PEARL, Miss. – At the request of Governor Phil Bryant, the Federal Emergency Management Agency has amended a recent disaster declaration for severe storms and flooding that began March 9, 2016. Survivors in Clarke, Forrest, Greene, Jones, Marion, Panola, Perry, Quitman, Sunflower, Tunica and Wayne counties can now register with FEMA for disaster assistance through the Individual Assistance program.

Survivors who sustained disaster-related losses in the designated counties can begin applying for assistance by calling FEMA’s helpline at 800-621-3362, which is video relay service accessible. Survivors who are deaf, hard of hearing or who have difficulty speaking may call TTY 800-462-7585. The lines are open 7 a.m. to 10 p.m. local time until further notice. Online registration is available at DisasterAssistance.gov.

Bolivar, Coahoma and Washington counties were previously designated by the presidential declaration on March 25, 2016.

Assistance may include grants for temporary housing and home repairs, and for other serious disaster-related needs, such as repairing or replacing damaged or destroyed personal property, medical and dental expenses. Low-interest disaster loans from the U.S. Small Business Administration may also be available to cover losses not fully compensated by insurance.

Mississippi residents in the 14 designated counties should register with FEMA even if they have insurance, but only if their property was damaged by the severe storms and flooding. FEMA cannot duplicate insurance payments, but under-insured applicants may receive help after their insurance claims have been settled.

Registering with FEMA is required for federal aid, even if the person has registered with another disaster-relief organization. Federal disaster aid does not affect other government benefits, such as Social Security and Medicaid, and is not considered taxable income. Only one person per household is eligible to register. Survivors must use the name that appears on their Social Security cards when registering with FEMA.

Applicants will be asked for the following information:

  • Social Security number
  • Address of the damaged home or apartment
  • Description of the damage
  • Information about insurance coverage
  • A current contact telephone number
  • An address where they can receive mail
  • Bank account and routing numbers for direct deposit of funds

AUSTIN, Texas – Residents in Jasper, Newton and Orange counties may see FEMA’s Disaster Survivor Assistance (DSA) teams in their communities, offering a personal link to the resources for recovery.

Using the latest mobile technology, DSA team members can help survivors register for disaster assistance, update information on applications, assist with determining ongoing needs, and make referrals to whole community partners.

The DSA teams are there in partnership with the Texas Division of Emergency Management and local officials. DSA team members wear FEMA attire and carry FEMA photo IDs. If the photo ID is not displayed, ask to see it.

They may request the following information:

  • Social Security number
  • Address of the damaged primary residence
  • Description of the damage
  • Information about insurance coverage
  • A current contact telephone number
  • An address where they can receive mail
  • Bank account and routing numbers for direct deposit of funds

FEMA officials will be in the counties to meet with residents who suffered damage from the severe storms, tornadoes and flooding that began March 7. Residents in these counties do not have to wait until they meet with a DSA team member to register for FEMA assistance.

Registering for assistance with FEMA is an important first step toward recovering. Survivors can apply online at DisasterAssistance.gov or by phone at 800-621-3362 or (TTY) 800-462-7585.

Applicants who use 711 or Video Relay Service may call 800-621-3362. The toll-free numbers are open 7 a.m. to 10 p.m. seven days a week. Reasonable accommodations, including assistive technologies, may also be available by calling the FEMA Helpline, or by making a request with a DSA team member.

Baton Rouge, La. – State and federal recovery officials urge Louisiana residents affected by the March flooding events throughout the state to watch for and report any suspicious activity or potential fraud.

As government agencies and charitable groups began providing disaster assistance, scam artists, identity thieves and other criminals may attempt to prey on vulnerable survivors. The most common post-disaster fraud practices include phony housing inspectors, fraudulent building contractors, bogus pleas for disaster donations and fake offers of state or federal aid.

The Governor’s Office of Homeland Security and Emergency Management (Louisiana) and the Federal Emergency Management Agency advise all residents that no individual with a government disaster assistance agency will call or text asking for financial account information.

