OXFORD, Miss. – A disaster recovery center is open in Coahoma County to provide assistance to survivors of the December storms, tornadoes and floods that struck Mississippi.

The recovery center is run jointly by the Mississippi Emergency Management Agency and the Federal Emergency Management Agency, and hosts representatives of federal and state agencies who can explain the various programs designed to help survivors recover.

The center is located in the Clarksdale Civic Auditorium, 506 E. Second St., Clarksdale.  It is open Monday to Sunday from 8 a.m. to 7 p.m. until further notice.

Survivors with storm-related losses are encouraged to register for assistance before going to the disaster recovery center by calling 800-621-3362 or (TTY) 800-462-7585. Those who use 711 or Video Relay Services can call 800-621-3362 to register. Online registration is available at www.DisasterAssistance.gov using a computer, tablet, iPhone, Android or other mobile device.

Individuals requiring accommodations to visit the center should call the FEMA helpline, 800-621-3362.

AUSTIN, Texas — In the face of disaster, Texans have always come together with courage, compassion and unity to ask, “How can I help?”

If you want to volunteer for disaster work, there are many tasks to do after a disaster— cleaning-up and rebuilding are two of the biggest. The Federal Emergency Management Agency (FEMA) suggests that volunteering through a local voluntary organization may be the best way to find meaningful volunteer work after the disaster.

Such organizations are often in the best position to know about opportunities for volunteers in the long and difficult recovery phase. In addition, volunteering through an established organization provides a better chance of having insurance and liability protection when you work as a volunteer.

The Texas chapter of National Voluntary Organizations Active in Disaster (VOAD) is a good source of local organizations in need of volunteers. Texas VOAD represents more than three dozen faith-based, community, nonprofit and non-governmental groups that include volunteer engagement as a key component of their operations.

In the immediate disaster response period there are often many people who want to volunteer at the same time. Remember to be patient. It may not be clear until days after the incident how volunteers can get involved. There are often greater needs for volunteer help when the community enters the long-term recovery period.

If you  cannot volunteer your time or talent, FEMA officials say making a donation to an organization involved in disaster recovery is a sensible, efficient way of helping the people in need. Cash contributions to voluntary organizations make good sense for a number of reasons:

  • Financial contributions help ensure a steady flow of important services to disaster survivors in need;
  • Local organizations spend the money in the local disaster area, accelerating recovery of the local economy;
  • Cash donations—rather than unsolicited donated goods—avoid the complicated, costly and time-consuming process of collecting, transporting and distributing the goods, and
  • Cash donations to recognized relief organizations are tax-deductible.

Showing up at a disaster site unexpectedly can create an additional burden for first responders. Volunteering and donating through existing channels, and making responsible decisions that do not hamper the recovery, is the best way to be of service.

How Texans Can Volunteer and Donate Responsibly

PHILADELPHIA – The State of West Virginia and the Federal Emergency Management Agency (FEMA) Joint Field Office in Charleston, WV will close January 22, 2016. For the past ten months the state and FEMA have been working closely to support the recovery from the 2015 spring and summer storms that impacted 67 Counties.

What does this mean for the people of West Virginia?

Regis Phelan, the Federal Coordinating Officer said, “FEMA will continue to work closely with the state to ensure the recovery process continues smoothly and projects are complete.”

A Joint Field Office is closed when most of its work is completed. The federal work is then transitioned to the regional FEMA office, located in Philadelphia, PA. FEMA officials will continue to work closely with state personnel to close out major projects over the next few years.

From the Region, FEMA personnel will continue to support work on five presidentially declared disasters that impacted West Virginia. The five disasters are DR 4210, DR 4219, DR 4220, DR 4221 (Severe Storms, Flooding, Landslides, and Mudslides) and DR 4236 (Severe Storms, Straight-line Winds, Flooding, Landslides, and Mudslides).

“The State of West Virginia will be communicating and working with FEMA to ensure assistance to the counties continues smoothly,” said West Virginia’s State Coordinating Officer Jimmy Gianato. “Over the past year the Joint Field Office has allowed us to make substantial progress in the recovery from the five disasters that impacted our state and we will continue to move forward in our recovery.”

To date, FEMA, through its Public Assistance program, has obligated $78 million in assistance to the state, local governments and eligible non-profit agencies. Many of the projects involve the reconstruction of public buildings, roads, and bridges.

Following a disaster there is a focus on mitigation actions when restoring damaged infrastructure, when cost effective, so the repaired facility is better able to withstand future disaster damage. So far, the state and FEMA officials have identified 585 mitigation projects from 1,250 infrastructure projects.

Disaster Recovery Center to Close in Harris County, Texas

 

BOISE, Idaho – Emergency management specialists from the Idaho Bureau of Homeland Security (IBHS), with support from the Federal Emergency Management Agency (FEMA), completed a briefing Thursday in Coeur d’Alene as a first step in getting assistance dollars to local and tribal governments and nonprofit utilities affected by the November 17 severe storm and straight-line winds in four northern Idaho counties.

