CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today released $1,398,396 in Hazard Mitigation Grant Program (HMGP) funds to Gallatin County, Ill., to acquire and demolish 19 residential structures as well as raise seven homes above the base flood elevation in the Ohio River floodplain.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said FEMA Region V Administrator Andrew Velasquez III. “The acquisition and elevation of these structures greatly reduces the financial impact on individuals and the community when future flooding occurs in this area.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay $1,398,396 or 75 percent of the project’s total cost. The Illinois Department of Natural Resources will contribute 25 percent of the remaining funds, or $466,132.

The President’s action makes federal funding available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by a severe winter storm in Aiken, Allendale, Bamberg, Barnwell, Berkeley, Calhoun, Chesterfield, Clarendon, Colleton, Dillon, Dorchester, Edgefield, Florence, Georgetown, Hampton, Horry, Marion, Orangeburg, Saluda, Sumter, and Williamsburg counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Joe M. Girot has been named as the Federal Coordinating Officer for federal recovery operations in the affected area. Girot said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

President Declares Disaster for South Carolina

CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) approved $4,106,484 in Hazard Mitigation Grant Program (HMGP) funds to Pine County, Minn., for the acquisition and demolition of 32 homes.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said Andrew Velasquez III, regional administrator, FEMA Region V. “The acquisition of these homes permanently removes the structures from the floodplain and greatly reduces the financial impact on individuals and the community when future flooding occurs in this area.”

The Pine County homes that are eligible for acquisition were substantially damaged during a flash flood in June 2012which resulted in a major disaster declaration.

“Property acquisition projects in flood-prone areas, like Pine County, greatly reduce repetitive damage in the years ahead,” said Kris Eide, director of the Minnesota Department of Public Safety Division of Homeland Security and Emergency Management (HSEM). “Local officials and residents in Pine County have worked hard to make this grant possible and we’ll continue to work with them as the acquisition process unfolds.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay $4,106,484 or 75 percent of the project’s total cost. The Minnesota Department of Natural Resources will contribute 25 percent of the remaining funds, or $1,368,828. HSEM will administer the grant.

FEMA Awards $4,106,484 Grant to Pine County: Hazard Mitigation funds will be used to acquire and demolish 32 flood prone homes

SANTA FE – Officials with the New Mexico Department of Homeland Security and Emergency Management (DHSEM) and the Federal Emergency Management Agency remind communities, tribal entities, and state agencies that March 21, 2014, is the deadline for submitting a Notice of Interest to participate in the statewide Hazard Mitigation Grant Program.

Interested communities, tribal entities or state agencies need to submit a Notice of Interest before the March 21 deadline. This form is available at www.nmdhsem.org/Grants.aspx. After the Notice of Interest is received, the eligible applicants will be contacted for a review of the formal application process.

The Hazard Mitigation Grant Program funding is a 75 percent federal and 25 percent non-federal grant program. The local jurisdiction, tribe or state agency is required to provide the 25 percent non-federal match, which can be in-kind or cash.

In order to be eligible for mitigation project funding, the community or tribe must have a FEMA approved Hazard Mitigation Plan. Creating a plan or updating an existing plan can also be funded with Hazard Mitigation Grant Program funding.

New Mexico Hazard Mitigation Grant Program Funds Deadline Approaching

DENTON, Texas — Fire departments in Texas have been awarded more than $1.2 million in preparedness grants from the Federal Emergency Management Agency (FEMA).

The Lancaster Fire Department received more than $740,640 to boost hiring efforts for firefighters. The Leander Fire Department received $473,375 in funding, which will be used to hire a Volunteer Liaison who will recruit new, diverse volunteers and also work to retain current and future members.

The federal grants are part of the Staffing for Adequate Fire and Emergency Response (SAFER) Grants program. SAFER awards provide funding directly to fire departments and volunteer firefighter interest organizations.

“These grants help to fulfill a critical need, which is to make sure there are enough firefighters and volunteer firefighters to help protect lives and properties in communities,” said FEMA Region 6 Administrator Tony Robinson.

Following demolition, these properties will be maintained as permanent open space in the community.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said FEMA Region V Administrator Andrew Velasquez III. “The acquisition and demolition of these homes permanently removes the structures from the floodplain and greatly reduces the financial impact on individuals and the community when future flooding occurs in this area.

