DENVER – At the request of the state of Colorado, FEMA has approved an extension for storm and flooding survivors to register for federal disaster assistance.

The new registration deadline is November 30, 2013, which is also the new deadline to complete and return low-interest U.S. Small Business Administration (SBA) disaster loan applications.

Survivors who register may be eligible for federal grants to help cover various disaster-related expenses, including rent, essential home repairs, personal property losses and other serious disaster-related needs not covered by insurance.

The extension is for all 11 Colorado counties designated for federal Individual Assistance: Adams, Arapahoe, Boulder, Clear Creek, El Paso, Fremont, Jefferson, Larimer, Logan, Morgan and Weld.

People living in these counties who sustained losses due to storms and flooding should register with FEMA even if they have insurance. Applying by the deadline may help survivors avoid a funding shortfall if they later find that they are underinsured or have additional damages.

Under the SBA disaster loan program, homeowners may be eligible for as much as $200,000 in loans to repair or replace their storm-damaged primary residence. Homeowners and renters may be eligible for as much as $40,000 for replacement of personal property. Businesses and private nonprofits may be eligible to borrow as much as $2 million to repair or replace storm-damaged property.

FEMA Registration Deadline Extended for Disaster Survivors in Colorado

BOSTON – One year ago today, on October 29th, 2012, the Northeast braced for impact as Hurricane Sandy came barreling toward our coastline. Although New England was spared the brunt of the storm, residents and businesses along the shores of Connecticut, Rhode Island, Massachusetts and New Hampshire suffered severe damages from wind and water, many losing homes and livelihoods. Towns along the coasts of Connecticut and Rhode Island were nearly impassable after the storm, roadways choked with debris and sand from a significant storm surge that swept through beachfront communities.

The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) continues to work closely with its partners to help individuals and communities recover from Hurricane Sandy.

In the past year over $125.9 million in FEMA funding has been obligated toward Hurricane Sandy recovery in New England:

Individual Assistance

More than $15.5 million in Federal Emergency Management Agency grants approved for individuals and households region-wide, which includes:

Connecticut:

  • More than $13.8 million for housing assistance
  • More than $1.1 million for other needs assistance

Rhode Island

  • $378,748 for housing assistance
  • $42,592 for other need assistance

More than $51.6 million in Small Business Administration disaster loans approved for homeowners, renters and businesses in Connecticut.

New England: One Year After Hurricane Sandy

LINCROFT, N.J. — As the State of New Jersey approaches the one-year anniversary of Superstorm Sandy, many communities along the Shore are focused on recovery efforts. Much of the planning efforts in these devastated towns and boroughs are based on the question: “What will our communities look like in one, five or 10 years?”

With reduced technical capacity, often because of the destruction caused by Sandy, residents of municipalities such as Highlands and Sea Bright boroughs have requested assistance from the Federal Emergency Management Agency. Many communities have limited resources to pay for technical planning assistance, so to support local recovery efforts FEMA provides locally hired technical professionals who can provide a true cost-saving measure for these municipalities.

FEMA’s Federal Disaster Recovery Coordination is tasked with assisting communities in need with technical assistance ranging from planning, engineering, construction management and architectural design, to strategic goal-setting, resource identification and community development. The FDRC assigns Community Recovery Assistance teams to municipalities that have requested assistance. The teams combine experienced disaster response reservist personnel with local professionals brought in to provide the needed technical expertise.

“FEMA works closely with municipalities, helping them plan what the recovery strategy is going to look like and how they can take advantage of all the federal resources available,” said FEMA’s Federal Coordinating Officer in New Jersey Gracia Szczech.

Every disaster is different, and the response and recovery efforts must be tailored to the needs of the local communities affected by the event. With Sandy, the engagement of a large number of local

professionals has been a key part of the success of this recovery effort. Some of these individuals have suffered through the loss of their own home or property, which makes them even more invested in the success of the state’s recovery. More importantly, these professionals possess important skills and unique insights into the governing and community development processes of these municipalities.

