WASHINGTON, D.C. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of California to supplement state and local recovery efforts in the area affected by the Rim Fire during the period of August 17 to October 24, 2013.

The President’s action makes federal funding available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the Rim Fire in Tuolumne County.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Stephen M. DeBlasio Sr. has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  DeBlasio said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

President Declares Disaster for California

OAKLAND – September is National Preparedness Month and the Federal Emergency Management Agency is partnering with communities in Arizona, California, Nevada and Hawaii to encourage citizens to encourage families, individuals and businesses to act now to increase preparedness throughout the U.S.

FEMA Region 9 Administrator Nancy Ward will participate in an event with the Arizona Division of Emergency Management (ADEM), American Red Cross, City of Chandler, and the business community to kick-off National Preparedness Month in Arizona with a press conference and expo on Wednesday, September 4th at the Chandler Wal-Mart located at 1175 South Arizona Avenue.  ADEM will share samples of a recipe found in the Emergency Kit Cook-off (www.EmergencyKitCookOff.org) that is inspired by the contents of the 72-hour emergency food kit. 

“Preparedness is a shared responsibility. It takes a whole community and this is why you see federal, state, and county government agencies partnering with local municipalities, non-profits, and private businesses to spread the message about the importance of being prepared for emergency situations,” said Nancy Ward, FEMA Region IX Administrator.  “This year’s National Preparedness Month focuses on turning awareness into action by encouraging all individuals and all communities nationwide to make an emergency preparedness plan.”

National Preparedness’ Month is a nationwide, month-long effort hosted annually by the Ready Campaign and Citizen Corps, that encourages households, businesses and communities to prepare and plan for emergencies. One of National Preparedness Month’s key messages is: being prepared in the event an emergency means being self-reliant for three days without utilities and electricity, water service, access to a supermarket or local services, possibly  without available response from police, fire or rescue. Preparing for such disaster realities can start with four important steps:

1. Be informed about emergencies that could happen in your community, and identify sources of information in your community that will be helpful before, during and after an emergency

2. Make a plan for what to do in an emergency

3. Build an emergency supply kit

4. Get involved

OAKLAND, Calif. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced newly selected members and distinguished returning Council members of the FEMA National Youth Preparedness Council (YPC). The Council supports FEMA’s emphasis on and dedication to involving the “Whole Community” in preparedness planning and activities.

FEMA’s Youth Preparedness Council was formed last year to bring together youth leaders from across the country that are highly interested and engaged in advocating youth preparedness and to making a difference in their communities. The Council supports FEMA’s commitment to involving youth in preparedness-related activities, and provides an avenue to engage young people, taking into account their perspectives, feedback and opinions. Council members will attend a Youth Preparedness Council Summit on youth disaster preparedness and will also complete a Council project with FEMA support.

In its second year, interest in the Youth Preparedness Council has increased based on the number of applications received this year for the five seats available. The five newest members of the Council from across the country have been selected based on their dedication to public service, efforts in making a difference in their community, and their potential to expand their impact as national advocates for youth preparedness.

Over the past year, the Youth Preparedness Council members have been promoting preparedness in their communities and across the nation. Several members achieved noteworthy results, including:

 • Tiffany Espensen (California), is a 14-year old Teen CERT graduate from one of the first classes held by Julian/Cuyamaca CERT organization where she participated in numerous drills and classes and helps teach skills to other youth and promoting CERT in interviews. She currently starts on Nickelodeon’s “Bucket and Skinner” show. Tiffany developed “Tiffy’s Tip Tuesday” in which she relays disaster preparedness tips via her Twitter account and has more than 17,000 Twitter followers and almost 1,000 Facebook likes on her fan page, helping her spread the word through social media.

 • Divya Saini (California) participates in the block Preparedness Coordinator Program and volunteers at local emergency preparedness events to encourage preparedness. She is the founder of Movers and Shakers, a teen club designed to keep Palo Alto resilient. Divya was recently recognized with a grant from Palo Alto High School Board to further her efforts in helping teens be prepared. Recently, Divya was awarded the “Disney Friends for Change” grant for her Block Preparedness Coordinator work, and has authored and published three articles about preparedness in the Palo Alto Weekly Newspaper.

