BATON ROUGE, La. – September 11 marks the National Day of Service and Remembrance enacted by Congress in 2009 to inspire Americans to engage in charitable activities. The observance was started after 9-11 to create one of the largest days of charitable acts with citizens coming together the way they did after the attack.

In Louisiana, voluntary agencies have been very active and will continue to provide a wide range of assistance to the many who have experienced damage, including flood debris clean-up, shelter, food, clothing, counseling, home repairs and reconstruction, and help for other unmet needs on a case-by-case basis. Louisiana disaster survivors can call 2-1-1 or visit http://www.louisiana211.org/  to request help with clean-up or other available services.

The Federal Emergency Management Agency and the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (http://gohsep.la.gov/) partner with a variety of nonprofit groups to provide assistance to disaster survivors. These organizations have had a key role in the disaster response here. They are financed through charitable donations, not by the federal government, and their volunteers do much of the work.

FEMA’s Voluntary Agency Liaisons assist these volunteer, faith-based and community organizations with coordinating federal programs and managing resources. They can identify special-needs populations and help survivors avoid duplication of benefits. Liaisons also guide and promote long-term recovery to restore normalcy to the affected communities.

Volunteer agencies continue to help storm and flood victims in all affected parishes, regardless of their federal-declaration status. If you want to know more about the work of the national and local volunteer groups you may visit www.nvoad.org or lavoad.org.

Volunteer Organizations Aid Louisiana’s Recovery

WASHINGTON – August 2015 marks the tenth year since the devastating 2005 Atlantic Hurricane Season.  According to the National Oceanic and Atmospheric Administration (NOAA), Hurricane Katrina was one of the strongest storms to impact the coast of the United States, causing widespread devastation and affecting an estimated 90,000 square miles along the central Gulf Coast states. Less than a month later, Hurricane Rita and then Hurricane Wilma in October made landfall compounding an already catastrophic situation.

Ten years into the recovery, FEMA continues to support communities and families, working side-by-side with state, local, and tribal partners to finish the job of rebuilding communities that are the economic engines and lifeblood of the Gulf Coast. To date, FEMA has provided $6.7 billion to more than one million individuals and households.  FEMA provided more than $131 billion to the states of Louisiana, Mississippi, Alabama, and Florida for public works projects in the aftermath of Hurricane Katrina to assist with recovery efforts.  

“Today, FEMA has the authority necessary to lean forward and leverage the entire emergency management team in response and recovery efforts,” said FEMA Administrator Craig Fugate.  “This team includes not only government but also the private sector, non-profits, and citizens themselves.  We support survivors and this holistic approach emphasizes the importance of working as a team to prevent, protect against, respond to, recover from, and mitigate all hazards.”

Since 2005, FEMA has significantly improved its ability to assist communities in responding to and recovering from disasters. With the support of Congress, FEMA was provided additional authorities and tools to become a more effective and efficient agency, one that is focused on putting survivors first.  Specifically, the Post-Katrina Emergency Management Reform Act (PKEMRA) of 2006, gave FEMA clear guidance on its mission and priorities, and provided the legislative authorities needed to better partner with state, local, tribal, and territorial governments before, during, and after disasters.  These improvements include:

  • Improved ability to provide support to states and tribes ahead of a disaster. Since 2005, FEMA gained statutory authority to surge resources to states, tribes, and territories ahead of a disaster should the capacity of states, tribes or territories become overwhelmed.  This authority expedites FEMA’s ability to respond to disasters if and when a state, tribe or territory requests support and a disaster is declared by the President. 
  • Development of a National Disaster Recovery Framework (NDRF). PKEMRA required FEMA, along with its partners, to develop a national disaster recovery strategy to guide recovery efforts after major disasters and emergencies. The NDRF clearly defines coordination structures, leadership roles and responsibilities, and guidance for federal agencies, state, local, territorial, and tribal governments, and other partners involved in disaster planning and recovery.
  • Establishment of Incident Management Assistance Teams.  These full time, rapid response teams are able to deploy within two hours and arrive at an incident within 12 hours to support the local incident commander. The teams support the initial establishment of a unified command and provide situational awareness for federal and state decision makers crucial to determining the level and type of immediate federal support that may be required.
  • Improved Search and Rescue capability.  Since 2005, FEMA has better integrated search and rescue assets from across diverse Federal agencies such as the U.S. Coast Guard and the Department of the Interior. 
  • Establish the Regional Emergency Communications Coordination Working Groups (RECCWGs) to serve as the primary focal points for interoperable communications coordination among federal, state, local, tribal and territorial emergency responders. The statute charges these RECCWGs with coordinating effective multi-jurisdictional and multi-agency emergency communications networks for use during disasters and emergencies.
  • Enhanced partnerships with the private sector. As part of this effort, FEMA established the National Business Emergency Operations Center that serves as a clearinghouse for two-way information sharing between public and private sector stakeholders in preparing for, responding to, recovering from, and mitigating disasters.
  • Support for the inclusion of people with access and functional needs. The Office of Disability Integration and Coordination was established to provide technical assistance and guidance for a wide range of emergency management activities, including equal access to emergency programs and services and meeting the access and functional needs of the whole community. This includes: preparedness, exercises, emergency alerting, accessible transportation and shelter accessibility guidance, assistive technology devices for accessible communication, accessible housing and grant guidance to states for accessibility, and partnership and stakeholder outreach.

