NEW YORK — Since Hurricane Sandy struck New York, the Federal Emergency Management Agency has approved more than $2.4 billion in Public Assistance grants to reimburse local, state and tribal governments and eligible private nonprofits for costs associated with emergency response, debris removal and repairing or rebuilding public facilities.

Recently approved grants include:

  • $1.8 million to the Long Island Power Authority to protect 13 substations from additional damage and flood waters by installing flood protection barriers and providing temporary generator connections.
  • $3.4 million to the Metropolitan Transportation Authority (MTA) for repairs to the Marine Parkway-Gil Hodges Memorial Bridge. The four-lane bridge connects Beach Channel Drive in Far Rockaway, Queens to Flatbush Avenue in Brooklyn.
  • $5.8 million to the New York City School Construction Authority for emergency protective measures at the John C. Thompson building located in Staten Island, and at P.S. 105 The Bay School and The Scholars’ Academy, both in Queens.

For Hurricane Sandy, FEMA’s Public Assistance program reimburses local, state and tribal governments and eligible private nonprofit organizations 90 percent of eligible costs for emergency and permanent work.

LINCROFT, N.J. – The Federal Emergency Management Agency receives money from two different and distinct sources to help communities pay for damage caused by Hurricane Sandy in 2012.

FEMA’s primary source of funding is the Disaster Relief Fund (DRF), which was established by the Stafford Act. The DRF is regularly replenished to ensure that money for disaster relief and recovery is always available.

The Disaster Relief Appropriations Act, also known as the Sandy Disaster Relief Act, budgeted $60 billion for relief and recovery efforts. Out of those funds, $5.4 billion was allocated directly to FEMA, and a total of $57.2 billion went to nine areas, including FEMA:

  • $9.7 billion to the National Flood Insurance Program.
  • $3.9 billion to the Department of Housing and Urban Development.
  • $19.8 billion for transportation, housing and urban development through the Federal Highway Administration (not connected to either the Department of Transportation or HUD).
  • $5.4 billion to the Department of Transportation, Federal Transit Authority Emergency Relief for assistance and recovery for the four major New Jersey-New York transit overseers: Metropolitan Transportation Authority, Port Authority of NY-NJ, NJ Transit and NYC DOT ferries.
  • $6.5 billion to the Department of Homeland Security.
  • $4 billion for energy and water (restoring navigation channels, beaches; assisting with dredging, sustainability and flood control efforts).
  • $1.35 billion to the U.S. Army Corps of Engineers.
  • $1.166 billion to Interior and Environment to repair damaged Department of the Interior facilities and restore wetlands.

The remaining money has been allocated as follows:

  • $725 million for Labor, Health and Human Services, and Education (provides health services, case management, domestic violence services, child welfare/youth services and funding for the reconstruction and repair of health and child care facilities, damaged Head Start facilities, and damaged Social Security Administration buildings and equipment.)
  • $651 million for financial services (includes additional funding for the Small Business Administration Disaster Loan Program and $7 million for the repair of damaged federal buildings)
  • $513.25 million for commerce, justice and science. Most of this money will go to the National Oceanic and Atmospheric Administration to help improve severe weather forecasting.
  • $287 million to the Department of the Interior to repair national parks, lands and facilities.
  • $235 million to the Department of Veterans Affairs to repair the Manhattan VA hospital and other VA facilities damaged by Sandy.
  • $218 million for agriculture (emergency conservation and restoration efforts)
  • $161 million to the Small Business Administration. This will provide immediate funding for the Disaster Loan Program to repair and rebuild disaster-damaged private property for homeowners, renters, and businesses, as well as grants to assist affected small businesses.
  • $100 million to the Department of Health and Human Services (Public Health and Social Services Emergency Fund for disaster response and recovery efforts. Includes funding for the Social Services Block Grants program, repairs to Head Start facilities, and replacement of equipment at the National Institute of Health)
  • $88.335 million to the Department of Defense to repair military bases, armories and other installations.
  • $32 million to Amtrak to repair damaged infrastructure only. None of this money will go to Administration-requested offsets for operating revenue losses or towards construction of a long-planned Hudson River tunnel.
  • $24.2 million to the National Guard for repairs to various buildings.
  • $14.6 million to the Federal Aviation Administration to repair control towers, navigation and power systems.
  • $6 million to the Department of Agriculture to replenish food banks and soup kitchens via the Commodity Assistance Program

Multiple Sources Fund Sandy Recovery Efforts

NEW YORK — FEMA has approved nearly $747 million in Hurricane Sandy assistance to fund emergency efforts and help repair and rebuild public infrastructure in New York County.

