MONTGOMERY, Ala. – The backbreaking work accomplished by volunteers in Alabama  following the April 28 through May 5 severe storms, tornadoes, straight-line winds and flooding seems to have occurred out of the clear blue sky.

  • More than 25 Amish men traveled 70 miles to help a Madison County farmer clean up debris and help fix her home. They asked for nothing in return except a hot meal.
  • Nearly 100 volunteers showed up over a recent weekend to cut and remove 25,000 cubic yards of debris in Bessemer. But that’s just a drop in the bucket – one month after the disaster, volunteers had removed nearly 80,000 cubic yards of debris. All these volunteer’s wanted was a “thank you.”
  • In Coxey, Samaritan’s Purse, a Christian service and relief organization, brought in 471 volunteers who put in 5,900 hours in just three weeks. Also there, a local church was transformed into a storm relief center and overflowed with donations of clothes, food, personal hygiene items, cleaning supplies, and pet and baby items for survivors. The look on survivors’ faces was ample payment for these workers.

Every year and in every disaster, volunteers fill an often overlooked role and seemingly arrive and leave the scene at just the right time. A further look will reveal a network of agencies choreographing volunteer groups with seamless precision to fill the gaps that the federal government cannot. They are called Long Term Recovery Committees or LTRC.

Charles “Larry” Buckner serves as a Federal Emergency Management Agency volunteer agency liaison in Alabama to help coordinate these efforts and provide advice. He also reviews benefit requests to make sure there is no duplication.

“As far as we know, there is $4.2 million in unmet needs in home repair in all nine designated counties in this disaster,” Buckner said. “Of these counties, seven have set up Long Term Recovery Committees, some of which had just barely shut down because of the tornadoes from 2011.”

The two remaining counties have not had LTRCs in the past but are now forming them.

While FEMA and the state can and have helped survivors, neither the federal nor state governments are empowered by law to make disaster survivors whole, that is, to fully replace all that is lost.

LTRCs pick up where FEMA leaves off. Their goal is to identify and meet as many reasonable needs as possible.

These committees are the boots on the ground determining what unmet needs exist. They, in turn, work with state Voluntary Organizations Active in Disasters and other groups to attain what is needed, whether it is cash, workers or donated materials.  

The committees are everywhere across the country, Buckner said. The concept has been in existence for more than 18 years.

These committees are made up from a variety of organizations – church denominations, local charities, community foundations and some independent groups, such as nondenominational “mega churches.” The one feature they all share is a calling to help serve those in need.

“United Way is providing case workers in some counties and may act as the fiduciary, the American Red Cross may provide case workers as does the Salvation Army,” he added.

In Alabama, Buckner said the LTRC committees are working with Serve Alabama, part of the governor’s office, and has applied for a grant to be used to hire case workers.

“With the grant, they can hire 12 case workers for 18 months,” he said. “It asks for just shy of $1 million.” If approved, the grant will come from FEMA, he added.

The case workers meet with survivors and assess their unmet needs. They take into account what FEMA provided, but FEMA grants are capped at $32,400 per household. Anything beyond that amount is where the LTRC committees can assist.

The case worker will make a recommendation to a group of three to five committee members “in such a way that the board sees the facts but may never know who that individual is,” he explained.

“That is done to prevent favoritism or being passed over based on who the survivor is,” he said. “Then, the group gives a thumb’s up or down to entirely or partially meet the unmet need. You won’t see them replacing a swimming pool, but they may replace house siding and decide to paint it as well.”

While this is going on, other members of the LTRC are working to recruit volunteer organizations such as Habitat for Humanity, the Mennonites and others to come in and repair or rebuild homes. Still others are securing grants large enough to meet most, if not all, of the unmet needs.

“The dollars can go into the millions,” he said.

And any excess funding all goes to meet the needs of the survivors.

“If there is a surplus, they use the money to replace furniture, appliances and other things that will help people get back on their feet.

 “They want to provide people with safe, sanitary and functional homes,” Buckner said. “In some areas of the country they are not as successful. But they are here because the southern culture dictates that communities take care of their own.”

