Texas Hurricane History Demonstrates Need to Prepare For Upcoming Season

DENTON, Texas — Fourteen hurricanes and six tropical storms since 1961, which resulted in federal disaster declarations, serve as reminders to Texans that now is the time to prepare for the upcoming hurricane season.

The 2012 Hurricane Season begins on June 1, and while experts are predicting a slower season than in past years, most of the predictions still call for at least a normal amount of activity. The 50 year average is a little over 11 named storms, six of those becoming hurricanes and two becoming major ones – Category 3 or higher.

In the last 50 years, Texas has had 20 storms that resulted in federal declarations. Fourteen were hurricanes and six were tropical storms. The hurricanes were Carla (1961), Cindy (1963), Beulah (1967), Celia (1970), Allen (1980), Alicia (1983), Gilbert (1988), Bret (1999), Claudette (2003), Katrina (2005 – Emergency), Rita (2005), Dolly (2008), Ike (2008) and Alex (2010). The tropical storms were Danielle (1980), Allison (1989), Charley (1998), Frances (1998), Fay (2002) and Erin (2007).

Six of the hurricanes and two of the tropical storms occurred in the last decade and resulted in the Lone Star State receiving approximately $7.5 billion in federal disaster aid. That assistance fell under both the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) and Individuals and Households (IHP) programs and included funding for direct housing, crisis counseling, disaster legal services, disaster unemployment, and U.S. Small Business Administration (SBA) low-interest disaster loans.

Hurricane Katrina in Texas was an emergency declaration and provided reimbursements to the state for housing Katrina evacuees.

There have been no hurricanes or tropical storms resulting in a FEMA disaster declaration in the past two years, but several storms have affected the state nonetheless. Tropical Storm Hermine in 2010 caused major inland flooding in the Dallas/Fort Worth area and Tropical Storm Lee in 2011 stirred up winds that exacerbated a weekend wildfire in Bastrop County.

“These statistics more than demonstrate the need for all Texas to be prepared,” said Acting FEMA Region 6 Administrator Tony Robinson. “We say it often, but it’s the best way to get a clear message out there – Get a Kit, Make a Plan and Stay Informed.

HARRISBURG, Pa. — More than $5.5 million in additional federal funding has been approved for property acquisitions that will permanently remove flood-prone properties from harm’s way. Additional projects continue to be approved as the application process moves ahead and program requirements are met.

According to the Federal Emergency Management Agency (FEMA) announcement, the funds are being obligated through its Hazard Mitigation Grant Program (HMGP). Sixty substantially damaged structures located within FEMA’s Special Flood Hazard Areas in three Counties will be torn down and demolished as a result of this program. Property owner participation in the program is voluntary with sponsorship through their local municipality.

A summary of the approved projects and the federal cost share includes:

  • Columbia County: $2,838,070
    • Bloomsburg – $1,259,318 – 11 properties
    • Fernville, Hemlock Township -$1,578,752 – 23 properties
  • Lycoming county: $1,325,419
    • Lewis Township – 2 properties
    • Plunketts Creek Townships – 8 properties
  • Wyoming County: $1,368,921
    • Exeter Township – 14 properties
    • Falls Townships- 2 properties

HMGP funding is made available to encourage states and municipalities to take steps that will reduce the impact of future disasters. The funding represents 15 percent of the total federal cost of the response and recovery. An estimated $66 million is expected to be available to Pennsylvania for the property acquisition program as a result of Hurricane Irene and Tropical Storm Lee.

An application for a buyout is prepared by local officials with input from the community. The state receives and reviews applications to ensure they meet the acquisition requirements prior to submitting them to FEMA for approval. FEMA then reviews the applications to ensure they are eligible under the program, are environmentally sound, and are a cost-effective use of funds.

Once FEMA gives its approval, the acquisition process begins. The communities purchase the homes, the buildings are removed or destroyed, and the land is cleared. The site is then preserved as open space with no permanent structures in perpetuity.

The project is funded 75 percent by FEMA, with an additional 22 percent from the Commonwealth and the balance from other non-federal sources.

WASHINGTON, D.C. — National Emergency Medical Services Week is May 20-26, and is an opportunity to recognize medical personnel for their dedication and service to the community. As part of this important week, FEMA Deputy Administrator Richard Serino praised EMS professionals nationwide, and emphasized the important role they play in their communities – especially during times of disaster.