“This grant will enable us to build on our previous flood mitigation efforts in Carmi, which removed more than three dozen homes from the floodplain,” said Illinois Emergency Management Director Jonathon Monken. “With these additional property acquisitions, even more families can avoid the emotional and financial costs from future floods.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay $707,507 or 75 percent of the project’s total cost. The City of Carmiwill contribute 25 percent of the remaining funds, or $235,836.

CHICAGO – As dangerously low temperatures persist throughout the Midwest, the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) wants individuals and families to remain heat safe, and avoid the dangers of carbon monoxide (CO).

“Carbon monoxide—often called “the silent killer”— is a poisonous gas you cannot see, taste, or smell,” said Region V Administrator Andrew Velasquez III. “We encourage everyone to stay warm as these subfreezing temperatures continue throughout the area, but do so safely when heating homes, businesses and vehicles.”

Carbon monoxide poisoning often results from faulty furnaces or other heating appliances, portable generators, water heaters, clothes dryers or cars left running in garages. Symptoms of poisoning can include headache, nausea and drowsiness, while exposure to high levels can be fatal.

Stay heat safe by taking the following precautions:

• Choose a CO alarm from a recognized testing laboratory and follow manufacturer’s instructions for placement and mounting. Test these alarms at least once a month.

• Have fuel-burning heating equipment (fireplaces, furnaces, water heaters, wood stoves, coal stoves, space heaters and portable heaters) and chimneys inspected by a professional every year.

• Open the damper for proper ventilation before using a fireplace.

• Never use your oven or stovetop to heat your home.

• Never run a gasoline or propane heater or a grill (gas or charcoal) inside your home or an unventilated garage. The carbon monoxide gas might kill people and pets.

• Make sure all fuel-burning vented equipment is vented to the outside to avoid carbon monoxide poisoning. Keep the venting for exhaust clear and unblocked.

• If you need to warm a vehicle, remove it from the garage immediately after starting it. Make sure the exhaust pipe of a running vehicle is not blocked with snow, ice or other materials.

• Make sure vents for the dryer, furnace, stove and fireplace are clear of snow and other debris.

• Use portable generators outdoors in well-ventilated areas away from all doors, windows, vents and other building openings to prevent exhaust fumes from entering the home.

And during cold weather, remember these tips for you and your family to stay safe:

• Stay indoors as much as possible and limit your exposure to the cold;

• Dress in layers and keep dry;

• Check on family, friends, and neighbors who are at risk and may need additional assistance;

• Know the symptoms of cold-related health issues such as frostbite and hypothermia and seek medical attention if health conditions are severe.

• Bring your pets indoors or ensure they have a warm shelter area with unfrozen water.

• Make sure your vehicle has an emergency kit that includes an ice scraper, blanket and flashlight – and keep the fuel tank above half full.

DENTON, Texas –Valentine’s Day, Feb. 14 marks the 50th anniversary of what began as an underground facility designed to survive a nuclear war and provide for the continuity of U.S. government operations. The Federal Regional Center (FRC) was constructed between 1961 and late 1963 on 20 acres in Denton.

The FRC has been operated by the Federal Emergency Management Agency since the agency came into being in 1979. Before that, it was operated by the Office of Civil Defense and Emergency Planning, one of FEMA’s predecessor agencies.

Plans were made in the late 1950s to ensure the survival of the U.S. government in the event of a nuclear war between the United States and the Soviet Union. Part of those plans called for construction of fallout shelters for federal officials around the country.

The first of five such centers was constructed in Denton, Texas. The FRC was designed to be self-sufficient for 30 days, and was equipped with a water well, kitchen, food for 300-500 people for 30 days, a dining room, decontamination room, infirmary, diesel generators and a 30 day supply of diesel for the generators

Besides staff with the Civil Defense and Emergency Planning Office, representatives from other government agencies in the Dallas-Fort Worth area worked in the facility in the early days. These agencies included the Federal Communications Commission, the Commerce Department, Department of the Interior and the Treasury Department.

A group of visionary Denton business and community leaders, including Bill Utter, Roy Appleton and Riley Cross, organized a drive to buy the land for the facility and donated it to the federal government. They foresaw the economic benefits of having the center in Denton.

Senate Majority Leader Lyndon B. Johnson supported the project in the early days, and continued to support it when he became vice president. President John F. Kennedy made the final decision to build the facility in Denton.
