CHARLESTON, W.Va. – West Virginia is taking significant steps toward recovery following the severe storms, flooding, landslides and mudslides that occurred June 22-29, 2016.

Recovery takes the Whole Community. Affected communities and disaster survivors are repairing and rebuilding better, stronger and safer with the help of neighbors, friends, family members, voluntary groups, faith- and community-based organizations and local, county, state and federal governments.

The following highlights recovery progress made in the 60 days since the June 25 presidential disaster declaration and how disaster survivors and affected communities are overcoming challenges:

Initially three counties were designated as eligible for federal assistance. Since then, the presidential disaster declaration has been amended six times, making survivors in 12 counties eligible to apply for help under FEMA’s Individual Assistance (IA) program.

The deadline for survivors to register for federal aid under the IA program is Wednesday,     Sept. 7, 2016.

In addition, local, county and state government infrastructure and certain private nonprofit organizations in 18 counties became eligible to receive funding through FEMA’s Public Assistance (PA) program to repair and rebuild certain eligible disaster-damaged facilities. Local, county and state government expenses related to debris removal, saving lives, providing security, and managing the immediate response also became eligible for reimbursement.

The PA program benefits everyone in the affected communities because essential services like roads, utilities, schools and hospitals are often restored stronger than they were before the disaster. FEMA relieves burdens of local and county governments and the state by paying 75 percent of the eligible costs.

So far, more than 8,732 West Virginia households have contacted FEMA for IA help.

To date, survivors have received more than $111 million in federal disaster assistance for a variety of recovery purposes.

  • More than $32.7 million in grants has been approved for a place to stay for homeowners and renters whose residences were uninhabitable and to make essential repairs for homes to be safe, secure and functional.

  • More than $6.2 million in grants has gone to homeowners and renters to repair and replace certain household items and for disaster-related burial, medical and dental expenses.

  • Homeowners, renters and businesses have received more than $44.2 million in low-interest disaster loans from the U.S. Small Business Administration (SBA) to repair, rebuild and replace damaged property and contents. Disaster loans cover losses not fully compensated by insurance or other sources.

  • NFIP policyholders have received more than $20 million in claims to repair and rebuild flood-damaged property.

  • The total Public Assistance Grants obligated as of Aug. 23 is more than $7.8 million

The SBA may call you after you register with FEMA. If they do, advise SBA on how you want to apply and submit your disaster low-interest loan application.  As a business, homeowner or renter, you can submit your SBA disaster loan application in one of three ways: 

FEMA and SBA encourage homeowners, renters and business owners to submit your SBA loan application to help fund recovery and to ensure the federal disaster recovery process continues.

If your SBA loan application is approved, you may be eligible to borrow additional funds to cover the cost of improvements that will protect your property against future damage. Examples

include elevating utilities, water heaters and furnaces, and installing retaining walls and sump pumps. Applicants may be eligible for an SBA loan increase, for mitigation purposes, of up to 20 percent of their physical damage.

If SBA determines you aren’t eligible for a home loan, they will refer you back to FEMA. This could make you eligible for FEMA aid.

Disaster recovery officials are still on the ground in West Virginia and interacting with survivors in a variety of ways to help them recover:

  • FEMA specialists have attended more than 30 community organization events in West Virginia to discuss and answer questions about federal disaster assistance.

  • More than 9,100 survivors have visited 15 Disaster Recovery Centers (DRCs). The first centers opened three days after the presidential disaster declaration.

  • More than 7,100 FEMA housing inspections have been completed.

  • FEMA disaster survivor assistance specialists canvassed the affected communities to encourage survivors to register for help, provide recovery information and listen to their concerns.

  • Free consultations on building hazard-resistant homes have been given to more than 2,800 survivors at DRCs and more than 5,300 at West Virginia home improvement stores.

The West Virginia Chief Recovery Officer, Maj. Gen. James Hoyer of the National Guard; the West Virginia State Disaster Recovery Officer, Keith Burdette, who is Secretary of Commerce for the State of West Virginia; and Federal Disaster Recovery Coordinator Kevin Snyder are coordinating a team of state and federal disaster recovery specialists to restore, redevelop, revitalize and better prepare affected communities.

Recovery has significantly progressed because of voluntary, faith and community-based groups that are donating their time and skills to help survivors muck out, repair and rebuild their homes. These groups are always the first and last presence to help disaster survivors recover.