On May 23, Serino spoke at the Alameda County Emergency Services Conference in California, where he thanked those in the EMS profession for their hard work and dedication. He recognized that medical personnel are an important part of the emergency management team, operating at the intersection of public health and public safety.

“In a time of crisis, it is the EMS professionals who are the first on the scene,” said Serino. “They are the first to offer care and comfort, and they are the first to offer that immediate assistance when we are most vulnerable and hurting.”

Serino previously served as the Chief of Boston EMS and the Assistant Director of the Boston Public Health Commission, and has been in the EMS community for more than 35 years.

“Over the years, I have watched how technology and new innovations have changed the EMS profession. While the tools that we use have changed over the years, one thing hasn’t: the selfless commitment and dedication that EMS professionals bring to their jobs each and every day,” said Serino.

“I am very proud and honored to not only be part of the EMS community, but also to salute my fellow EMS professionals for the great work they do to save lives, while sometimes putting their own lives at risk.”

OAKLAND, Calif. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help the state of Nevada fight the TRE Fire in Douglas County.

The authorization makes FEMA funding available to reimburse 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire.

At the time the state of Nevada submitted a request for a Fire Management Assistance Grant, the fire was threatening 700 homes in and around Topaz Ranch Estates. The fire was also threatening numerous businesses, infrastructure and utilities in the area. Voluntary evacuations had taken place for approximately 300 people.

“FEMA Region IX remains in constant contact with the Nevada Division of Emergency Management to identify needs and provide ongoing support as requested,” said FEMA Region IX Administrator, Nancy Ward.

The President’s Disaster Relief Fund provides funding for federal fire management grants made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible firefighting costs, covered by the grant, must meet a minimum threshold for costs before delivery of assistance. Eligible costs covered by the aid can include expenses for field camps; equipment use, repair and replacement; tools, materials and supplies; and mobilization and demobilization activities.

HARRISBURG, Pa. — More than $1.1 million in federal funding has been approved for property acquisitions that will permanently remove flood-prone properties from harm’s way. Additional projects will be approved as the application process continues and program requirements met.

The funding represents 15 percent of the total federal cost of the response and recovery. “Typically, the funding for home buyouts doesn’t become available until at least 18 months after a major disaster declaration, which in this case, would be around March 2013,” said FEMA’s Federal Coordinating Officer Thomas J. McCool, “but after Irene and Lee, it was obvious many homeowners needed a permanent solution to repeated flooding as quickly as possible.”

“Getting to the point when funding is initially obligated typically takes a great deal longer than the eight months it has this time.” said Commonwealth Coordinating Office John Forr. “Buyouts involve not just the homeowners, but local, state, and federal officials as well. Everyone sensed the urgency and did their part.”

Forr said county and municipal officials involved in this effort should be commended for their timely efforts to have hazard mitigation plans approved and adopted, which helped move the process along that much faster.

ATLANTA, Ga. — The town of Denton in Davidson County, N.C. is now a participating community in the National Flood Insurance Program (NFIP), which means those living and working in the town can purchase federally-underwritten flood insurance.

Flooding is the most common and costly natural disaster in the U.S. Standard homeowner’s, business owner’s, and renter’s insurance doesn’t cover flood damage, so a separate flood insurance policy can provide property owners with financial protection against the devastating effects of flooding.

On May 10, 2012, Denton joined the program and is now among nearly 21,000 communities participating in the NFIP nationwide. The NFIP does more than make flood insurance available; it also supports local communities in their efforts to reduce the risk and consequences of serious flooding. In order to participate in the program, a community must agree to adopt and enforce sound floodplain management regulations and ordinances to reduce future flood damage. In exchange for these practices, flood insurance is available to homeowners, business owners and renters in participating communities.

Even if you don’t live in an area at high-risk of flooding, you should still consider flood insurance because anyone can be financially vulnerable to floods. People outside of high-risk areas file more than 20 percent of NFIP claims and receive one-third of disaster assistance for flooding.

The NFIP is administered by the Federal Emergency Management Agency which works with nearly 90 private insurance companies to provide affordable flood insurance to property owners and renters in NFIP-participating communities. Flood insurance policies may be written by state-licensed property and casualty insurance agents.