These efforts are not just about the local technical professionals. Community leaders and residents along the Jersey Shore have volunteered and dedicated countless hours to assist in the recovery of their respective hometowns. In each engaged community, a Recovery Steering Committee was created to develop appropriate, resilient projects that will contribute to the recovery of their communities. Recovery from a storm as powerful as Sandy requires a combination of hard work, patience and creativity from all those involved in the process. These efforts have begun to   take hold in communities where the Community Recovery Assistance teams have worked with local leaders and residents.

In the Borough of Highlands, the Steering Committee has developed several project proposals including the creation of a “housing advocate.” The advocate would coordinate with borough officials and property owners to identify appropriate funding sources for rebuilding, restoring or developing appropriate mitigation measures for the borough’s housing stock. In this way, an important component of a community’s economic base can be maintained and leveraged for the benefit of the entire borough.

As local leaders and residents continue to work through the recovery process, some aspects of their community will look much different than they did before the storm. In the Borough of Sea Bright, Steering Committee members, who dubbed their program “Sea Bright 2020,” have proposed a project that includes a multi-purpose community center and unique streetscaping design elements throughout the borough.

All of the efforts of the recovery committees – and the local professionals who assist them – have given true meaning to the motto “Jersey Strong.” This collaboration has helped foster a sense of ownership in the success of the state’s recovery. Working together, residents, local and state leaders, non-governmental and nonprofit organizations, and federal agencies have forged vital bonds to help New Jersey recover from the devastation of Sandy.

One Year Later: Communities, Local Professionals Take Ownership of Recovery for a Stronger New Jersey

FEMA Helping Survivors and Communities Rebuild

WASHINGTON – On the evening of October 29, 2012, Hurricane Sandy made landfall in southern New Jersey, with impacts felt across 24 states. The storm battered the East Coast, particularly the densely-populated New York and New Jersey coasts, with heavy rain, strong winds, and record storm surges.  In Sandy’s immediate aftermath, more than 23,000 people sought refuge in temporary shelters, and more than 8.5 million customers lost power. The storm flooded numerous roads and tunnels, blocked transportation corridors, and deposited extensive debris along the coastline.

At the direction of President Barack Obama, the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) and its federal partners are worked closely with disaster survivors to ensure they received all the assistance for which they are eligible under the law. Over the course of the year, more than $1.4 billion in Individual Assistance has been provided to more than 182,000 survivors, and an additional $2.4 billion in low-interest disaster loans have been approved by the U.S. Small Business Administration.  More than $7.9 billion in National Flood Insurance Program (NFIP) payments have been made to policy holders.

Over the last twelve-months, more than 11,900 grants totaling over $3.2 billion have been approved for emergency work, to remove debris and rebuild or replace public infrastructure in the hardest hit areas.  This includes more than $1.3 billion for first responder costs for personnel overtime, materials and equipment used to save lives and protect property; more than $400 million obligated toward repairs to storm damaged homes so that disaster survivors could safely remain in their homes; and more than $19 million toward the costs to repair storm flooded and damaged schools.  FEMA has been working in concert and integrating with all levels of government, private and nonprofit sectors, faith-based organizations, communities and individuals to provide a whole community approach to recovery and leverage the capabilities of the entire nation. 

While supporting disaster survivors and communities on their road to recovery, FEMA has been aggressive in its implementation of new authorities granted in the Sandy Recovery Improvement Act of 2013 (SRIA). In many ways, the passage of SRIA represents the most significant legislative change to the FEMA’s substantive authorities since the enactment of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.  The changes have nationwide impact and provide greater flexibility to state, local, tribal and territorial governments, allow FEMA to operate more effectively and efficiently, and provide tribal nations options for seeking emergency and disaster declarations for their tribes.  To date, 13 of the 17 provisions outlined in this legislation have been completed, implemented via a pilot program, or are otherwise immediately available.

Federal Aid Programs for Santa Clara Pueblo Declaration

DENVER – Residents of Fremont and Morgan counties whose homes were damaged in the September floods are now eligible for Individual Assistance from FEMA.