These young people have proven to be positive influencers, leaders, and first responders for their families, peers, and neighbors in taking the preparedness message to heart and to home. The Youth Preparedness Council will continue to provide a venue to engage an often overlooked population and take into account their perspectives, feedback, and opinions.

 This year, Council members will have the opportunity to participate in a community preparedness roundtable event in Washington D.C., where they will advise and ask questions on youth disaster preparedness with the leadership of national organizations working on this critical priority. Council members will also determine their Council project and meet with FEMA Community Preparedness staff, who will be their ongoing FEMA support contacts and mentors. Members will also meet virtually with FEMA leadership on a regular basis throughout the year and will provide ongoing input on strategies and initiatives as well as updates on their projects.

Funding levels ranged to a maximum award level of $35,000, and applications were open to most local, state, and tribal agencies and governments; business entities; associations; organizations and groups. Over 1,900 applications were received across the country.

Summary:United Policyholders (UP) is a California-based non-profit organization that is an information resource and a voice for insurance consumers (not companies) in all 50 states. With this grant they will educate consumers through many channels including community and employer-sponsored events, website resources, printed materials, webinars, incentive activities, and quizzes.

On May 1, the state of California submitted a request for a fire management assistance declaration for the Summit Fire. At the time of the request, the fire was threatening 450 homes in and around the city of Cherry Valley with a population of roughly 6,362. It was reported that the fire was also threatening transmission lines in the area and at one point burned in excess of 1,500 acres of state and private land.

The authorization makes FEMA funding available to reimburse 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire.

The President’s Disaster Relief Fund provides funding for federal fire management grants made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible costs covered by the grant can include expenses for field camps; equipment use, repair and replacement; tools, materials and supplies; and mobilization and demobilization activities.

California Receives FEMA Funding To Help Fight The Summit Fire In Riverside County

OAKLAND, Calif. – The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) will today release a draft environmental impact statement (DEIS) on proposed hazardous fire risk reduction projects in the San Francisco Bay Area, in Alameda and Contra Costa counties.  The DEIS is being published in the Federal Register and will be filed with the U.S. Environmental Protection Agency later this week.  

The University of California, Berkeley (UCB), the City of Oakland, and the East Bay Regional Park District (EBRPD) have submitted a total of four grant applications to FEMA, through the California Emergency Management Agency (Cal EMA), for federal financial assistance to implement hazardous fire risk reduction projects in the East Bay Hills of Alameda and Contra Costa counties and at the Miller/Knox Regional Shoreline in Contra Costa County.

The funding sought in the four grant applications could be provided under FEMA’s Pre-Disaster Mitigation (PDM) program and Hazard Mitigation Grant Program (HMGP).  If awarded, the funding would be used to implement hazardous risk reduction projects in the East Bay hills and in the Miller/Knox Regional Shoreline, bordering the San Francisco Bay, in the City of Richmond.  FEMA will use the draft EIS, along with input from the public and other agencies, and in conjunction with other relevant materials, to reach a final decision on the submitted applications.

The East Bay Hills and the vicinity of Miller/Knox Regional Shoreline have a hot and dry fall season, wind-conducive topography, flammable vegetation, dense development, and limited accessibility for firefighting. The area is subject to hot, dry winds that can drive a wildfire from the regional parks and other open space areas into residential areas. These factors combine to create a substantial regional fire danger with most of the undeveloped areas in the East Bay Hills in a very severe fire hazard zone. 

Hazardous fire risk reduction refers to long-term, cost-effective actions that reduce the risk of a hazardous wildfire, such as the massively destructive Oakland Hills fire of 1991.  Historically, 15 major wildfires in the East Bay Hills have burned a total of almost 9,000 acres, destroyed approximately 4,000 homes, and killed 26 people. One of the fires, the 1923 Berkeley Fire, destroyed more than 550 homes in a few hours. A fire in 1970 consumed more than 200 acres and burned 37 homes. The 1991 Tunnel Fire killed 25 people, destroyed more than 3,000 homes, and did an estimated $1.5 billion in damage.

Fire risk may be lowered by creating a fire break and reducing the amount of flammable trees, shrubs, and debris that can act as fuel during a wildfire.  The proposed vegetation management work would primarily focus on reducing highly flammable, non-native invasive species.

