HARRISBURG, Pa. — A Public Assistance and Hazard Mitigation applicant briefing is scheduled for Philadelphia County, the Pennsylvania Emergency Management Agency (PEMA) and the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced today.

At the briefing, officials from state and local governments and certain private nonprofit organizations will receive information about applying for federal assistance to recover from Hurricane Sandy during the period from October 26 to November 8, 2012.  

The Public Assistance program is for infrastructure recovery. Unlike Individual Assistance, through which individuals and households may apply for federal funding to help recover from disasters, Public Assistance provides funding for eligible projects to recover elements of the infrastructure. As an example, public roads, bridges and culverts are elements of the infrastructure. 

FEMA manages the Public Assistance program, approves grants and provides technical assistance to the Commonwealth and applicants. The Commonwealth educates potential applicants, works with FEMA to manage the program and is responsible for implementing and monitoring the grants awarded under the program. Local officials are responsible for identifying damage, providing information necessary for FEMA to approve grants and managing each project funded under the program.

ATLANTA – Two additional counties have been designated for disaster assistance to households and businesses as part of Mississippi’s federal disaster declaration, according to officials from the Federal Emergency Management Agency.  The latest counties are Marion and Wayne.

Counties previously designated are Forrest and Lamar.

Applicants should register online at www.DisasterAssistance.gov or by mobile device at m.fema.gov. Marion and Wayne Counties Designated for Disaster Assistance

NEW YORK – In a single day, 185 disaster loans closed recently for Hurricane Sandy survivors in New York by the U.S. Small Business Administration.

The SBA surpassed the $1 billion mark in loans to businesses of all sizes, homeowners and renters. The 185 loans that closed on Saturday, Feb. 16, ranged from less than $1,000 to $240,000 in Kings, Nassau, New York, Queens, Richmond, Rockland and Suffolk counties.

Of the $1 billion, $966 million are loans to repair and rebuild homes. Business loans make up nearly $68 million. SBA’s economic injury loans total more than $7 million.

Economic injury loans are available to offset lost business and other losses caused by Hurricane Sandy for eligible businesses as well as private nonprofits, even if property was not damaged.

Deferred Disaster Loan Payments

The first payment for a disaster loan is due five months from the date of the SBA Note.

The deadline to apply for an SBA disaster loan is Feb. 27, 2013 for physical damage and July 31, 2013 for Economic Injury Disaster Loans.

A simple and fast way to complete the application is online, using the SBA’s electronic loan application. Go to https://DisasterLoan.SBA.gov/ELA. Plus, you can receive an update on the status of your application by calling 800-659-2955 (TTY 800-877-8339 for the deaf and hard-of-hearing).

Flurry of weekend activity pushes SBA’s Sandy disaster loans past $1 billion

PHILADELPHIA, Pa. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is requesting individuals who are interested in serving on the National Advisory Council (NAC) to apply for appointment.  The NAC is an advisory committee established to ensure effective and ongoing coordination of federal preparedness, protection, response, recovery, and mitigation for natural disasters, acts of terrorism, and other man-made disasters.

The NAC advises the FEMA Administrator on all aspects of emergency management frameworks, strategies, and plans while incorporating the whole communities input through appointed council members.

The NAC will have a position open for applications and nominations in the following disciplines: 

Emergency Management Field (one representative appointment)

  • State Non-Elected Official (one representative appointment)
  • Standards Setting (one representative appointment)
  • Public Health (one Special Government Employee (SGE) appointment)
  • Functional Accessibility (one representative appointment)

Appointments are for three-year terms to June 15, 2016, unless otherwise noted.  The Administrator may also appoint additional candidates to serve as a FEMA Administrator Selection for three-year terms.

HARRISBURG, Pa. — Philadelphia County has been added to the Public Assistance declaration for Hurricane Sandy recovery in Pennsylvania, according to officials from the Pennsylvania Emergency Management Agency (PEMA) and the Federal Emergency Management Agency (FEMA).