Volunteers: The Often Overlooked Backbone of Disaster Recovery

Tuesday, July 15 is the deadline in Alabama to register with FEMA and to return an application for physical damage to the SBA.

Persons who suffered damage in the spring storms of April 28 through May 5 who have yet to register with FEMA should do so as soon as possible. The registration process takes about 30 minutes. The ways to register are:

FEMA Registration Period in Alabama Closes Tuesday

MONTGOMERY, Ala. – Federal aid provided to Alabama residents affected by the April 28 through May 5 severe storms, tornadoes, straight-line winds and flooding has reached nearly $38 million.

The following numbers, compiled July 10, provide a snapshot of the Alabama/FEMA disaster recovery to date:

Funds approved:

  • $16.2 million for Housing Assistance grants to help with recovery rental expenses and home repair costs.
  • $3.9 million for Other Needs Assistance to cover essential disaster-related needs, such as medical expenses and lost personal possessions.
  • $14.8 million approved by the U.S. Small Business Administration for low-interest loans to eligible homeowners, renters and businesses.
  • $3 million for Public Assistance programs. Of that amount, $1.2 million has been allocated for debris removal. Another $481,300 will go toward storm response and $1.3 has been obligated for infrastructure repair and replacement.

Survivor Recovery

  • 15,577 damaged homes and property have been inspected (99 percent of requests).
  • 9 counties designated for Individual Assistance.
  • 21 counties designated for Public Assistance.

FEMA works with many volunteer agencies and the private sector to speed the recovery effort. As of mid-May, 3,048 volunteers from numerous organizations throughout the country had donated nearly 22,000 hours to help survivors clean up debris, repair and rebuild their homes following the spring storms.

FEMA’s mitigation outreach program at nine Home Depot and Lowe’s home improvement stores provided 1,600 shoppers with information on rebuilding/repairing homes in a safer and resilient manner. Thank you letters are being presented to participating stores.

Alabama residents affected by the disaster now have just five days to register as the governor-requested extension ends Tuesday, July 15. That date also is the deadline to apply for a physical disaster loans from the U.S. Small Business Administration.

Disaster Federal Aid for Alabama Reaches More Than $38 Million

RIDGELAND, Miss. — After a disaster, it takes many partners working together to rebuild communities. Two months after tornadoes and storms swept across the state on April 28, public, private and nonprofit organizations have made significant progress in responding to the needs of communities created by the disaster.

The Federal Emergency Management Agency’s Individual Assistance section has reached out a second time to the more than 5,000 people who registered with FEMA for help. The outreach, dubbed “100 percent touch,” is making sure registrants understand the application process, submit timely documentation and works to find solutions to unmet needs.

To date, nearly $19 million in total federal assistance has been approved for Mississippi disaster survivors. This includes more than $5.3 million for temporary housing and home repairs and other serious disaster-related needs, such as medical and dental expenses or funeral costs. And the U.S. Small Business Administration has approved just over $13.6 million in low-interest disaster loans to homeowners, renters, businesses of all sizes, and private nonprofit organizations.

During the 60-day registration period that ended June 30, FEMA Disaster Survivor Assistance crews visited more than 12,000 homes and interacted with more than 9,000 disaster survivors, helping them register with FEMA and making referrals to other agencies and organizations for specific needs outside of FEMA.

More than 4,000 disaster survivors made one or more visits to the 10 disaster recovery centers established in the disaster areas. The Mississippi Emergency Management Agency/FEMA centers in Brandon, Canton, Columbus, Laurel, Louisville, Mantachie, Tupelo and Waynesboro offered face-to-face contact with program representatives knowledgeable about disaster assistance and rebuilding.

FEMA mitigation representatives at the recovery centers and at home improvement stores in the disaster areas have met with more than 8,000 people, providing advice on how to rebuild stronger. Three teams will be at locations in or near the disaster area until mid-July.

MEMA and FEMA created a joint housing task force to address the complex housing needs of the 767 households left homeless in the aftermath of the tornadoes. Survivors have received rental assistance grants and FEMA’s direct housing mission has completed placement of nearly two dozen manufactured homes for the residents of Winston County. Temporary housing is installed in commercial parks for survivor use or on an individual homeowner’s property for use while the primary residence is being repaired or rebuilt.

