VIRGINIA BEACH, Va. — If you are among the thousands of Virginians who have registered for disaster assistance since Hurricane Matthew struck the Commonwealth, and you didn’t register directly with FEMA, you didn’t register.

Registering with your city’s emergency management agency, the Virginia Department of Emergency Management (VDEM), the Red Cross, with any other charitable organization, or having FEMA flood insurance is NOT the same as registering with FEMA.

You still need to register with FEMA before it’s too late. The deadline is January 3, 2017.

After you have registered, if you receive a U.S. Small Business Administration (SBA) loan application, officials urge you to fill it out and return it to the SBA—even if you do not want a loan. If you do not qualify for the SBA loan, your application can trigger other types of assistance, allowing the SBA to refer you back to FEMA.

You do not have to accept the SBA loan, but sometimes-unanticipated needs arise so having the loan in your ‘back pocket’ can make a difference.

FEMA and the SBA offer a variety of programs to help in your recovery. FEMA grants will not affect your government benefits, such as Social Security, Medicare or Medicaid and you will not pay additional income taxes or see any reduction in your Social Security checks or any other federal benefits.

VDEM and FEMA are working closely with other commonwealth and federal partners, the private sector, faith-based organizations, and voluntary agencies to help match survivors with avenues of assistance. Two common misconceptions regarding registering with FEMA are:

  1. Registering for disaster assistance with other agencies or organizations registers you for FEMA disaster assistance.  It does not.
  2. Having FEMA flood insurance registers you for disaster assistance. It does not. It also does not disqualify you from applying for assistance. Flood insurance claims are handled separately and you may find that you had uninsured losses.

If you haven’t registered because English is not your first language, don’t let that stop you.  If you or someone you know needs language assistance, FEMA has interpreters who speak many languages. Translators are available and can help you in the registration process.

Also know that you may apply if you are a non-citizen national with a Social Security number or a qualified alien who holds permanent residency, refugee, or asylum status. If you are the parent of a U.S. citizen in your household, you may apply for federal disaster assistance on behalf of your child.

If you are a renter and haven’t registered, know that you too, may be eligible for federal disaster assistance and referrals to Commonwealth agencies that may be able to help.

If you didn’t register with FEMA, you didn’t register

ATLANTA, Ga.–The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized federal funds to reimburse costs to Kentucky to fight the Eagles Nest Fire in Breathitt County.

This authorization makes FEMA grant funding available to reimburse 75 percent of the eligible firefighting costs for managing, mitigating and controlling the fire. Eligible costs can include labor, equipment and supplies used for fighting the fire and costs for emergency work such as evacuations and sheltering, police barricading and traffic control.

“FEMA has approved these funds to make sure that Kentucky has the resources to fight this fire and protect lives, structures and property,” said FEMA Regional Administrator Gracia Szczech. “These federal dollars will help commonwealth responders continue the hard work to combat the fire.”

The state requested a Fire Management Assistance Grant (FMAG), and it was granted shortly afterwards, on November 8, 2016, at 11:32 PM EST. The fire started on November 2, 2016, and had burned in excess of 2,000 acres of commonwealth and private land. Across the commonwealth, fires had burned more than 24,000 acres. At the time of the request, the fire was threatening 1,100 homes in and around the City of Jackson, population 2,170.  

Federal fire management assistance is provided through the President’s Disaster Relief Fund and made available by FEMA to fight fires that threaten to cause a major disaster. Eligible state firefighting costs covered by the aid must first meet a minimum threshold for costs before assistance is provided.

Disaster Recovery Center will have assistance for survivors with disabilities, seniors and families next week

FRANKFORT, Ky. — Survivors of July’s storms can register for federal disaster aid at a temporary site in Breathitt County. The site will help people who were affected by the severe storms, tornadoes, straight-line winds, flooding, landslides and mudslides occurring July 11 through July 20.

It will be open Monday through Saturday from 9 a.m. to 4 p.m. EDT until further notice.

The site, staffed by a Disaster Survivor Assistance team, will offer registration assistance. Applicants can also check the status of their applications or get referrals to other resources. Specialists will also be available to provide guidance and answer questions on Individual Assistance.

Applicants who cannot come to the Applicant Registration Site and wish to update their contact information or ask questions concerning Federal Emergency Management Agency correspondence can call FEMA’s toll-free helpline at 800-621-3362 (TTY 800-462-7585, Video Relay Service 800-621-3362) from 7 a.m. to 10 p.m. (Eastern Daylight Time) or go online to DisasterAssistance.gov.

