NEW YORK – Hurricane Sandy survivors have until 6 p.m. Friday, Dec. 14, to visit the Disaster Recovery Center at Meadowmere Park in Nassau County.  

The center is at 14 Meyer Ave., Lawrence, NY 11559. Hours are 8 a.m. to 6 p.m. through Friday.
 
The State of New York and the Federal Emergency Management Agency closely monitor visitor traffic at all New York Disaster Recovery Centers. Traffic at the Meadowmere Park site indicates the information needs of storm survivors in that area have been largely met.     

Seven more Disaster Recovery Centers remain open in Nassau County to provide one-on-one, face-to-face help to people affected by Hurricane Sandy.

In another just-announced change, one of six Disaster Recovery Centers in Brooklyn has shifted its location to better serve the public. Its new site is the Knights of Columbus Hall, 2882 Gerritsen Ave., Brooklyn, NY 11229. Hours are 8 a.m. to 6 p.m. Monday through Sunday. It previously was located across the street.

Changes Announced for two New York Disaster Recovery Centers

Certain private nonprofit organizations that experienced damage from Hurricane Sandy may qualify for reimbursement of certain costs under the Federal Emergency Management Agency’s Public Assistance program.

The program reimburses government entities, tribal nations and nonprofits for debris removal, emergency protective measures and permanent restoration of disaster-damaged infrastructure to pre-disaster condition.

Federal regulations separate nonprofits into two categories: critical facilities, such as schools, utility companies, emergency service companies and hospitals; and noncritical facilities, such as low-income housing, assisted living homes and rehabilitation programs. Both may apply for reimbursement of eligible expenses under the PA program.

However, noncritical facilities must also apply to the U.S. Small Business Administration for a low-interest disaster loan. If SBA declines the loan, or if the loan does not cover all eligible damage, FEMA may be able to provide cost-shared assistance.

Applicants submit their formal Request for Public Assistance to the state. For more information, nonprofit organizations should contact Connecticut’s Public Assistance program at 860-256-0801.

Fairfield, Litchfield, Middlesex, New Haven, New London, Tolland and Windham counties, and the Mashantucket Pequot and Mohegan Tribal Nations within New London County are designated for PA. The deadline for submitting a Request for Public Assistance to the state is Dec. 30.

Under the program, the state is the grantee, and the applicants are the subgrantees. In other words, FEMA grants the money to the state, which distributes the funds to the applicants after all documentation is received.

The U.S. Small Business Administration (SBA) is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property. SBA helps homeowners, renters, businesses of all sizes, and private, nonprofit organizations fund repairs or rebuilding efforts, and covers the cost of replacing lost or disaster-damaged personal property. These disaster loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.

Nonprofits Should Notify the State of Damage in Case a Public Assistance Grant Is Needed

NEW YORK – New York residents beginning the rebuilding process will have another opportunity to get expert advice from the Federal Emergency Management Agency (FEMA). Beginning on Tuesday, December 11, FEMA mitigation specialists will be at five new locations to offer guidance on ways homeowners can build safer and stronger in the aftermath of Hurricane Sandy.

Residents can receive advice on safe cleanup, as well as repair and building techniques designed to protect homes from future storms. This information is available to the public and provided at no cost.

FEMA to Provide Rebuilding Workshops at Local Home Improvement Stores

NEW YORK – Five weeks after Hurricane Sandy howled into meteorological history, the State of New York and the Federal Emergency Management Agency continue at full pace to assist survivors of the devastating storm.

Twenty-seven New York Disaster Recovery Centers remain in place to provide one-on-one, face-to-face help to people rebuilding their homes and lives following the hurricane. Most are open seven days a week. 

Recovery centers throughout New York have cumulatively hosted more than 83,000 Sandy survivors since Nov. 1, when storm winds had barely stopped blowing. To most conveniently serve the public, centers have been positioned in various neighborhoods, boroughs and counties. They have operated in locations ranging from churches to parks, government buildings, stores and a library.

27 New York Disaster Recovery Centers Still Open To Serve Hurricane Survivors

New Public Assistance grants to NYPD, NYU Medical Center and NYC Sanitation

NEW YORK – This week, the Federal Emergency Management Agency announced three new Public Assistance (PA) grants to New York, bringing the total awarded since Hurricane Sandy to $254 million. PA grants will be used to reimburse the New York Police Department, New York University Langone Medical Center and the City of New York Department of Sanitation for part of the cost incurred saving lives, protecting property and cleaning up New York before, during and after the hurricane.

“I salute the workers of NYPD, NYU Medical Center, and the Sanitation Department for their tireless efforts to protect New Yorkers,” said Michael F. Byrne, FEMA federal coordinating officer. “They are vitally important to the health and safety of the city and their work is paving the road to recovery.”

Today, FEMA announced a $26.3 million PA grant to reimburse the Department of Sanitation which mobilized its entire workforce to remove debris left behind by the storm. Hurricane Sandy’s storm surge inundated residential areas; high winds and heavy rains brought down trees, tree limbs and power lines throughout the city, blocking roads and creating hazardous conditions. From Oct. 30 through Nov. 10, sanitation crews removed an estimated 1.3 million cubic yards of debris. 