Survivors also should keep in mind that federal and state workers never ask for or accept money and always carry identification badges. There is no fee required to apply for or to get disaster assistance from FEMA, the U.S. Small Business Administration or the state.

Scam attempts can be made over the phone, by mail or email, text or in person. Unfortunately, there seems to be no limit to the inventiveness of those wanting to commit fraud. Louisiana residents are asked to remain alert, ask questions and require photo identification when someone claims to represent a government agency.

Those who question the validity of a contact or suspect fraud are encouraged to call the toll free FEMA Disaster Fraud Hotline at 866-720-5721. Complaints also may be made by contacting local law enforcement agencies.

Beware of Fraud, Scams When Seeking Disaster Assistance

NORTH LITTLE ROCK – Residents and business owners who have registered for disaster assistance with FEMA should expect a housing inspector to verify damage soon after they’ve applied.

Identifying damage helps determine both the amount and the types of assistance FEMA or other state and federal agencies may provide. There is no fee for the inspection. The inspector does not determine the amount of assistance an applicant will receive.

The inspector is required to carry identification that includes his or her photo and ID number.  When the inspector comes to your home, ask to see the identification.

Residents of Benton, Carroll, Crawford, Faulkner, Jackson, Jefferson, Lee, Little River, Perry, Sebastian and Sevier counties that suffered damage from the severe storms, tornadoes, straight-line winds and flooding Dec. 26, 2015 – January 22, 2016 may be eligible for disaster assistance.

Being ready when the inspector visits can help speed assistance.

If you’ve registered with FEMA for disaster assistance, here’s what to expect:  A FEMA inspector will contact you to schedule an appointment to inspect your damaged home. If you have a disability and require an accommodation when the inspector arrives, please call 800-621-3362 during regular business hours.

Provide the inspector with clear, accurate directions to the damaged property.  Post office boxes do not show locations.

Be prepared to provide written proof of ownership or rental occupancy, such as a tax receipt, deed, mortgage payment book, rental agreement, or home insurance policy with the damaged property’s address. Having the necessary documentation will help speed up the inspection process.

The inspector will not ask you for your Social Security number, your bank account or credit card account numbers or for medical information. If someone claiming to be with FEMA asks you to provide such information, call your local law enforcement immediately.

Whether you are an owner or a renter, you must show that the damaged property was your primary residence at the time of the disaster. Inspectors will accept a valid driver’s license or current utility bill (such as an electric, gas or water bill) as proof you live there.

The inspection is free. It usually takes between 45 minutes and an hour, and consists of measuring the real property, inspecting its contents, and recording the findings.

Using a handheld electronic device, the inspector creates a digital “model” of the damaged home and uses it to indicate where damage occurred. The device — called an inspector’s pad —transmits information electronically to FEMA. This speeds up the process of providing assistance.

The inspector will ask to see damage to both real property and personal property in all areas of your home. This is to inventory both the type and extent of loss. For example, not all disaster damage results in a complete loss. The inspector’s report will show which items are total losses; which items can be repaired; and those that are not affected. FEMA will not replace damaged items that can be repaired with new items.

Typically, in 10 days or less after the inspector’s visit, you will receive a letter from FEMA containing a decision.

Individuals and business owners who sustained losses in the designated area can apply for assistance by registering online at www.DisasterAssistance.gov or by calling 1-800-621- 3362 (FEMA).

Disaster assistance applicants, who have a speech disability, are deaf or hard of hearing and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362. FEMA Home Inspectors Help Start Arkansas Recovery from Severe Winter Storms

OXFORD, Miss. – As the income tax season nears, December storm survivors don’t have to worry that the disaster assistance they received from the Mississippi Emergency Management Agency or from the Federal Emergency Management Agency will boost their tax bill or reduce their Social Security checks or any other federal benefits.