The deadline for survivors to register for federal assistance is Oct. 12.

Applicant Registration Site Opens in Breathitt County

SAIPAN – Concrete poles are being installed around Saipan, in a joint mutual aid effort between the Guam Power Authority (GPA) and the Commonwealth Utilities Corporation (CUC). These poles will assist in power restoration for the island and will be more resilient and disaster resistant.

The 90 concrete poles arrived on Saturday August 22nd and through today, most were installed throughout the island, including along the feeder to the airport. An additional 110 concrete poles are scheduled to be delivered within the next few days which will continue to support the overall power authority restoration capabilities.

GPA has provided the poles to CUC, and are working together to install them on Saipan as part of a mutual aid program. FEMA is assisting in the transport of these poles, which falls under Category F of FEMA’s Public Assistance program. This includes the permanent restoration and repair of utilities for water treatment and delivery systems; power generation facilities and distribution facilities; sewage collection and treatment facilities; and communications.

“Saipan is well under way to recovery” said FEMA Federal Coordinating Officer Stephen M. DeBlasio Sr., “The installation of these concrete poles as well as additional treated wood utility poles is a clear sign of recovery and the ongoing partnership of the whole community.”

This is a great Mitigation effort here on the island provided through Mutual Aid between the GPA and Saipan CUC, and the FEMA Public Assistance Program.

FEMA also mission assigned power experts from the United State Army Core of Engineers (USACE) 249th Prime Power Battalion Delta team to assist CNMI in installing the hardwire and electrical wiring on the utility poles.

Through the PA Program, FEMA provides supplemental Federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities and the facilities of certain Private Non-Profit (PNP) organizations. The PA Program also encourages protection of these damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process.

Concrete Utility Poles Installed on Saipan

SAIPAN – Over 7,200 registrations have been received by FEMA for disaster assistance as a result of damages sustained by Typhoon Soudelor (DR 4235) and nearly $2.6 Million has been approved for survivors so far. FEMA encourages all who have been suffered damages from Typhoon Soudelor, August 1-3, to register for Disaster Assistance.

Individuals and households on Saipan can register with FEMA by calling 1-800-621-3362; those who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585. Multilingual interpreters are available at the FEMA registration number, including Chinese, Tagalog, Japanese, and Korean. They can also apply online at www.DisasterAssistance.gov.

A joint Commonwealth of the Northern Mariana Islands (CNMI) and FEMA Disaster Recovery Center (DRC) is open at the Pedro P Tenorio Multi-purpose Center in Susupe to help individuals and families affected by Typhoon Soudelor with the recovery process. Normal hours of operation are Monday-Saturdays 8 a.m. to 5 p.m.; Sundays 10 a.m.-4 p.m.

After registering online or by telephone, survivors can access “one-stop shop” service at the DRC and receive assistance with additional registration needs such as case inquiries and updates. Subject matter experts from FEMA and the U.S. Small Business Administration will be available at the DRC. Translators and Sign Language Interpreters are available at the DRC.

Whether applying online from your computer or smartphone, or over the phone through a FEMA call center, you should have a pen and paper and the following information ready:

· Your Social Security number

 **If you do not have your SSN card, you can show a Medicare/Medicaid card, W2 form, or filed tax return.

· Current and pre-disaster address with zip code

· Directions to property

· A working telephone number where FEMA can contact you

· Address where you can receive mail

· Insurance information if available

· Total household annual income

· A routing and account number from your bank (only necessary if you want to have disaster assistance funds transferred directly into your bank account)

· A description of your losses that were caused by the disaster

Before your housing inspection occurs, you should have an Owner Occupancy Form that shows proof you are the official home owner or renter. Forms are available at the DRC or at the following fire stations:

· Station 1- Susupe

· Station 2- Garapan

· Station 4- Koblerville

· Station 5- Kagman

After you’ve completed your application for assistance, you will receive a FEMA application number. Write down this number and keep it for future reference. This is one of your unique identifiers, do not share this number with persons not involved in assisting with your disaster recovery.

FEMA verifies the name and Social Security number of those registering for disaster assistance. If the name and Social Security number on file with the Social Security administration do not match the information you provide you will be asked to submit a copy of an original document, e.g. marriage license, military ID, tax documents, etc., for proof of identity. A need to review and update identity documentation may cause delays in delivery of assistance.