Whole community partners continue to collaborate to find solutions to enable West Virginia’s recovery and will be here as long as it takes.

Registering with FEMA is the first step in qualifying for assistance. Sept. 7 is the last day for survivors to file an application. FEMA encourages all survivors who sustained disaster-related damage or losses to apply by phone (voice, 711 or relay service) at 800-621-3362 (TTY users should call 800-462-7585) or online at DisasterAssistance.gov. WASHINGTON—Today, Federal Emergency Management Agency (FEMA) Administrator Craig Fugate appointed five new members and reappointed seven current members to FEMA’s National Advisory Council (NAC).

The NAC is an advisory committee established by federal law to ensure effective and ongoing coordination of federal emergency management activities.  Members represent the whole community and include representatives from a wide array of backgrounds and communities involved in or affected by the emergency management profession.  The NAC consists of up to 35 members.

“I commend the work that the members of the National Advisory Council do to advise FEMA on carrying out our mission,” said FEMA Administrator Craig Fugate. “The NAC plays a pivotal role to ensure effective and ongoing coordination of federal preparedness, protection, response, recovery, and mitigation for natural disasters and man-made disasters. Their recommendations have a direct impact across the agency, survivors, and others we serve.  I welcome these new members to the team, trust their counsel, and appreciate their dedication and commitment to ensuring effective emergency management.”

The NAC provides recommendations to the FEMA Administrator on a variety of issues within emergency management.  For example, the NAC recently made recommendations regarding strategies for the more effective integration and accommodation of the needs of individuals with disabilities and others with access and functional needs and providing funding for and supporting hazard mitigation for flood-prone housing.

FEMA received many applications for the open positions. All applicants were carefully considered through an intensive review process, which included a panel of senior government officials.  Most appointments are for three-year terms.

FEMA Appoints National Advisory Council Members

NEW YORK — Firefighters of the Brushton Volunteer Fire Department will receive 12 new self-contained breathing apparatuses and seven complete sets of personal protective equipment as a result of an Assistance to Firefighters Grant that is administered by the Federal Emergency Management Agency.

Located in Franklin County’s Town of Moira in north-central New York, the Village of Brushton’s fire station has 32 volunteers who have had to borrow outdated equipment to respond to fires, as well as to share it while training.  Firefighter Jude Ducharme of the village’s department said that he and his colleagues will “no longer have to use gear that has been handed down and has been damaged while doing our jobs.”

Brushton’s new mayor, Kevin Pentalow, expressed appreciation for the grant.  “It means that our firefighters will have new coats, pants, gloves, helmets, boots, and hoods that are not charred, torn, or discolored, and they’ll be well protected while doing their jobs.  And, we’ll have a full complement of breathing apparatuses that are less than 10 years old.  There’s a lot of safety provided by this gear.”

The new equipment is made possible through a grant from FEMA’s Region II, which covers New York, New Jersey, Puerto Rico, and the US Virgin Islands.  Dale McShine, the Region’s Director of Grants, reported that the grant totals $102,228.00, the federal share of which is $97,360.00. 

The equipment will also put Brushton’s fire equipment in line with safety criteria set by the National Fire Protection Association and the Occupational Safety and Health Administration.

Brushton’s firefighters respond to some 60 calls for assistance annually to a population of approximately 1800.  Firefighter Ducharme said that the department is increasingly assisting neighboring departments in dispensing emergency medical services.

Tania Hedlund, FEMA’s Region II Branch Chief for grants, reports that in fiscal year 2014, the region awarded 273 grants, totaling $95.6 million.

North Country Fire Department to Upgrade Aging Equipment

EATONTOWN, N.J. — The devastation caused by Hurricane Sandy left survivors and businesses in New Jersey with large-scale recovery needs. In the three years since, the state’s private sector has made significant contributions to strengthen recovery efforts.

Immediately after Sandy struck, Private Sector specialists with FEMA’s External Affairs division deployed to New Jersey to work with chambers of commerce, industry associations, individual companies, colleges and universities, the medical industry and other organizations.

Response was immediate. Utility companies inserted disaster assistance information in utility bill inserts, reaching 3.3 million customers. The South Jersey Transportation Authority featured registration information on its Vehicle Messaging Systems at toll plazas as well as on its website ticker messaging system, reaching an estimated 2.9 people a month.

Through utility bill inserts, newsletters, signage, advisories and other means, FEMA’s Private Sector specialists successfully distribute some 14 million disaster assistance messages to New Jersey residents.