Projects to repair public infrastructure damaged in the storm are being developed. FEMA reimburses 75 percent of eligible disaster-related repairs through its Public Assistance program administered by the state. At the June 30 deadline for receipt of the official notice to FEMA requesting participation, 53 eligible governments and certain private nonprofits such as utilities had signed up for the program. Applicants will work with MEMA and FEMA to be reimbursed for emergency protective measures, debris removal and permanent work such as road and building repairs.

Among the applicants are the City of Louisville, which seeks to rebuild a building leased to a wood products company and the Winston County Medical Foundation, which lost its Winston Medical Center, nursing home and outpatient clinic to the EF-4 tornado that struck the area. The hospital is operating temporarily out of the National Mobile Disaster Hospital, a FEMA-owned facility composed of 27 modular units that arrived in Louisville May 3.

Through its virtual Business Emergency Operations Center, MEMA is working with employers to stabilize jobs affected in the tornado; partners in recovery have donated equipment and materials for the volunteers to use in cleanup and rebuilding.

When the disaster struck April 28, the American Red Cross opened shelters that eventually provided 678 overnight stays and more than 47,000 meals or snacks. The Salvation Army opened eight mobile kitchens and three fixed feeding sites, serving more than 17,500 meals or snacks. Since then, many other volunteers have stepped up both from the local area and outside the region to clean up debris and begin rebuilding.

MEMA and FEMA Voluntary Agency Liaisons have helped connect unaffiliated spontaneous volunteers with affiliated groups and identify and organize groups that are not part of the Mississippi Voluntary Organizations Active in Disaster. VALs have also assisted in making referrals to appropriate agencies and helped establish the NE Mississippi Community Based Recovery Committee to address unmet needs of survivors in Lee and Itawamba counties.

Disaster survivors in Itawamba, Jones, Leake, Lee, Lowndes, Madison, Montgomery, Rankin, Simpson, Warren, Wayne and Winston counties who registered for assistance may check the status of their applications, update contact information or ask questions via the FEMA helpline, 800-621-3362. Those who received a letter from the Federal Emergency Management Agency should take note of the date the letter was written. Appeals or submission of missing documents must be made within 60 days of that date.

Disaster survivors may request an appeal to review their cases regarding the amount or type of federal disaster assistance available.

The appeal must be in writing and explain why you disagree with a decision. Attach any new or additional documents supporting the appeal.

Appeal letters for the April 28 through May 5 severe storms, tornadoes, straight-line winds and flooding should also include:

  • Federal disaster declaration number, 4176-DR-AL, on all pages of documents.
  • Applicant information including:
    • The nine-digit FEMA application number on all pages of documents,
    • Applicant’s name,
    • Applicant’s date and place of birth, and
    • Address of the damaged dwelling.
  • Copies of verifiable documentation that supports the appeal. All receipts, bills and estimates must include contact information for the service provider. Keep all originals for your records.
  • A copy of a state-issued identification or driver’s license, unless the letter is notarized or includes the following statement: “I hereby declare under penalty of perjury that the foregoing is true and correct.”
  • The applicant’s signature.

NEW YORK – Area parks and beaches that Hurricane Sandy left in shambles are opening, heralding another summer season. They also serve as tangible signs that New York is steadily recovering from the historic storm. Federal aid continues to flow to the state to help rebuild; FEMA Public Assistance grants total nearly $2.6 billion.

Recent awards include:

  • More than $72.4 million to New York City Parks and Recreation for debris removal and ongoing repairs to picnic areas, handball courts, marinas, equipment and other facilities;
  • Nearly $150 million to Suffolk County for debris removal at Tadsen’s Marina and throughout the county; for permanent repairs at Timberpoint Golf Course and for emergency repairs at Meschutte Beach Park and other county facilities;
  • Nearly $300,000 to the New York City Department of Cultural Affairs to replace office equipment and to make building repairs;
  • More than $68.5 million to the City of Long Beach for debris removal and beach repairs;
  • About $11.3 million for the Metropolitan Transportation Authority for repair, replacement and hazard mitigation of damaged elements of the transportation system;
  • Nearly $2.7 million for repairs at the Brooklyn Navy Yard.