Based on the wildfire hazard characteristics of the East Bay Hills and the Miller/Knox Regional Shoreline, FEMA has identified that a need exists to reduce hazardous fire risk to people and structures in these areas.  FEMA is proposing to address this need by providing financial assistance to the sub-applicants — UCB, EBRPD, and Cal EMA, through the Pre-Disaster Mitigation program and the Hazard Mitigation Grant Program.

FEMA will host three public meetings on Tuesday, May 14th and Saturday May 18th.  The meetings will be held from 2:00 p.m. to 4:00p.m. and 6:00 p.m. to 8:00 p.m. on May 14th in the Richard C. Trudeau Center’s Main Room, 11500 Skyline Boulevard, Oakland, CA  94619 and on Saturday, May 18th, 10:00 a.m. to 12:00 p.m., in the Claremont Middle School’s Gymnasium, 5750 College Avenue, Oakland, CA  94618.

The upcoming public meetings will provide information on the draft EIS, which describes the proposed East Bay Hills hazardous fire risk reduction projects and potential environmental impacts on the natural, physical, and human environments in the project.  The purpose of the meetings is to provide information on the draft EIS, to receive oral and written comments, and to allow the public, local businesses, associations, stakeholders, affected governmental agencies, and interested parties to speak directly with federal, state and local representatives regarding the draft EIS. 

Written comments must be submitted or postmarked by midnight on June 17, 2013. Oral and written comments may be made at the public meetings. Written comments may also be submitted through the project website at http://ebheis.cdmims.com, via email at EBH-EIS-FEMA-RIX@fema.dhs.gov, or via mail to P.O. Box 72379, Oakland, CA  94612-8579.

FEMA Releases Draft Environmental Impact Statement Addressing Hazardous Fire Risk Reduction Projects in East Bay Hills

OAKLAND, Calif. — The Federal Emergency Management Agency’s (FEMA) Region IX office today announced that a public meeting will be held November 9 to present preliminary evaluation findings on the performance of a full-scale exercise at the Diablo Canyon Power Plant (DCPP) in San Luis Obispo, CA.

Members of the public and the media are invited to attend the meeting which begins promptly at 11 a.m. in the DCPP Joint Information Center at 1133 Kansas Ave., San Luis Obispo, CA.  Representatives from FEMA will chair the meeting and present the preliminary findings.

The public meeting will take place two days after the exercise concludes.  Exercise participants include the State of California, the County of San Luis Obispo, and the San Luis Coastal Unified School District.

This exercise allows federal teams to examine the ability of the participating county, state and utility officials to protect the health and safety of the public living near DCPP in the event of a radiological release.  FEMA will observe and evaluate the off-site plans and exercise for state and counties.  The U.S. Nuclear Regulatory Commission will observe and evaluate the on-site performance of DCPP.                

The exercise will require activation of emergency operations in San Luis Obispo County, the San Luis Coastal Unified School District, and the State of California.

Members of the Public are Invited to Attend a Public Meeting to Hear Preliminary Findings of the Diablo Canyon Power Plant Exercise

WASHINGTON – In less than two days, more than 13 million people nationwide are expected to participate in the Great ShakeOut earthquake drill.

“Earthquakes occur all year long across our country – in a lot of places you wouldn’t expect,” said FEMA Administrator Craig Fugate. “For the Great ShakeOut, we’re asking everyone to take just a minute out of your day to drop, cover and hold on, and practice what you would do during an actual earthquake.”

Plan now to take part in the drill on Thursday, October 18 at 10:18 a.m., your local time. When an earthquake happens, you only have seconds to react. The best protective action is to “Drop, Cover and Hold On.”

  • DROP to the ground;
  • Take COVER by getting under a sturdy desk or table; and
  • HOLD ON to it until the shaking stops.

If it’s not possible to get to the floor to safely take cover, before the exercise, identify an inside corner of the room near your work station or the other locations you may be in, away from windows and objects that could fall on you.  The Earthquake Country Alliance advises getting as low as possible to the floor. People who use wheelchairs or other mobility devices should lock their wheels and remain seated until the shaking stops. Protect your head and neck with your arms, a pillow, a book, or whatever is available.

