BATON ROUGE, La. — Holidays can bring great joy — and great stress — for everyone, from toddlers to seniors. But for families disrupted by Hurricane Isaac, this year’s holiday season may bring added anxiety for children if they lost their homes, pets or treasured possessions.

While the support of their families can help many children work through their fears and sense of loss, the state and the Federal Emergency Management Agency (FEMA) remind parents and other caregivers that free crisis counseling is available now and well into next year.

The counseling is available in the parishes designated for Individual Assistance under the major disaster declaration. The program, funded by FEMA and administered by the Louisiana Department of Health and Hospitals (DHH), is open to any adult or child in designated parishes.

Children are particularly vulnerable to emotional stress after a disaster. Stress symptoms for all children may include excessive fear of the dark, fear of being alone, crying and constant worry. In addition to their feelings of loss, younger children may believe they somehow caused the hurricane. Depending on their developmental stage, those youngsters may not be able to express their emotions through words, so counselors who use therapies that do not rely on talking may be a better fit.

“Parents are the experts on their own children – they know when something’s out of line,” said Tom Davis, associate professor of psychology at Louisiana State University in Baton Rouge. “Three months after a disaster, if my child was still having difficulties, with symptoms like nightmares, flashbacks, not wanting to talk about it and always being in startle mode, I would consider counseling.”

Davis specializes in work with children’s issues, particularly child anxiety. He suggests parents and family members remember that children take their cues from the adults in their lives.

“If we’re talking about how bad things are, kids pick up on that,” Davis said. “Kids see how others respond to negative events, and model that fear, that anxiety, that worry.”  

Trained counselors are provided by the network of state Human Services authorities and districts. Calls to the crisis lines are free of charge, as are face-to-face follow-up sessions for children (and adults) whose needs cannot be fully served through phone counseling.

The health department team encourages parents to help children through the season by listening and talking about their feelings, while reassuring them they are loved and that it’s OK to have these feelings. Children are resilient, and with reassurance, guidance and love, they will be able to take a life-changing event and develop the coping mechanisms to assist them in the future.

Free Crisis Counseling Offers Holiday Hope for Louisiana Youth and Adults

TRENTON, N.J. — Hurricane Sandy left behind more than physical destruction. As people in New Jersey begin to rebuild, every affected family has faced a disruption of their normal lives. Many must also confront the anguish of losing a home.

Children are particularly vulnerable to the stress that follows a natural disaster, and their symptoms may linger much longer than in adults, according to mental health experts. They also react to how adults behave in stressful situations, so it’s important for parents and caregivers to look after their own mental health in the wake of a disaster.

Parents and other caregivers should be alert to signs of stress-related troubles and learn how to deal with their children’s fears and unusual behaviors.

Children ages 5 or younger may cry more frequently than usual, become clingy, have nightmares, show excessive fear of the dark, fear of animals or fear of being alone. Appetites may change. They may speak with difficulty or revert to behaviors such as bed-wetting or thumb-sucking.

Children ages 5 to 11 may exhibit increased irritability, aggression, and competition with their siblings for parental attention. Some become preoccupied with the disaster and want to talk about it continually. They may also show anxiety through whining, withdrawing from their peers, and losing interest in normal activities.

Teenagers 11 to 18 may show outright rebellion, physical problems, and sleep disturbances. They may engage in risk-taking behaviors such as reckless driving or alcohol and drug abuse.

Those signs of anxiety often result from the losses, disruption to family life, and a sense of a hostile world created by a natural disaster. The following suggestions may help to reduce stress in children:

  • Spend time each day giving each child undivided attention, even if just for a few minutes. Share experiences. Reaffirm your love. Make plans together. Just “be there” for each other.
  • Encourage them to talk. Ask children to describe what they are feeling. Let them talk about the disaster and ask as many questions as they like. Listen to what they say. Assure them that the disaster was an act of nature and not caused by them. Include the entire family in the discussion, if possible.
  • Understand their fears. It is important that parents accept anxieties as being very real to children. Help them understand what causes their anxieties and fears. Recognize their losses, such as their pets, favorite toys and other personal items. Reassure them that everything will be all right.
  • Explain what is going on. Make every effort to keep children informed about what is happening. Explanations should be in simple language. With children 5 or older, rehearse safety measures for use in case of future disasters.
  • Reassure them. Parents can help reassure children by telling them they are safe, holding and hugging them frequently, restoring normal routines, providing play experiences for them, and making bedtime a special moment of calm and comfort.
  • Encourage activities with their peers. As with adults, social time with friends is a very important part of the recovery process.
  • Temporarily lower expectations of them. Allow for the fact that stress from the disastercan show itself in many ways over a period of time, and make appropriate allowances. 

