BAYSHORE SEWERAGE AUTHORITY MITIGATION PROTECTS THE ENVIRONMENT

LINCROFT, N.J. — The effect Superstorm Sandy had on the environment was greater than what could be seen with the naked eye. While flooding, storm surges and high winds felled trees, destroyed beaches and dunes, and left waterways filled with debris, the damage the storm did to man-made structures also impacted many already environmentally sensitive areas.

The storm also created other environmental issues. In New Jersey, the Bayshore Regional Sewerage Authority was faced with several problems when its Monmouth County facility was damaged during the storm. The wastewater treatment plant’s main electrical systems were completely shorted out, which also damaged the pumps and stopped the flow of sewage. The facility was without electric power for seven days.

R3M Engineering Project Manager Kevin D. Haney credited FEMA with responding quickly to the problems at the plant. “FEMA’s Category B Program provided funding for the authority to immediately put emergency measures in place to restore flows in the system and protect the community from literally having raw sewage in the streets,” Haney said.

The Door Oliver and Niro incinerators at the Sludge Dewatering and Incineration Building at the plant were both flooded, leaving no way to dispose of the sludge. The authority built a makeshift system of belt filter presses, a rented pump and a makeshift pipe to pump sludge out of the building into dumpsters. The sludge was then hauled away to another incinerator for disposal.

R3M Engineering Manager Manuel Ponte expects one of the incinerators to be operational in January. He pointed out that much of the crucial equipment and infrastructure in water treatment plants is underground, and the basements of all of the facility’s buildings flooded with up to 3 feet of water during Sandy.

Ponte says the authority is working with FEMA to review future mitigation options for the plant.

“What we are proposing to do is to wrap the superstructures in an impermeable membrane, whether it’s synthetic or concrete, depending on how high it has to be and how strong it has to be,” Ponte said.

The authority serves approximately 90,000 people in Hazlet, Union Beach, Holmdel, Aberdeen Township, Keansburg, Keyport, Matawan and parts of Marlboro Township.

Lyons Disaster Recovery Center in Boulder County to Close

SPRINGFIELD, Ill. – A Disaster Recovery Center (DRC) will be opening at 11 a.m. Tuesday, Dec. 10 in Rantoul to serve homeowners, renters and business owners who were affected by the Nov. 17 Illinois tornadoes.

DRC services include help with applying for disaster assistance and finding out about other disaster programs available from the U.S. Small Business Administration, state and local agencies and voluntary organizations. Residents must apply with FEMA even if they already provided damage information to local officials, other agencies or organizations.

Disaster Recovery Center Opens in Rantoul

LINCROFT, N.J.– In New Jersey, Superstorm Sandy destroyed or damaged 40,500 primary residences. Two years ago, in the aftermath of Hurricane Irene, FEMA granted nearly $152 million to New Jersey for housing assistance. After Hurricane Floyd, just over a decade before Irene, FEMA issued Disaster Housing Assistance Grants to more than l72,700 households.

New Jersey is no stranger to the loss of life and property caused by coastal storms, nor to the time, money and energy it takes to rebuild in the days and months that follow. Many residents of low-lying coastal regions have found their living situations unsustainable as storm after storm devastates houses, neighborhood and communities. But some communities have made a way out of the damage cycle with the use of acquisition or buyout grants.

One of New Jersey’s main priorities after major storm damage is to acquire land where repetitive flood loss is common and convert it to open space, thereby reducing the loss of life and property. This process is called acquisition.

FEMA, through the Hazard Mitigation Grant Program, has granted $55,249,816 to the state so far for the acquisition of properties in the aftermath of Sandy, and plans to award $100 million total.

Homeowners do not apply directly to FEMA for acquisition. Instead, the state and local communities work together to identify areas where buyouts make the most sense. Local officials then get input from the community and those homeowners with destroyed or severely damaged properties, as well as from the state and FEMA, to ensure that the acquisition applications are environmentally sound and cost-effective. The Hazard Mitigation Grant Program, instituted by FEMA, covers 75 percent of the costs, and 25 percent is matched by non-federal sources.

After the state, (the grantee) decides its priorities in terms of funds usage, FEMA Hazard Mitigation Program Guidance allows the subgrantee to offer homeowners pre-disaster fair market value for their homes. Buyouts are always voluntary, and homeowners may opt out of participation.

All properties acquired by communities for mitigation are then converted to open land.

Acquisition Success Stories

More and more New Jersey communities are recognizing acquisition as a permanent solution to a recurring problem.

In 2005, two successive flooding disasters destroyed six homes in Harmony Township in Warren County. At the request of Harmony Township, Green Acres and FEMA provided funding for acquisition. Those six properties have been cleared to prevent further property damage and now provide access points to the Delaware River for visitors to the area.