Yesterday, FEMA announced two PA grants:

  • $114 million awarded to the NYU Medical Center to reimburse the cost of evacuating patients, performing emergency repairs and to help pay for crews who cleaned, sanitized and inspected facilities.
  • $75 million will go to the NYPD to help pay for uniformed and civilian personnel who patrolled streets, distributed food and water to hurricane survivors and assisted residents in obtaining emergency medical care.
  • The FEMA PA program reimburses state and local governments and certain private nonprofit organizations 75 percent of costs for disaster-related expenses associated with emergency protective measures, debris removal, and the repair and restoration of damaged infrastructure.

In order to qualify, damage must be a direct result of Hurricane Sandy.

FEMA has awarded more than $215 million in Public Assistance funds in the past two days; this is in addition to $39 million previously awarded to Long Beach and Nassau County. In total, FEMA has approved more than $254 million in PA funds since the Nov. 1 disaster declaration for Hurricane Sandy.

FEMA Awards more than $254 million to Rebuild New York

TRENTON, N.J. — Nine Disaster Recovery Centers in the western area of New Jersey will be closing over the next week and a half. 

State and federal officials have been paying close attention to how many applicants are visiting centers throughout the state. Over the past weeks, the number of individuals seeking help at DRCs in the western counties has dropped, indicating the information needs of survivors in the area have mostly been met. 

Disaster specialists encourage applicants in western New Jersey to visit these centers while they are open. After these centers close, an applicant may go to any DRC, even if it is located in another county or state.

Final schedules are as follows:

Cumberland, Mercer and Morris DRCs are open this week through Saturday, Dec. 8 from 9 a.m. to 7 p.m., closing Dec. 8 at 7 p.m.

Burlington, Gloucester and Warren DRCs will be open Monday through Wednesday, Dec. 10-12 from 9 a.m. to 7 p.m., closing Dec. 12 at 7 p.m.

Salem, Somerset and Sussex DRCs will be open Thursday through Saturday, Dec. 13-15 from 9 a.m. to 7 p.m., closing Dec. 15 at 7 p.m.

DRCs allow residents to speak one-on-one with recovery representatives. FEMA program specialists are available to provide registration and other information, and to answer questions at the centers. These include mitigation specialists who can provide guidance on cost-effective rebuilding and repair techniques to reduce property damage in future disasters.

In addition to FEMA program specialists, customer service representatives from the U.S. Small Business Administration (SBA) are available to answer questions about the SBA low-interest disaster loan program, and to assist with disaster loan applications.

DRC locations may change. The nearest open offices can be found online at FEMA.gov/DRC.

It is not necessary to visit a center to receive disaster assistance.

Recovery Centers To Close In Western New Jersey Counties

NEW YORK – The Federal Emergency Management Agency has approved more than $75 million in Public Assistance (PA) funding to the New York Police Department to help cover some of its costs for saving lives and protecting property of New Yorkers before, during and after Hurricane Sandy. FEMA reimburses 75 percent of the cost for overtime and compensatory time expenditures.

“In times of crisis New Yorkers pull together,” said Federal Coordinating Officer Michael F. Byrne. “The work performed by the NYPD saved lives and helped countless people. I am pleased to announce this award and thank the men and women of the NYPD for all their hard work.”

Between Oct. 25 and Nov. 11, 2012, more than 200,000 uniformed and civilian personnel employed by the NYPD were involved in responding to emergency needs prior to, during, and after the hurricane and subsequent nor’easter. Their actions included:

  • Preparing for the hurricane and evacuating residents living in flood prone neighborhoods;
  • Distributing food and water to survivors;
  • Patrolling and conducting door-to-door checks on residents;
  • Assisting residents in obtaining emergency medical care; and
  • Removing fallen trees, regulating traffic and monitoring gas distribution.

Under FEMA’s PA program, the agency obligates funds to the state for 75 percent of eligible costs, the remaining 25 percent will be provided by non-federal funds. The state forwards the federal funds to the eligible local governments or organizations that incurred costs, in this case the NYPD. While FEMA reimburses most eligible disaster response and recovery costs, local officials must identify, document and justify disaster-related expenses.

FEMA continues to provide PA funding for projects throughout New York. In addition to the $75 million grant to the NYPD, FEMA has previously provided $39 million for debris removal in Long Beach and Nassau County. Today, the agency also announced that $114 million has been awarded to New York University Medical Center.

FEMA Awards More than $75 Million to New York’s Finest

NEW YORK – As New Yorkers remain in their homes or begin to consider returning home following Hurricane Sandy, the State of New York and the Federal Emergency Management Agency urge them to be careful, remain safe and plan properly for their future well-being. 

Some suggestions:

Look for external damage
Examine the foundation, roof and chimney for cracks or other damage. If obvious damage is found or serious safety doubts exist, contact a building inspector.  
 
Keep generators outside
Those who remain without power should only use generators or other fuel-powered machines outdoors. Such machines emit deadly carbon monoxide fumes, which are odorless and can quickly overwhelm you indoors. 
 