IBHS and FEMA are working in partnership as a result of the Dec. 23, 2015, presidential disaster declaration stemming from the Nov. 17, 2015, windstorm that left thousands without power for extended periods of time. The declaration makes FEMA Public Assistance (PA) grants available to eligible applicants in Benewah, Bonner, Boundary and Kootenai counties and the Coeur d’Alene Tribe. Also available are grants under the Hazard Mitigation Grant Program (HMGP).

Potential applicants have until Jan. 22, 2016, to file a Request for Public Assistance with IBHS to initiate a claim under the disaster declaration.

“Thursday’s applicant briefing was an excellent start to the process of getting Public Assistance grants to those entities that worked so hard to protect local citizens, get power restored and clear roads during and after the storm,” said Brad Richy, director of the Idaho Bureau of Homeland Security. “We welcome FEMA’s partnership as we move into the next phase of working directly with each of the applicants.”

The Public Assistance program reimburses state and local governments, federally recognized tribes and certain private nonprofit organizations for eligible expenses they incurred in protecting lives and property ahead of and during the storm, and in cleaning up and repairing afterward.

“We are committed to working closely with our Idaho state partner to expedite grants to eligible applicants in northern Idaho,” said Federal Coordinating Officer Thomas Dargan of FEMA. “Our goal is to support the communities and utilities that took steps to ensure people’s safety during the storm and to make repairs afterward.”

Meetings will be held between applicants and project managers from IBHS and FEMA to discuss which types of expenses and projects are federally reimbursable. Discussions include the process of rebuilding structures to resist damage in the future. These meetings are an important step in getting assistance dollars to the applicants.

Under the PA program, FEMA reimburses applicants for 75 percent of their eligible expenses, while the other 25 percent is the non-federal share. The federal portion is paid directly to the state, which then makes disbursements to the local and tribal jurisdictions and nonprofit organizations that incurred costs. The HMGP, administered by the state, is also a cost-share program, with FEMA providing 75 percent of the funds.

AUSTIN, Texas ─ Disaster Assistance grants should be used only for disaster-related expenses. That’s the word from state emergency management officials and the Federal Emergency Management Agency (FEMA).

FEMA recommends money received for repairs to your home due to damage caused by October’s severe storms, tornadoes, straight-line winds and flooding should be used right away. While the assistance is tax free and the grants do not have to be repaid, survivors are reminded to use their funds wisely and solely for recovery.

When a grant is awarded, FEMA sends a letter listing examples of approved uses that include home repair, rental assistance for a different place to live temporarily, and other disaster-related expenses. These include repair or replacement of a flooded essential vehicle or medical care for an injury caused by the disaster. Disaster grants should not be used for regular living expenses, such as utility bills or food, medical or dental expenses not related to the disaster, travel, entertainment, or any other discretionary expenses not disaster-related.

“It’s important that individuals who suffered damages spend the money according to their specific grant,” said FEMA Federal Coordinating Officer Kevin L. Hannes. “A letter explaining the purpose for the grant will be sent to the applicant.”

FEMA advises survivors to read the letter carefully, as it explains ways in which the grant money should be used. Recipients are advised to keep receipts from all purchases to show how funds were spent.

Home repair grants and rental assistance from FEMA does not require applicants to apply for a loan from the U.S. Small Business Administration (SBA). However, an applicant must complete an SBA loan application to be eligible for additional assistance under the Other Needs Assistance (ONA) program that may cover personal property, vehicle repair or replacement, and moving and storage expenses. There are other ONA grants, such as childcare, medical and dental expenses, and funeral and burial expenses that do not require individuals to apply for an SBA loan.

Assistance for the State and Affected Local Governments Can Include as Required:

Federal Aid Programs for the State of Missouri Emergency Declaration

SACRAMENTO, Calif. – Calaveras County will receive a grant of approximately $2.8 million from the Federal Emergency Management Agency and the California Governor’s Office of Emergency Services (Cal OES) for a water pretreatment facility located at the Jenny Lind Water Treatment Plant, near the town of Jenny Lind.

As a result of the Butte Wildfire, which began Sept. 9, 2015, a pretreatment facility is now needed to remove contaminants and sediments in the potable water supply. The pretreatment facility will filter out debris, turbidity and heavy metals discharged into the watershed that feeds the New Hogan Reservoir.

FEMA pays 75 percent of the eligible costs with a 25 percent match by the Calaveras County Water District. The total cost is projected to be $3.75 million.

The Jenny Lind Water Treatment Plant, which supplies water to 10,000 customers, receives water from the Calaveras River, just downstream of the New Hogan Reservoir. The reservoir will discharge these contaminants during heavy rains for up to 20 years.    

This grant comes from the FEMA Hazard Mitigation Grant program. These grants are available to state, tribal, local governments and some non-profit organizations. Sub-recipients propose projects to the Cal OES, which administers the overall program and selects projects that meet the goal of reducing or eliminating losses from future disasters.  

The fund is based on the amount of money FEMA spends on Individual Assistance and Public Assistance in a specific event. The total amount available is roughly equal to 20 percent of the funds disbursed by the two programs, based on California’s Enhanced Mitigation Plan, which exceeds federal minimum requirements.
