WASHINGTON –The Federal Emergency Management Agency (FEMA) announced that federal disaster assistance has been made available to the state of Minnesota to supplement state, tribal, and local recovery efforts in the area affected by severe storms and flooding during the period of September 21-24, 2016. 

The President’s action makes federal funding available to state and eligible tribal and local governments and certain private nonprofit organizations on a cost-sharing basis for assistance for emergency work and the repair or replacement of facilities damaged by severe storms and flooding in Blue Earth, Fillmore, Freeborn, Goodhue, Houston, Le Sueur, Rice, Steele, and Waseca counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

David G. Samaniego has been named as the Federal Coordinating Officer for federal recovery operations in the affected area. Samaniego said additional designations may be made at a later date if warranted by the results of damage assessments.

President Declares Major Disaster For South Carolina

AUSTIN, Texas—FEMA is looking to hire Texas residents as temporary employees to help with the state’s recovery from the past year’s storms and flooding.

FEMA is hoping to hire as many as 14 people—mostly in Austin and Houston but with a few positions in Denton and Bon Wier—to fill a variety of temporary positions working on disaster recovery.

“FEMA always seeks to employ local residents in its disaster recovery operations,” said Federal Coordinating Officer William J. Doran III, who is in charge of FEMA’s operations in Texas. “Not only does this help the economy recover by putting people to work, but these employees bring a wealth of local knowledge to the organization.”

Temporary local hires may be employed for 120-day terms, which may be extended up to one year maximum. They do not get hiring preference for other federal jobs as a result of their temporary employment. Selected health benefits are offered for these positions.

The wages vary depending on the nature of the work being performed and are set based on the prevailing wages of the state and locality. The positions range from administrative work to media relations.

Most temporary workers can be hired under a streamlined process instead of a competitive process. They must be 18 years old, have graduated high school or obtained a GED and have the appropriate qualifications for their positions. They will also be required to undergo a standard credit and criminal background check.

“We try to give preference to people who have actually suffered damage or losses from the disaster,” Doran said. “Many current FEMA employees began their careers as local hires.”

FEMA Seeking to Hire Texans to Work on Flood Recovery

AUSTIN, Texas — Texans who suffered damage or losses from the March 7-29 severe storms, tornadoes and flooding only have until Wednesday, May 18, to register for FEMA assistance.

“We do not want to see anyone lose the opportunity to receive money that they are due,” said Federal Coordinating Officer Kevin Hannes, who is in charge of FEMA’s operations in Texas. “But as we deal with multiple disasters here in Texas, FEMA must ask survivors to meet this deadline so that we can start the next steps in the recovery process.”

To register, people can go online anytime at DisasterAssistance.gov. Survivors also can register with FEMA by phone (voice, 711 or video relay service) at 800-621-3362 (FEMA), TTY 800-462-7585. The toll-free lines are open 7 a.m. to 10 p.m. local time, seven days a week. Multilingual operators are available.

Applicants will be asked for the following information:

  • Social Security number;
  • address of the damaged primary residence;
  • description of the damage;
  • information about insurance coverage;
  • a current contact telephone number;
  • an address where they can receive mail; and
  • a bank account and routing numbers for direct deposit of funds.

FEMA grants do not have to be repaid. FEMA assistance is nontaxable and will not affect eligibility for Social Security, Medicaid or other federal benefits.

Survivors should register even if they have insurance. FEMA cannot duplicate insurance payments, but underinsured applicants may receive help after their claims are settled.

Before starting repairs or rebuilding a home or business, it is important to contact your local building code official or floodplain manager.

After registering, you can:

  • Track your application. Be sure you keep your FEMA registration number and other pertinent information on hand when you contact FEMA.

President Declares Disaster for State of Georgia

WASHINGTON — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced that federal emergency aid has been made available to the State of Louisiana to supplement state and local response efforts in the areas affected by flooding during the period of December 28, 2015 to February 1, 2016.

The President’s action authorizes FEMA to coordinate all disaster relief efforts that have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, and to lessen or avert the threat of a catastrophe in the parishes of Concordia, Plaquemines, Pointe Coupee, St. Landry, St. Mary, Terrebonne, and West Feliciana.

Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency.  Emergency protective measures, including direct federal assistance, will be provided at 75 percent federal funding.

President Declares Disaster for State of Idaho

CAMP MURRAY, Wash. – Specialists from the Federal Emergency Management Agency (FEMA) and Washington State Emergency Management Division (EMD) are working closely with local and tribal officials to help Washington communities recover from this summer’s devastating wildfires.

The assistance comes through the Public Assistance (PA) program, which reimburses state and local governments, federally recognized tribes and certain private nonprofit organizations for eligible expenses they incurred in protecting lives and property ahead of and during the fires, and in cleaning up and rebuilding afterward.

The presidential disaster declaration stemming from the Aug. 9 to Sept. 10, 2015, wildfires makes FEMA PA grants available to eligible applicants in Chelan, Ferry, Lincoln, Okanogan, Pend Oreille, Stevens, Whatcom, and Yakima counties and the Confederated Tribes of the Colville Reservation.

“This program is important to Washington taxpayers,” said State Coordinating Officer Kurt Hardin of EMD. “It provides financial assistance that enables our communities to repair and rebuild without putting an additional burden on residents.  We welcome partnering with FEMA to assist communities impacted by the historic wildfires. ”

“The PA program strengthens communities that do not have the resources to bounce back from a disaster,” said Federal Coordinating Officer Thomas Dargan of FEMA. “The funds help to repair the roads people use every day getting to work and school, put utilities and water systems back in order, and ensure a community’s other important public needs are met.”

To date, 34 potential applicants have filed a Request for Public Assistance (RPA) to initiate a disaster claim under the Oct. 20 disaster declaration. Applicants have until Nov. 19 to file RPAs with the Washington Emergency Management Division.

The EMD, with FEMA support, is holding a series of briefings for potential applicants to provide a general overview of the grant program, outline program deadlines and answer any questions.

Also taking place are initial meetings among applicants and project officers from EMD and FEMA to discuss which types of emergency expenses and projects are federally reimbursable. They also discuss the process of rebuilding structures to resist damage in the future.

These meetings are an important step in getting assistance dollars back into the communities.

Under the PA program, FEMA reimburses applicants for 75 percent of their eligible expenses, while the other 25 percent is the nonfederal share. The federal portion is paid directly to the state, which then makes disbursements to the local and tribal jurisdictions and organizations that incurred costs.