The New Jersey Department of Human Services is coordinating statewide efforts to help individuals and communities manage the emotional impact of the storm. Crisis counselors are currently providing support in many shelters and assisting in FEMA Disaster Recovery Centers as needed.

FRANKFORT, Ky. — FEMA grants are helping thousands of Kentucky families recover from the recent tornadoes, but you may have neighbors, friends or family members who have not registered for federal disaster assistance with the Federal Emergency Management Agency.

Your neighbors or friends may have misunderstandings about registration that may have kept them from getting all the recovery help they need.

“The important thing to tell your friends and neighbors is to register,” said Libby Turner, the federal officer in charge of Kentucky recovery. “That one step may unlock grants, low-interest loans, disaster unemployment assistance, and any other state or federal aid. Registering is as easy as picking up the telephone or going online.”

Your neighbors might say they have not registered with FEMA because they have insurance. Explain they may be eligible for help with uninsured or underinsured losses. Sometimes damage is found that insurance won’t cover but federal disaster assistance may. But your neighbor has to register with FEMA to get the help.

If your friend is still waiting for a visit from an insurance adjuster or for an insurance settlement, tell them to go ahead and register with FEMA because insurance may not meet all their needs. Federal assistance may be able to help solve this problem, but your friend must register with FEMA before the filing deadline of May 7 to be eligible.

Friends or neighbors also should go ahead with necessary repairs to make their house livable, but they must be sure to keep papers and receipts for all work as FEMA may require this documentation.

Some friends, neighbors or family members may think they make too much money to apply for assistance. However, most federal and Commonwealth disaster assistance programs are available to individuals of all income levels. The kind of help provided depends on the applicant’s circumstances and unmet needs.

Sometimes folks think they did not have enough damage to their homes to apply for assistance. The damage caused by high winds or tornadoes and costs associated with repairs or rebuilding, may not be apparent for several weeks. By registering with FEMA now, you may be eligible for assistance if you find damage later.

If you have friends, neighbors or family members who are concerned FEMA disaster assistance will interrupt or interfere with federal assistance they are already receiving, let them know disaster assistance grants are not taxable income and will not affect eligibility for Social Security, Medicaid, welfare assistance, food stamps, Supplemental Security Income (SSI) or Aid to Families with Dependent Children.

Residents of Bath, Campbell, Carroll, Grant, Grayson, Kenton, Johnson, Larue, Lawrence, Laurel, Magoffin, Martin, Menifee, Montgomery, Morgan, Ohio, Pendleton, Rowan, Russell, Trimble and Wolfe counties are eligible to register for federal disaster assistance from FEMA.

Emphasize to friends and neighbors the first step toward obtaining recovery assistance for individuals and businesses in the designated counties is to register with FEMA:

  • By phone, call 800-621-FEMA (3362) from 7 a.m. to 10 p.m. Assistance is available in many languages. Those who are deaf, hard of hearing or who have a speech disability may use TTY 800-462-7585. Those who use 711 or Video Relay Service should call 800-621-3362.

Survivors who have questions about their registration may call the FEMA helpline at the number listed above. Survivors who are having difficulty registering also may go to a recovery center for assistance.

FEMA’s temporary housing assistance and grants for public transportation expenses, medical and dental expenses, and funeral and burial expenses do not require individuals to apply for an SBA loan. However, applicants who receive SBA loan applications must submit them to SBA loan officers to be eligible for assistance that covers personal property, vehicle repair or replacement, and moving and storage expenses.

FRANKFORT, Ky. — The Federal Emergency Management Agency has approved more than $7 million for survivors of the recent severe storms, tornadoes, straight-line winds and flooding occurring Feb. 29-March 3, 2012.

“Funds are being quickly provided to survivors in the Commonwealth so they can begin their recovery as soon as possible,” said Libby Turner, federal officer in charge of the Kentucky recovery. “Our outreach teams are also on the ground in home improvement stores in impacted areas advising residents in the best ways to rebuild safer, stronger and smarter to minimize damages in future severe weather events.”