FEMA Outlines a Decade of Progress after Hurricane Katrina

FEMA Officials Encourage Those With Concerns about Hurricane Sandy Flood Insurance Claims to Call 866-337-4262

WASHINGTON – The Federal Emergency Management Agency’s (FEMA) National Flood Insurance Program (NFIP) announced the start of Hurricane Sandy flood insurance claims review. The review is part of a broad process to reform NFIP claims and appeals procedures.       

FEMA opened the Hurricane Sandy claims review process and began mailing letters to approximately 142,000 NFIP policyholders, offering them an opportunity to have their claims from Hurricane Sandy reviewed. In the review, policyholders who have not pursued litigation or already received the maximum amount under their policy will have an opportunity to have their files reviewed. FEMA will contact policyholders and explain how to request this review.

“Flood insurance issues arising from Hurricane Sandy are of great concern to FEMA,” said Deputy Associate Administrator for Federal Insurance Brad Kieserman. “We are committed to administering a program that is survivor-centric and helps policyholders recover from flooding in a fair, transparent, and expeditious way. I encourage anyone who suspects they may have been treated unfairly to call 866-337-4262.”

Flooding is the most common natural disaster in the United States. Between 1980 and 2013, the United States suffered more than $260 billion in flood-related damages. Flood insurance is a vital service that protects communities from the most common and costly disaster we face, and those who purchase insurance must be able to count on it being there when it is needed to help rebuild their lives.

Policyholders who incurred losses from Hurricane Sandy from Oct. 27, 2012, through Nov. 6, 2012, and want their claim reviewed may contact FEMA by:

  • Calling toll-free at 866-337-4262.
  • Email by downloading an application online and submitting it to FEMA-sandyclaimsreview@fema.dhs.gov.
  • Fax by downloading an application online and submitting it to 202-646-7970.
  • For individuals who are deaf, hard of hearing or have a speech disability using 711 or VRS, please call 1-866-337-4262.  For individuals using a TTY, please call 800-462-7585.

As FEMA reviews Hurricane Sandy claim files, the agency will also begin overhauling the claims and appeal process and improving the customer experience. FEMA’s goals are excellent customer experience, responsiveness, transparency, low risk of waste, fraud and abuse, and continuous improvement. While settling these legal matters, FEMA is instituting additional oversight of Write Your Own insurance companies to hold them accountable.

FEMA will continue to work closely with Congress and federal, state, local, tribal, and community officials to ensure policyholders are paid every dollar to which they are entitled and to improve the flood insurance program going forward.

FEMA Announces Launch of Hurricane Sandy Flood Insurance Claims Review Process

EMMITSBURG, MD — David C. Lidke of Hightstown, New Jersey, will be one of 107 fallen firefighters to be honored at the 2014 National Fallen Firefighters Memorial Service on Sunday, October 12.

The service will take place at 10 a.m. at the National Fire Academy in Emmitsburg, Md.and will be available via live stream.

A Fire Police Lieutenant with Hightstown Fire Company No. 1 and also a member of the Mercer County Fire Police, Mr. Lidke died in the line of duty on December 23, 2013 after returning from an emergency call. He was 51. More information about Lt. Lidke is available on the Fallen Firefighter Roll of Honor at http://www.firehero.org/fallen-firefighter/david-c-lidke/

His name will be added to the National Fallen Firefighters Memorial on the Academy grounds. The national tribute is sponsored by the National Fallen Firefighters Foundation (NFFF) and the Department of Homeland Security’s U.S. Fire Administration.

