JEFFERSON CITY, Mo. – Until it happens to them, most people don’t realize that even an inch or two of water can cause thousands of dollars in damage. During the recent floods in Missouri, thousands experienced the trauma of flooded homes and businesses. The toll not only includes the heartbreak of losing precious possessions, but financial hardship, especially for those who don’t have flood insurance.

Spring, when flooding is typically most severe, has arrived. But you can still purchase a National Flood Insurance Program (NFIP) policy to protect your home and its contents or your business. Remember – there is a 30-day waiting period before a policy takes effect.

Homeowners’ insurance doesn’t cover flood damage, but the NFIP does. Funded by the Federal Emergency Management Agency (FEMA), NFIP makes flood insurance available for communities that participate in the program, regardless of whether the area is high, low, or medium risk. NFIP carries a maximum coverage of $250,000 for homes and $100,000 for contents. Business coverage is a maximum of $500,000 for building and $500,000 for contents.

Many Missouri residents decided to buy flood insurance to protect against the risk of flooding. The amount of claims paid to homeowners and renters with flood insurance is more than double the amount of FEMA grants and U.S. Small Business Administration (SBA) loans in several counties designated for federal assistance for damages from the recent flooding:

  • In Taney County, the National Flood Insurance Program (NFIP) paid policyholders more than $4.2 million in claims. Comparably, FEMA and SBA paid a total of $416,724 in grants and loans.

  • In St. Louis County, NFIP paid policyholders more than $14.3 million in claims, while loans and grants to St. Louis County residents totaled more than $6.8 million.

  • In Phelps County, NFIP paid nearly $1.9 million to policyholders while FEMA and SBA assistance was $254,254.

FEMA Individual Assistance can pay for losses not covered by insurance such as temporary rental assistance. Flood insurance can potentially provide your family with much more money – up to $350,000 – after a flood.

It’s also important to remember that NFIP insurance covers flood damage regardless of where there is a federal disaster declaration. That is another benefit of being covered by insurance.

Flood insurance: The time to buy is while it’s dry

Baton Rouge, La. – The population of Louisiana traces its origins back in many directions, with Spanish and French influences dominating. Along the coast, more recent arrivals may speak primarily Vietnamese or other languages.

In fact, it’s estimated that more than 70,000 residents of the 35 parishes designated for federal disaster assistance speak a language other than English. According to census data, the four most prevalent non-English languages spoken in parishes designated for federal assistance are Spanish, French, Chinese and Vietnamese.

However, language is not a barrier to receiving FEMA disaster assistance.

If you or someone you know is non-English speaking, let them know that FEMA has many ways to meet the language needs of survivors. For instance, many FEMA employees are bilingual or multilingual and are able to assist survivors in their primary language during normal encounters in communities, at Disaster Recovery Centers or at public meetings.

As FEMA Disaster Survivor Assistance Teams canvass neighborhoods in designated parishes, they take special note of language needs and work with non-English speaking survivors to help them register.

When a Louisiana resident desires to register for FEMA assistance by phoning 800-621-3362, they can speak with a FEMA employee fluent in their language. However, it is helpful if someone who speaks English can assist the disaster survivor when placing the FEMA call.

American Sign Language (ASL) interpreting services also are available for disaster survivors who are Deaf, hard of hearing or have a speech disability and use TTY to call 800-462-7585 to register. Speaking the Language of Louisiana Flood Survivors

AUSTIN, Texas – Texas residents affected by the severe storms, tornadoes and flooding in March will not lose Social Security benefits, pay additional taxes, or give up income-based benefit programs if they accept federal or state disaster aid. This includes homeowners, renters and businesses in Erath, Gregg, Harrison, Henderson, Hood, Jasper, Limestone, Marion, Newton, Orange, Parker, Shelby and Tyler counties who register for disaster assistance.

In most cases, the Social Security Administration does not count federal or state disaster aid as income, according to recovery officials from the state of Texas and the Federal Emergency Management Agency.

A few questions that often come up following a disaster declaration are:

FEMA Grants

Question: I’m between 62 and 65 years of age, and have chosen to receive Social Security benefits. If my income is more than a certain amount each year, I must reimburse a portion of my Social Security payment. Will FEMA grants add to my income and require me to repay Social Security?

Answer: No. FEMA grants for housing and other disaster assistance are not counted as income.

Taxes

Question: I’m over 65, but if I earn more than a certain amount, I must pay tax on my Social Security income. Will FEMA grants boost my income and require me to pay tax on my Social Security income?

Answer: No. The IRS does not count FEMA grants for housing and other disaster assistance as income.

Other Assistance

Question: Will receiving a grant cause my income to increase to the point that I am no longer eligible for Medicaid, welfare assistance or food stamps?

Answer: No. Grants for housing and other disaster assistance are not counted as income in determining eligibility for income-tested benefit programs that the U.S. government funds.

