COLUMBIA, S.C. (Thursday, Nov. 10) — One month after the federal disaster declaration for Hurricane Matthew, the amount of federal assistance to help South Carolina recover has climbed to $53 million.

That $53 million total includes:

  • More than $28.5 million in disaster grants from the Federal Emergency Management Agency (FEMA) for homeowners and renters.
  • More than $12.2 million in low-interest disaster loans from the U.S. Small Business Administration (SBA) for businesses of all sizes (including landlords), private nonprofit

organizations, homeowners and renters.

  • More than $12.2 million in flood insurance payments from the National Flood Insurance Program (NFIP).
  • While progress continues, here’s a look at recovery highlights to date:
  • More than 39,000 households have applied for disaster assistance from FEMA. The declaration now designates 24 counties for Individual Assistance: Allendale, Bamberg, Barnwell, Beaufort, Berkeley, Calhoun, Charleston, Chesterfield, Clarendon, Colleton, Darlington, Dillon, Dorchester, Florence, Georgetown, Hampton, Horry, Jasper, Lee, Marion, Marlboro, Orangeburg, Sumter and Williamsburg.
  • Disaster assistance from FEMA includes $23.9 million in Housing Assistance grants and $4.6
  • million in Other Needs Assistance, including grants for the replacement of flood-damaged vehicles and reimbursements for serious disaster-related needs not covered by insurance. The incident covers damage incurred between Oct. 4 and Oct. 31, 2016.
  • The SBA has approved 349 low-interest disaster loans, totaling $12.2 million. Disaster loans help fund repairs or rebuilding efforts and cover the cost of replacing lost or disaster-damaged personal property. SBA has approved 341 home loans, 2 business loans and 6 Economic Injury Disaster Loans, which help small businesses and private-nonprofits with working capital needs as a direct result of the disaster.
  • The SBA has opened 3 Business Recovery Centers to enable storm-impacted businesses to meet individually with SBA representatives and find out how a low-interest disaster loan can help them recover. Additionally, SBA has staff at all Disaster Recovery Centers to provide one-on- one assistance.
  • FEMA-contracted housing inspectors have completed more than 26,000 inspections of disaster- damaged properties to verify damage.
  • In support of the State of South Carolina, 196 Disaster Survivor Assistance (DSA) personnel

have been canvassing storm-damaged neighborhoods. In the first 30 days of recovery operations, DSA teams have visited more than 28,000 homes and spoken with 18,000 people. Team members are equipped to register survivors with FEMA and answer their questions about disaster assistance.

  • The NFIP, which is administered by FEMA, has paid out partial and advanced payments totaling

$12.2 million to 6,335 policyholders

  • The State and FEMA have opened 16 Disaster Recovery Centers (DRCs) to serve survivors. The centers report 3,830 visitors to date. More DRCs will open and close according to community need and visitor demand.

The federal disaster declaration on Oct. 11, 2016, also made FEMA Public Assistance—help for hard-hit communities—available in 26 South Carolina counties: Allendale, Bamberg, Barnwell, Beaufort, Berkeley, Calhoun, Charleston, Chesterfield, Clarendon, Colleton, Darlington, Dillon, Dorchester, Florence, Georgetown, Hampton, Horry, Jasper, Kershaw, Lee, Marion, Marlboro, Orangeburg, Richland, Sumter and Williamsburg.

Public Assistance grants reimburse local, state and tribal governments and certain nonprofit organizations for 75 percent of their disaster-related expenses, including emergency protective measures, debris removal, and infrastructure repair and replacement.

Although the millions of dollars in Public Assistance go to government entities and nonprofits, Public Assistance benefits everyone—communities, cities and states. The monies help pay for efforts to keep people and property safe, clean up disaster-related debris, and put roads, utilities and public works back in order after the disaster.

Federal funding is available on a cost-sharing basis for hazard mitigation measures statewide.

Survivors who have questions about their flood insurance policies and coverage should contact the NFIP call center at 800-621-3362 (Option 2) between 9 a.m. and 7 p.m. Monday through Friday. Specialists can help with service claims, provide general information regarding policies and offer technical assistance to aid in recovery.

FEMA mitigation specialists are also available at DRCs to provide literature to survivors on NFIP and guidance on cost-effective rebuilding and repair techniques to make homes more flood- and wind- resistant.

Disaster Assistance Tops $53 Million for Hurricane Survivors in South Carolina

TALLAHASSEE, Fla – Disaster Survivor Assistance Teams (DSATs) from the Federal Emergency Management Agency (FEMA) continue to support survivors in eight counties affected by Hurricane Hermine, even after Disaster Recovery Centers begin to close.

As the centers close this week, state and federal officials have made it a priority to reach all survivors who need help, including people with disabilities and/or access and functional needs, senior citizens and people with limited English proficiency.

