SACRAMENTO, Calif. – The California Governor’s Office of Emergency Services (Cal OES) and the Federal Emergency Management Agency (FEMA) continue working together to help survivors of the Butte and Valley wildfires. More and more survivors continue to find temporary housing accommodation; as they do, they should continue to stay in touch with FEMA.

FEMA’s Individual and Households Program – which includes rental assistance and Manufactured Housing Units – is intended as a temporary solution to help bridge the gap for survivors until they can find a permanent housing solution.

Wildfire survivors and their families eligible for and living in temporary housing as of Dec. 28, 2015:

  • 838 households are receiving rental assistance.
  • 31 households have received Manufactured Housing Units.

Additionally, 521 households have been able to remain in their homes thanks to financial assistance that pays for home repairs or to replace necessary household items so they can remain safely at home.

There are 37 households using the Transitional Sheltering Assistance program, which offers temporary sheltering at hotels and motels for eligible applicants until they secure alternative housing accommodations.

 As a reminder, survivors who registered for housing and other federal assistance should keep in touch with FEMA and keep their contact information current, especially if they have changed their phone number, email address or mailing address.

FEMA may need to contact survivors for a number of reasons and without current contact information, the agency will not be able to reach them. After several attempts, cases are put on hold until the survivor contacts the agency.

Applicants can track their case status and should notify FEMA if they receive insurance settlements or discover additional damage.

How to stay in touch with FEMA:

  • Go to www.DisasterAssistance.gov.
  • Dial the FEMA Helpline at 800-621-3362 or (TTY) 800-462-7585.
  • For those who use 711 Relay or Video Relay services, call 800-621-3362.
  • These toll-free numbers are operated from 6 a.m. to midnight daily.
  • Multilingual phone operators are available on the FEMA Helpline. Choose Option 2 for Spanish and Option 3 for other languages.

In addition to temporary housing programs, these services remain available to survivors:

  • Crisis Counseling services provided through the Calaveras and Lake County Mental Health Departments. Crisis Counseling is designed to help both children and adults cope with the emotional stress associated with a disaster.

    • Reach the Lake County Mental Health Crisis Hotline by calling 800-900-2075.
  • Disaster Legal Services (DLS) are provided to survivors free-of-charge through the Young Lawyers Division of the American Bar Association. Services include assistance with insurance claims, advice on landlord/tenant disputes, home repair contracts and contractors, mortgage-foreclosure issues, assisting in consumer protection matters, guidance on replacement of wills and other important legal documents. Texas Receives Federal Disaster Declaration; Texans Urged to Apply for Disaster Aid

DENTON, Texas – Texans affected by the recent severe storms should register now with the Federal Emergency Management Agency (FEMA).

President Barack Obama issued a major disaster declaration Nov. 25 for 15 Texas counties. It makes federal Individual Assistance available to eligible families, individuals, renters and business owners in Bastrop, Brazoria, Caldwell, Comal, Galveston, Guadalupe, Hardin, Harris, Hays, Hidalgo, Liberty, Navarro, Travis, Willacy and Wilson counties.  

People in these 15 counties who had damage from the Oct. 22-31 storms can register for FEMA assistance three ways:

  • Online, or via smartphone or web-enabled device, at www.DisasterAssistance.gov;

  • By calling 1-800-621-3362 or (TTY) 1-800-462-7585. The registration hotline will be open on Thanksgiving Day.

Assistance for eligible survivors can include grants for temporary housing and home repairs, and for other serious disaster-related needs, such as medical and dental expenses or funeral and burial costs. Long-term, low-interest disaster loans from the U.S. Small Business Administration (SBA) also may be available to cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.

Eligible survivors should register with FEMA even if they have insurance. FEMA cannot duplicate insurance payments, but under-insured applicants may receive help after their insurance claims have been settled.

Registering with FEMA is required for federal aid, even if the person has registered with another disaster-relief organization such as the American Red Cross, or local community or church organization. FEMA registrants must use the name that appears on their Social Security card. Applicants will be asked to provide:

  • Social Security number

  • Address of the damaged home or apartment

  • Description of the damage

  • Information about insurance coverage

  • A current contact telephone number

  • An address where they can get mail

  • Bank account and routing numbers if they want direct deposit of any financial assistance.

