FEMA disaster assistance may be available for reinterment efforts in Louisiana cemeteries, where floodwaters have dislodged or destroyed caskets, vaults, and mausoleums.

FEMA disaster assistance for reinterment of exposed human remains or dislodged burial vessels is available to individual survivors and cemeteries on a case-by-case basis. Factors that affect eligibility for assistance include where the cemeteries are located, who has legal responsibility for them, and who has legal ownership of them.

Private versus Public Cemeteries

When determining eligibility for FEMA reinterment assistance,

  • Private refers to:
    • Cemeteries owned and operated by a private entity
    • Cemeteries owned and operated by a private nonprofit (PNP) entity
    • Cemeteries maintained by an individual or family on their own private property
  • Public refers to:
    • Cemeteries owned and operated by a governmental entity
    • Abandoned private cemeteries for which a governmental entity has assumed full legal responsibility

FEMA Reinterment Assistance Regarding Private Cemeteries

  • Reinterment costs may be eligible, regardless of the cemetery type, when those costs are the legal responsibility of an individual and not the cemetery
  • Individuals or families who maintain a cemetery on their own private property may also be eligible for reinterment assistance through the Other Needs Assistance provision of FEMA’s Individuals and Households Program
  • In order to be considered for reinterment assistance from FEMA, individuals or families must register with FEMA and provide the following documentation:
    • A signed statement from an authoritative medical official (e.g., a coroner or medical examiner) stating that the disinterment was a direct result of the flooding
    • Receipts or verifiable estimates for reinterment expenses that prove the cost for reinterment will fall upon the individuals being considered for assistance
    • Any applicable documentation of burial insurance or prior reinterment assistance from any voluntary or governmental agency
  • Survivors can register with FEMA by going online with any computer, smartphone or tablet to DisasterAssistance.gov, calling the FEMA helpline at 800-621-3362, or downloading the FEMA mobile app
  • Individuals or families who receive reinterment assistance may be reimbursed for:
    • Transferring remains
    • Caskets, containers, vaults or urns that were damaged
    • Markers or headstones that were damaged
    • Necessary costs related to identifying remains
    • Necessary work at the gravesite to reinter remains
  • Individuals or families who receive FEMA reinterment assistance are responsible for understanding and abiding by any applicable local, parish,or state laws or ordinances regarding human remains and their interment

  • Public cemeteries may be eligible for FEMA reinterment assistance through FEMA’s Public Assistance program
  • In order to be considered for FEMA reinterment assistance through the Public Assistance program, the owner and/or operator of the public cemetery must apply via louisianapa.com
  • Owners and/or operators of public cemeteries who receive FEMA reinterment assistance are responsible for understanding and abiding by any applicable local, parish, or state laws or ordinances regarding human remains and their interment

BATON ROUGE, La. –Federal assistance to help Louisiana disaster survivors and communities surpassed $1 billion less than four weeks after the Aug. 14 disaster declaration.

These funds are a result of federal agencies working closely with their local, parish and state partners to identify and find solutions to help survivors and the state recover from the severe storms and floods that occurred Aug. 11-31.

To date, more than 63,000 Louisiana families are  receiving assistance through one or more of the housing options available to them, including rental assistance, home repairs, hotel and motel stays, and other housing.

Financial disaster assistance comes in many forms. This includes reimbursing local and state agencies for expenses related to saving lives, helping displaced survivors stay close to their homes and in their communities, and providing them funds to help repair or rebuild.

Federal assistance includes funding from FEMA, payments from the National Flood Insurance Program (NFIP), grants from the U.S. Department of Agriculture (USDA), and low interest loans from the U.S. Small Business Administration (SBA). While there is still much work to be done, the funding contributes significantly to assisting survivors with their needs.

Here’s a rundown of how different federal agencies are helping Louisiana:

Providing housing solutions to survivors remains a top priority for FEMA. The agency approved grants of more than $505 million through the Individual Assistance program to help households temporarily pay for a place to stay and make repairs to make their homes safe, sanitary and secure. More than $95 million has helped households pay for disaster-related expenses like replacing essential household items and moving and storage costs.

Here are some other ways FEMA is helping Louisiana:

  • Twenty-six (26) Disaster Recovery Centers are open across affected parts of Louisiana where survivors can receive free face-to-face recovery help from state, federal and voluntary officials.
  • FEMA inspectors performed more than 114,000 home inspections. Nearly 95 percent of scheduled inspections have been completed.
  • Providing funds for disaster case managers from voluntary agencies to help survivors develop recovery plans, identify recovery resources and monitor goals.
  • Setting aside Disaster Unemployment Assistance funds to help people whose employment was affected by the disaster.

The SBA approved low-interest disaster loans of nearly $215 million to help businesses, private nonprofits, homeowners and renters recover from property losses and other damage from the severe storms and flooding. Loans have been approved for almost 2,900 homeowners, renters and businesses.