Even without FEMA’s 75 percent cost share, state organizations like the Green Acres Program successfully convert properties throughout New Jersey into safe and accessible open areas, such as parks and wildlife habitats, which by law must remain open land forever through deed restriction.

Green Acres and the State Agriculture Development Committee converted 1,900 acres in central New Jersey using open space funds, creating a 512-acre State Wildlife Management Area, and a 500-acre addition to Monmouth County public greenways.

In Manchester Township, a joint acquisition effort coordinated between the Green Acres Program and the U.S. Navy added 246 acres to the Manchester Wildlife Management Area in Ocean County, which will also serve as a protective buffer for the Lakehurst Naval Air Engineering Station.

Communities that opt into the acquisition process not only protect their citizenry, but also make it possible to create an even more beautiful New Jersey coast, with open space for community residents and visitors alike.

And for many New Jersey residents, buyout is the opportunity to at least partially recoup an investment in a property that has lost value after multiple storms. It also provides the possibility of safety, peace of mind and a new start.

Homeowners do not apply directly to FEMA to participate in the acquisition process. Instead, they can contact their local emergency management office to learn more about Hazard Mitigation programs available to their community.

Disaster Recovery Center in Larimer County Will Close

SANTA FE – State and federal officials announced today that Sierra County and the Navajo Nation have been added to the disaster declaration signed by President Barack Obama on September 30, 2013. Sierra County and the Navajo Nation are now eligible to apply for reimbursements under the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Grant Program.

The grants are obligated to the state to reimburse eligible applicants for expenses incurred while taking emergency measures to protect lives and property; cleaning up downed trees, power poles and other debris; and repairing public infrastructure, including roads, bridges and public utilities. Under a cost-sharing formula, FEMA reimburses the state for 75 percent of the total costs, while the state and/or applicant pay the remaining 25 percent.

“Adding Sierra County and the Navajo Nation to the disaster declaration means assistance is now available to help with eligible costs for repairs,” said Federal Coordinating Officer Nancy Casper.

Although the program is oriented to public entities, certain nonprofit organizations may qualify for FEMA assistance to make infrastructure repairs if they provide critical services, such as fire and emergency rescue; medical treatment; power, water and sewer resources and communications systems.

Damage assessments are underway in counties that are not covered by this declaration, and additional counties may be added at a later date. Officials in other counties who have questions about the assessments should contact Brian Williams at 505-476-9601.

The counties and pueblos previously included in the declaration are: Bernalillo, Colfax, Luna, Sandoval, and Socorro counties and the Cochiti, Kewa (Santa Domingo), San Felipe, and Sandia Pueblos. These counties and pueblos were affected by the severe storms and flooding of July 23-28, 2013.

Sierra County and Navajo Nation Added to NM Disaster Declaration

LINCROFT, N.J. ­­­­– Among the most devastating effects of Hurricane Sandy in New Jersey was the storm’s impact on sewage treatment facilities along the coast.

During and after the storm, sewage plants and pump stations along the coast were inundated by flood waters and without power for as long as three days, resulting in the discharge of some two billion gallons of untreated and partially treated sewage into New Jersey waterways (New York Daily News, 4/30/2013).

The environmental damage was unprecedented – and the financial impact was devastating.  Total costs to repair and reconstruct the damaged sewage treatment facilities now top more than $100 million.

With the help of Public Assistance Grants, sewerage authorities throughout the state have acted to reduce the risk of a similar disaster through mitigation measures that include constructing flood walls, elevating sensitive equipment, and relocating vulnerable facilities out of the flood zone.

In southern Monmouth County, the South Monmouth Regional Sewerage Authority owns, operates and maintains 11 sewage pump stations in Belmar, Brielle, Lake Como, Manasquan, Sea Girt, Spring Lake, Spring Lake Heights and Wall Township.

The majority of the Authority’s sewage pump stations were constructed and placed into operation in the 1970s. But in Sea Girt, the authority converted an existing facility constructed in the 1900s.

By 2006, that facility had outlived its useful life and the Authority made plans to replace it.

The Sea Girt pump station had been flooded in the past, and the likelihood was high that it would experience repeated flooding.

While the Authority considered relocating the facility, that idea was not feasible because of the cost, permitting restrictions and the lack of available land in the heavily residential community.

Instead, the project team comprising Authority officials and project engineers worked together to design a facility that could remain within the footprint of the old plant but that would be better equipped to function and survive during a major storm.

The plan they decided upon called for a mobile trailer for the pumping station’s most sensitive equipment. The trailer can be moved out of harm’s way when flooding threatens.

The enclosure consists of two rooms, one sound-attenuated room for the emergency generator and another climate-controlled room for the electrical equipment, including controls, alarm systems, variable speed drives, Supervisory Control and Data Acquisition, and various other components. Electrical and control connections between the enclosure and the pump station and its equipment are made with cables and plugs that can be opened to permit removal of the enclosure.

The trailer can be removed when emergency management officials notify the Authority of an impending storm.