One fast food chain that requested anonymity handed out disaster assistance messaging along with 7,000 sandwiches they distributed at 32 locations throughout New Jersey. “That’s just one example of how essential the private sector is to a strong recovery effort,” noted Gracia Sczech, who served as Federal Coordinating Officer for FEMA’s Joint Field Office in Lincroft during the early days of the disaster.

Chambers of commerce, associations and businesses shared FEMA’s electronic newsletter, the E-News Update, with their memberships and contacts. This access to recovery information proved invaluable to their members and had far-reaching effects.

FEMA’s Private Sector worked with The New Jersey Association of Realtors to present a series of seminars and question and answer sessions on recovery issues. These events updated and advised the real estate community on issues pertinent to Sandy recovery, including, Flood Mapping, the National Flood Insurance Program, Home Elevation, Business Continuity, Federal and State recovery programs, and grant and loan opportunities.

In all, more than 2,000 realtors received the latest information regarding Sandy recovery. “To have the opportunity to interact directly with FEMA representatives, ask questions and get answers has helped not only members, but their clients as well,” said New Jersey Association of Realtors Chief Executive Officer Jarrod Grasso. “The recovery process in the aftermath of Sandy has not been easy, but getting the correct facts to our members has relieved a great deal of uncertainty related to flood maps, insurance and elevation that so many New Jersey residents felt.”

Two FEMA program areas, Private Sector and the Federal Disaster Recovery Coordination group, facilitated an Insurance Industry Roundtable, forming a public-private partnership that resulted in a series of four meetings to explore how to enhance and expedite the disaster assistance process. A roundtable work group identified issues impeding the process and then developed recommendations that were submitted to President Obama’s Hurricane Sandy Rebuilding Task Force.

The private sector reached out in more basic ways as well. Sometimes, it was as simple as speaking at a local chamber of commerce meeting or a single business, staffing information tables at business and industry functions or offering work space for businesses displaced by the storm.

Operation Photo Rescue, a nonprofit organization of volunteer photojournalists from around the nation, came to New Jersey to help Sandy survivors restore treasured photos. The organization began helping disaster survivors during the Hurricane Katrina recovery in Louisiana.  Operation Photo Rescue volunteers needed to set up a temporary site close enough for survivors to access their free services.

“Finding a place for us to host our copy run was turning into a major problem as we could not secure a building close enough to where Sandy hit,” recalled Operation Photo Rescue President Margie Hayes.

“We were coming up empty-handed until Chris Spyridon, regional pro sales manager for Home Depot, offered us a space at Home Depot in Seaside Heights.”

Another area in which the private sector played an important role was in the academic arena. FEMA offers a disaster preparation program to elementary schools titled “FEMA for Kids,”  which helps children recover from the stress and uncertainty of the unknown that a disaster can bring by teaching them skills that serve to alleviate that uncertainty, including developing a family communications plan for disasters and determining what items their family should plan to have on hand to prepare for disaster, such as canned food, medications, water and pet supplies.

With the success of FEMA for Kids came a similar prepared program aimed at high school and college-age students titled “Ready, Steady, Strong.” Designed and developed by a FEMACorps team at the NJ Sandy Joint Field Office in Lincroft, Ready, Steady, Strong teaches the same principles as FEMA for Kids at a more sophisticated level, including a tabletop exercise simulating a disaster in which the students practice emergency management skills.

Thousands of students throughout New Jersey participated in the two programs, gaining the attention of the Mayor of Newark, who invited FEMA to present the program in the Newark school system. More than 45,000 elementary and high school age students as well as teachers and administrators participated.

The business of recovery is long-term, and an important part of recovery is preparedness, which not only helps individuals survive a disaster but can help businesses endure as well. FEMA’s Private Sector specialists have traveled throughout the state to help executives and officials understand the need for a business continuity plan to implement in an emergency to ensure the business can survive and continue once the emergency is over. Montclair State University recorded FEMA’s preparedness webinar to share with all of New Jersey’s colleges and universities.

As we mark the third year of Hurricane Sandy Recovery, the work of our Private Sector partners continues to benefit residents and businesses throughout New Jersey.

Three Years after Sandy: New Jersey’s Private Sector Continues the Work of Recovery

Assistant Fire Chief Sees Gear as “Fundamental to Safety”

NEW YORK, NY — The Sherburne Village Fire Department will receive equipment to fill self-contained breathing apparatuses used to provide 39 volunteer firefighters with breathing air as they fight blazes or encounter toxic fumes.