Clean safely and beware of mold
Flooding causes dampness where mold, mildew and various organisms thrive. Mold may induce respiratory problems, so it is important to use proper procedures when cleaning. Use a combination of household bleach and soap or detergent (but never mix bleach with ammonia) to wash down walls and other mold-contaminated areas. Avoid Scam Artists
As you plan long-term repair and rebuilding projects, be aware that natural disasters can bring out criminals looking to prey on victims by offering fraudulent services. Among other precautions, get three estimates for repair work, check the credentials of contractors and consult your local Better Business Bureau or Chamber of Commerce to learn about any complaints against the contractors.

“Sheltering and Temporary Essential Power (STEP)” Program is in effect
The STEP Program helps restore temporary electricity, heat and hot water by funding emergency residential repairs through local governments for those whose homes can be used to shelter in place while permanent repair work continues.

Expedited partial flood-insurance payments may be available
To allow National Flood Insurance Program (NFIP) policyholders to remain safely in damaged residences, FEMA in some circumstances is allowing claim payments to be made even before inspections and repair estimates are obtained for equipment that provides heat and hot water. The inspection and report still have to be completed later. For complete details on the accelerated NFIP payment program, policyholders must contact their insurance company or agent.

Low-interest disaster loans from SBA
U.S. Small Business Administration disaster loans are a major source of federal rebuilding funds for homeowners, renters and businesses. Completing a disaster loan application is part of the FEMA grant process. Homeowners and renters may qualify for loans of up to $200,000 for repair or replacement of damaged real estate. Up to $40,000 may be available to repair or replace personal property. Applications can be completed online via SBA’s secure website at https://DisasterLoan.SBA.gov/ELA. Take Precautions in Your Home After Hurricane Sandy

WINDSOR, Conn. — Businesses and nonprofit organizations are discovering a low-interest disaster loan from the U.S. Small Business Administration is a smart business decision.

Disaster loans provide funding for private sector recovery and are being used to:

 

  • Repair or replace buildings and business assets, such as equipment and inventory;
  • Meet payroll and lease obligations during business downtime caused by the disaster;
  • Refinance existing liens; and
  • Make improvements to protect against future damage.

“Disaster loans from the SBA are the major source of federal disaster recovery assistance,” said Federal Coordinating Officer Albert Lewis of the Federal Emergency Management Agency. “The interest rates are low—as low as 4 percent for businesses and 3 percent for nonprofits.”

SBA offers businesses and nonprofits two types of disaster loans: a Physical Disaster Loan and an Economic Injury Disaster Loan.

Physical Disaster Loans are used to repair or replace damaged buildings and business assets. Economic Injury Disaster Loans help small businesses, small agricultural cooperatives, aquaculture businesses and most private nonprofits meet financial obligations that they cannot meet because of the disaster.

Business owners may also be eligible to refinance existing liens or mortgages.

Applications from the SBA are mailed to most survivors who register for assistance with FEMA. No one is obligated to accept a loan if offered.

SBA low-interest disaster loans for businesses have several advantages:

 

  • SBA requires no collateral for physical loans less than $14,000 or economic injury loans less than $5,000. SBA requires the borrower to pledge as collateral only what is available, plus satisfactory credit and the ability to repay.

 

  • Applicants don’t have to wait for insurance settlements to obtain loans.

 

  • Loans are written for a length of time appropriate to the type of loan, but SBA may make adjustments in the length to lower the monthly payments.

 

  • SBA offers mitigation loans to help pay for improvements to reduce potential for future damage. These mitigation funds are available for up to 20 percent of the total amount of disaster damage.

 

  • SBA never charges an application fee or points for its disaster loans.

By law, SBA business loans cannot exceed $2 million.  If a business is a major employer, SBA may waive the limit.

The deadline to file for a Physical Damage Disaster Loan is Dec. 31. The deadline for an Economic Injury Disaster Loan is July 31, 2013.

No one is obligated to accept a loan if approved. SBA gives applicants six months to decide whether to accept a loan.

SBA has opened a Business Recovery Center in Fairfield County at the Fairfield County SCORE office, 111 East Ave., Norwalk, CT  06851. The center is staffed from 9 a.m. to 5:30 p.m., Monday through Friday.

Businesses, Nonprofit Organizations Get Smart About Low-Interest Disaster Loans

DENTON, Texas — The Federal Emergency Management Agency (FEMA) has awarded $1.8 million to the state of Texas for construction of a community safe room in the city of Mission in Hidalgo County, Texas.

FEMA’s Hazard Mitigation Grant Program (HMGP) will pay 75 percent, or $1.8 million, of the $2.4 million total for the project, which is being built under the Texas Safe Shelter Initiative.

The concrete dome shaped safe room will also serve as multi-purpose community center in partnership with the LaJoya Independent School District. It will be 20,000 square feet in size and will provide protection from storms and tornadoes for the people of Hidalgo County, including those with access and functional needs. 

The federal share of the funds for the project come from the agency’s Hazard Mitigation Grant Program (HMGP). HMGP provides grants to states, and tribal and local governments to implement long-term hazard mitigation measures that reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster.
