COLUMBIA, S.C. (Saturday, Oct. 29) — Following initial application review by the Federal Emergency Management Agency (FEMA), South Carolina survivors who have applied for disaster assistance will receive a “letter of eligibility.” Applicants may be told they are eligible for disaster assistance or that they have been determined ineligible.

If you are eligible, the letter explains the amount of your grant and how it is to be used. If the letter says you are ineligible, the grant amount reads “0”, but in many cases that is not the last word.

FEMA officials in South Carolina report that the most common reasons for denial of assistance in Hurricane Matthew are:

  • Insufficient storm-related damage to affect the habitability of the damaged home. FEMA will provide assistance to assure your home is habitable – that it is safe, functional and sanitary.
  • Survivors have chosen to remain in their damaged homes while repairs are being made. In these cases they may be eligible to receive assistance for repairs, but are ineligible for housing assistance.
  • Duplication of applications. Two people (husband and wife, for example) have applied for assistance for the same damaged home. Only one application per household is allowed.

A letter may indicate your application is missing information such as verification of occupancy or proof that the damaged property was your primary residence at the time of the Hurricane Matthew storms and flooding that began Oct. 4, 2016.

If you are instructed, you can simply submit missing documentation to FEMA online, by mail or fax, or by visiting a Disaster Recovery Center (DRC). You can find the location of the nearest DRC by visiting  DisasterAssistance.gov .

Applicants who do not receive a letter or who have questions about their determination of denial should call the FEMA Helpline at 800-621-3362 for an explanation, or visit their FEMA account at DisasterAssistance.gov.

A copy of “Help After a Disaster” will be included with your letter of determination. The booklet explains additional assistance that may be available to survivors and answers questions about filing an appeal.

Any applicant that has been denied assistance may file an appeal. Call the FEMA Helpline at 800-621-3362 or visit a DRC for more information about the appeal process. You can submit your appeal and the required documentation online at DisasterAssistance.gov.

In South Carolina, the “One SC Fund” supports and directs funds to nonprofit organizations providing disaster relief & recovery assistance. FEMA’s letter of eligibility: Read it very carefully

TALLAHASSEE, Fla. – Residents with disabilities or access and functional needs affected by the recent hurricanes in Florida can find many resources to assist in applying for federal disaster assistance.

Every resident in a declared disaster area receives the same services and assistance. This is a FEMA commitment.

FEMA Individual Assistance (IA) is available in nine counties affected by Hurricane Matthew: Brevard, Duval, Flagler, Nassau, Putnam, Seminole, St. Johns, Volusia and Indian River Counties. Residents in eight counties affected by Hurricane Hermine are also eligible to apply: Leon, Dixie, Levy, Citrus, Hernando, Pasco, Pinellas and Hillsborough Counties.

Survivors can register the following ways:

  • Online at DisasterAssistance.gov.

  • Download the FEMA mobile app.

  • Call the FEMA Helpline at 800-621-3362 (voice, 711/VRS-Video Relay Service) (TTY: 800-462-7585). Multilingual operators are available (for Spanish, press 2).

FEMA’s disaster recovery centers are locations where survivors can meet face-to-face with various agencies and service providers. The centers are equipped with accessibility kits that offer accommodations to meet the needs of the entire community, including people with disabilities and other access and functional needs.

In addition to accommodating survivors with disabilities, FEMA also reaches out to people with limited English proficiency by providing multilingual operators, making printed literature available in multiple languages and having translators available in the field. FEMA grants do not have to be repaid. FEMA assistance is nontaxable and will not affect eligibility for Social Security, Medicaid or other federal benefits.

There is no charge to apply for the loan and no obligation to accept it if approved. Homeowners can receive loans of up to $200,000 to repair or replace their primary residences. Homeowners and renters may also borrow up to $40,000 to replace damaged or destroyed personal property including vehicles.

Services Available for Matthew, Hermine Survivors with Disabilities, Access Needs

COLUMBIA, S.C. (Tuesday, Nov. 1) – With so much attention given to businesses and homeowners, survivors who are renters may think they are not eligible for disaster assistance even though they suffered losses from the storms and floods spawned by Hurricane Matthew. But they are.

