LITTLE ROCK, Ark. – Less than three weeks after tornadoes, severe storms and flooding hit Arkansas, the Arkansas Department of Emergency Management (ADEM) and the Federal Emergency Management Agency (FEMA) have announced that more than $2 million in Individual Assistance has been approved to help Arkansans recover.

“Two million is a great start,” said State Coordinating Officer David Maxwell of ADEM. “But it’s just one component of a successful recovery.”

“We’re working together to bring assistance to eligible survivors who need it,” said FEMA’s Federal Coordinating Officer Timothy J. Scranton. “We will stay here until the job is done.”

In less than three weeks, FEMA has approved almost $1.7 million in Housing Assistance and more than $355,000 in Other Needs Assistance. Additionally, the U.S. Small Business Administration has approved $721,100 in low-interest disaster loans for Arkansans affected by the April 27 severe storms, tornadoes and floods.

Housing Assistance is provided to individuals, families and businesses in Faulkner, Pulaski, Randolph and White counties whose property has been damaged or destroyed and whose losses are not fully covered by insurance.

Other Needs Assistance can be used to repair or replace personal property damaged or destroyed during the disaster, for transportation costs, or for medical, dental, funeral and burial expenses.

Tornado survivors can continue to register online at www.disasterassistance.gov or via web-enabled phone at m.fema.gov. They may also call 1-800-621-3362 or (TTY) 1-800-462-7585.  Those who use 711 Relay or Video Relay Services may call 1-800-621-3362. Individual Assistance Tops $2 Million for Arkansas Tornado Survivors

JACKSON, Miss. Federal assistance approved for disaster survivors in 12 Mississippi counties has reached nearly $7 million.

All emergency shelters have closed and all disaster survivors are currently housed.

The Mississippi Emergency Management Agency is leading a Long-Term Housing Task Force, which includes FEMA, the U.S. Small Business Administration and the U.S. Housing and Urban Development Department, along with state and local officials to assess and provide assistance to families with housing needs.

FEMA assistance to individuals is not taxable income and does not affect benefits from other federal programs such as Social Security, SNAP or Medicaid.

Individuals and households with home insurance should register with FEMA now even though they may not immediately qualify for FEMA assistance. Once registered, they will have up to a year to request FEMA assistance to help cover the gap if the insurance proves inadequate. It may be too late to register when the insurance settlement is received. The deadline to register is June 30, 2014.

Here is a summary through Friday, May 16, of all federal assistance to individuals and households in the 12 counties designated for FEMA Individual Assistance as a result of the April 28 through May 3, 2014, storms, tornadoes and flooding.

  • Nearly $7 million in total federal disaster assistance has been approved by FEMA and SBA.
  • Nearly $3.6 million in FEMA Individual Assistance grants has been approved to help Mississippi disaster survivors recover, including:
    • More than $2.7 million approved for housing grants, including short-term rental assistance and home repair costs.
    • Nearly $853,000 approved to help cover other essential disaster-related needs such as medical and dental expenses and lost personal possessions.
  • Nearly $3.4 million in low-interest disaster loans has been approved by SBA for renters and homeowners.
  • More than 3,900 people have contacted FEMA for help or information regarding disaster assistance.
    • In addition to FEMA grants for individuals and families, other forms of disaster assistance are provided by the U.S. Small Business Administration and other partner agencies such as the American Red Cross and the Salvation Army. FEMA refers some survivors to those agencies.
    • All businesses that contact FEMA are also referred to the SBA.

  • 1,759 home inspections completed.
  • Nearly 3,000 visits to disaster recovery centers by people affected by the disaster.
  • 9 disaster recovery centers are open across the affected areas.
  • FEMA Disaster Survivor Assistance crews assisting survivors have visited 5,452 dwellings and assisted 3,520 survivors.

Disaster survivors in Itawamba, Jones, Leake, Lee, Lowndes, Madison, Montgomery, Rankin, Simpson, Warren, Wayne and Winston counties may be eligible for FEMA’s Individual Assistance program.

Nearly $7 Million Approved for Mississippi Disaster Survivors

OAKLAND, Calif. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to assist the state of California combat the Poinsettia Fire currently burning in Carlsbad, Calif.