To date:

  • Approximately 4,400 survivors in 21 designated counties have contacted FEMA for help or information regarding disaster assistance. Many people have sought housing assistance from FEMA because their primary residence has been damaged or destroyed.
  • More than $5.2 million has been approved for housing assistance, including short-term rental assistance and home repair costs.
  • More than 2,200 homes sustained damages. Of those, more than 650 were destroyed.
  • Approximately 1,200 households have received FEMA grants to help pay for temporary housing.
  • Approximately 2,400 inspections of damaged properties have been conducted.
  • More than $900,000 in low-interest disaster loans has been approved by the Small Business Administration.
  • Approximately $1.2 million has been approved to cover other essential disaster-related needs, such as medical and dental expenses and lost personal possessions.
  • Nine disaster recovery centers are open for survivors to get information on disaster assistance programs and help them apply for aid.
  • More than 1,900 visits have been made to disaster recovery centers.

The 14 counties in Kentucky currently eligible for Public Assistance are Ballard, Grant, Johnson, Kenton, Larue, Laurel, Lawrence, Magoffin, Martin, Menifee, Morgan, Pendleton, Trimble and Wolfe. Public Assistance is available to local governments on a cost-sharing basis for emergency work and the repair or replacement of damaged infrastructure, such as roads, bridges, utilities, schools and similar facilities.

The 21 counties in Kentucky are currently eligible for Individual Assistance are Bath, Campbell, Carroll, Grant, Grayson, Johnson, Kenton, Larue, Laurel, Lawrence, Magoffin, Martin, Menifee, Montgomery, Morgan, Ohio, Pendleton, Rowan, Russell, Trimble and Wolfe. Individual Assistance for homeowners and renters can include grants to help pay for temporary housing, home repairs and other serious disaster-related expenses not met by insurance or other assistance programs.

More than 250 volunteer agencies rushed to aid Kentucky following the storms that tore across the Commonwealth. FEMA helps match volunteers with storm-damaged areas where help is needed.

Mitigation specialists are offering free information and answering questions about rebuilding at home improvement stores in five Commonwealth counties.

Survivors who receive a letter from FEMA that says more information is needed to determine their eligibility for federal disaster assistance should read it carefully. If a survivor gets a letter requesting more information or informing them of a decision they disagree with, FEMA urges them to call the FEMA helpline at 800-621-FEMA (3362) and to file an appeal.

Survivors who received an application from the U.S. Small Business Administration for a low-interest disaster loan must complete and return it as soon as possible. No survivor is required to accept a loan, but they must return a completed application to be considered for additional FEMA assistance.

IRS, with the cooperation of the Kentucky Department of Revenue, is postponing certain tax deadlines for Kentuckians who live in, or have a business in any Commonwealth county designated for Individual Assistance. This special relief includes an extension of the April 17 deadline for filing 2011 individual income tax returns, making income tax payments and making 2011 contributions to an individual retirement account. Taxpayers requiring assistance with penalty waivers or additional tax information may contact the Department of Revenue at 502-564-4581.

Kentucky senior citizens who receive disaster assistance from FEMA as a result of the recent severe storms and tornadoes will not lose their Social Security benefits nor have their benefits cut. Disaster grants will not affect income levels, which might cause a senior citizen to become ineligible for Medicaid, welfare assistance, food stamps or Aid to Families with Dependent Children.

Free help is also available for survivors who have legal issues as a result of the severe storms. Help can include questions about lost wills, landlord-tenant relations, property ownership, home repair contracts and government benefit programs. Survivors can request free legal help by calling 877-625-9839. Information also can be found at www.kybar.org/567.

There are three ways to register with FEMA for help or information regarding disaster assistance: call 800-621-FEMA (3362), register online at www.DisasterAssistance.gov, or register using a tablet or Smartphone by visiting m.fema.gov. Help is available in many languages.

Disaster applicants who use TTY should call 800-462-7585. Those who use 711 or Video Relay Service should call 800-621-3362. Lines are open 7 a.m. to 10 p.m. local time, every day.

KYEM urges anyone who has storm damage to their residence or other property to document the damage by photographing or videoing it, if possible, and maintain a list of any repairs and keep repair receipts. Report the damage and location to your county emergency manager. Survivors must still register with FEMA to be considered for federal disaster assistance.
