 29-March 3 in Clark, Jefferson, Ripley, Scott and Washington counties.

All seven categories of PA (A-G) are now available to state and eligible local governments and certain private nonprofit organizations on a 75 percent cost-sharing basis for eligible expenditures. These may include emergency work, debris removal and repair or replacement of damaged roads, bridges and other elements of the infrastructure. Public Assistance funding also covers partial or complete repair of schools and other critical functions such as public water tanks or sewer systems. Projects will be approved only if they are necessary as a direct result of storm damage during the designated timeframe.

FEMA will pay 75 percent of the cost of PA projects; the remainder is the responsibility of state and local government and, in some cases, non-profit organizations.

In cases where small improvements may reduce the risk of future disaster damage, FEMA may pay for cost-effective mitigation measures. For example, FEMA may cover the cost of such projects as increasing the size of a culvert if the increase could prevent future flooding. Otherwise, FEMA generally pays only to bring facilities back to pre-disaster condition.

PA categories

Category A: Debris Removal

Removal of obtrusive items on public property, including trees, woody debris, sand, mud, silt, gravel, building components, wreckage, vehicles and personal property to eliminate an immediate threat to lives,

public health and safety. An example of an eligible project is the removal of debris from a street or highway to allow the safe passage of emergency vehicles. An example of an ineligible project is the pre-disaster sediment from engineered channels.

Category B: Emergency Protective Measures

Emergency Protective Measures are actions taken by applicants before, during and after a disaster to save
lives, protect public health and safety, and prevent damage to improved public and private property. Emergency communications, emergency access and emergency public transportation costs may also be eligible. These can include such projects as search and rescue, sandbagging and removal of health and safety hazards.

Category C: Roads and Bridges

Roads (paved, gravel, and dirt) are eligible for permanent repair or replacement, unless they are Federal-aid roads. Eligible work includes repair to surfaces, bases, shoulders, ditches, culverts, low water crossings and other features, such as guardrails. Damage to the road must be disaster-related to be eligible for repair. Eligible work includes repairs to such elements as piers and approaches.

Category D: Water Control Facilities

Water control facilities include such elements as dams and reservoirs, levees and engineered drainage channels. Restoration of the carrying capacity of engineered channels and debris basins may be eligible, but maintenance records or surveys must be produced to show the pre-disaster capacity of these facilities.

Category E: Buildings and Equipment

Buildings, including contents such as furnishings and interior systems such as electrical work, are eligible for repair or replacement. FEMA may also pay for the replacement of library books and publications. Removal of mud, silt, or other accumulated debris is eligible, along with any cleaning and painting necessary to restore the building.

If an insurance policy applies to a facility, FEMA will deduct from eligible costs the amount of insurance proceeds, actual or anticipated, before providing funds for restoration of the facility.

Category F: Utilities

Typical Utilities include:

  • Water treatment plants and delivery systems
  • Power generation and distribution facilities, including generators, substations and power lines
  • Sewage collection systems and treatment plants
  • Telecommunications

Category G: Parks, Recreational Facilities and Other Items

Repair and restoration of parks, playgrounds, pools, cemeteries and beaches are eligible. This category also is used for any work or facility that cannot be characterized adequately by Categories A-F. Other types of facilities, such as roads, buildings and utilities, that are located in parks and recreational areas are also eligible and are subject to the eligibility criteria for Categories C, D, E and F.

Natural features are not eligible facilities unless they are improved and maintained. This restriction applies to features located in parks and recreational areas. Specific criteria apply to beaches and to trees and ground cover.

The state begins the PA process by announcing a schedule of briefings through which potential applicants are guided through the application process. A list of meeting places and times for each county will be announced within the next week. During the briefings, specialists will describe the application process. After the general applicant briefing, each applicant will meet one on one with an assigned Public Assistance Coordinator (PAC) at a scheduled kick-off meeting. The PAC will contact their assigned applicants within one week after a request for PA is submitted. Applicants should contact their State Public Assistance Officer to arrange the first meeting if they have not heard from their PAC within two weeks.

Here’s what to expect at a kick-off meeting:

A PAC will provide a detailed list of required records and can recommend ways of organizing them.

Applicants should be prepared to bring documents with them to their kick-off meeting, including a list of damage and a description of intended repair or replacement projects.

Applicants should try to identify circumstances that require special review, such as insurance coverage, environmental resource issues and historic preservation. The earlier these conditions are known, the faster they can be addressed, and they must be addressed before funding can be approved.

After the meeting, applicants will be able to contact their PAC with any questions or requests for assistance.

Applicants are responsible for maintaining records of completed work and work to be completed.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties and tribes within the state.