On May 14, 2014, the State of California submitted a request for a fire management assistance declaration for the Poinsettia Fire.  The authorization makes FEMA funding available to reimburse up to 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire.

At the time of the request, the fire was threatening 2,500 homes in and around the community of Carlsbad, Calif., with a combined population of 105,000. All of the threatened homes are primary residences; none are secondary residences. Mandatory and voluntary evacuations are taking place for approximately 15,000 people.  The fire started on May 14, 2014 and has burned in excess of 100 acres of State and private land. There are 5 other large fires burning uncontrolled within the State. 

The President’s Disaster Relief Fund provides funding for federal fire management grants made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible costs covered by the grant can include expenses for field camps; equipment use, repair and replacement; tools, materials and supplies; and mobilization and demobilization activities.

Disaster Recovery Center Now Open in Madison County

LITTLE ROCK, Ark. – Applicants who receive a letter from the Federal Emergency Management Agency (FEMA) saying they are ineligible for disaster assistance after the severe storms, tornadoes, and flooding on April 27 may discover that a “no” can be turned into a “yes.”

“Please don’t be discouraged if you get a letter from FEMA saying you are ineligible for aid,” said State Coordinating Officer David Maxwell of the Arkansas Department of Emergency Management (ADEM). “That letter may be just one step in the process. You can ask FEMA for a fresh review of your situation.”

“A denial may simply mean that we need more information to make a decision regarding your application,” said FEMA’s Federal Coordinating Officer (FCO) Timothy J. Scranton. “Please work with us. Help us help you.”

The most common reasons for a denial of housing assistance include:

  • The applicant needs to provide FEMA with a copy of an insurance settlement.
  • The applicant did not sign the required documents.
  • The applicant did not prove occupancy or ownership.
  • The damage is to a secondary home or a rental property, not a primary residence.
  • Someone else in the household has already applied and received help.
  • A FEMA housing inspector cannot reach the applicant by phone.
  • The applicant did not maintain the required flood insurance coverage for the damaged property.

An applicant has the right to appeal a denial in writing within 60 days from the date of the decision letter from FEMA. Instructions for appeals can be found in the “Help After a Disaster” handbook that each applicant receives.

Applicants can call the FEMA helpline at 1-800-621-3362, or TTY 1-800-462-7585, to ask for an explanation of why they were denied and instructions for submitting information that was missing or has changed from their initial registration. First Letter May Not Be the Last Word from FEMA

LITTLE ROCK, Ark. – The Federal Emergency Management Agency (FEMA) today has expanded federal disaster aid to 11 Arkansas counties. This action makes Clay, Cleburne, Faulkner, Fulton, Independence, Izard, Jackson, Lawrence, Randolph, Sharp and White counties eligible for reimbursement for a portion of their expenses due to the April 27 severe storms, tornadoes and flooding.

Public entities and certain non-profits in these counties are now eligible to apply for support from FEMA’s Public Assistance (PA) program. Federal PA reimbursement may cover emergency protective measures, debris removal and repairs to infrastructure, including roads and bridges, water control facilities, buildings and equipment, utilities, parks and recreation, and other facilities.

Faulkner County was previously designated on April 29 for Public Assistance for Emergency Work and Debris Removal. Today’s action extends the county’s eligibility to include reimbursement for approved infrastructure repair and restoration projects.

“People depend on having roads, schools, hospitals, water and electricity. These and other facilities can be damaged or affected by severe weather such as the April 27 storms,” said State Coordinating Officer David Maxwell. “That’s why infrastructure repair is such a critical component to our recovery.”

“FEMA reimbursement helps the state and communities cope with the unpredictable costs of emergency response, debris removal and repairing infrastructure damaged by disaster,” said Federal Coordinating Officer Timothy J. Scranton. “These grants help communities complete infrastructure projects that, in turn, help people and businesses get back on their feet.”

Eligible applicants for the PA program include state, county and local government agencies and private non-profits that provide critical or essential services. FEMA obligates funds to the state for 75 percent of eligible costs, while the state and applicant cover the remaining 25 percent.

