BATON ROUGE, La. — Since Hurricane Isaac struck Louisiana in late August, the public has been an important part of the emergency management team by volunteering time, money, and energy helping disaster survivors and their communities.

The Federal Emergency Management Agency (FEMA) and its partner, Louisiana Voluntary Organizations Active in Disaster (LA VOAD), are committed to fostering the Four Cs: communication, coordination, collaboration and cooperation.

LA VOAD is the primary statewide point of contact for voluntary organizations assisting with Hurricane Isaac disaster needs. It is also the forum where organizations share knowledge and resources throughout the disaster cycle — preparation, response and recovery — to help disaster survivors and their communities.

Members of Louisiana VOAD have done valuable work throughout the state since Isaac struck. Many are community- and faith-based groups, providing people with basic household needs, helping with clean-up and repair, and planning for longer-term recovery. Some have fostered cultural sensitivity and awareness, providing for particular needs of ethnic groups. Others are health care professionals who have counseled survivors at shelters and in their communities as they continue to cope with stress.

Whether or not you live in one of the affected parishes, you can support the ongoing response and recovery efforts in several ways. Listed below are tips for Louisianians who want to donate goods and services or volunteer their time and energy to help disaster survivors:

  • Register at www.volunteerlouisiana.org to receive updates and information on volunteer opportunities as they are identified.
    • For opportunities in Plaquemines Parish, call the Committee for Plaquemines Recovery at 1-504-564-0309.
    • For opportunities in St. John Parish, call the hotline at 1-985-359-1024 
  • Visit Louisiana VOAD website at www.lavoad.org and click on the “How to Help” tab for information and links on how to volunteer or donate.
  • A financial contribution is the most efficient method of donating and offers voluntary agencies the most flexibility in obtaining the most-needed resources. You can donate money directly to Louisiana VOAD members including texting a donation to the American Red Cross or Salvation Army at www.nvoad.org.
  • If you have a quantity of a given item to donate, and you need help in determining which organizations to give to, you can make your offer through the National Donations Management Network by clicking “Louisiana” on the drop down menu at www.aidmatrixnetwork.org.
  • Also at this website, click on “Louisiana” on the interactive map for updated parish-specific opportunities for volunteers.
  • Join up with existing nonprofit organizations before coming to the disaster area. A community easily can become overwhelmed by the amount of generous people who want to help. Contacting and affiliating with an established organization will help to ensure that you are appropriately trained to respond in the most effective way.
  • Confirm the need before donating goods. Unsolicited donated goods require voluntary agencies to redirect valuable resources away from providing services in order to sort, package, transport, warehouse and distribute items that may not meet the needs of disaster survivors.

Livingston Parish Disaster Recovery Centers Close This Week

CLINTON, Miss. – In nearly seven weeks since Hurricane Isaac struck Mississippi, more than $20.3 million in state and federal aid has been approved to help those affected.                                                                                                

MEMA and FEMA provide the following snapshot of the disaster recovery effort as of Oct. 15:

  • Nearly 6,100 households have received FEMA grants that assist with housing and personal property loss.
  • Nearly $12.1 million has been approved for housing grants, including short-term rental assistance, home repair and replacement costs.
  • Almost $2.2 million has been approved to cover other essential disaster-related needs, such as medical and dental expenses and lost personal possessions.
  • Nearly $6.1 million in low-interest disaster loans from the U.S. Small Business Administration to assist homeowners, renters and businesses.
  • More than 19,500 home inspections have been completed.
  • There were more than 10,200 visits to 16 disaster recovery centers by people affected by the disaster.

Almost 24,800 survivors in designated counties have contacted FEMA for help or information regarding disaster assistance. Many people sought housing assistance from FEMA because their primary homes were unlivable or inaccessible.

While all disaster recovery centers have closed, survivors can still have recovery questions answered by FEMA specialists this week at locations in Franklin and Jones counties.                                                                                                                      

Those who have already registered for disaster assistance should stay in contact with FEMA if they change their mailing address, phone number or e-mail address, if they receive an insurance settlement, or discover additional damage by calling the FEMA Helpline at 800-621-3362.

The Helpline is also available for Mississippians who have needs not met by federal assistance. It is a good source of information referring survivors to state and local organizations and partner agencies such as the American Red Cross, the Salvation Army and the U.S. Small Business Administration. Survivors may also call 2-1-1 to be connected to volunteer or faith-based organizations that may be able to help them with resources and needs.

