PHILADELPHIA – September is National Preparedness Month and the Federal Emergency Management Agency (FEMA) is hosting a live Twitter chat on campus readiness to discuss how colleges and universities throughout the nation can prepare for disasters, alert students and faculty during emergencies and share best practices. 

FEMA, in partnership with DePaul University, Boston College, Virginia Tech and Florida State University will pose questions and provide answers that highlight innovative ways that campuses can prepare for disasters and respond during emergencies, encouraging a nationwide conversation. 

Experts from these schools will answer questions regarding their emergency preparedness methods, best practices and lessons learned. FEMA Hosts Live Twitter Chat on Emergency Preparedness for Colleges and Universities

PHILADELPHIA – When most people prepare for an emergency, they assume they won’t be able to use technology as a resource; the power will probably be out, so technology won’t be able to help.  With effective planning, it’s possible to take advantage of technology before, during and after a crisis to communicate with loved ones, manage your financial affairs, and get important information.

“Information and communication are two of the most important aspects of successfully getting through an emergency,” said Regional Administrator MaryAnn Tierney, “they can get you in touch with loved ones, alert you to where resources are, and let you know when it’s safe to be outside. By using technology as a resource, you can improve your ability to communicate and receive information.”

Getting tech ready means not only preparing your devices to be easy access resources for you and your family, but also planning for ways to keep your devices powered.  Get a solar-powered or hand crank charger and a car charger for your phone to keep it powered throughout the emergency.

Follow important officials and organizations on social media channels, doing so will help you receive important information if you can’t access television or radio.  By identifying these accounts now, you won’t have to search for them in the middle of an emergency or drain your battery during the search.  Key accounts include emergency management agencies, Governors, local officials, and local media.  Another good way to keep in touch with officials is to see if they offer text message updates; FEMA has a text message program which includes preparedness tips and other resources, get more information by texting INFO to 43362 (4FEMA) or visiting fema.gov/text-messages.

Synchronize your contacts across all your devices and all your channels so that way you have many ways to get ahold of people.  By having access phone numbers, social media accounts, and email addresses, you can get in touch with your loved ones even if one system or channel is down.  Often when phone calls are difficult to make, you can send text messages, social media messages, or emails to pass along important information.

Make sure you program “In Case of Emergency” (ICE) contacts into your cell phone so emergency personnel can contact those people for you if you’re unable to use your phone.  Let your ICE contacts know that they’re programmed into your phone and inform them of any medical issues or other special needs you may have.  If something should happen to you, that action will help you receive the care you need and let your loved ones know where you are.

Download resource apps for your smartphone, they often have important information like phone numbers, first aid tips, and other resources.  The FEMA App contains disaster safety tips, an interactive emergency kit list, emergency meeting location information, and a map with open shelters and open FEMA Disaster Recovery Centers (DRCs).  There may be other apps available from your state or local emergency management agency, ask them to see what resources you can access.

Get Tech Ready

PHILADELPHIA, Pa. – After an emergency happens resources can be strained quickly and you may have to do without electricity, water service, telephone service, and access to a grocery store just to name a few.  That’s why it’s so important for everyone to have the ability to be self-sufficient after an emergency occurs.

“One of the best ways people can help their community and first responders is to be self-sufficient after a disaster;” said Regional Administrator MaryAnn Tierney, “by being self-sufficient, people can take a lot of pressure and strain off of vital resources.  Additionally, resources may not be able to reach you for a variety of reasons so you should be prepared by having important items already on hand.”

One of the easiest ways to be self-sufficient is to build an emergency supply kit.  These kits are simply a collection of basic items your household may need in the event of an emergency.  You should assemble your kit well in advance of an emergency because you may not have time to search for the supplies you need or shop for them.  Keeping your kit organized in some sort of container also ensures that if you have to evacuate you can quickly take your kit with you.

There are a number of basic items that should go into your kit that you probably already have around the house, like water, food, a flashlight, a first aid kit, a can opener, and a radio.  There are other items that you may not have thought of or may not have at home, like dust masks, moist towelettes, garbage bags, or a sleeping bag.

Don’t forget to take into account the needs of everyone, that thinking of things like diapers, formula, medications, contact lenses and supplies, special food, or coloring books or activities for kids.  You can get a full listing of what should go in your emergency kit and how you can maintain it at ready.gov/build-a-kit.

While building your emergency supply kit can seem like a daunting task, it doesn’t have to be.  When you go out to the store, see what’s on sale that you need and pick up a few things at a time, that way you don’t break the bank.  Another tip is rather than buying bottled water; you can disinfect empty 2-liter bottles and fill them with water.  Can’t think of what you want for a birthday or holiday; why not suggest people buy you preparedness supplies, that way you get something you’ll actually use.

FEMA Awards Nearly $500,000 in Hurricane Sandy Relief for Infrastructure Recovery in Delaware

HARRISBURG, Pa. — Bruce Larson is known as a champion of funny car racing, but he is spreading a very serious message this week about car safety. Larson, a legendary National Hot Rod Association (NHRA) world champion drag race driver, recorded a 30-second public service announcement (PSA) for radio broadcast in support of National Severe Weather Preparedness Week, March 3-9.

Larson popped out of his lane briefly to record a quick and succinct message: Be prepared for late winter storms by keeping your car winterized and equipped with a kit. 

