CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) released $708,653 in Hazard Mitigation Grant Program (HMGP) funds to Plainfield Township, Mich., to acquire and demolish 15 residential structures in the Grand River floodplain.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said FEMA Region V Administrator, Andrew Velasquez III. “The acquisition and demolition of these homes permanently removes the structures from the floodplain and greatly reduces the financial impact on individuals and the community when future flooding occurs in this area.”

“I strongly encourage our communities to seize the opportunity for hazard mitigation assistance to enhance the safety of Michigan’s citizens,” said Capt. Chris A. Kelenske, Deputy State Director of Emergency Management and Homeland Security and commander of the Michigan State Police, Emergency Management and Homeland Security Division. “With federal aid, our communities can initiate projects to save lives and protect public property and health.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay 75 percent of the $944,871 eligible project cost. The property owners and Plainfield Township will contribute 25 percent of the remaining funds, or $236,218.

CHICAGO – Dangerously low temperatures and bitterly cold wind chills continue to be in the forecast for much of the Midwest this week. The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) wants individuals and families to be safe when faced with the hazards of cold temperatures.

“Whether traveling or at home, subfreezing temperatures and wind chills can be dangerous and even life-threatening for people who don’t take the proper precautions,” said Andrew Velasquez III, FEMA Regional Administrator. “FEMA continues to urge people throughout the Midwest to monitor their local weather reports and take steps now to stay safe.”

During cold weather, you should take the following precautions:

• Stay indoors as much as possible and limit your exposure to the cold;
• Dress in layers and keep dry;
• Check on family, friends, and neighbors who are at risk and may need additional assistance;
• Know the symptoms of cold-related health issues such as frostbite and hypothermia and seek medical attention if health conditions are severe.
• Bring your pets indoors or ensure they have a warm shelter area with unfrozen water.
• Make sure your vehicle has an emergency kit that includes an ice scraper, blanket and flashlight – and keep the fuel tank above half full.
• If you are told to stay off the roads, stay home. If you must drive, don’t travel alone; keep others informed of your schedule and stay on main roads.

FEMA Offers Safety Tips for Continued Bitterly Cold Temperatures Expected This Week

DENTON, Texas – Nearly $2.4 million has been awarded to the state of New Mexico from the Federal Emergency Management Agency for removal of sediment from the Nambe Reservoir in Santa Fe County.

During the severe storms in Sept. 2013, heavy rains flooded multiple arroyos, acequias – communal irrigation canals – and various rivers in central New Mexico causing sediment to be deposited in the Nambe Reservoir. The reservoir provides water for municipal and irrigation use in the Pojoaque Valley Irrigation District.

“Removal of sediment from the reservoir is an important step in the recovery process,” said FEMA Region 6 Administrator Tony Robinson. “This project is part of our continuing partnership with the New Mexico Department of Homeland Security and Emergency Management to assist with ongoing recovery in Santa Fe County.”

The Public Assistance grant program funding covers the removal, hauling away and proper disposal of nearly 41,000 cubic yards of sediment from the reservoir, which is enough sediment to fill the truck beds of more than 20,000 average-sized pickups!

This grant is part of more than $38.5 million in Public Assistance grants that have been obligated to the state of New Mexico related to the severe storms and flooding in Sept. 2013. The awarded funding represents a 75 percent federal cost share. FEMA awards funding for projects directly to the state of New Mexico; the state then forwards the grant to the eligible applicant.

FEMA Funds Sediment Removal from Nambe Reservoir in Santa Fe County, New Mexico

DENTON, Texas — The Federal Emergency Management Agency (FEMA) provided more than $211 million in 2014 funding to the Texas Department of Emergency Management (TDEM) and community partners for disaster recovery, mitigation and preparedness.

“FEMA, in partnership with TDEM, continues to provide funding to assist communities recovering from and mitigating against future damage,” said FEMA Region 6 Administrator Tony Robinson. “We are committed to helping Texas residents strengthen their resilience.”

The $211 million includes more than $262,000 from FEMA’s Individual Assistance program, $26.9 million in Public Assistance dollars for repair and replacement of infrastructure after a disaster, $57.7 million in Hazard Mitigation, and more than $126.6 million in Preparedness funding to mitigate damage from future disasters.  

