TALLAHASSEE, Fla.- A Disaster Recovery Center (DRC) has opened in Fernandina Beach to help residents affected by Hurricane Matthew.

DRCs serve as one-stop shops for storm survivors seeking one-on-one help. Representatives from the Florida Division of Emergency Management (FDEM), the Federal Emergency Management Agency (FEMA), the U.S. Small Business Administration (SBA) and various state agencies will be at the center to answer questions. Survivors can visit any open DRC for assistance, even if they live in another county.

FDEM and FEMA officials continue to work closely with local officials in hard-hit areas to identify suitable sites for additional centers.

Downloading the FEMA App (available in English and Spanish) to their mobile device will allow survivors to:

  • Apply for disaster assistance;
  • Get directions to the nearest Disaster Recovery Center by visiting the DRC locator;
  • Get weather alerts;
  • Subscribe to disaster safety tips.

Many services available at disaster recovery centers are also available by calling the FEMA helpline at 800-621-3362 (voice, 711/VRS-Video Relay Service) (TTY: 800-462-7585). Toll-free lines are open 7 a.m. to 10 p.m. seven days a week. Multilingual operators are available, (for Spanish, press 2). Survivors with questions regarding the application or the appeals process, or who need to register for assistance, may visit online at DisasterAssistance.gov.

Survivors requiring a reasonable accommodation (ASL interpreting, Braille Large Print, etc.) while visiting a disaster recovery center may ask DRC staff or call the appropriate helpline number above to receive support.

FEMA encourages survivors to register as soon as possible. Those who may have registered with their county emergency management office, the American Red Cross or other community organizations are reminded to also register with FEMA. If you pre-registered with FEMA before the presidential disaster declaration for Hurricane Matthew, there is no need to register again. However, you should keep FEMA informed about any change in your address, telephone number or other contact information.

Disaster assistance may include grants to help homeowners and renters pay for temporary housing, essential home repairs, personal property replacement, and other serious disaster-related needs not covered by insurance

SBA offers low-interest disaster loans for businesses of all sizes, homeowners, renters, and certain private non-profit organizations. SBA disaster loans may cover repairs, rebuilding, as well as the cost of replacing lost or disaster-damaged real estate and personal property.

FEMA/State Disaster Recovery Center on the Move in Dare County

TALLAHASSEE, Fla. – Homeowners, renters and business owners in Manatee, Taylor and Wakulla counties may now apply for federal disaster assistance for uninsured and underinsured damages and losses resulting from Hurricane Hermine.

Citrus, Dixie, Hernando, Hillsborough, Leon, Levy, Pasco, and Pinellas counties are already designated for Individual Assistance.

Twenty-two Florida counties had earlier received a Public Assistance designation as a result of Hurricane Hermine. 

To be eligible for federal aid under FEMA’s Individual Assistance Program, storm damage and losses must have occurred as a result of Hurricane Hermine. 

Survivors are encouraged to register with FEMA as soon as possible. If you preregistered with FEMA, you do not have to apply again. If you have phone and/or internet access, you may register:

  • Online at DisasterAssistance.gov, or

  • On the FEMA Mobile App, or by

  • Calling 800-621-3362 (FEMA). Applicants who use 711 or Video Relay Service may also call 800-621-3362. People who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585.

FEMA/State Open Disaster Recovery Center for Four Days in Wake County Nov. 2

RALEIGH, N.C. – North Carolina homeowners, renters and business owners in Hertford County, adversely affected by Hurricane Matthew and the flooding after, may apply for federal disaster assistance. Hertford County Designated for Disaster Assistance

COLUMBIA, S.C. (Tuesday, Nov. 1) – A mobile Disaster Recovery Center will roll into Berkeley County Nov. 2 for four days to offer disaster assistance to survivors of the storms and floods of Hurricane Matthew.  The DRC will set up shop at the Alvin Recreation Center, 2191 Santee River Rd., St. Stephen, SC 29479.  It will be open 9 a.m. to 7 p.m., Wednesday – Friday, and from 10 a.m. to 6 p.m. Saturday. It is scheduled to close at 6 p.m. Nov. 5.

Representatives from FEMA, the U.S. Small Business Administration, voluntary organizations and various state agencies will be on hand to answer questions, provide guidance on disaster recovery and rental resources, explain written correspondence from FEMA and make referrals to other agencies.

DRCs are accessible to people with disabilities. The centers have tools to amplify sound, magnifiers and materials in alternative formats along with video remote interpretation. Sign language interpreters are available upon request at the center.

If possible, register with the Federal Emergency Management Agency (FEMA) before visiting the DRC. Registering is the first step toward qualifying for disaster assistance, which may include grants to help renters and homeowners pay for temporary housing, personal property replacements and other serious disaster-related needs not covered by insurance.

Berkeley County Disaster Recovery Center opens

COLUMBIA, S.C. (Monday, Oct. 31) – South Carolina residents who are not U.S. citizens may be eligible for disaster assistance from the Federal Emergency Management Agency to recover from Hurricane Matthew storm and flood damage.

The aid is available to citizens, non-citizen nationals, and qualified aliens. Qualified aliens include those with legal permanent residence (Green Card holders). Their status will not be jeopardized by requesting disaster assistance.