The teams are continuing outreach to communities in Citrus, Dixie, Leon, Levy, Hernando, Hillsborough, Pasco, and Pinellas counties with information on available assistance. They are there to answer questions and support survivors for on-the-spot registration.

The teams are expected to remain at or near the closing centers through close of business Saturday,   Oct. 29, but will have a presence in all of the eight counties until the registration deadline in late November.

Help is still available to survivors who may need to register or follow up on their applications in the following ways:

FEMA Disaster Survivor Assistance Teams Continue to Support Hurricane Hermine Survivors in Eight Counties

CHARLESTON, W. Va. – Just over six weeks after President Obama signed the major disaster declaration making West Virginia residents eligible for federal assistance following the June 22-29 storms, survivors are reminded they have only two weeks left to apply for federal grants or loans.

The deadlines to register for disaster assistance from the Federal Emergency Management Agency (FEMA), as well as to file a physical disaster loan application with the U.S. Small Business Administration (SBA), are both Wednesday, Aug. 24.

Storm survivors have been approved for grants and loans totaling more than $94 million. The federal disaster assistance is paid to survivors of the severe storms, flooding, landslides and mudslides in the 12 southeastern West Virginia counties named in the presidential declaration of June 25.

The disaster funds come to the state in the form of FEMA grants to individuals and households; FEMA public assistance grants to local governments and nonprofit organizations; low-interest disaster loans from the SBA, and claims paid by the National Flood Insurance Program (NFIP).

More than $31.7 million has been approved by FEMA for individual housing assistance, nearly $6 million in other needs assistance, $4.8 million in public assistance and $24,575 in Disaster Unemployment Assistance. In addition, the SBA approved 599 low-interest disaster loans totaling more than $39.3 million, and 941 NFIP claims have been filed totaling more than $12.7 million in payouts.

A total of 8,455 homeowners, renters and businesses have applied to FEMA for individual disaster assistance grants in the 12 affected counties: Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers, and Webster.

Disaster assistance for individuals may include grants to help homeowners and renters with temporary housing, essential home repairs, personal property replacement, and serious disaster-related needs. Disaster assistance grants are not taxable income and will not affect eligibility for Social Security, Medicare and other federal and state programs. Grants do not have to be repaid to the federal government.

FEMA Public Assistance Grants provide funding to state, tribal and local governments, and certain types of private, nonprofit organizations to help them quickly respond to and recover from major disasters or emergencies declared by the president. Public assistance grants are available in Braxton, Gilmer, Lewis, Randolph, Upshur and Wayne counties and are also available in the 12 individual assistance counties.

FEMA-contracted housing inspectors have completed nearly 6,800 inspections of disaster-damaged properties to verify damage.

Registering with FEMA is the first step in qualifying for assistance. Aug. 24 is the last day for survivors to file an application. FEMA encourages all survivors who sustained disaster-related damage or losses to apply by phone (voice, 711 or relay service) at 800-621-3362 (TTY users should call 800-462-7585) or online at DisasterAssistance.gov . The toll-free lines are open 7 a.m. to 10 p.m. seven days a week. Multilingual operators are available.

In support of the State of West Virginia, Disaster Survivor Assistance (DSA) personnel are still canvassing flood-impacted neighborhoods. To date, DSA workers have made 18,089 visits to homes in storm-impacted neighborhoods. They are equipped to register survivors with FEMA and answer their questions about disaster assistance.

The State’s and FEMA’s Disaster Recovery Centers (DRCs) remain open in Clay, Greenbrier, Kanawha, and Nicholas counties. The centers report 8,081 visitors to date.  Effective Saturday, Aug. 13, the DRCs’ operating hours will be 9 a.m. to 5 p.m. Monday through Friday, 10 a.m. to 2 p.m. Saturday. Closed Sundays. (Until Aug. 13, hours are 8 a.m. to 6 p.m. daily.) An easy-to-use DRC Locator is available at http://asd.fema.gov/inter/locator/home.htm.

FEMA mitigation advisors have hosted 18 free workshops throughout the storm-damaged area for West Virginia flood survivors repairing or rebuilding their damaged homes. This week and next experts will offer tips and answer questions at four more hardware stores and home improvement centers in Charleston and South Charleston.

The SBA, one of FEMA’s partners in disaster recovery, offers low-interest disaster loans to businesses, homeowners and renters. SBA disaster loans may cover repairs, rebuilding, as well as the cost of replacing lost or disaster-damaged real estate and personal property. SBA has staff on hand at all FEMA Disaster Recovery Centers (DRCs) to assist survivors, one-on-one.

Examples include elevating utilities, water heaters and furnaces, and installing retaining walls and sump pumps.  Applicants may be eligible for an SBA loan increase, for mitigation purposes, of up to 20 percent of their physical damages.