The PSA was recorded on Feb. 28 in Dauphin, Pa., where Larson keeps a treasured collection of antique cars. He is decidedly sentimental about one, which is the 1932 Ford V8 engine Model B he first raced as a teen. It is the same type of car featured in the 1973 film American Graffiti. Another car in Larson’s beloved collection, a 1956 Thunderbird, is also like those cars seen in the film.

Larson keeps a blanket in the trunk. It’s one of the most important safety articles he encourages drivers to have in their cars. 

“Keep a blanket, some extra outerwear, a flashlight with extra batteries and a first aid kit in your car,” Larson warns. “Spring may be around the corner, but you should still be prepared in case of late winter storms.”             

Larson also encourages travelers to maintain the winterization of their vehicles.

“Check your tires,” he says. “Check oil and windshield wiper fluid levels regularly.”                          

The public service announcement is being distributed to radio stations this week as an MP3 recording produced by the Pennsylvania Emergency Management Agency (PEMA) and the Federal Emergency Management Agency (FEMA).

In the PSA, Larson directs listeners to ReadyPA.org and Ready.gov, where car preparedness information is available online.

HARRISBURG, Pa. — A Public Assistance and Hazard Mitigation applicant briefing is scheduled for Philadelphia County, the Pennsylvania Emergency Management Agency (PEMA) and the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced today.

The Public Assistance program is for infrastructure recovery. Unlike Individual Assistance, through which individuals and households may apply for federal funding to help recover from disasters, Public Assistance provides funding for eligible projects to recover elements of the infrastructure. As an example, public roads, bridges and culverts are elements of the infrastructure. 

FEMA manages the Public Assistance program, approves grants and provides technical assistance to the Commonwealth and applicants. The Commonwealth educates potential applicants, works with FEMA to manage the program and is responsible for implementing and monitoring the grants awarded under the program. Local officials are responsible for identifying damage, providing information necessary for FEMA to approve grants and managing each project funded under the program.

Public Assistance and Hazard Mitigation Briefing Scheduled for Philadelphia County

HARRISBURG, Pa. — The Public Assistance program is for infrastructure recovery. The Federal Emergency Management Agency (FEMA) emphasizes the differences between the Individual Assistance and Public Assistance programs. Unlike Individual Assistance, through which individuals and households may apply for federal funding to help recover from disasters, Public Assistance provides funding for eligible projects to recover elements of the infrastructure. As an example, damaged public roads, bridges, culverts are elements of the infrastructure.  

Through the Public Assistance program, FEMA provides supplemental federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities and the facilities of certain private nonprofit organizations. The Public Assistance program also encourages protection of these damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process.

Applicants for Public Assistance typically include organizations that provide public service, such as municipalities, townships and school districts. Other applicants might include volunteer fire fighter organizations; sewer authorities; emergency management offices; and regional police departments.

Public Assistance funding may cover costs incurred to return elements of the infrastructure to as close to their pre-disaster condition as possible.

Expenses may include costs for work such as debris removal and repair or replacement of damaged roads, bridges and other public components.

FEMA Public Assistance specialists work closely with individual applicants to review specifics of each project to determine which expenses may be covered.

Public Assistance is For Infrastructure Recovery

NEW YORK – Survivors may not know about disaster help from the U.S. Small Business Administration that could lead to a smarter, faster recovery for businesses, homeowners or private nonprofits. There’s a loan for lost business caused by Hurricane Sandy. There’s also a loan available to a homeowner association to have a common area fixed, and there’s good news about when the first payment on any disaster loan is due. 

Economic Injury Disaster Loan

SBA offers a working capital loan to relieve the economic injury caused by the disaster.

A disaster loan is available to eligible businesses as well as private nonprofits even if property was not damaged by Hurricane Sandy.

These loans are for small businesses, agricultural cooperatives and certain private, nonprofit organizations to cover unpaid bills and lost business due to the disaster. Economic injury loans are also given in amounts up to $2 million, but the total of both physical damage and economic injury loans cannot exceed $2 million.

There are 17 New York counties eligible for Economic Injury Disaster Loans. The first 13 counties are those designated by the presidential disaster declaration for FEMA Individual Assistance. Those counties are Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester.

Four other counties are eligible because each shares a border with one of the 13 disaster-designated counties. These additional counties eligible for an Economic Injury Disaster Loan are Columbia, Delaware, Duchess and Greene counties.

Common Area Disaster Loans for Associations

SBA loans up to $2 million are also available to Homeowner Associations, Planned Unit Developments and similar common-interest developments. Individuals may not borrow money to repair common areas that are the responsibility of the association.

Deferred Disaster Loan Payments

The first payment for a disaster loan is due five months from the date of the SBA Note.

The deadline to apply for an SBA disaster loan is Feb. 27, 2013 for physical damage and July 31, 2013 for Economic Injury Disaster loans.

A simple and fast way to complete the application is online, using the SBA’s electronic loan application. Go to https://DisasterLoan.SBA.gov/ELA. Plus, you can receive an update on the status of your application by calling 800-659-2955 (TTY 800-877-8339 for the deaf and hard-of-hearing).

SBA customer service representatives are available to issue or accept low-interest disaster loan applications and answer questions at all New York State/FEMA disaster recovery centers and