Survivors have through Wednesday, Oct. 31 to register for disaster assistance. They should register online at DisasterAssistance.gov or by mobile device at m.fema.gov. If online or mobile access is unavailable, applicants should call the FEMA toll-free Helpline at 800-621-3362. Those who use

$18.1 Million Approved In Disaster For Hurricane Isaac

PHILADELPHIA, Pa. – Home fires can happen at any time and spread in just minutes, claiming the lives and property of those affected. During the week of October 7-13, the Federal Emergency Management Agency (FEMA) and the U.S. Fire Administration (USFA), in partnership with the National Fire Protection Association, are encouraging individuals and families to have a fire escape plan. People can protect their homes and loved ones from emergencies by making their homes safer now and throughout the year.

Hundreds of thousands of fires happen in and around American homes every year, killing or injuring thousands of people and causing untold damage to families and communities. In 2010 alone, a total of 362,100 residential fires resulted in 2,555 deaths, 13,275 injuries, and more than $6.6 billion in property loss. For more information on fire statistics, visit: http://www.usfa.fema.gov/statistics/estimates/index.shtm.

FEMA Region III Acting Regional Administrator Robert Welch encourages everyone to prepare for and prevent against a fire: “In the event of a fire, remember that every second counts, so you and your family must always be prepared. Having an escape plan and practicing it can help you get out quickly.”

The best way to prepare for a fire is to plan in advance and practice your response plan. Here are some suggestions for how to get ready:

Check that all smoke alarms work: USFA recommends that every residence be equipped with both ionization and photoelectric smoke alarms or dual sensor smoke alarms, which contain both ionization and photoelectric smoke sensors;

  • Make sure that there are two ways out of every room;
  • Make a home fire plan; and
  • Practice with family members including children, older family members, and individuals who have access and functional needs so that every person knows how to use both ways to get to safety.

Livingston Disaster Recovery Center Will Remain Open

VINTON, Iowa – Two-hundred thirty young adults from across the nation will be sworn in as members of FEMA Corps at an induction ceremony in Iowa today, providing a boost to the nation’s ability to assist disaster survivors while expanding career opportunities for young people.

FEMA Corps is an innovative partnership between two federal agencies that combines the disaster expertise of the Federal Emergency Management Agency (FEMA) with the service leadership of the Corporation for National and Community Service (CNCS) and AmeriCorps.

Following a record-breaking year for federally declared disasters in 2011, FEMA Corps was created to enhance the nation’s disaster response and recovery capacity, increase the reliability of the disaster workforce, and provide a pathway for young people to enter the emergency management profession.

Established as a new unit within the existing AmeriCorps National Civilian Community Corps (NCCC), FEMA Corps engages young adults ages 18 to 24 to provide ten months of full-time service on disaster response and recovery projects. 

The 230 FEMA Corps members being inducted today at AmeriCorps NCCC’s Vinton campus join a similar-sized class sworn in two weeks ago in Vicksburg, Miss., making for an initial corps size of 460 members.

U.S. Senator Tom Harkin, FEMA Deputy Administrator Richard Serino, and CNCS CEO Wendy Spencer, will participate in today’s induction ceremony at the AmeriCorps NCCC campus in Vinton to thank members for their commitment and challenge them for the important work ahead.

“In August of 2008, I had the honor of addressing the very first class of NCCC members at what was then the brand-new Vinton campus.  That spring and summer, Iowa had been hit by relentless downpours, floods of biblical proportions, and disastrous tornadoes.  To have that influx of NCCC members, at that time of dire need, was truly a godsend,” said Harkin, who chairs the Senate appropriations panel that funds AmeriCorps and was integral in bringing NCCC to Iowa.  “Serving others and giving back to our communities are some of the most important things we can do as American citizens.  I commend each member of this new class today and I thank them for their service.”

“When I visit communities devastated by disasters like Joplin, Mo., I always find members of AmeriCorps lending a helping hand to survivors,” said Serino. “Today’s inductees are pioneers – combining the exceptional record of citizen service at AmeriCorps NCCC with FEMA’s specialized mission of supporting survivors with their recovery after a disaster. I commend and thank every member of the inaugural class of FEMA Corps for their dedication to helping communities in need.”

“I commend you for answering the call to serve and making a difference for people and communities in need,” said Spencer.  “As members of the first FEMA Corps class, you are writing a new chapter in the history of national service. You will bring much-needed hope and assistance to disasters survivors at their time of greatest need. As you help others, this year will help you – giving you skills, expanding your opportunities, and setting you on a lifelong path of service to others.”

Today’s induction ceremony marked the end of one month of AmeriCorps NCCC training and the start of FEMA position-specific training. After completing training, members will be deployed to their first assignments, which can range from working directly with disaster survivors to supporting disaster recovery centers to sharing disaster response and mitigation information with the public.

Some teams are expected to be deployed to the Gulf Coast to respond to recent hurricanes and flooding.  FEMA Corps will supplement FEMA’s existing Reservist workforce in assisting citizens and communities who have been impacted by disasters.