Additional Virginia Counties and Independent Cities Approved For Disaster Aid

Harrisburg, Pa. – The counties of Greene, Henrico, and Shenandoah and the independent cities of Fairfax and Fredericksburg are now eligible to receive federal assistance for some of their costs incurred during the Severe Winter Storms and Snowstorm occurring on January 22-23, 2016. This will allow for reimbursement for repairing infrastructure damage caused by the storms, as well as the cost of responding to them. In addition, Snow Assistance will be provided for a period of 48 hours.

On March 7, 2016 President Obama issued a major disaster declaration for the Commonwealth of Virginia triggering the release of Federal funds to help communities recover from the Severe Winter Storm and Snowstorm. The disaster declaration authorized Public Assistance for Albemarle, Arlington, Caroline, Clarke, Culpeper, Fairfax, Fauquier, Frederick, Highland, King George, Loudoun, Louisa, Madison, Page, Patrick, Prince William, Rappahannock, Spotsylvania, Stafford, and Warren, and the independent cities of Alexandria, Falls Church, Manassas, Manassas Park, and Winchester.

In addition, the following counties were designated for Snow Assistance; Albemarle, Arlington, Caroline, Clarke, Culpeper, Fairfax, Fauquier, Frederick, Highland, King George, Loudoun, Louisa, Madison, Page, Patrick, Prince William, Rappahannock, Spotsylvania, Stafford, and Warren, and the independent cities of Alexandria, Falls Church, Manassas, Manassas Park and Winchester.

FEMA’s Public Assistance Programs provide state and local governments and eligible private non-profit organizations, in the twenty-three designated counties and seven designated independent cities, with federal funds to pay 75 percent of the approved cost of the following; debris removal, emergency services related to the disaster, snow assistance for snow removal, de-icing, salting, snow dumps and sanding of roads and other eligible facilities, and for repairing or replacing damaged public facilities such as roads, bridges, buildings and utilities.

The Commonwealth, which distributes the FEMA funds to local governments and qualified non-profits, must review Public Assistance projects, along with FEMA, to ensure compliance with regulations.

Help Remains for Louisiana Disaster Survivors after Disaster Recovery Center Closes in Jena, LaSalle Parish

Baton Rouge, La. — Survivors from Ouachita, Tangipahoa and Beauregard parishes who are rebuilding after the March severe storms and floods can receive a free consultation with hazard mitigation advisers from the Federal Emergency Management Agency (FEMA).

The free mitigation stations will be open on a walk-in basis at Lowe’s in Monroe, Ouachita Parish; Lowe’s in Hammond, Tangipahoa Parish; and Stine Lumber-Building in DeRidder, Beauregard Parish, starting Friday, April 8, 2016.

The advisers can answer questions about protecting homes from future disaster-related damage, as well as offer tips and techniques to build hazard-resistant homes. Most of the information and the free publications provided are geared for do-it-yourself work and general contractors.

BATON ROUGE, La. – Disaster recovery centers will open Thursday, April 7, in Roseland, Tangipahoa Parish and Coushatta, Red River Parish to help Louisiana flood survivors. The centers are open 8 a.m. to 6 p.m. Monday through Saturday and noon to 5 p.m. Sundays until further notice.

Disaster Survivor Assistance (DSA) teams are canvassing many affected areas, and are able to register people for FEMA assistance if needed. Disaster Recovery Centers Open in Roseland, Tangipahoa Parish, and Coushatta, Red River Parish for Louisiana Survivors

PEARL, Miss. – Mississippians whose homes were damaged in the recent storms and flooding may encounter people attempting to cheat them by posing as inspectors, government officials, volunteers or contractors. These people may try to obtain personal information or collect payment for disaster assistance or repairs.

Please keep in mind that Federal Emergency Management Agency employees DO NOT solicit or accept money from disaster survivors. Many legitimate disaster assistance employees may visit your property such as insurance agents, damage inspectors and Mississippi Emergency Management Agency, FEMA and U.S. Small Business Administration staff.

Here are some tips to remember to safeguard against fraud:

  • Ask to see ID badges. All FEMA representatives will have a laminated photo ID. A FEMA shirt or jacket is not proof of identity. If you are unsure or uncomfortable with anyone you encounter, please contact local law enforcement.
  • Safeguard personal information. Be cautious when giving personal information such as Social Security or bank account numbers to anyone. FEMA will only request an applicant’s bank account numbers during the initial registration process. However FEMA inspectors will require verification of identity.
  • Beware of people going door-to-door. People knocking on doors at damaged homes or phoning homeowners claiming to be building contractors could be con artists, especially if they ask for personal information or solicit money.
  • Federal workers do not solicit or accept money. FEMA and SBA staff never charge applicants for disaster assistance, inspections or help to fill out applications. FEMA inspectors verify damages, but do not involve themselves in any aspect of the repair nor recommend any contractor.
  • FEMA Disaster Survivor Assistance teams may be in your community providing information and assisting people in registering with FEMA or updating their files. The teams coordinate their activities with local emergency managers and make local law enforcement agencies aware of their presence. The teams always consist of at least two people, and may include employees of MEMA as well as FEMA. They will always be wearing FEMA or MEMA shirts and laminated photo IDs. Disaster Survivor Assistance teams never ask for or accept payment for their services.