“This compressor provides an integral piece of safety equipment to our volunteers,” said Jansen Casscles, First Assistant Fire Chief.  “Last year,” he said, “our department responded to some 500 fires and emergency medical service calls.  The old air compressor broke down regularly and made it very difficult to maintain air quality standards.”

The announcement of the Assistance to Firefighters Grant was made here today by Dale McShine, Director of Grants for Region II of the Federal Emergency Management Agency, which administers the AFG program.  She said the award totaled $43,000, with the federal share coming to $40,953.

Chief Casscles said that the new air compressor replaces equipment that was more than 25 years old, adding, “The old equipment struggled to fill air cylinders of greater capacity, which used to be larger and heavier.  But today,” he said, “those cylinders are smaller and allow our firefighters far more mobility.  We’ve got a population of 4,500 to serve and the new compressor is fundamental to the safety of our citizens and our firefighters.”

FEMA’s Dale McShine pointed out that in 2013, Assistance to Firefighter Grants provided funding of almost $22 million to the 192 fire departments and EMS agencies throughout Region II, which includes New York, New Jersey, Puerto Rico, and the Virgin Islands.

“These grants assist emergency agencies,” she said, “and we know that they provide safety and protection to entire communities.  We are very pleased to be part of that process.”

Federal Funding Also Offers Upgrades in Training

New York, NY — An award from the federal Assistance to Firefighters Grant (AFG) program will outfit 46 volunteer firefighters in Secaucus, New Jersey with personal protective equipment, in addition to funding advanced firefighter training. 

The new equipment, which includes coats, pants, boots, gloves, suspenders, helmets, hoods, and facial shields, will replace 10- to 14-year old gear that has become too worn or damaged to offer the required level of safety for the town’s 90 volunteer first responders.  The new gear complies with the standards of both the National Fire Protection Association and the Occupational Safety and Health Administration.

The federal grant will also fund training for 55 volunteers to achieve Firefighter II status, through a course providing them with sufficient knowledge and skill to function in an emergency without direct supervision and to be capable of making on-duty decisions.

The federal grant comes to $132,027, with the applicant’s share amounting to $6,948.

The announcement was made here today by Ms. Dale McShine, Director of Grants for Region II of the Federal Emergency Management Agency, which administers the AFG program.

 “This grant is truly a lifesaver,” said Michael Gonnelli, the mayor of Secaucus, who is also the town’s former fire chief and serves with the department’s volunteers.  “Secaucus is one of the last fully volunteer fire departments in Hudson County,” he added, emphasizing that “firefighter safety is our primary aim.  The additional training covered in this grant follows the same path.”

The Town of Secaucus, with a population of roughly 18,500 – which grows by some 100,000 during work hours – responds annually to an average of 700 incidents, ranging from those taking place in 25-story structures, 300,000 square-foot warehouses, and marsh fires to single family homes.  These responses include fire suppression, hazardous materials, extrications, technical rescue, structure-collapse rescue, natural disasters, and emergency medical service.

The Bergen County Fire Academy, adjacent to Hudson County, will offer the Firefighter II course, which, in addition to practical exercises, features lectures, overheads, audiovisual presentations, and a final practical evaluation.  The course involves 37 three-hour courses.

“We are very pleased to have been involved in this grant,” FEMA’s Ms. McShine noted.  “Our foremost goal of first-responder safety coincides precisely with Mayor Gonnelli’s.”

Grant to Secaucus, NJ Provides Town’s Firefighters with Modern, Compliant Equipment

New York, NY, August 7, 2014 – Thirty-six self-contained breathing apparatuses (SCBAs) will replace outmoded equipment used by three regional fire companies in Upper Deerfield Township, in New Jersey’s northern Cumberland County, it was announced here today by Ms. Dale McShine, Director of Grants for Region II of the Federal Emergency Management Agency. 

The life-saving equipment will be provided through a grant from the Assistance to Firefighters Grants (AFG), a FEMA program.  The federal grant’s value was $243,948; the local share was $12,197.

The townships’ fire companies currently have 39 SCBAs, only three of which meet today’s National Fire Protection Association criteria for use.  According to Dave Rogers, Sr., Chief of Fire Co. 3, the new equipment will not only be in line with NFPA requirements but will also increase firefighters’ breathing time to 45 minutes from 30. 