Texas Receives Federal Disaster Declaration; Texans Urged to Apply for Disaster Aid

SACRAMENTO, Calif. – The day after President Obama issued a major disaster declaration in Calaveras and Lake counties, Calif., FEMA teams were already on the ground and fanned out providing information and helping survivors register for assistance from the disastrous wildfires.

Beginning Sept. 23, more than 61 Disaster Survivor Assistance (DSA) specialists divided into teams and went door-to-door, store-to-store and into high-traffic areas – wherever survivors might be. DSA specialists provided survivors with information, registered them for disaster assistance on the spot and also referred them to additional resources when needed.

This boots-on-the-ground technique allowed DSA team members to reach survivors in remote mountainous areas, and as a result, DSA specialists registered more than 45 percent of the 3,497 survivors who applied for assistance, a high mark for the FEMA DSA program.  

“I’m very proud of the dedicated DSA teams,” said Timothy Scranton, FEMA’s federal coordinating officer for the disaster. “DSA provides support to disaster survivors directly in the communities where they live and work. This is a value-added service we can bring after a disaster to expedite the recovery process.”

But these specialists do more than registration. They keep alert to conditions, needs and activity in affected areas and report their findings to the appropriate individuals.

“They become an extra pair of eyes and ears in determining where issues exist,” Scranton added.

At the height of this operation, DSA specialists worked in the two counties, handing out flyers, providing information to people displaced by the wildfires, and followed up with the survivors to check the status of their applications.

The fires wiped out phone service in many areas. DSA specialists allowed survivors to use their FEMA-issued cell phones to check their registration or make other important calls.

“It can be stressful not to be able to pick up the phone and make a call,” said Tony Nguyen, Disaster Survivor Assistance branch director. “Making our cell service available is another way to help survivors recover.”

DSA teams have provided disaster assistance information to survivors in Calaveras and Lake counties since Sept. 23. Here is a snapshot of their efforts:

  • Homes visited – 5,279
  • Survivor interactions – 6,370
  • Survivor registrations – 1,462
  • Referrals to other agencies such as American Red Cross and SBA– 1,209
  • Businesses visited – 600
  • Community locations where DSA help was provided – 165

FEMA Specialists Blanketed Fire Ravaged Areas of California with Help

COLUMBIA, S.C. — South Carolina’s historic floods affected people’s jobs, mental state or left them needing legal assistance. But help is still available. There are several programs to assist survivors with these issues as they work to recover from the floods:

Disaster Unemployment Assistance

Disaster Unemployment Assistance application deadlines are approaching for several counties. DUA may be available to survivors who lost their jobs or businesses as a result of the recent floods. Survivors in any of the federally designated counties are eligible to apply. Apply by visiting mybenefits.dew.sc.gov or by calling 866-831-1724.

The deadline for survivors to file a claim is Nov. 4 in Charleston, Dorchester, Georgetown, Horry, Lexington, Orangeburg, Richland, and Williamsburg counties; Nov. 5 in Berkeley, Clarendon and Sumter counties; Nov. 6 in Calhoun, Darlington, Florence, Kershaw and Lee counties; Nov. 7 in Bamberg, Colleton and Greenwood counties; Nov. 12 in Newberry County; and Nov. 19 for Fairfield and Marion counties. Disaster-Related Legal Assistance at No Charge

A free helpline is available for survivors who have disaster-related legal questions. A partnership between the American Bar Association Young Lawyers Division, the South Carolina Bar, the South Carolina Bar Young Lawyers Division and South Carolina Legal Services is providing the service.

Survivors who have flood-related legal issues and cannot afford a lawyer should call 877-797-2227 ext. 120 or 803-576-3815 between 9 a.m. and 5 p.m., Monday through Friday.