When the trailer is removed, an expendable portable generator and transfer switch is put it in its place, allowing the pump station to operate even when utility power is lost. This secondary, sacrificial electrical and control system, mounted on the site, powers the pumps and other equipment on utility or generator power until destroyed or damaged by flooding.

Once the storm subsides, the mobile trailer can be moved back into place and put back on line.

The mobile trailer plan minimizes any damage to the station’s electrical equipment and significantly reduces downtime for the station.

The cost savings is also substantial: A generator may cost $60,000 to replace. The cost of reconstructing a pump station and providing emergency generator capacity until power is restored to the site can cost hundreds of thousands of dollars.

“The mobile enclosure saved the Authority an estimated $1.5 million dollars in repair/recovery monies as a result of the fact that there was no substantial damage to the Sea Girt Pump Station during Irene or Sandy,” said South Monmouth Regional Sewerage Authority Engineer Ryan Krause. “There was no loss of sewer service to residents and no sewer service overflows.”

The station is then able to return to normal operation within hours of the passing storm, rather than days, weeks, or months, as required to rebuild or reconstruct the facilities. A faster recovery for the sewer system reduces the public health risk that can result when untreated sewage is discharged into waterways or into the community.

The Sea Girt pump station complements Governor Chris Christie’s goal to make New Jersey’s infrastructure resilient and is considered a model for Best Management Practice for sewerage and water authorities, enabling continuous operation during adverse weather events, thus eliminating or substantially reducing the potential for an environmental disaster caused by the release of untreated sewage.

As a result of the steps the Authority took to mitigate the site, the infrastructure survived and the Sea Girt Pump Facility became operational within hours.

The SMRSA, has recently been awarded a FEMA grant for a “least cost alternative project” which incorporates the mobile enclosure concept for its Pitney Avenue Pump Station in Spring Lake, NJ and is evaluating the feasibility of incorporating this innovative design for its Belmar Pump Station, both of which were damaged during Sandy.  The FEMA grant for Pitney Avenue PS is for reimbursement of 90% of the eligible cost(s) up to $1,201, 428.00.

The two mobile concept facilities, developed here in Monmouth County, are the only two in the world.

Because of its success in mitigating damage from Hurricanes Irene and Sandy, the concept is being considered by FEMA as a nation-wide Best Management Practice for mitigation of potential damages to equipment as a result of a flood event.

Sewerage Authority Mitigation Plan Reduces Risk of Environmental Disaster

New York—The Federal Emergency Management Agency (FEMA) today released a flood map revision for areas in Dutchess County which received flood insurance rate maps (FIRMs) in 2012.  Communities impacted by this map change include the Town of Fishkill and the Town of Wappinger.

This revision shows the 1% annual chance flood hazard as decreasing, and incorporation of this new information into the maps will allow for an improvement in the precision of the flood hazard information shown on the 2012 effective maps.

FEMA will use the Letter of Map Revision (LOMR) process to update the FIRMs.  After the LOMR has gone in to effect, FEMA, under existing authorities, will offer insurance refunds for the current policy year to property owners whose homes were removed from the Special Flood Hazard Area (SFHA).  Refunds will only be available to homeowners who have not received claim payments under their National Flood Insurance Program (NFIP) policy. 

Prior to the LOMR becoming effective, FEMA must produce revised mapping products and allow for a statutorily required 90-day appeals period.  Upon resolving all appeals, FEMA will issue an effective LOMR.  FEMA estimates the revised maps to become effective in April of 2014. 

In close coordination with the Towns of Fishkill and Wappinger, FEMA expects to participate in a public meeting with residents as soon as possible to assist each property owner with specific guidance on how to utilize the revised maps.

Disaster Recovery Center relocates in Boulder County

DENTON, Texas –– In five months, on Wednesday, April 14, 2014, new flood maps for Smith County, Texas will become effective.  Before that date, state, local and federal officials are encouraging everyone to view the maps to understand their flood risk and consider purchasing flood insurance.

Most property insurance policies do not cover the effects of a flood. Floods can place people at risk of uninsured loss to their businesses, homes and personal property if they don’t have either a private flood insurance policy or coverage through the National Flood Insurance Program (NFIP), a voluntary protection program administered by the Federal Emergency Management Agency (FEMA).

Flooding is the #1 natural disaster in the United States and only flood insurance covers these unexpected, damaging and sometimes fatal events. “Where there is rain, there could be flooding,” said FEMA Region 6 Administrator Tony Robinson. “Everyone lives in a flood zone.

To learn if your community participates in the NFIP and to review the new flood maps, residents can contact their local floodplain administrator.

FEMA encourages communities not currently participating in the NFIP to look at the benefits of joining the program. Participation in the NFIP can assure a faster recovery in the event of a devastating flood. Contacting a local insurance agent is the first step to obtaining information about insurance.