Chad Ott, Township Liaison to the fire companies, said that the new SCBAs are equipped, too, with a “dual buddy breath” capability that “enables two firefighters to breathe out of the same cylinder in the event that one of the SCBA devices has a failure allowing the firefighters to exit the building safely.  This is a major step forward for the priority of safety.”

Echoing the firefighters’ sentiment about the primary role of safety, James P. Crilley, mayor of Upper Deerfield Township, said “the economic importance of this grant is also considerable.”  In this economy, it would have taken us several years or so to put together enough funds to implement this significant contribution to our residents’ and firefighters’safety.”

Grant to Replace Obsolete Firefighting Equipment in New Jersey’s Upper Deerfield Township

Replaces 39-Year Old Vehicle Used to Train NYS Firefighters

New York, NY — The New York State Division of Homeland Security and Emergency Services’ Office of Fire Prevention and Control (OFPC) has received a federal grant to purchase a new, well outfitted fire truck that will be used in the training of New York State’s firefighters that attend training at the New York State Academy of Fire Science, FEMA’s Ms. Dale McShine announced here today.

As Director of FEMA’s Grants Division in New York, which administers the Assistance to Firefighters Grants (AFG) program for Region II, Ms. McShine said that the grant was for $382,000, and totaled $450,000 with the local share of $67,500.

New York State is home to approximately 1786 municipal fire departments in the state, staffed by roughly 96,100 volunteer firefighters and 18,500 career personnel, according to Deputy Chief David Martinichio of OFPC’s Fire Operations and Training Branch.  Through a network of 400 part-time instructors and 120 full-time fire protection specialists, OFPC annually trains 40,000 – 50,000 firefighters per year with 6,000 to 7,000 attending the residential fire training facility, located in Schuyler County. 

The1975 vehicle no longer met current requirements, Deputy Chief Martinichio said, adding that “the condition of the vehicle and the high cost of repairs made it unsafe and too costly to keep in service.” The new engine has a six-person cab, can pump 1500 gallons per minute, and has an array of modern ladders, and other up-to-date equipment, all of which meet the criteria of the National Fire Protection Association. 

DHSES Commissioner Jerome M. Hauer said, “I am pleased that the Office of Fire Prevention and Control is able to take advantage of the Assistance for Firefighters Grant program administered by the U.S. Department of Homeland Security. Training is an integral part of any firefighter’s toolkit and having state of the art equipment for this purpose will allow New York’s firefighters to improve their skills to better aid the communities they serve.”

FEMA’s Dale McShine said that the AFG program has been aiding firefighters and other first responders since 2001, “providing critically needed equipment, protective gear, emergency vehicles, training, and other resources” needed to help the public and emergency responders from fire and related hazards.  “This award to New York State’s Fire Training Program, with its considerable reach,” she said, “is especially gratifying.”

State Fire Administrator Bryant Stevens added, “the new engine will be a welcome addition to the current cadre of fire apparatus utilized at the Academy of Fire Science and will allow us to continue to provide the quality training that New York’s firefighters expect and deserve”.

“This is the first year that state fire training academies have been eligible to apply for AFG awards,” the Academy’s Assistant Business Officer Kathyrene O’Connor pointed out, adding that provisions for grants to academies allow a maximum of $500,000 per award for equipment, personal protective equipment, or vehicles, with a 15 percent match from the state.  “This is a significant development,” she said, “because it allows us to make our training all the more effective, along with enhancing the safety of the students attending the program.”

New York State Fire Training Facility Granted New, Fully Equipped Truck

Eatontown, NJ — In October of 2012, storm surges caused by Hurricane Sandy rose from the waters of Newark Bay and engulfed the 152-acre Passaic Valley Sewerage Commission’s wastewater treatment facility.

Situated at water’s edge in an industrial area on Newark Bay, the sewage treatment plant lies just across the water from Jersey City and within sight of the New York skyline. Built in 1902, the facility was enlarged in 1924 and again in 1980, when secondary treatment capability was added. Today, it has an annual budget of $150 million, an employee base of approximately 600, and serves an estimated two million residents of New York and New Jersey.

The plant processes 25 percent of New Jersey’s waste and 15 percent of New York City’s. More than 1.4 million customers are on gravity feed, connected to PVSC via pipeline. Forty-eight communities feed into the system. The plant also processes waste that is delivered by truck, with some 200-300 trucks per day delivering to the facility. It is the fifth largest wastewater treatment facility in the nation.