Also, eight additional counties are now eligible for FEMA Public Assistance: Arapahoe, Crowley, Denver, Fremont, Gilpin, Lake, Lincoln and Sedgwick. The eight new counties receive public assistance in all categories A-G.

Individual Assistance

Individual Assistance was extended to Fremont and Morgan counties after damage assessments were completed by officials from the Colorado Division of Homeland Security and Emergency Management and FEMA.

Homeowners, renters and business owners in the designated counties who sustained damage as a result of the severe storms, flooding, landslides and mudslides that began on Sept. 11, 2013, may apply for federal disaster assistance.

The two additional counties bring the number of Colorado counties eligible for individual assistance to 11.  The nine previously-designated counties are Adams, Arapahoe, Boulder, Clear Creek, El Paso, Jefferson, Larimer, Logan and Weld.

Public Assistance

The eight added counties are now eligible for all seven categories of Public Assistance.

Categories A and B cover debris removal and emergency protective measures while categories C through G include more permanent work on infrastructure, such as roads, bridges, public buildings and contents, as well as water facilities, public utilities and parks.

Public Assistance provides cost sharing grants with FEMA paying 75 percent of repair costs.

The eight additional counties bring the number of Colorado counties eligible for Public Assistance to 18.  The 10 previously-designated counties are Adams, Boulder, Clear Creek, El Paso, Jefferson, Larimer, Logan, Morgan, Washington and Weld.

Added Counties Now Eligible for FEMA Individual and Public Assistance

DENTON, Texas – Nearly six months after the April 17 fertilizer plant explosion in West, Texas, local, state and federal personnel are working together to move the recovery efforts forward.

To date, federal disaster assistance for eligible survivors has topped $16 million. This includes more than $9 million in federal disaster loans from the U.S. Small Business Administration (SBA); nearly $840,000 in Individual Assistance grants from the Federal Emergency Management Agency (FEMA); and more than $6.2 million in FEMA Public Assistance funding.

“We continue to support our local and state partners as they assist survivors with rebuilding their communities and lives,” said Federal Coordinating Officer Kevin L. Hannes. “We also encourage anyone who registered for disaster assistance but didn’t complete the process to contact us and get in the necessary paperwork. You may still be eligible to receive help.” 

Applicants who registered before the June 18 deadline and have since settled with their insurance company should contact FEMA to determine if additional assistance is available. Applicants also can appeal any decision made by FEMA within 60 days of receipt of their notification letter.

Federal Disaster Assistance Tops $16 Million in West, Texas

Agency Also Sends $5.3 Million For Vermont’s Irene-Related Administrative Costs

WILLISTON, Vt. – The Federal Emergency Management Agency has put $33 million into the state’s coffers to repair damage at the Waterbury State Office Complex caused by flooding from Tropical Storm Irene. 

Roughly $33 million of Public Assistance funding represents FEMA’s 90 percent reimbursement of a total eligible cost to the State of $36.3 million to perform work on approximately 40 buildings and tunnels at the Waterbury State Office Complex.

“This is not a case of saying ‘The check is in the mail,’” said Federal Coordinating Officer Mark Landry, the head of FEMA’s operations in Vermont. “The money is in the bank.”

FEMA and the state announced in late August that of the estimated $225 million total price tag for the cleanup, renovation and new construction associated with the Waterbury State Office Complex and Vermont State Hospital, more than $66 million in costs will be eligible for FEMA Public Assistance reimbursement.

“Getting this money so quickly is terrific news for the state,” said Administration Secretary Jeb Spaulding. “This means that we can draw down these funds immediately to pay for the work being done in Waterbury.”

The $33 million of Public Assistance funding represents the bulk of outstanding funds for the Waterbury State Office Complex and Vermont State Hospital projects.

In addition, FEMA sent the state approximately $5.3 million to cover administrative and grant management expenses related to Vermont’s recovery from Tropical Storm Irene.