NFIP authorized and issued more than $274 million in payments so policyholders can repair and rebuild their flood-damaged property.

The USDA is providing support to the state through nutrition and farmer and rancher assistance. More than $56 million in Disaster Supplemental Nutrition Assistance Program benefits have gone to survivors to help them with groceries due to lost income or damage following the severe storms and floods. Also, more than $19 million in replacement benefits have been provided to Supplemental Nutrition Assistance Program households that lost food because of the disaster.

$1 Billion in Federal Disaster Assistance Helps Louisiana Disaster Survivors

BATON ROUGE, La. – If you own a multi-family dwelling that needs repairs and are willing to lease to eligible FEMA applicants, then you may be interested in the Multi-Family Lease and Repair Program (MLRP). This FEMA program provides funds to make rental units habitable again, and at the same time helps survivors of the severe August storms and floods.

Here’s how it works: After you and FEMA agree on the work that needs to be done and the associated costs, you may choose your own contractor and start the repairs. The repairs or improvements do not need to be storm- or flood-related. The value of the work will be deducted from the value of the lease agreement, but may not exceed its total value.

To qualify for MLRP funds your property must meet certain criteria. First, it must have five or more units to qualify as a multi-family dwelling. Second, it must have been previously used as a rental unit. And third, it must be located in one of the following parishes: Acadia, Ascension, Avoyelles, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson Davis, Lafayette, Livingston, Pointe Coupee, St. Helena, St. James, St. Landry, St. Martin, St. Tammany, Tangipahoa, Vermilion, Washington, West Baton Rouge, or West Feliciana.

In addition, the property must be accessible to community services like schools and grocery stores, and not be located in a flood-prone area. FEMA will require a lease of exclusive use of the property as temporary housing for a period of at least 18 months. The property owner must provide all property management services, and repairs must comply with local building codes, standards, permitting, inspection requirements and other laws.

ATLANTA, Ga. — FEMA, through its regional office in Atlanta, Georgia, continues to monitor Hurricane Hermine, expected to make landfall in Florida and sweep through parts of Georgia, South Carolina and North Carolina over the next 48 hours.

FEMA deployed a liaison officer to the emergency operations center in Florida to help coordinate any requests for federal assistance and support the state of Florida as needed in preparation for any impacts of Hermine. Additional FEMA liaison officers will arrive at emergency operations centers in Georgia, North Carolina and South Carolina tomorrow. A FEMA Incident Management Assistance Team is in Florida to support response activities and ensure there are no unmet needs.

FEMA encourages residents and visitors in areas potentially affected by the hurricane and tropical storms to monitor local radio or TV stations for updated emergency information, and follow the instructions of state, local, and tribal officials.

Storm tracks can change quickly and unexpectedly, so coastal residents should monitor weather conditions and take steps to prepare their home, family, and business. Those in potentially affected areas should be familiar with evacuation routes, have a communications plan, keep a battery-powered radio handy and have a plan for their pets. 

There is the potential for flooding with this hurricane. Driving through a flooded area can be extremely hazardous. Nearly half of all flash flood deaths happen in vehicles. Stay safe when in your car, by watching for flooding in low lying areas, at bridges and highway dips. As little as six inches of water may cause you to lose control of your vehicle.

CHARLESTON, W. Va. – There is only one week left to apply for disaster assistance from FEMA and to submit applications for physical low-interest disaster loans to the U.S. Small Business Administration (SBA). West Virginia survivors eligible for federal assistance, who were impacted by the June 22-29 storms, floods, landslides and mudslides, have until Wednesday, Sept. 7 to file their applications.

More than two months after President Obama signed the June 25 disaster declaration making West Virginia residents in Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers and Webster counties eligible for federal assistance, 8,791 households have applied to FEMA for help.

Storm survivors in the 12 designated counties have been approved for FEMA grants under the Individuals and Households program totaling more than $39.2 million to date, while SBA has approved 714 loans to homeowners, renters and businesses for more than $46.7 million.

Disaster assistance for individuals may include grants to help homeowners and renters with temporary housing, essential home repairs, personal property replacement, and disaster-related needs. Disaster assistance grants are not taxable income and will not affect eligibility for Social Security, Medicare and other federal and state programs. Grants do not have to be repaid to the federal government.

Registering with FEMA is the first step in qualifying for assistance. Sept. 7 is the last day for survivors to file an application. FEMA encourages all survivors who sustained disaster-related damage or losses to apply by phone (voice, 711 or relay service) at 800-621-3362 (TTY users should call 800-462-7585) or online at DisasterAssistance.gov. The toll-free lines are open from 7 a.m. to 10 p.m. EDT seven days a week. Multilingual operators are available.

The SBA, one of FEMA’s partners in disaster recovery, offers low-interest disaster loans to businesses, homeowners and renters. SBA disaster loans may cover repairs, rebuilding, as well as the cost of replacing lost or disaster-damaged real estate and personal property.