Like homeowners, renters must first register with the Federal Emergency Management Agency (FEMA):

  • Go online to DisasterAssistance.gov
  • Call toll-free 800-621-3362 (711, voice or video relay services) or 800-462-7585 (TTY). Lines are open daily from 7 a.m. to 10 p.m. until further notice.
  • Visit one of the nine Disaster Recovery Centers (DRCs) operating in Beaufort, Dorchester, Florence, Horry, Marion, Orangeburg and Williamsburg counties. Find the DRC closest to you at “Quick Links” on DisasterAssistance.gov. Representatives from FEMA, the U.S. Small Business Administration and various state agencies are on hand to answer questions.

BATON ROUGE, La. – Louisiana disaster survivors affected by August flooding have two weeks left to register for disaster assistance with the Federal Emergency Management Agency.

The deadline to register is Monday, Nov. 14, 2016.

Survivors may register with FEMA by going online with any computer, smartphone or tablet to DisasterAssistance.gov, calling the FEMA helpline at 800-621-3362, or downloading the FEMA mobile app. Survivors who use a TTY may call 800-462-7585 to register.

Survivors can also register for assistance at any FEMA disaster recovery center. To find a disaster recovery center near you, call the FEMA helpline or text DRC and your zip code to 43362. You can also find a center near you by downloading the FEMA mobile app or going online to fema.gov/drc.

Disaster Recovery Center Opens in Volusia County for Hurricane Matthew

SAVANNAH, Ga. – Ware County is now eligible to apply for FEMA’s Public Assistance funding to supplement state and local recovery efforts in areas that sustained damage from Hurricane Matthew.

Ware joins 19 counties previously approved for Public Assistance funding: Brantley, Bryan, Bulloch, Camden, Candler, Chatham, Effingham, Emanuel, Evans, Glynn, Jenkins, Liberty, Long, McIntosh, Pierce, Screven, Tattnall, Toombs and Wayne.

Assistance would cover eligible debris removal and emergency protective measures. It would also cover eligible repair or rebuilding of roads, bridges, water control facilities, public buildings and their equipment, public utilities, parks and recreational facilities damaged as a result of Hurricane Matthew.

The president’s Oct. 8 major disaster declaration for Georgia was for Matthew damage that occurred Oct. 4-15. The declaration was amended to make Public Assistance funding available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for all seven categories including emergency work, restoration of infrastructure and direct federal assistance.

Public Assistance funding for the state and designated counties may include payment of not less than 75 percent of the eligible costs incurred as a result of the storm.

Application procedures for state and local governments will be explained at a series of state/federal applicant briefings to be announced in the affected area. Approved projects are paid through the state from funding provided by FEMA and other participating federal agencies.

Help Remains for Hermine Disaster Survivors after Disaster Recovery Centers Close in Citrus, Dixie, Hernando and Leon Counties

TALLAHASSEE, Fla. – State, local and tribal government agencies and certain private nonprofits in Palm Beach County can now request funding through FEMA’s Public Assistance grant program to help pay for debris removal, emergency protective measures, and the repair or rebuilding of roads, bridges, water-control facilities, buildings, equipment, utilities, parks and recreational facilities.

Brevard, Duval, Flagler and St. Lucie counties, which had been previously designated for reimbursement of costs of debris removal and emergency protective measures, can now also request assistance to cover eligible repair or rebuilding of critical infrastructure. These additional designations will help pay for Florida’s recovery from Hurricane Matthew.

Palm Beach County Designated for Emergency and Permanent Infrastructure Work, Four More Counties Now Eligible for Permanent Repairs

TALLAHASSEE, Fla – Disaster Survivor Assistance Teams (DSATs) from the Federal Emergency Management Agency (FEMA) continue to support survivors in eight counties affected by Hurricane Hermine, even after Disaster Recovery Centers begin to close.

As the centers close this week, state and federal officials have made it a priority to reach all survivors who need help, including people with disabilities and/or access and functional needs, senior citizens and people with limited English proficiency.

The teams are continuing outreach to communities in Citrus, Dixie, Leon, Levy, Hernando, Hillsborough, Pasco, and Pinellas counties with information on available assistance. They are there to answer questions and support survivors for on-the-spot registration.