The 2014 federal funding covered numerous projects in Texas including:
•    More than $14 million to assist in the construction of a new high school in West, TX which included the construction of a tornado shelter within the school.
•    Over $23.1 million was awarded through the Operation Stonegarden preparedness program.  The intent of this program is to enhance coordination among local, state and federal law enforcement agencies to secure the borders.   
•    $1.8 million was provided for the construction of two safe rooms in Quanah, TX. When completed, these safe rooms will provide protection to 1,757 nearby residents during the threat of tornadoes.

In addition to providing federal funding, FEMA’s Mitigation Division has taken steps to improve the on-line resources for communities. In 2014 the Risk Communications Guidebook was updated to include the most recent information on the National Flood Insurance Program reform.

FEMA 2014 Funding for Texas Exceeds $211 Million

DENTON, Texas —The Federal Emergency Management Agency (FEMA) provided more than $79.4 million in 2014 funding to the New Mexico Department of Homeland Security and Emergency Management (DHSEM), tribal governments and community partners for disaster recovery, mitigation and preparedness.

“FEMA, in partnership with DHSEM and tribes, continues to provide funding to assist communities recovering from and mitigating against future damage,” said FEMA Region 6 Administrator Tony Robinson. “We are committed to helping New Mexico residents strengthen their resilience.”

The $79.4 million includes more than $65.2 million in Public Assistance dollars for repair and replacement of infrastructure after a disaster, more than $12.5 million in Preparedness grants, and over $1.7 million for projects to mitigate damage from future disasters.

“In recent years, the state of New Mexico has experienced widespread damage caused by natural disasters,” said New Mexico DHSEM Cabinet Secretary-Designate Jay Mitchell. “We appreciate the strong partnership and support we have received from our friends at FEMA.” 

The 2014 federal funding covered numerous projects in New Mexico, including:

  • A grant to the City of Alamogordo for removal of debris from flooding at the Bonito Lake Reservoir, a source of drinking water.

  • Santo Domingo Pueblo received funding for the removal of 53,000 tons of debris deposited by flooding in the Middle West Drainage facility, an archaeologically and culturally sensitive area.

  • Lincoln County received $118,000 for a Hazardous Fuels Reduction Education and Outreach project, to raise public awareness for the need to thin and manage vegetation to reduce losses from wildfires.

  • Santa Clara Pueblo received funds for an engineering study to plan the replacement of four primary detention pond dam facilities in Santa Clara Canyon. Continued funding was also provided for the removal of debris from the canyon, caused by monsoon flooding in 2013.

FEMA 2014 Funding for New Mexico Tops $79 Million

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced that federal disaster aid has been made available to the Soboba Band of Luiseño Indians and ordered federal aid to supplement the Tribe’s efforts in the area affected by severe storms, flooding, and mudslides during the period of December 4-6, 2014.

Federal funding is available to the Soboba Band of Luiseño Indians and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by severe storms, flooding, and mudslides.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for the Tribe. 

Rosalyn L. Cole has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Cole said additional designations may be made at a later date if requested by the Tribe and warranted by the results of further damage assessments.

President Declares Major Disaster for Soboba Band of Luiseño Indians

WASHINGTON, D.C. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the state of New York to supplement state, local and tribal recovery efforts in the area affected by a severe winter storm, snowstorm, and flooding during the period of November 17-26, 2014.

The President’s action makes federal funding available to state and eligible local and tribal governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm, snowstorm, and flooding  in the counties of Cattaraugus, Chautauqua, Erie, Genesee, Jefferson, Lewis, Orleans, St. Lawrence, and Wyoming.

In addition, federal funding is available to the state and eligible local governments on a cost-sharing basis for snow assistance for a continuous 48 hour period during or proximate to the incident period in Erie, Genesee, and Wyoming counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

William L. Vogel has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Vogel said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

President Declares Disaster for New York State

DENTON, Texas — A year-and-a-half after tornadoes and severe storms ripped through central Oklahoma, recovery efforts are still under way. Grants totaling nearly $7 million have recently been awarded to the Oklahoma Department of Emergency Management from the Federal Emergency Management Agency. The Public Assistance grants will fund the repair and replacement of numerous educational structures damaged and destroyed by the tornadoes.