A non-citizen parent or guardian who isn’t eligible may register for assistance on behalf of a U.S. born child under age 18, including a new-born, who is a citizen, non-citizen national or qualified alien. No information will be gathered on the parent or guardian’s status.

When registering for disaster assistance, FEMA requires applicants to certify whether they are citizens, non-citizen nationals or qualified aliens.

The status of a qualified alien includes:

  • Legal permanent residents (those with Green Cards);
  • Those with refugee or asylum status;
  • Those whose deportation has been withheld;
  • Those on parole into the U.S. for at least one year for humanitarian purposes;
  • Those with conditional entry;
  • Those who are Cuban-Haitian entrants; and
  • Those with petitions for relief based on battery or extreme cruelty by a family member.

FEMA conducts random audits of applications to verify U.S. citizenship and qualified alien documentation issued by the Immigration and Naturalization Service. However, assistance can be given as long as someone in the household is entitled to it, and no information will be gathered regarding the status of others in the household.

Undocumented immigrants from a household with no one eligible for cash assistance from FEMA may still be eligible for programs run by state, local or voluntary agencies.

Assistance for eligible individuals and small businesses includes funds for temporary housing and necessary home repairs, individual and household grants, disaster unemployment assistance, low-interest disaster loans from the U.S. Small Business Administration and other programs.

Non U.S. Citizens May Be Eligible To Receive Disaster Assistance

COLUMBIA, S.C. (Thursday, Oct. 27) – In the three weeks since Hurricane Matthew struck South Carolina spawning damaging storms and floods, the Federal Emergency Management Agency (FEMA) and U.S. Small Business Administration have approved more than $21.8 million in disaster assistance grants, loans and flood insurance payments.

As of the close of business Oct. 26, FEMA had approved $15.2 million through its Individuals and Households Program, and nearly $5 million in National Flood Insurance Program payments.

Additionally, the U.S. Small Business Administration has approved 42 low-interest disaster loans for

$1,670,500.

Survivors have until Dec. 13, 2016 to complete the FEMA application process. The State of South Carolina and FEMA encourage anyone with housing needs caused by the devastating storms and floods of Hurricane Matthew to register for disaster assistance.

RALEIGH, N.C. – North Carolina residents who suffered losses and damage as a result of Hurricane Matthew can now get information about available state and federal assistance at a Disaster Recovery Center in Columbus County opening Wednesday, Nov. 2.

DRCs are staffed with representatives from the Federal Emergency Management Agency, North Carolina Emergency Management and the U.S. Small Business Administration. You can receive help applying for federal disaster assistance, learn about the types of assistance available, learn about the appeals process and obtain updates regarding your application. 

FEMA and the state have recovery centers open throughout the disaster-affected counties in North Carolina. To locate the center nearest to you, call the FEMA Helpline at 800-621-3362 or download the FEMA Mobile App. If you have access to a computer, you can go online to FEMA.gov/DRC or ncdps.gov.

If you have phone and/or internet access, you may register in one of the following ways:

  • Online at DisasterAssistance.gov.
  • Call the FEMA Helpline at 800-621-3362 for voice, 711 and Video Relay Service (VRS). If you are deaf, hard of hearing or have a speech disability and use a TTY, call 800-462-7585.
  • Download the FEMA Mobile App and apply.

Survivors requiring a reasonable accommodation such as American Sign Language interpreting, Braille, large print, etc. while visiting a disaster recovery center may call the Helpline number for support. The toll-free numbers are open from 7 a.m. to 11 p.m., seven days a week. Help is available in most languages, and information on the registration process is available in ASL at fema.gov/media-library/assets/videos/111546.

FEMA grants do not have to be repaid. FEMA assistance is nontaxable and will not affect eligibility for Social Security, Medicaid or other federal benefits.

Survivors should register even if they have insurance. FEMA cannot duplicate insurance payments, but underinsured applicants may receive help after their claims have been settled.

FEMA/State Disaster Recovery Center to Open in Columbus County

RALEIGH, N.C. – North Carolina homeowners, renters and business owners in Brunswick and Halifax counties, adversely affected by Hurricane Matthew and its impact, may apply for federal disaster assistance.

Thirty-five counties already eligible to apply for assistance, under the Federal Emergency Management Agency’s Individual and Households Program, are: Beaufort, Bertie, Bladen, Camden, Chowan, Columbus, Craven, Cumberland, Currituck, Dare, Duplin, Edgecombe, Gates, Greene, Harnett, Hoke, Hyde, Johnston, Jones, Lee, Lenoir, Martin, Moore, Nash, Onslow, Pasquotank, Pender, Pitt, Robeson, Sampson, Tyrrell, Wake, Washington, Wayne and Wilson.

Eligible storm damage and losses from the hurricane and flooding must have occurred beginning Oct. 4.

If you are a survivor, you are encouraged to register with FEMA as soon as possible even if you have insurance. FEMA is unable to duplicate insurance payments. However, you may find you are underinsured. If so, you may still receive help after your insurance claims have been settled.

You may be eligible for grants for temporary housing and home repairs, and for other serious disaster-related needs, such as medical and dental expenses or funeral and burial costs.

Long-term, low-interest disaster loans from the U.S. Small Business Administration also may be available to cover losses not fully compensated by insurance and do not duplicate benefits of other agencies or organizations.