For Hurricane Sandy, FEMA’s Public Assistance program reimburses local, state and tribal governments and eligible private nonprofit organizations 90 percent of eligible costs for emergency and permanent work. Additional funding is expected for an array of projects throughout the affected areas.

FEMA Funding Continues to Flow to New York for Sandy Recovery

OAKLAND, Calif. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to assist the state of California combat the Butts Fire currently burning in Napa County.

On July 1, 2014, the state of California submitted a request for a fire management assistance declaration for the Butts Fire. The authorization makes FEMA funding available to reimburse up to 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire.

“FEMA Region IX remains in constant contact with the state of California to identify needs and provide ongoing support as requested,” said acting FEMA Deputy Region IX Administrator, Farley Howell. 

At the time of the request, the fire was threatening 200 primary residence homes in and around the community of Berryessa Estates with a  population of 540. The State of California further reported that the fire had burned in excess of 2,700 acres of state and private land.

The President’s Disaster Relief Fund provides funding for federal fire management grants made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible costs covered by the grant can include expenses for field camps; equipment use, repair and replacement; tools, materials and supplies; and mobilization and demobilization activities.

California to Receive FEMA Funding for the Butts Fire in Napa County

JACKSON, Miss. – The Mississippi Emergency Management Agency and the Federal Emergency Management Agency announce local governments in counties designated for federal disaster assistance have until July 26 to pick up eligible disaster-related debris, including stumps and root balls, from public rights-of-way.

If property owners hire contractors to move debris, the contractors must haul the debris off and cannot just move it to the right-of-way. Debris left by contractors is not eligible for reimbursement. Construction debris and concrete slabs are also not eligible.

A number of nonprofit and voluntary organizations are in Mississippi to help with the cleanup effort. Property owners who need help removing debris from their property should contact their county emergency management office.

Storm debris should be placed at the right-of-way for pickup, divided into the following categories:

  • Household garbage
  • Construction debris
  • Vegetative debris
  • Household hazardous waste
  • White goods such as refrigerators and dryers, and
  • Electronics

Property owners should contact their local governments with any questions regarding debris eligibility or debris sorting questions.

MEMA reports estimate 85 percent of eligible debris in Mississippi has been picked up.

Debris removal grants are funded by FEMA’s Public Assistance grant program, which reimburses local and state governments and certain private nonprofits for eligible expenses incurred before, during and after a disaster. FEMA covers the federal share, which amounts to 75 percent of eligible debris removal costs. MEMA is covering the remaining 25 percent of eligible debris removal costs.

MEMA, FEMA to Reimburse Local Governments for Debris Pick-up until July 26

MONTGOMERY, Ala. – As recovery continues from the April 28 to May 5 severe storms, tornadoes, straight-line winds and flooding that hit Alabama, federal officials are offering help on how to rebuild “stronger and safer” for the next disaster.

Specialists with the Federal Emergency Management Agency will be at Home Depot and Lowe’s home improvement stores around Alabama to offer residents information about rebuilding their flood- and wind-damaged homes to make them better able to withstand future disasters.

“When you’re picking up after a disaster, preparing for the next one is sometimes the last thing on your mind,” said FEMA’s Federal Coordinating Officer, Albie Lewis. “But our mitigation specialists can show you easy ways to make your home or business ‘better and safer’ the next time tornadoes, flooding or high winds hit.”

Mitigation advisors can provide valuable information on how to reinforce structures against flooding and other hazards, how to construct a safe room, and information on the National Flood Insurance Program.

They can also offer advice on mold and mildew cleanup, rebuilding structures to resist high winds, and how electrical systems, furnaces and other appliances can be protected from flooding. Free publications on a variety of rebuilding and recovery topics will also be available.

“Here in Alabama, we know that making our homes, businesses, and communities more resilient just makes sense,” said Alabama’s State Coordinating Officer, Jeff Byard. “If there are cost-effective ways to make you, your family and your property safer the next time a disaster strikes, why wouldn’t you do it?”