Crisis Counseling Available

Many survivors recovering from the floods are also recovering emotionally. Free help is available for flood survivors who feel overwhelmed, exhausted or unable to cope. Mental health professionals are available at disaster recovery centers. Survivors can find their closest recovery center by calling 800-621-3362 or by logging onto fema.gov/disaster-recovery-centers.

Survivors who sustained losses in Bamberg, Berkeley, Calhoun, Charleston, Clarendon, Colleton, Darlington, Dorchester, Florence, Georgetown, Greenwood, Horry, Kershaw, Lee, Lexington, Newberry, Orangeburg, Richland, Sumter and Williamsburg counties are eligible to register for federal disaster assistance.

South Carolina Flood Survivors Have Many Ways to Get Help

Washington – Today, the Ad Council and the Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced the launch of a new public service advertisement (PSA) to raise awareness about the importance of being prepared for emergencies. While the PSA targets all communities, We Prepare Every Day is the first in a series of videos that aim to deliver a strong preparedness message by showing people with disabilities taking charge to prepare themselves and their families for emergencies.

The PSA provides equal access to all viewers and includes open captioning, a certified deaf interpreter, and audio description for viewers who are blind or have low vision.

“As we celebrate a quarter century of the ADA, we look to people with disabilities as leading the way,” said Craig Fugate, FEMA Administrator. “By taking their own preparedness actions every day, they set an example for all of us, including their families and their communities.”

The launch of the PSA coincides with the 25th anniversary of the Americans with Disabilities Act (ADA) on July 26, 2015. The ADA prohibits discrimination and ensures equal opportunity for people with disabilities in employment, state and local government services, public accommodations, commercial facilities, transportation and telecommunications. The ADA guarantees the civil rights of more than 56 million Americans.

“Everyone can and should think about their specific needs and prepare for the kinds of emergencies that can happen where they live, work or visit,” said Lisa Sherman, President and CEO of the Ad Council. “Our hope is that this campaign encourages everyone to think ahead and be prepared.”

The new PSA emphasizes the Ready Campaign’s four building blocks of preparedness – Build a Kit, Make a Plan, Be Informed and Get Involved. FEMA’s Ready campaign in partnership with the Ad Council has helped to generate more than 87 million unique visitors to the campaign’s website, Ready.gov, since its launch in 2003. The Federal Emergency Management Agency provides two main types of assistance following natural disasters, such as the Texas storms, tornadoes, straight-line winds and flooding that occurred May 4 through June 19.

Individual Assistance is provided by the Federal Emergency Management Agency (FEMA) to individuals and families who have sustained losses due to disasters.

  • Texas homeowners, renters and business owners in designated counties who sustained damage to their homes, vehicles, personal property, businesses or inventory as a result of the May 4 through June 19 severe storms and floods may apply for disaster assistance.
  • Disaster assistance may include grants to help pay for temporary housing, emergency home repairs, uninsured and underinsured personal property losses, and medical, dental and funeral expenses caused by the disaster, along with other serious disaster-related expenses.
  • Disaster assistance grants are not taxable income and will not affect eligibility for Social Security, Medicaid, medical waiver programs, welfare assistance, Temporary Assistance for Needy Families, food stamps, Supplemental Security Income or Social Security Disability Insurance.
  • As a FEMA partner, the U.S. Small Business Administration (SBA) offers low-interest disaster loans to businesses of all sizes, private non-profit organizations, homeowners and renters. SBA disaster loans are the primary source of federal long-term disaster recovery funds for disaster damages not fully covered by insurance or other compensation. They do not duplicate benefits of other agencies or organizations.

Public Assistance can fund the repair, restoration, reconstruction or replacement of a public facility or infrastructure damaged or destroyed by a disaster.

  • FEMA will provide a reimbursement grant of 75 percent of eligible costs, with the state and local governments sharing the remaining 25 percent of costs. Eligible entities include state governments, local governments and any other political subdivision of the state, Native American tribes and Alaskan Native Villages. Certain private nonprofit organizations, such as educational, utility, irrigation, emergency, medical, rehabilitation, and temporary or permanent custodial care facilities also may receive assistance.
  • Although funds are awarded to government entities and nonprofits, the Public Assistance program is intended to benefit everyone — neighborhoods, cities, counties and states. Public Assistance dollars help clean up communities affected by disaster-related debris, repair the roads and bridges people use every day getting to work and school, put utilities and water systems back in order, repair hospitals and emergency services, rebuild schools and universities, and restore playground equipment in public parks.