This announcement makes categories A-G of the federal Public Assistance program available to eligible local governments and certain private nonprofit organizations in Philadelphia County.

Through the Public Assistance program, FEMA provides supplemental federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities and the facilities of certain private nonprofit organizations. The Public Assistance program also encourages protection of these damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process.

Applicants for Public Assistance typically include organizations that provide public service, such as municipalities, townships and school districts. Other applicants might include volunteer fire fighter organizations; sewer authorities; emergency management offices; and regional police departments.

To be eligible for federal Public Assistance, applicants must show that their project is required as a direct result of Hurricane Sandy during the period from October 26 to November 8, 2012.

Public Assistance funding may cover costs incurred to return elements of the infrastructure to as close to their pre-disaster condition as possible.

Expenses may include costs for work such as debris removal and repair or replacement of damaged roads, bridges and other public components.

FEMA Public Assistance specialists work closely with individual applicants to review specifics of each project to determine which expenses may be covered.

Montgomery County was the 17th county added to the disaster declaration on January 17.  

All counties within the Commonwealth of Pennsylvania are eligible to apply for assistance under the Hazard Mitigation Grant Program. Mitigation funding may cover costs of eligible projects to lessen the impact of disasters.

TRENTON, N.J. — Disaster recovery centers in New Jersey will close for Presidents Day Monday, Feb. 18. Small Business Administration disaster loan outreach and business recovery centers also will be closed.

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s major disaster declaration issued for Mississippi.

Assistance for Affected Individuals and Families Can Include as Required:

Federal Aid Programs for State of Mississippi Disaster Recovery

WASHINGTON — The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Mississippi and ordered federal aid to supplement state, tribal, and local recovery efforts in the area affected by severe storms, tornadoes, and flooding beginning on February 10, 2013, and continuing.

The President’s action makes federal funding available to affected individuals in Forrest and Lamar counties.

President Declares Major Disaster In Mississippi

NEW YORK – Following Hurricane Sandy, the Federal Emergency Management Agency has been working to reimburse local governments and some private nonprofits for some of the costs of emergency response, debris removal and for repairing or rebuilding damaged public facilities.

So far, nearly $608 million in Public Assistance (PA) grant funding from FEMA has been approved for projects in the 14 New York counties designated for PA disaster assistance.  

FEMA recognizes the financial burden on local agencies for response and recovery costs and is committed to helping ease that burden, according to Michael F. Byrne, FEMA’s federal coordinating officer for New York.

“The Public Assistance reimbursements will help significantly reduce the impact of Hurricane Sandy costs on local budgets,” Byrne said.  “Our goal is to help agencies obtain the maximum disaster assistance they are eligible for under the law.”

More than 129 PA grants have been approved since the Oct. 30, 2012 Presidential disaster declaration, including a $103 million reimbursement to the New York Health and Hospitals Corporation to replace medical equipment and repair damaged clinics, $106 million for the NYPD for personnel overtime and materials used for emergency protective measures and more than $114 million to the New York University Langone Medical Center for patient evacuation, emergency repairs and clean-up of critical service and facilities.

To be eligible for PA grants, damage must be a result of the disaster, be located within the designated disaster area and be the responsibility of the applicant.  Eligible applicants include state and local governments, tribal nations and certain private nonprofit (PNP) organizations that provide an essential public service.

There are two types of work eligible for reimbursement through a PA grant: emergency work and permanent work.  Emergency work may include reimbursement for debris removal and emergency action

taken to protect lives or property. Permanent work may include reimbursement for repair or restoration of public facilities, such as roads, bridges and public buildings.

FEMA reimburses eligible applicants for 75 percent of their eligible costs. The remaining 25 percent comes from non-federal funds.

Other New York grants include:  a $1,600 grant to the Mattituck Park District in North Fork for material to prevent further erosion to sidewalks, more than $112,000 to reimburse the Town of Shelter Island for debris removal and remediation and a $220,000 reimbursement to the Hudson River Park Trust for the clean-up of an oil spill and debris.