 

Always use licensed and bonded contractors and ask for credentials. Use Mississippi contractors if you can. You can verify a Mississippi contractor’s license online at msboc.us. Never pay for anything in advance of work being done. If you have a complaint about anyone soliciting your business, contact the Consumer Protection Division of the Mississippi Attorney General’s Office toll-free number at 800-281-4418 or 601-359-3680.

Disaster survivors in Bolivar, Clarke, Coahoma, Forrest, George, Greene, Jones, Marion, Panola, Pearl River, Perry, Quitman, Sunflower, Tunica, Washington and Wayne counties may be eligible for FEMA’s Individual Assistance program.

Survivors in those counties can register for FEMA Individual Assistance online at DisasterAssistance.gov or by calling the FEMA helpline at 800-621-FEMA (3362), which is video relay service accessible. Mississippi Disaster Survivors: Don’t Be Victimized by Fraudulent Contractors or Disaster Workers

Baton Rouge, La. – Louisiana disaster survivors in Catahoula, East Carroll, Franklin, Lincoln and St. Helena parishes may now be eligible for federal disaster assistance.
        
Their first step is to register with FEMA.

Individuals in the designated parishes who had storm damage may apply for federal disaster assistance three ways:

  • Online at www.DisasterAssistance.gov
  • By calling 800-621-FEMA (3362)
    • People who have a speech disability or hearing loss and use TTY should call 800-462-7585.
    • For those who use 711 or Video Relay Service (VRS), call 800-621-3362.
    • These toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.
  • At a disaster recovery center (DRC).
    • For addresses of all the DRCs currently operating in Louisiana, go to www.fema.gov/disaster/4263 and click on the “Disaster Recovery Centers” link.

The federal disaster declaration issued March 13 for seven Louisiana parishes has been expanded four times to include 28 additional parishes as a result of severe storms and flooding that began on March 8, and continues.
    
The parishes designated for assistance are: Allen, Ascension, Beauregard, Bienville, Bossier, Caddo, Caldwell, Calcasieu, Catahoula, Claiborne, De Soto, East Carroll, Franklin, Grant, Jackson, La Salle, Lincoln, Livingston, Madison, Morehouse, Natchitoches, Ouachita, Rapides, Red River, Richland, Sabine, St. Helena, St. Tammany, Tangipahoa, Union, Vernon, Washington, Webster, West Carroll and Winn.

Assistance provided by FEMA for homeowners and renters can include grants for rent, temporary housing and home repairs to their primary residence, as well as other serious disaster-related needs, such as medical and dental expenses or funeral and burial costs.

Low-interest disaster loans from the U.S. Small Business Administration (SBA) also may be available to help individuals and business owners recover from the effects of the disaster. SBA helps businesses of all sizes, private nonprofit organizations, homeowners and renters fund repairs or rebuilding efforts and cover the cost of replacing lost or disaster-damaged personal property. The loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.  

Residents should apply as quickly as they can, even if they have insurance.  FEMA cannot duplicate insurance payments, but underinsured applicants may receive help after their insurance claims have been settled.

For flood insurance policyholders who may have questions, FEMA has aligned its call center to support them with servicing their claims and getting answers to their questions quickly. Policyholders may call 800-621-3362 Monday through Friday from 8 a.m. to 6 p.m. and select Option 2. Call center staff are available to assist policyholders with information regarding their policy, offer technical flood guidance to aid in recovery, and respond to general as well as complicated questions about the NFIP. Policyholders with questions specifically about an insurance claim can be transferred to their insurance carrier for additional assistance.

We urge everyone to continue to use caution in areas where floodwaters remain. Monitor DOTD’s www.511la.org website for updated road closure information. More Louisiana Residents May Be Eligible for Federal Disaster Assistance, Urged to Register

Baton Rouge, La. – Word of mouth is a powerful way to spread news. Amazing as it may seem, some people are so busy with their recovery from the March severe storms and floods, they may not have heard about federal help. Spread the word that the first step toward getting recovery assistance is to register with FEMA.

You could be the one to bring this important message to someone you know, perhaps a friend, neighbor, coworker, family member or acquaintance. Affected individuals, households and communities in Louisiana will be able to recover faster and stronger.

Damage caused by the storms and floods may not be apparent right now. By registering with FEMA, folks may be able to get help if they find damage later.

Let your neighbors know they may be eligible for grants for home repairs, or to replace personal property damaged by the flooding that started March 8 and continues. These grants do not have to be repaid.

Even if your parish has not been designated a disaster area, you can still register now and get help later if the parish is added to the federal disaster declaration.