If you are attempting to complete an application online and your identity information does not match, you will receive an Identification Validation Error message advising you to review the information you entered. If you cannot pass the identity verification, this error message will advise you to call 1-800-621-FEMA (3362), or (TTY) 1-800-462-7585.

SAIPAN – Individuals affected by Typhoon Soudelor that occurred August 1-3, 2015 are urged to begin cleaning up their homes and personal property as soon as possible. Officials from the Commonwealth of Northern Mariana Islands (CNMI) and the Federal Emergency Management Agency (FEMA) emphasize that it is not necessary to wait for a housing inspection before beginning this process.

Residents need to document their losses thoroughly and take pictures of all the damages so that when FEMA housing inspectors arrive, they can make a quick analysis and take information with them. Residents will also need to keep all of the receipts they acquire while purchasing new living items during their displacement.

“We encourage individuals affected by the disaster to remain cautious and return home only when it is safe to do so,” said FEMA Federal Coordinating Officer Stephen M. DeBlasio Sr. “Property owners should document all losses and damages by taking photos first, or making a list, and then begin immediately removing all damaged personal property to help combat mold and other health hazards and move forward in the recovery process.”

Before making permanent repairs to your home such as drywall, structural components, electrical systems or plumbing, make sure you get the proper permits from the CNMI Department of Public Works to ensure compliance with local building codes.

FRANKFORT, Ky. — A disaster recovery center operated by the Commonwealth of Kentucky and the Federal Emergency Management Agency is now open in Carter County.

The center will operate from 9 a.m. to 7 p.m. (EDT) Monday through Saturday until further notice. The Carter County center is located at Northeast Kentucky Community Action, 539 Hitchins Ave. in Olive Hill.

Specialists from FEMA and the U.S. Small Business Administration will be on hand to answer questions and provide information on the types of assistance available after the severe storms in July.

Survivors who suffered losses in Carter, Johnson, Rowan and Trimble counties can get help with registration, questions about an application or review information needed to process an application.

Before visiting a center, if possible, survivors should register for assistance.

Disaster recovery centers are accessible to people with disabilities. The centers have tools to amplify sound, magnifiers and materials in alternative formats along with video remote interpretation and available sign language interpreters. Survivors with a disability, and need an accommodation when visiting the disaster recovery center, should call 502-209-2748 from 8 a.m. to 4 p.m.

Disaster Recovery Center Open in Carter County to Help Kentucky Storm Survivors

SAIPAN – The Government of CNMI agencies and certain private nonprofit agencies, that may be eligible for federal and commonwealth disaster assistance, must submit Request for Public Assistance (RPA) forms to Commonwealth of the Northern Marianas (CNMI) Homeland Security by September 4, 2015.

The Public Assistance Program provides grants to commonwealth governments and certain private non-profit entities to assist them with the response to and recovery from disasters.

Public Assistance (PA) funds are available to eligible applicants as part of the federal disaster declaration of August 5, 2015, for the typhoon that occurred August 1-3, 2015 in CNMI.

The primary goal of the Public Assistance program, administered by the Federal Emergency Management Agency (FEMA) and CNMI, is to provide reimbursement for eligible expenses for emergency response as well as the repair and replacement of damaged public facilities.

Under the PA program, FEMA reimburses successful applicants for 75 percent of their eligible expenses, while the other 25 percent is the non-federal share. The Commonwealth of the Northern Marianas pays 75 percent of the non-federal share of eligible costs incurred by the territorial agencies and special districts with local agencies picking up the remaining 25 percent.

Commonwealth agencies and certain private nonprofits are responsible for the entire non-federal share. The federal portion is paid directly to the territory, with CNMI being the grantee, which then makes disbursements to sub-grantees, the local jurisdictions and organizations.

SAIPAN – Now that Tropical Storm Goni and the follow-on monsoonal rains begin to subside in the Saipan area, the following disaster recovery support services will resume on Monday, August 17:

  • FEMA Housing Inspections. Registered survivors will be contacted by a FEMA inspector to schedule an appointment for an inspection; you do not need to contact FEMA to set up an inspection. If you have been displaced and need transportation to and from the housing inspection, you can contact the Commonwealth Office of Transit Authority at 670-237-8000 to schedule transportation.
  • The joint Commonwealth of the Northern Mariana Islands (CNMI) and Federal Emergency Management Agency (FEMA) Disaster Recovery Center (DRC) will reopen on Monday, Aug. 17 at 8 a.m.