 More than 5,000 people, including members of Congress, Administration officials and other dignitaries, members of the fire service, and families and friends of the fallen firefighters are expected to attend.

Families of the fallen heroes will receive memorial flags flown over the U. S. Capitol and the National Memorial. Members of the fire service, honor guard units and pipe and drum units from across the U.S. will participate in this national tribute.

Lt. Lidke was one of two New Jersey firefighters who lost their lives in 2013. Jeffrey Scheurer, 35, a member of the New Jersey State Forest Fire Service and a volunteer firefighter in Readington, died in the line of duty in March of 2013 after being struck by a vehicle while conducting a controlled burn along Highway 629.

The annual tribute for fallen firefighters is sponsored by the National Fallen Firefighters Foundation and the Federal Emergency Management Agency’s U.S. Fire Administration.

Former Hightstown Firefighter David C. Lidke to be Honored at Sunday’s National Fallen Firefighters Memorial Service

LINCROFT, N.J. — When Superstorm Sandy hit New Jersey in October 2012, the damage it wreaked created the need for thousands of necessary projects ranging from debris removal to bridge reconstruction. Sixteen months later, New Jersey’s progress in managing the projects stemming from the impact of the storm has exceeded expectations.

Doug Westermann, Public Assistance Branch Chief at the FEMA New Jersey Sandy Recovery Field Office, says that New Jersey is ahead of schedule on closing out projects on a disaster of this magnitude. New Jersey is planning the final group of projects and working with the state Office of Emergency Management to start closing completed projects.

“This has really only been made possible by the efforts put forth with the State OEM and our Sandy Recovery Office to move forward and not delay the process,” Westermann said.

The closeout process begins when a project is funded and completed. The applicant must certify to the State that the work is finished and all of the allocated money was spent. Small projects are often bundled together under one applicant and can be closed as a group when they are all complete. Large projects must be closed individually. The Final Inspection Report (FIR), which consists of reconciliation of costs for the work performed in dealing with large projects, is initiated. Supporting documents are audited and added to the report, and amendments may be written after overages and/or shortfalls are reconciled. After the report is reviewed by the applicant and grantee, it is then entered into the Emergency Management Mission Integrated Environment (EMMIE) grant tracking program. After that process, the project will be closed, if requested by the grantee. 

The Public Assistance FAQ at www.fema.gov defines a large project as any incident with damage costs greater than $68,500. Of the estimated 5,103 Public Assistance projects in the system in New Jersey, 1,534 are considered large projects.

Through the Public Assistance program, FEMA grants state governments the funds to reimburse municipalities, county governments and eligible private nonprofit agencies for the repair or replacement of damaged roads and bridges, water-control facilities, public buildings and their contents, publicly owned utilities, and parks and recreation areas. It also includes funds for emergency services and eligible debris-removal costs related to the disaster. FEMA reimbursed these applicants 90 percent of the eligible cost.

Nearly $1.1 billion in Public Assistance grants have been obligated in New Jersey since Sandy struck. Emergency projects, including debris removal and emergency protective measures, have accounted for $729.25 million, while permanent repairs to roads, bridges, water control facilities, utilities and buildings, have cost $359.5 million.

Westermann said FEMA has received 63 projects from the State that are ready to be closed.

Many of the completed projects were short-term emergency projects in which the money was allocated and governmental issues were addressed. Westermann says that Congress mandated several critical changes that have affected how much time applicants have to spend allocated funds, placing greater emphasis on getting the money to them. The Applicants’ Handbook at www.fema.gov/applicant-handbook states that applicants have six months to complete emergency projects and 18 months for permanent projects.

“In order to keep money flowing to the applicants, it is critical to work on closing things out so the state can release the funds that FEMA had obligated during the project development phase,” he said.

New Jersey Ahead Of Schedule On Public Assistance Closeouts

AURORA, IL—For many affected by the severe weather and flooding of this past spring in Illinois, recovery is well underway or complete.  But others will need additional support to recover. When needs exceed federal resources, voluntary agencies step up to the plate. These nonprofit, faith and community based organizations arrive before FEMA does and remain long after FEMA’s mission ends.

“Voluntary organizations play a key part in FEMA’s mission to provide support and guidance to states recovering from disasters,” said W. Michael Moore, federal coordinating officer for the Illinois disaster.