To date, local, state and federal recovery officials have identified 270 projects from applicants in New York County that are eligible for Public Assistance from the Federal Emergency Management Agency.

The $746,565,434 in assistance represents 90 percent of the cost of approved PA projects that have been reimbursed by FEMA. The state manages the PA program and disburses funding.

A breakdown by category of work:

More than $2.85 million of this funding was approved for the Hugh L. Carey Battery Park City Authority. Federal funds were used to repair the electrical systems supporting the authority’s Esplanade and Battery Ball field that had been inundated with salt water.

Also, more than $9.1 million is included in the funding for New York County for permanent work that will reduce or eliminate repeat disaster damage.

  • private nonprofit organizations that own or operate facilities that provide essential government-type services

$746 Million in Federal Funding Supports New York County’s Sandy Recovery

FUNDING APPROVED FOR BRATTLEBORO HOUSING AUTHORITY WORK

ESSEX JUNCTION, Vt. –  A public housing project in Brattleboro that was damaged during Tropical Storm Irene will receive federal funding for subsequent clean up and repairs as well as steps to flood proof the structures for the short term.

The Brattleboro Housing Authority’s Melrose Terrace facility will receive $290,000 through the federal Public Assistance program for the recovery work and steps to make any future flooding less costly for residents there.

“Planning is underway to find new locations for these affordable homes and move them out of harm’s way,” said Jennifer Hollar, Deputy Commissioner of the Department of Economic, Housing and Community Development. “The state is grateful for FEMA’s assistance and BHA’s efforts to ensure the buildings are made as safe as possible in the interim.”

Melrose Terrace, built in 1965, is located in the floodplain of nearby Whetstone Brook, which spilled its banks during Irene and inundated the 17 buildings that make up the complex. No one was injured because the Brattleboro Housing Authority (BHA) had evacuated the residents as a precaution the previous day.

While FEMA typically does not invest in repairing or flood-proofing buildings that are as flood-prone as Melrose Terrace, FEMA Federal Coordinating Officer for Vermont Mark Landry said that officials at FEMA’s Region I office in Boston agreed to the plan because not only did BHA have an evacuation plan in place, but it committed to finding a new location for these vulnerable populations as soon as possible.

“We are pleased that we are able to help the residents of Melrose Terrace, many of whom are seniors or people with disabilities, while the Brattleboro Housing Authority seeks a long-term housing solution for these residents,” said Landry.

While BHA’s insurance paid most of the roughly $1 million costs of the repairs, FEMA agreed to contribute $90,000 in uninsured costs through its Public Assistance (PA) program, which provides funding to state, municipalities, and certain non-profits to repair roads and bridges, hospitals and schools, and other infrastructure damaged in disasters.

In addition, FEMA agreed to use its Mitigation program funding, which pays to help make future disasters less costly, to flood-proof the most vulnerable buildings by providing approximately $200,000 for:

  • Installing aluminum flood shields in the doorways and around exterior electric panels;
  • Replacing baseboard electric heaters with elevated electric heaters;
  • Raising both the kitchen stove outlets and electric water heaters a foot above the 100-year flood elevation.

“FEMA recognizes that these are temporary measures, and that relocating these people safely outside the floodplain is the preferred solution,” Landry said. “But until that is accomplished, these steps, coupled with BHA’s evacuation plan, will allow the residents to continue to live in Melrose Place and to avoid the kind of costly property damages if another flood occurs similar in magnitude to Irene.”

So far FEMA has obligated, or paid to the state, approximately $129 million in reimbursement for Public Assistance projects related to Tropical Storm Irene, as well as $23 million in Individual Assistance to individuals and families for losses.

Funding Approved For Brattleboro Housing Authority Work

The Virgin Islands Port Authority announced today that the Cyril E. King Airport on St. Thomas is open and processing passengers as normal. The Henry E. Rohlsen Airport on St. Croix is also open, however, passenger check-in was set for 10 a.m. today. VI Port Authority received the following cancellation information as of 10 a.m. today: 

American Airlines – canceled today’s flight to Miami from St. Thomas and today’s midday flight from St. Croix to Miami.

LIAT, Ltd., – canceled all flights to St.Thomas on Wednesday. Flights have not resumed. 

Cape Air – canceled all flights as of 3:45 p.m. on Wednesday, and all of today’s flights.

Seaborne Aviation canceled flights between St. Croix and St. Thomas on Wednesday. Services have not resumed as 10 a.m. today.

VI Port Authority will continue to update the community as flight information becomes available.

The VI Port Authority is advising travelers to call their airline directly for flight schedule information.
