WASHINGTON, D.C. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Alaska to supplement state, tribal, and local recovery efforts in the area affected by a severe storm during the period of December 12-15, 2015.

The President’s action makes federal funding available to state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by a severe storm in the Pribilof Islands Regional Education Attendance Area.

Federal funding is available on a cost-sharing basis for hazard mitigation measures for the entire State of Alaska.

Sharon Loper has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Loper said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

President Declares Disaster for State of Alaska

SEATTLE – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Sockeye Fire, burning in Matanuska-Susitna Borough, Alaska.

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the Sockeye Fire threatened such destruction as would constitute a major disaster. Murphy approved the state’s request for federal Fire Management Assistance Grant (FMAG) on June 15, 2015 at 6:37 p.m. AKDT.

The fire started on June 14, 2015, and has burned approximately 6,500 acres of private and state land. At the time of the request, the fire had burned 25 homes and was threatening 893 primary homes in and around the town of Willow. Approximately 1700 people had evacuated the area. Sheltering operations have been ongoing and have had to relocate 3 times because of the dynamics of this fire. The Park Highway, local roads and bridges were closed and threatened.

Firefighting resources include a Type 1 Incident Management Team, 5 Hot Spot Crews, 10 Helicopters, 1 Air Tanker, 2 Engine Task Forces to support fire suppression activities. The Federal Principal Advisor confirmed the threat to homes. The fire is currently 0 percent contained. There are 24 other fires burning uncontrolled within the state.

The authorization makes FEMA funding available to pay 75 percent of the State of Alaska’s eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

FEMA provides federal funds to help fight the Sockeye Fire

ANCHORAGE, AK – The final six repairs to homes in Circle damaged as a result of last year’s spring breakup flooding along the Yukon River have been completed thanks to a united effort that included faith-based skilled volunteers, the State of Alaska and the Federal Emergency Management Agency.

For more than six weeks, 27 Mennonite Disaster Service volunteers worked nearly 3,000 hours to complete the final repairs. Last summer, 27 Mennonite volunteers, three of whom returned to Circle this year, completed work on eight homes in the Interior Alaska community.

“I think the fact that MDS had been there in 2013 helped pave the way for us,” said Mennonite Disaster Service team leader Harold Miller. “We were not new to the community and the quality of our work had been established, so we just really only finished what had already been started.”

Circle’s First Chief Jessica Boyle and Second Chief Tanya Carrol welcomed the rebuilding help.

“I think the Mennonites are the best thing that’s happened to this community since the flood,” Boyle said. “I don’t think a lot of people’s homes would have gotten repaired if they were not involved. They are master carpenters. These guys are craftsmen and they did more than I ever expected.”

According to Miller, the MDS mission is to restore hope. Miller said it took volunteers along with FEMA and the State of Alaska to make it happen in Circle.

Unlike other communities affected by the 2013 floods which are only accessible by air or barge, a 160-mile-long road connects Circle with Fairbanks. This allowed FEMA to transport construction supplies, equipment and other materials directly to the area. The state and FEMA also arranged for local lodging and in-state air travel for the volunteers.

“It was a real pleasure working with FEMA and the State of Alaska to get the needed materials and having them arrive in a timely manner,” Miller said. “I sincerely hope that any future disasters bring together the same partnerships to provide healing to those families whose homes have been damaged.”

In addition to leaving behind habitable homes for survivors, the Mennonites also left behind a reminder of the friendships made and the mission that brought them to the small, self-reliant community of about 90 people, primarily Athabascan Natives. The Mennonites presented homeowners and the community with a collection of handmade quilts symbolizing the unity of effort that came together in Circle.

United Efforts in Circle Bring Completion to Home Repairs

ANCHORAGE, Alaska – The first teams of skilled volunteers arrived in Alaska earlier this week to continue rebuilding efforts in four Interior communities affected by the 2013 floods. The State of Alaska has been working closely with the Federal Emergency Management Agency to ensure a speedy recovery on all fronts, which includes bringing volunteers to the state.