With Hurricane Sandy bearing down on the Eastern United States, state officials and emergency managers in facilities up and down the coast began to take protective action.

“We were tasked with preparing for Sandy,” said Chris O’Shea, director of security and safety for PVSC. “But if you gave me a year, we couldn’t have prepared for it.”

The plant readied itself for Sandy as it had prepared for Irene and previous storms.

Plant workers installed covers to protect switchgears and other critical systems. PVSC prepared to deactivate some functions and evacuate the plant if flood waters infiltrated. Motor vehicles were moved to higher ground within the footprint of the plant

But flood waters rose swiftly, preventing facility workers from performing emergency actions such as de-energizing the system, which could have reduced damage and recovery times.

With Newark Bay on the east side of the plant, officials conducted a phased shutdown of operations on that side.

 “As water began to encroach on the facility, we shut down 33 motor control centers throughout the plant.”

The flood waters followed the path of least resistance.

“It actually hit us from the west and then enveloped us,” O’Shea said.

 “There was a 12-foot surge of water that enveloped us like a bathtub. It filled up all our infrastructure.”

Access roads were flooded; sewage treatment tanks were under water. Clarifying tanks, located in a basin with a height of 13 feet above grade, were overtopped by the surge.

Underground tunnels housing miles of critical infrastructure filled with contaminated salt water.

In the midst of the emergency, PVSC’s energy supplier, PSE&G, cut power to the facility, the largest energy consumer in New Jersey. 

 “We also lost power to all of the sump pump stations,” O’Shea noted. “PSE&G didn’t restore power until Thursday (Nov. 1, 2012).”

“There was no emergency power to keep sump pumps in action. There were no phones, no lights, no computers, and no internet. The Essex County Sheriff’s Dept. couldn’t raise us by phone so they sent a team here.”

The plant was inoperable. It would remain that way for 48 hours.

O’Shea said, “We actually shut our gates in order to prevent unprocessed waste from leaving the facility.”

But, faced with the threat of having millions of gallons of raw sewage back up into thousands of homes and commercial buildings in New York and New Jersey or having it discharge into the bay, the DEP ordered PVSC to open the gates and allow the untreated sewage to pass into the bay and on into New York Harbor.

Reacting to the emergency, NJ Governor Chris Christie contacted President Barack Obama, who directed the U.S. Army Corps of Engineers, Philadelphia District, to remove the water from the facility.

 “By Presidential decree, we became the Army Corps of Engineers No. 1 priority worldwide,” O’Shea said.

Getting the plant back on line was critical to preventing what Dan Sirkis, Geo Environmental Chief for USACE Philadelphia, called “a brewing environmental catastrophe.”

Between October 29 and November 3, almost 840 million gallons of untreated sewage flowed into Newark Bay. It was the largest spill ever recorded of any such facility in the New York and New Jersey region.

On November 3, workers succeeded in restoring primary wastewater treatment and disinfection capabilities.

But all was not back to normal.

Between Nov. 3 and November 16, when the facility’s secondary treatment operations came back on line, an estimated 3 billion gallons of partially treated sewage had been discharged.

It would be two weeks before the facility was able to restore the primary and secondary treatment capabilities critical to environmentally sound disposal.

The plant was not able to return to routine capacity until 45 days after the storm.

Many more months would pass before the plant was considered to be fully functional.

As critical as it was to bring the plant back on-line, it was abundantly clear to PVSC officials, the state and to the federal government that a catastrophe of this magnitude could never be allowed to happen again.

Mitigation – taking steps to protect the plant from a similar future disaster – was the second greatest priority.

In the aftermath of the storm, the massive task of assessing the damage, projecting the cost of repairs and exploring what funding resources were available to repair, rebuild and mitigate the facility began.

 “The complex infrastructure repair projects that are undertaken after a disaster require committed partners to manage all phases of the project – from the initial damage assessment, to repair and mitigation of the damaged facilities and structures,” said Mary Goepfert, spokesman for the New Jersey Office of Emergency Management.  “Being able to support the request for FEMA Public Assistance funding is one the most important steps in the process. NJOEM  has been providing ongoing technical assistance to the Passaic Valley Sewerage Commission (PVSC) regarding their application for funding from the U.S. Department of Homeland Security’s Federal Emergency Management Agency for facilities recovery from Hurricane Sandy. NJOEM technical experts aided with the project formulation, funding application, FEMA review of the funding request and extensive work related to mitigation measures intended to reduce risk from future storms.”