Nearly $3.5 million will cover the rebuilding of several facilities on the Canadian Valley Technology Center main campus in El Reno. One of the buildings will contain campus offices, student services, an event center, and high school and adult student programs. A second building will be reconstructed to contain Canadian Valley District administrative offices and two adult student programs. Both buildings will include safe rooms to shelter students and staff. 

More than $3.3 million has been awarded for Moore Public School District as reimbursement for construction of Briarwood Elementary School, Plaza Towers Elementary School and Highland East Junior High School, which were destroyed on May 20, 2013.

“The spring of 2013 was a horrific time for Oklahomans, but the hard work and determination we’ve seen since then has been amazing,” said OEM Director Albert Ashwood. “We continue to work with FEMA, local emergency managers, other state, local and federal agencies, as well as voluntary organizations to help ensure the best possible recovery for these communities.”

“Central Oklahoma suffered tragic losses from the tornadoes of May 2013,” said FEMA Region 6 Administrator Tony Robinson. “It’s so important to rebuild public schools, and re-establish safe, permanent places for children to learn and thrive in their communities. We are proud to support our state and local partners as they continue to rebuild their lives and communities.”

These grants bring the total amount of federal disaster Public Assistance to more than $45 million for emergency protective measures, debris removal, and infrastructure repair and replacement. More Than $6.8 Million in Federal Grants Awarded for Schools Impacted by May 2013 Tornadoes

CHICAGO – With the holidays fast approaching, the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) Region V office encourages everyone to consider giving gifts that will help protect their family members and friends during a future emergency.

“A gift to help prepare for emergencies could be life-saving for friends and family,” said FEMA Region V acting regional administrator, Janet Odeshoo. “These gift ideas provide a great starting point for being prepared for an emergency or disaster.”

Supplies for an emergency preparedness kit can make unique—and potentially life-saving—holiday gifts, such as:

  • Battery-powered or hand-crank radio and a NOAA Weather Radio with tone alert.
  • A flashlight with extra batteries.
  • Solar-powered cell phone charger.
  • Smoke detector and/or carbon monoxide detectors.

Give the Gift of Preparedness this Holiday Season

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today announced the second public meeting of the Technical Mapping Advisory Council (TMAC), scheduled for December 4 – 5, 2014, in Arlington, Virginia. The public meeting will be held at the FEMA South Arlington Office on December 4 from 8:00 a.m. to 5:00 p.m. and December 5 from 8:00 a.m. to 12:00 p.m. (EST) located at 1800 South Bell Street, Arlington, Virginia 20598.

Authorized under the Biggert-Waters Flood Insurance Reform Act of 2012 and Homeowners Flood Insurance Affordability Act of 2014, the TMAC was established to review and make recommendations to FEMA on matters related to the national flood mapping program. The TMAC is tasked with developing recommendations for FEMA’s flood mapping program to ensure that flood insurance rate maps reflect the best available science and are based on the best available methodologies for considering the impact of climate change and future development on flood risk.  They will also be required to produce a Review of the Mapping Program Report; a Future Conditions Risk Assessment and Modeling Report; and an Annual Report on Activities to include recommendations. 

During the public meeting, members will continue to discuss current and future possibilities for the flood mapping program to support the development of their recommendations and required reports. In addition, TMAC members will receive briefs from FEMA officials on the current mapping program and related activities and receive presentations from invited subject matter experts addressing the overall production of mapping components, future conditions, and examples of next generation mapping.

TMAC members will also discuss current and future possibilities for map development by considering how mapping data is acquired, maintained, and distributed; how maps are produced; how risk is accessed and communicated; how maps of risk are translated into insurance ratings; federal agency coordination and delegation of responsibility; and identify opportunities to emphasize mitigation throughout the process.

A public comment period will also be held on December 4 from 11:15 a.m. to 11:45 a.m. EST and on December 5 from 9:45 a.m. to 10:15 a.m. EST. Comments should be specifically related to and addressed to the TMAC.