After completing 1,700 hour of service, FEMA Corps members will receive a $5,550 Segal AmeriCorps Education Award to pay for tuition or pay student loans.  Members will gain significant training and experience in disaster services that can serve as a pathway to employment in the emergency management profession.

FEMA Corps members will be based out of five AmeriCorps NCCC campuses across the country: Sacramento, CA; Denver, CO; Vinton, IA; Perry Point, MD; and, Vicksburg, MS.

FEMA Invests $100 Million in Post-Tsunami Disaster Relief, Emergency Preparedness Improvements for American Samoa
NOAA will certify Territory as TsunamiReady this week

Honolulu, Hawaii — The Federal Emergency Management Agency has awarded nearly $100 Million dollars in Post-Tsunami improvements to American Samoa for lifesaving emergency management systems that include an early warning siren system, 9-1-1 emergency call center and the completion of a formal tsunami hazard plan that proved instrumental in helping the island achieve the coveted status of TsunamiReady.   

To be recognized as TsunamiReady, a community must establish a 24 hour warning point and emergency operations center, develop multiple ways to receive tsunami warnings and alert the public, develop a formal tsunami hazard plan, conduct emergency exercises and promote public readiness through community education.  Given that American Samoa is located 120 miles away from the Tonga Trench, one of the fastest moving subduction zones in the world, tsunmi readiness is paramount to the island’s safety posture. 

After meeting all federal requirements, this week the islands of Tutuila, Aunuu, Ofu, Olosega and Tau and all of the National Park of American Samoa have attained the federal NOAA/NWS designation of TsunamiReady and will be officially designated as TsunamiReady in a ceremony with senior American Samoan Government, NOAA and FEMA officials.

“This subduction zone will continue to produce earthquakes and potentially damaging tsunamis,” said Regional Administrator Nancy Ward. “American Samoa Government officials have truly made preparedness one of their most important priorities.  Their training and outreach programs have achieved remarkable results that will help save future lives.”

On September 29, 2009 the South Pacific Tsunami was generated by a series of earthquakes that took place at possibly the closest point of this trench to American Samoa, causing fatalities and regional devastation.  Resources have been invested by federal, territorial, voluntary and private sectors partners since the killer wave came ashore in 2009 that have helped the territory to achieve a heightened level of preparedness. 

The whole community of American Samoa has come together during the past three years to make the citizens of the islands safer and better prepared to meet a wide variety of threats. 

“This is a perfect example of the resilience of the Pacific Islanders and the value of government coordination and cooperation.  Everyone met this disaster head on and never stopped moving forward.  This recognition is something that the people of American Samoa and their many partners can be very proud of,” said Jeff LaDouce, Director of NOAA’s National Weather Service Pacific Region.

Post-Tsunami FEMA funded projects include:  the purchase of a generator and two ambulances for LBJ hospital and establishing an Emergency 9-1-1 Call Center.  In addition, funds were used to purchase and install an early warning siren system complete with 48 sirens throughout American Samoa.   Funds were also used to improve airport security and to purchase equipment for American Samoa Department of Homeland Security’s Emergency Operation Center.  Communications equipment and Official vehicles for the American Samoa Department of Homeland Security were also acquired.  The Land-Mobile-Radio project contract has been awarded and is the next phase to be implemented to improve communication capability on the island. 

FEMA’s aggregated financial assistance to long term recovery have included:

•           Awarding more than $37 million in FEMA’s Individual Assistance programs.  This includes assistance under various FEMA programs, including Housing Assistance, Other Needs Assistance that provided support for dental, medical, moving, storage and a variety of other needs

•           The award of more than $54 million to the ASG to rebuild public infrastructure, mitigate against future disasters and reimburse the American Samoa government for some of the money spent during the initial response.

•           In consultation with the American Samoan Government, FEMA has rebuilt and turned over 39 permanent replacement homes to deserving American Samoan families who lost their homes as a result of the devastating tsunami. 

•           The award of more than $8 Million in Homeland Security Grant Program funds and Public Safety Interoperable Communications funding used for planning and to help American Samoa to be more prepared for natural disasters, train first responders and citizens of American Samoa and provide much needed communication equipment. 

The TsunamiReady program is administered by the National Weather Service as a way to increase and strengthen the ability of communities to prepare for, mitigate, and recover from natural hazards.  The TsunamiReady ceremony for the Territory of American Samoa and the National Park of American Samoa, will be held at 10:30 a.m. at the Maota Samoa at Utulei Beach on Friday, September 28, 2012, one day before the 3rd anniversary of the devastating 2009 South Pacific Tsunami.   

An American Samoa Tsunami Study was conducted by the U.S. Army Corps of Engineers, Honolulu District in cooperation with the American Samoa Government to help strengthen American Samoa’s ability to prepare for, respond to, and recover from tsunami hazards.  To view the study visit:  http://astsunamiresilience.org/reports/