Starting in March of 2013, plant officials and consultants met weekly with Federal Emergency Management Agency engineers and mitigation specialists, representatives from the state and other federal agencies to map out a plan for the repair and mitigation of the facility. “DEP was here. ACE was here. FEMA was embedded here,” said O’Shea, a retired Commanding Officer for the NJ State Police. “The transparency, the questions, the ability to pool all those resources…it was an opportunity for all these agencies to come together and come up with a fix from the beginning. I can say without hesitation, this worked well.”

The mitigation plan for the facility includes approximately 50 projects eligible for FEMA reimbursement and is expected to take 5 to 7 years to complete. “This has clearly been a complex and challenging project for all involved,” said FEMA NJ-SRO Director John Covell. “It required a team effort by commission officials, and a number of state and federal agencies to insure that the repair and mitigation plan was developed in a way that is environmentally sound and economically prudent. We believe this project will stand as a model for best practices in mitigation for many years to come.”

As the design phase of the project gets under way, temporary mitigation measures for the facility are being taken or are already in place.

To date, the plant has invested approximately $10 million of its own funds in repair and mitigation procedures, with their estimated total investment projected at $25 million.

FEMA has written 46 projects for the Passaic Valley Sewerage Commission.  Forty-two of the forty-six have been obligated, for a project total of $72,017,026.81 and an obligated amount of $64,815,324.14.

The remaining four projects are in review/pending award and represent a project total of $291,521,375.47 that includes major mitigation initiatives to prevent a recurrence in any future similar events.

The Environmental Assessment (EA) comment period for the projects ended July 17, 2014 and obligation of remaining project funds is anticipated by late summer.

The Passaic Valley project – the largest of its kind in the state – will endure as a model of effective mitigation planning, said O’Shea, a member of the New Jersey Office of Homeland Security Water Sector Security Working Group.

As the largest sewerage treatment facility in the state, similar facilities in New Jersey are paying close attention to the mitigation measures PVSC is taking to prevent another storm from creating another disaster at PVSC. “They certainly look to us for Best Practices,” O’Shea said.

Workers are presently elevating high voltage cabling on poles that extend 27 feet into the air.  Plant security and control systems are also being elevated. ‘Muscle walls”’ (flood barriers) have been installed around critical buildings. Emergency gates have been built at the plant’s head end and numerous other measures are being taken to protect the plant until a permanent flood wall is constructed.

Should there be another storm before those permanent fixes are accomplished, O’Shea said, “No-one is going to accept (the excuse) that we were waiting for the project to begin.

“Nothing could have prepared us for a storm like Sandy,” he continued. “What the system was never built to handle was 170 miles of the state being destroyed. We weren’t built to have a system in place that could cover us for an event like Sandy. We are dealing with a scope of disaster that is enormous. Two years out, this is enormous. Once was enough, that’s for sure.”

Federal Grant Provides Upgraded Gear to Irvington Township

New York, NY, July 31, 2014 – Irvington Township will receive 28 self-contained breathing apparatuses to replace outdated equipment that no longer meets National Fire Protection Association standards, and for which maintenance and upkeep costs have been estimated as high as $40,000 annually. 

The preponderance of the funding for the new equipment will come from the Assistance to Firefighters Grants (AFG), a unit of the Federal Emergency Management Agency.  AFG will contribute $157,878, while the local share amounts to $17,542.

The announcement was made here today by Dale McShine, Grants Director for FEMA, Region II.

“Our training dictates that we must preserve all that is valuable in this community, which means ensuring that we can trust our equipment,” says Deputy Fire Chief Randy Wuest.  He went on to say that “between 2010 and 2012 the department worked an average of 250 structural fires a year – almost three fires every four days, and we depend on this equipment in every one of these incidents.”

Among other features, the new breathing equipment will enable individual Township firefighters to read displays of remaining breathing air, explains Chief Wuest.  He points out also that the new equipment will save the department a considerable amount in maintenance costs.

Serving some 54,000 residents, the Irvington Township Fire Department currently employs 114 full-time career firefighters who work 24-hours on, 72-hours off shifts.  The department has three stations and staffs four engine companies and two ladder companies at all times.

“We are very appreciative of the grant provided to the Township of Irvington by the AFG,” said Mayor Tony Vauss.  “The safety of our firefighters and our citizens is of the utmost importance to us.  These funds will go a long way in promoting this goal.”