If your SBA loan application is approved, you may be eligible to borrow additional funds to cover the cost of improvements that will protect your property against future damage. Examples include elevating utilities, water heaters and furnaces, and installing retaining walls and sump pumps. Applicants may be eligible for an SBA loan increase, for mitigation purposes, of up to 20 percent of their physical damages.

One week left for West Virginia survivors to apply to FEMA, SBA

SEATTLE – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Suncrest Fire burning in Chelan County, Washington.

 

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the fire threatened such destruction as would constitute a major disaster. Murphy approved the state of Washington’s request for a federal Fire Management Assistance Grant (FMAG) at 9:19 p.m. PDT on August 27, 2016.

The fire started on August 27, 2016, and had burned in excess of 400 acres of state and private land. At the time of the request, the fire was threatening 470 primary residences in and around the Suncrest area of the city of Leavenworth. Voluntary evacuations were issued for approximately 1,880 people. There are six other large fires burning uncontrolled within the state. At the time of the authorization, the fire was zero percent contained.

The authorization makes FEMA funding available to pay 75 percent of the state of Washington’s eligible firefighting costs for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

FEMA provides federal funds to help fight Suncrest Fire

BATON ROUGE, La. – If you have property affected by the recent severe storms and flooding in Louisiana, you’re encouraged to get the necessary permits before starting new construction or repairs.

“The first step for any property owners in Louisiana who have damage to their homes or businesses should be to check with your local building official,” said Federal Coordinating Officer Gerard M. Stolar. “That official can work with you or your contractor to ensure any permits are properly filed and necessary inspections are carried out.”

Permits may be required for repairs to roofs, walls, siding, wallboard, plaster, insulation, paneling, cabinets, flooring, electrical systems, plumbing, septic systems and heating/air conditioning systems.

Additionally, you should talk to your local floodplain administrator who can help ensure that your repairs are in compliance with your local floodplain management ordinances.

With the proper permits secured, mitigation experts say this is an opportunity to repair and rebuild safer and stronger by taking some smart steps. Those steps, carried out with the help of trained and qualified professionals, include elevating your home; elevating your heating and air-conditioning systems; and rebuilding with flood-resistant materials.

But there are also mitigation ideas that you can do yourself and may cost less than $50:

  • Power up: After checking what local codes allow, consider raising electrical outlets at least one foot about the minimum flood level for your area, or 24 inches above the floor. Benefit: This helps keep water from seepage or a low-level flood from infiltrating an electrical receptacle.

  • Put on a strip: Install weather stripping on outside doors and windows to help seal out air and even water. Benefit: It’s relatively easy to install, is effective and durable and comes in a variety of colors.

Get Local Permits Before You Rebuild; Repair Safer & Stronger

BATON ROUGE, La. – A mobile disaster recovery center is opening today, Saturday, August 27, in Pointe Coupee Parish to assist Louisiana flood survivors. The center is open 8 a.m. to 6 p.m., seven days a week, until further notice.

The mobile disaster recovery center is operating at the following address and hours:

Pointe Coupee Parish

Location:  False River Parking Lot

                  1200 Major Parkway

                  New Roads, LA 70760

Hours:      8 a.m. to 6 p.m. (Monday through Sunday)

Survivors may locate other centers near them by visiting FEMA.gov/DRC, calling the FEMA Helpline at 800-621-3362, or downloading the FEMA mobile app.

To register with FEMA, go online to DisasterAssistance.gov, call the FEMA Helpline, or download the FEMA mobile app. Help is available in most languages and the FEMA Helpline is open 6 a.m. to 10 p.m., seven days a week, until further notice.

Representatives from the Governor’s Office of Homeland Security and Emergency Preparedness, the Federal Emergency Management Agency, U.S. Small Business Administration, volunteer groups and other agencies are at the disaster recovery centers to answer questions about disaster assistance and low-interest disaster loans for homeowners, renters and businesses. They can also help survivors apply for federal disaster assistance.

Disaster Survivor Assistance (DSA) teams are canvassing many affected areas and are able to register people for FEMA assistance if needed. Sometimes these teams will remain in certain locations convenient to the community, such as a library or mayor’s office. When residents require further assistance the teams may refer them to a disaster recovery center nearby.

It is not necessary to visit a center to register for and receive federal disaster assistance. If possible, survivors should register with FEMA before visiting a recovery center.

Disaster survivors who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585 to register. Those who use 711 or Video Relay Service or require accommodations while visiting a center may call 800-621-3362. All disaster recovery centers are accessible and equipped with tools to accommodate disaster survivors who need disability-related communication aids. Each disaster recovery center has assistive technologies for people with disabilities. To arrange to have an ASL interpreter at the DRC when you visit, call 225-382-1739.

Low-interest disaster loans from the SBA are available for businesses of all sizes including landlords, private nonprofit organizations, homeowners and renters. Disaster loans cover losses not fully compensated by insurance or other recoveries.