Disaster assistance for temporary housing, essential home repairs, replacement of personal property or for other serious needs does not count as income. Disaster relief payments from the government or donations from charitable organizations will not affect Social Security payments or Medicare benefits. And, disaster recovery grants will not affect any recipient’s eligibility for Medicaid, welfare assistance, food stamps or Aid to Families with Dependent Children. Grants for disaster recovery assistance are not counted as income in determining eligibility for any income-tested benefit programs that the U.S. government funds.

As of Jan. 25, FEMA has awarded nearly $2 million in disaster assistance to Mississippians affected by the December disaster. Storm survivors have until March 4, 2016, to register with FEMA for disaster assistance by using any of the following methods:

  • By phone, call 800-621-FEMA (3362) from 7 a.m. to 10 p.m. Assistance is available in most languages. People who are deaf, hard of hearing or speech impaired may call (TTY) 800-462-7585.
  • Online at DisasterAssistance.gov by computer, tablet, iPhone, Android or other mobile device.
  • By 711 or video relay services, call 800-621-3362.

Eligibility for FEMA assistance is not dependent on income. The amount of disaster assistance an eligible applicant receives is based on the amount of loss and damage incurred as a direct result of the recent storms and flooding and the amount of their insurance settlement, if any.

After registering with FEMA, some survivors receive a disaster loan application from the U.S. Small Business Administration. By submitting the SBA disaster loan application, survivors keep the full range of disaster assistance available as an option. SBA may refer applicants who do not qualify for a home loan to FEMA for grants to replace essential household items and replace or repair a damaged vehicle. But if survivors do not submit their disaster loan applications, further assistance may stop. Survivors are not required to accept a loan offer.

AUSTIN, Texas – Texas homeowners and renters with damage from the severe storms, tornadoes, straight-line winds and flooding Oct. 22-Oct. 31 have only until Monday, Jan. 25, to register for disaster assistance from the Federal Emergency Management Agency (FEMA).

Disaster survivors from the October event living in a designated disaster county—Bastrop, Brazoria, Caldwell, Cameron, Comal, Galveston, Guadalupe, Hardin, Harris, Hays, Hidalgo, Liberty, Navarro, Travis, Willacy or Wilsonwho have delayed registration for any reason must apply by the above date to be considered for potential assistance that could include grants to help pay for:

  • Temporary housing

  • Essential home repairs

  • Uninsured and underinsured personal property losses

  • Other serious disaster-related needs not covered by insurance.

There are two ways for homeowners and renters to register for disaster assistance:

  • Log on to the FEMA website at DisasterAssistance.gov to upload documents, and
  • Call the toll-free FEMA Helpline (voice, 711 or relay service) at 800-621-3362. TTY users should call 800-462-7585. Lines are open 7 a.m. to 10 p.m. seven days a week. Multilingual operators are available.

FEMA works to ensure that every disaster survivor has equal access to disaster information and assistance. Survivors needing an accommodation or assistance due to a disability may notify FEMA staff at the time of registration or anytime throughout the assistance process. Disaster loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $40,000 to repair or replace damaged or destroyed personal property.

Businesses and nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets. SBA also offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster. EIDL assistance is available to businesses regardless of any property damage, but the combined limit for both is $2 million.

Eligible survivors should register with FEMA even if they have insurance. FEMA cannot duplicate insurance payments, but under-insured applicants may receive help after their insurance claims have been settled. FEMA assistance does not affect other benefits such as food stamps, Medicaid or Social Security.

  • Learn how to appeal FEMA decision letters. All applicants may appeal.
  • Inquire about the status of a registration.
  • Provide change of address, telephone and bank account numbers and insurance information to avoid disaster assistance processing delays.
  • Receive information about FEMA home inspections.
  • Get other questions answered about federal disaster assistance.

Applicants should have their nine-digit FEMA registration number and zip code if they want to discuss their application.

Survivors may still visit other recovery centers to ask disaster assistance questions. They can locate the closest center by visiting asd.fema.gov/inter/locator/home.htm.

Representatives from the South Carolina Emergency Management Division, Federal Emergency Management Agency, U.S. Small Business Administration and other agencies are at centers to answer questions about disaster assistance and low-interest loans.