In addition, the SBA operates three Business Recovery Centers (BRCs) to enable storm-impacted businesses to meet individually with SBA representatives and find out how a low-interest disaster loan can help them recover.

The new operating hours are Monday through Saturday, 8 a.m. to 6 p.m. All DRCs will be closed on Sundays, including this Sunday, July 17.

Mobile Disaster Recovery Center Opens

PEARL, Miss. – Nearly $3.3 million in state and federal disaster assistance has been disbursed to help those affected by the storms and flooding in Mississippi that began March 9, 2016.

The Federal Emergency Management Agency has been contacted by nearly 2,200 people for help or information regarding disaster assistance.

In addition to FEMA grants for individuals and families, other forms of disaster assistance are provided by partner agencies such as the U.S. Small Business Administration and voluntary agencies. The Mississippi Emergency Management Agency and FEMA often refer survivors to those agencies. All businesses are also referred to the SBA.

The following is a snapshot of the disaster recovery effort as of April 4:

  • Nearly $3.3 million has been distributed in individuals and households  grants, including:
    • More than $2.6 million for housing grants, including short-term rental assistance and home repair costs.
    • More than $630,000 to cover other essential disaster-related needs such as medical and dental expenses and lost personal possessions.
  • 1,297 home inspections completed.
  • 762 visits to disaster recovery centers by people affected by the disaster.
  • Four disaster recovery centers open in Bolivar, Coahoma, Quitman and Washington counties.

No matter the degree of loss or insurance coverage, survivors who sustained damage in the 16 disaster-designated Mississippi counties are urged to apply for help. The Individual Assistance-designated counties are Bolivar, Clarke, Coahoma, Forrest, George, Greene, Jones, Marion, Panola, Pearl River, Perry, Quitman, Sunflower, Tunica, Washington and Wayne.

People who sustained disaster-related damage in any of the 16 designated Mississippi counties can register for assistance by calling FEMA’s helpline at 800-621-3362, which is video relay service accessible. Survivors who are deaf, hard of hearing or who have difficulty speaking may call             TTY 800-462-7585. Helpline hours are 7 a.m. to 10 p.m. local time, seven days a week until further notice. Survivors can also register online at DisasterAssistance.gov.

Nearly $3.3 Million in Disaster Assistance Distributed to Mississippi Storm Survivors

Warren, Mich. – Two State/FEMA Disaster Recovery Centers in Macomb and Oakland counties will transition to U.S. Small Business Administration (SBA) Disaster Loan Outreach Centers (DLOC) on Thursday, Nov. 13.

The State/FEMA recovery centers will remain open from 8 a.m. to 6 p.m. until Wednesday, Nov. 12, before transitioning to DLOCs, which focus on funds needed for long-term rebuilding and recovery. Homeowners, renters and businesses will be able to talk individually with SBA representatives. Specialists from FEMA will also be available.

At these centers:

  • Businesses, homeowners and renters may check on the status or ask any questions about their SBA disaster loan application.
  • Applicants may check the status of their FEMA registration and get clarification of any written correspondence received

The centers operated by the SBA, will be open Monday – Saturday, 9:00 a.m. to 6:00 p.m. and closed on Sundays.

Two FEMA Disaster Recovery Centers Transitioning to SBA Loan Centers

WARREN, Mich. – Storm survivors in Michigan counties affected by the August floods and storms have plenty of options when it comes to registering for federal assistance and learning about programs to help them recover.

Federal Emergency Management Agency (FEMA) specialists are staffing four Disaster Recovery Centers, numerous recovery support sites and several informational areas at home improvement stores in Macomb, Oakland and Wayne counties.

At the Disaster Recovery Centers, survivors can meet face-to-face with specialists from various federal agencies and other organizations who can answer questions about disaster assistance programs. They can register for FEMA disaster assistance, check the status of their application and learn about other programs.

U.S. Small Business Administration (SBA) customer service representatives at the centers can explain low-interest loans available for homeowners, renters, businesses and certain private nonprofit organizations. FEMA mitigation specialists can offer free rebuilding advice. They have publications and information to help homeowners, renters and business owners protect their properties against damaging winds and floods, which may reduce the risk of damage from potential future hazards.

Disaster survivors also can visit recovery support sites located throughout the three counties to register for disaster assistance, learn the status of their existing applications and receive other disaster assistance information. FEMA’s disaster survivor assistance teams staff the sites. The best way to find a location since the sites are temporary and open on different days and at different times is to visit FEMA’s disaster-specific web page at www.fema.gov/disaster/4195.

Anyone can go to certain home improvement big-box stores to get publications and information on how to rebuild to reduce the risk from future storms. FEMA’s disaster survivor assistance specialists at these stores also can help disaster survivors register for federal disaster assistance.