How to request free legal help:

  • To request a lawyer, call 844-344-7904 toll free.
  • The phone is staffed between 9 a.m. and 5 p.m. Monday through Friday.
  • Messages can be left at any time.
  • Callers should state they are seeking disaster-related legal assistance.
  • Those who qualify for the free service will be matched with Arkansas lawyers who have volunteered to help.
  • All calls are completely confidential.

Types of legal assistance include:

Free Legal Services for Arkansas Disaster Survivors

Little Rock, Ark. – Senior citizens who sustained losses in the April 27 severe storms, tornadoes and floods needn’t worry that applying for federal disaster assistance will cause them to sacrifice their Social Security benefits, pay more taxes or give up income-based benefit programs.

A grant from the Federal Emergency Management Agency (FEMA) does not add to a senior’s taxable income as long as the grant is to help recovery from a disaster like the severe storms.

“Severe storm systems affect everyone,” said State Coordinating Officer David Maxwell of the Arkansas Department of Emergency Management. “We want to reassure Arkansas seniors not to be afraid to apply for state and federal assistance.”

“Receiving disaster funds will not cause anyone to miss out on assistance from other programs,” said Federal Coordinating Officer Timothy J. Scranton with the Federal Emergency Management Agency (FEMA). “We urge seniors who sustained storm damage to go ahead and apply.”

Applying for assistance also does not affect a person’s eligibility for Medicaid, Aid to Families with Dependent Children, supplemental nutrition assistance or other federal programs. Recipients do not have to repay FEMA grants.

Senior Citizens Won’t Lose Benefits If They Receive State, Federal Disaster Aid

CHICAGO –The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has released $676,740 in Hazard Mitigation Grant Program (HMGP) funds to Saline County,Ill., for the acquisition and demolition of eight residential structures and one commercial structure located in the floodplain. Following demolition, these properties will be maintained as permanent open space in the community.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said FEMA Region V Administrator Andrew Velasquez III. “The acquisition and demolition of these structures permanently removes them from the floodplain and greatly reduces the financial impact on individuals and the community when future flooding occurs in this area.

“Approval of this grant is good news for residents who have been hit by flooding many times in the past,” said Jonathon Monken, director of the Illinois Emergency Management Agency. “The grant will enable them to move to higher ground and avoid future heartache and property losses.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay 75 percent of the $902,320eligible project cost. The remaining 25 percent of the funds, $225,580, will be provided by Saline County.

FEMA Awards $676,740 Grant to Saline County: Hazard mitigation funds will be used to acquire and demolish 9 flood prone structures

LINCROFT, N.J. — The impending arrival of spring will give homeowners with properties affected by Hurricane Sandy time and opportunity to make repairs and begin mitigation projects. The Federal Emergency Management Agency continues to offer assistance programs designed to provide information and financial help to homeowners and renters.

The National Flood Insurance Program (NFIP) includes Increased Cost of Compliance (ICC) Coverage, which will pay for flood proofing (commercial or historical properties), relocation, elevation, demolition or a combination of those mentioned. If a homeowner has a NFIP insurance policy and the home is in a designated Special Flood Hazard Area, the community has declared the home substantially damaged, or a repetitive loss provision is in their locally adopted flood plain ordinance, the ICC will pay up to $30,000 but will not exceed the federal cap of the NFIP policy. Additionally, a homeowner should consult with the local Floodplain Manager to see if the locally adopted ordinance includes cumulative improvements and/or cumulative loss provisions.

FEMA also has Hazard Mitigation Assistance Programs to reduce future damages. They are:

  • The Hazard Mitigation Grant Program (HMGP) is available after a federal disaster declaration has been made. This program is designed to mitigate future damages caused by natural disasters affecting communities, people and property.
  • The Pre-Disaster Mitigation (PDM) program provides funds to governmental entities for hazard mitigation planning and projects prior to a disaster event to reduce reliance on funding from actual disaster declarations. PDM grants are to be awarded on a competitive basis.
  • The Flood Mitigation Assistance (FMA) program is designed to reduce or eliminate claims under the NFIP.

Homeowners with Federal Housing Administration mortgages can call 800-CALL-FHA (225-5342) Monday through Friday from 8 a.m. to 8 p.m. The New Jersey Housing Resource Center also offers information on accessible and affordable housing.