This year marks the first time that southeastern states and jurisdictions will participate in a regional Great Shakeout, just weeks after the one year anniversary of the 5.8 magnitude earthquake in Mineral, Virginia. Participating states nationwide include: Alaska, Arizona, California, District of Columbia, Georgia, Guam, Idaho, Maryland, Nevada, North Carolina, Oregon, Puerto Rico, South Carolina, Virginia and Washington.

ShakeOut participants are supported by the Central U.S. Earthquake Consortium (CUSEC), FEMA and many other local, state, federal and volunteer partners.  In February 2012, CUSEC coordinated a similar drill across nine Central U.S. states.

FEMA Urges National Participation in Great Shakeout on October 18

 

OAKLAND, Calif. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today has authorized the use of federal funds to help the state of California fight the Shockey Fire in San Diego County.  

The authorization makes FEMA funding available to reimburse 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire.

At the time the state of California submitted a request for a Fire Management Assistance Grant (FMAG), the fire was threatening 250 homes in and around the towns of Boulevard and Jacumba,

which have a total population of 1,200 residents. The fire was also threatening numerous

outbuildings and businesses. Mandatory evacuations had taken place for approximately 600 residents of both towns. 

“With this wildfire threatening so many neighborhoods, our commitment to the people of Shockey County remains strong,” said FEMA Region IX Administrator Nancy Ward.  “FEMA will continue to support our state and local partners during this time of uncertainty.”

FEMA Disaster Workshop Brings Tribal Leaders to the Bay Area to Prepare for, Respond to, Recover from Catastrophic Events
FEMA Region 9 strengthens tribal policies, relationships with hundreds of sovereign Indian Nations in California, Arizona, and Nevada

OAKLAND, Calif. —  Nearly 200 tribal leaders, emergency managers, first responders and other disaster preparedness officials, representing more than 60 tribal governments are meeting this week  in Oakland, Ca. with Federal Emergency Management Agency officials , to discuss  how to jointly  prepare for, respond to and recover from the next catastrophic disaster that could strike tribal communities with or without warning in California, Arizona or Nevada.

Regional Administrator Nancy Ward spoke at this year’s second annual Disaster Preparedness Partnership meeting along with Mark Ghilarducci, Secretary for the California Emergency Management Agency. 

“FEMA recognizes that even with the best planning, disasters are inevitable,” said Nancy Ward, FEMA Region 9 Administrator.  “This conference is one of the largest gatherings of its kind, and an excellent venue for tribal, state, and federal leaders and emergency management professionals to share success strategies and apply that knowledge to the unique issues facing our tribal partners today.”

This year’s conference will cover many pressing topics, including the Presidential Preparedness Directive (PPD- 8), tribal grants, the National Disaster Recovery Framework, “Tribes leading Tribes” mentoring program and critical infrastructure resources.  During the current fiscal year, FEMA has provided more than $6 million dollars in federal funding aimed at strengthening core tribal capacities.

Tribal governments are essential partners in building resilient communities and the federal government has a unique government-to-government relationship with federally-recognized tribal governments. 

“This is truly a wonderful collaboration,” said Mark Romero, Chairman, Executive Board, Inter Tribal Long Term Recovery Foundation.  “Especially in light of recent California wildfires it’s so critical that we all work together to establish the best emergency management practices.” 

Tribal lands in Region 9 range from small allotments of a few acres to the Navajo Nation, the largest tribal territory in the country.  More than 28% of these native homes are at or below the poverty level and face unique challenges when confronted by disasters on tribal lands.

FEMA also provides no-cost training for tribal leaders, emergency planners, first responders, and others.  The following courses are offered at FEMA’s Emergency Management Institute in Emmitsburg, Maryland:

– Emergency Management Framework for Tribal Governments (E580) provides a basic understanding of emergency management principles and how those principles can be used to help develop and implement emergency management systems.

– Emergency Management Operations for Tribal Governments (E581) helps tribal officials develop organizational structures, operational procedures, and resources for effective emergency management operations.

– Mitigation for Tribal Officials (E344) covers FEMA’s disaster mitigation programs, tribal mitigation opportunities, and examples of mitigation success.