After the Disaster: Replacing Lost or Damaged Documents

AUSTIN, Texas – Texans who sustained property damage as a result of the ongoing severe storms and flooding are urged to register with the Federal Emergency Management Agency (FEMA), as they may be eligible for federal and state disaster assistance.

The presidential disaster declaration of May 29 makes disaster aid available to eligible families, individuals and business owners in Hays, Harris and Van Zandt counties.  

“FEMA wants to help Texans begin their recovery as soon as possible, but we need to hear from them in order to do so,” said FEMA’s Federal Coordinating Officer (FCO) Kevin Hannes. “I urge all survivors to contact us to begin the recovery process.”

People who had storm damage in Harris, Hays, and Van Zandt counties can register for FEMA assistance online at www.DisasterAssistance.gov or via smartphone or web-enabled device at m.fema.gov. Applicants may also call 800-621-3362 or (TTY) 1-800-462-7585 from 6 a.m. to 9 p.m. daily. Flood survivors statewide can call and report their damage to give the state and FEMA a better idea of the assistance that is needed in undesignated counties.

Assistance for eligible survivors can include grants for temporary housing and home repairs, and for other serious disaster-related needs, such as medical and dental expenses or funeral and burial costs. Long-term, low-interest disaster loans from the U.S. Small Business Administration (SBA) also may be available to cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.

Eligible survivors should register with FEMA even if they have insurance. FEMA cannot duplicate insurance payments, but under-insured applicants may receive help after their insurance claims have been settled.

Registering with FEMA is required for federal aid, even if the person has registered with another disaster-relief organization such as the American Red Cross, or local community or church organization. FEMA registrants must use the name that appears on their Social Security card. Applicants will be asked to provide:

  • Social Security number
  • Address of the damaged home or apartment
  • Description of the damage
  • Information about insurance coverage
  • A current contact telephone number
  • An address where they can get mail
  • Proof of residency, such as a utility bill, rent receipts or mortgage payment record
  • Bank account and routing numbers if they want direct deposit of any financial assistance.

Texans Have Three Ways to Apply for Federal Disaster Assistance

WASHINGTON – A recent Federal Emergency Management Agency (FEMA) survey found that nearly 60 percent of American adults have not practiced what to do in a disaster by participating in a disaster drill or preparedness exercise at work, school, or home in the past year. Further, only 39 percent of respondents have developed an emergency plan and discussed it with their household. This is despite the fact that 80 percent of Americans live in counties that have been hit with a weather-related disaster since 2007, as reported by the Washington Post. With the number and severity of weather-related disasters on the rise, the America’s PrepareAthon! is an opportunity for individuals, organizations, and communities to take action to prepare for specific hazards through group discussions, drills, and exercises.

“When it comes to preparedness, practice makes perfect,” said FEMA Administrator Craig Fugate. “America’s PrepareAthon! is about taking action now to better prepare yourself, your family, and your community to be ready to respond to these events before they occur.”

America’s PrepareAthon! is a national community-based campaign that provides free, easy-to-use guides, checklists, and resources to get more people to take action to prepare every day. On April 30, individuals, families, workplaces, schools and organizations will come together to practice simple actions to stay safe before, during, and after emergencies relevant to their area. Examples include:

  1. Sign up for local text alerts and warnings and download weather apps to your smartphone.
  2. Develop an emergency communication plan for your family. This will help you be in touch if a disaster strikes and family members are in different locations.
  3. Collect important documents and keep them in a safe place. This will help you evacuate without delay and get back on track after the disaster passes.
  4. Gather emergency supplies. Pack a “go bag” to evacuate quickly and have supplies in the home to be safe without water or power.

America’s PrepareAthon! was established to provide a comprehensive campaign to build and sustain national preparedness as directed by Presidential Policy Directive-8.