Once an emergency requires the attention of the state and the disaster has been declared by the president, FEMA Voluntary Agency Liaisons (VAL) located at the disaster site coordinate with voluntary organizations to support engagement of the whole community in recovery.

One of these voluntary organizations is the American Red Cross. The Red Cross is chartered by Congress to provide relief to victims of disasters and help people prevent, prepare for, and respond to emergencies. Because of this relationship and its long history of providing assistance, the Red Cross plays a unique leadership role in major disasters.

This year, an opportunity for partnership in another aspect of recovery was provided through new provisions of the FEMA Disaster Case Management Program, a program developed to help identify unmet needs and coordinate them with voluntary organizations that may be able to provide additional assistance. The partnership will ensure that those with unmet needs have access to a coordinated network of social service resources and leverage the ability of recovery groups to provide a continuity of care.

Survivors do not have to apply for or qualify for FEMA assistance to be eligible to receive support through the Disaster Case Management program. The only requirement for the Illinois disaster is that the recovery need was caused by the declared disaster of April 16-May 5.

The Disaster Case Management program in Illinois is built around a 90-day timeline that began in late July and will include screening and referrals to governmental and nongovernmental assistance programs. FEMA is not authorized to provide additional financial assistance to survivors through the Disaster Case Management program.

Those with unmet needs arising from the disaster of April 16-May 5 may reach the American Red Cross by calling 312-854-9870, seven days week, 24 hours a day.

The American Red Cross is not a federal entity; it relies on donations, the generosity of the American public to support nearly 100 percent of its disaster relief activities.

“A FEMA-Red Cross partnership in Illinois provides increased flexibility and service to residents in ways that extend disaster support beyond what’s normally available,” Moore said. “They are one part of the whole team in place to ensure disaster survivors in Illinois are provided optimum support in recovery.”

Tropical Storm Irene, Hurricane Sandy, and severe snow and rain storms in New England illustrate our region’s vulnerability to damage at the hands of nature. While New England’s states, cities and towns work to rebuild and clean up after these events, we urge you to prepare your home and family for future storms, and to practice smart risk management. Sandy survivors know all too well that one damaging storm can wipe out a home’s history of durability, and cause flooding in areas that seemed safe from harm. Flooding is a major risk for both coastal and inland communities in New England, and many residents need to have flood insurance – an important piece of risk management and preparedness.

Last year Congress passed the Biggert Waters Flood Insurance Reform Act of 2012 with the goals of making the National Flood Insurance Program more financially stable, and more accurately identifying flood risks. This reform means rate increases for many policyholders living both inland and on the coast.  Now is the time to find out how this law impacts you:

  • You may be required to purchase flood insurance, even if you weren’t required to in the past. Floodplain maps which are used to determine flood risks are being revised with the use of better science and technology, and structures which were not formerly in the high hazard flood  areas might now be in harm’s way based on the new mapping data.

FEMA National Flood Insurance Program Reauthorized for 60 Days 

Congressional Action Extends the NFIP Until July 31, 2012

WASHINGTON, D.C. — Congress passed and the President signed legislation to extend the National Flood Insurance Program for an additional 60 days, assuring FEMA has the legal authority to continue to sell, renew or modify flood insurance policies until July 31, 2012. This short-term extension allows consumers critical time to renew and purchase their flood insurance policies, and complete new mortgage and loan transactions where flood insurance is required.

“This short-term extension of the National Flood Insurance program provides property owners, renters and businesses critical time to renew, purchase, or modify insurance policies to protect themselves against the devastating effects of flooding,” said FEMA Administrator Craig Fugate.

Under the NFIP, federally backed flood insurance is made available to homeowners, renters and business owners in communities that adopt and enforce floodplain management ordinances designed to reduce future flood losses by regulating new construction. The NFIP identifies areas of flood risk, encourages communities to implement measures to mitigate against the risk of flood loss, provides financial assistance to help individuals recover rapidly from flooding disasters, and lessens the financial impact of flood disasters on individuals, businesses, and all levels of government.

The start of the 2012 Atlantic Hurricane season today provides an important reminder that flooding is the most common and costly natural disaster to affect every state across the country. Homeowner policies do not typically cover flood insurance and most everyone can purchase flood insurance – including renters, business owners and homeowners. Generally, NFIP policies take 30 days to become effective; therefore, FEMA is urging residents to purchase flood insurance now.