“We anticipate more than 500 men and women will spend their two-week vacations installing windows, doors, roofs, plumbing and other essential components,” said Federal Coordinating Officer Willie G. Nunn. “The collective focus is to get displaced families home, make damaged residences safe and secure for occupancy, and complete our mission by September.”

According to State Coordinating Officer Bryan Fisher, this is the first housing disaster in 20 years that required two building seasons in Alaska due to the severity.

“The safety of survivors has always been our priority whenever responding to a disaster,” Fisher said. “In 2013, the volunteer groups helped us immensely by ensuring the majority of those affected were able to return home before winter.”

Following the disaster and during the gap in construction seasons, the state provided temporary housing in Anchorage, Fairbanks and Galena for those unable to return home.

Nunn stated that 116 homes were repaired or rebuilt by survivors and skilled volunteers in 2013. The work last summer was conducted in six rural Alaskan communities including Alakanuk, Circle, Emmonak, Fort Yukon, Galena and Hughes. This summer, 48 homes will be repaired or rebuilt in Alakanuk, Circle, Emmonak and Galena. The primary agencies involved with rebuilding these communities this summer are the Disciples of Christ, Lutheran Ministries, Mennonite Disaster Service, Samaritan’s Purse and United Methodist Volunteers in Mission.

While many volunteers are paying their own way, the state and FEMA have partnered to help with in-state travel costs, as well as meals and accommodations while staying in affected communities. Faith-based organizations in Fairbanks and Anchorage are providing lodging, meals and local transportation for the teams before they travel to their designated communities.

Hundreds of Volunteers Return to Repair and Rebuild Homes

A large earthquake in Alaska, especially in winter, would require a different type of response than most areas of the nation. FEMA Region X is participating in a series of exercises that will test the ability of the federal government to respond to major disasters in Alaska.

The largest of the exercises is Alaska Shield 2014. This full-scale emergency response exercise, occurring in late March of 2014 that will test the plans and actions of the State of Alaska, FEMA, territorial governments, private sector companies, international partners, non-governmental organizations, and academic institutions and its partners.

“We do not know when the next earthquake or tsunami will take place, but it will depend on our collective and individual preparedness to reduce our vulnerability.” said FEMA Regional Administrator Ken Murphy. “It is imperative that we work together in advance of an event to make sure that all of our systems are working together smoothly and seamlessly”.

This exercise will coincide with 50th anniversary commemoration events of the 1964 Great Alaskan Earthquake. The earthquake scenario is designed to be of sufficient complexity to disrupt the States essential services, making it difficult for communities to obtain outside assistance but allow life safety activities to resume.

A Full-Scale Exercise tests plans and actions during the initial response phase of a disaster. It also tests the ability to stabilize the situation and meet immediate essential needs during a major disruptive event, as well as ensure recovery efforts can begin.

How is responding to a disaster different in the State of Alaska?

HUGHES, Alaska – On a late September afternoon sprinkled with snow flurries, eight young adults in mud-streaked protective bodysuits and breathing masks installed blankets of insulation to the underside of a weather-worn cabin in the Alaskan Bush.

Two of them partnered off to move 8-foot by 4-foot sheets of plywood from a nearby shed to the house, while five others dragged themselves through the soggy soil in a tiny crawl space to fasten thermal lining to the underbelly of the home.

Later in the day, Cesar Flores, the team’s leader, stood beside a resident’s smokehouse observing a nearly six-foot-wide rack of a bull moose that was taken the day before.

“We don’t normally see things like this where we’re from,” said Flores. “We’re humbled to have been given this opportunity to come all the way out here and help a Native community recover.”

As a result of a major disaster declaration on June 25, the Federal Emergency Management Agency (FEMA) is providing assistance to Hughes and other disaster affected communities, including covering transportation and other costs for more than 200 AmeriCorps members and volunteers.

From their center of operations on the largest Native American reservation in California to a small indigenous village in Interior Alaska, the Hughes team worked tirelessly to remove flood-soaked tile and wood from flooring and walls, clear out spoiled furniture, and begin minor repairs on several homes that were damaged when the Koyukuk River overtopped its banks earlier this year.

They are specially trained AmeriCorps members from the Hoopa Tribal Civilian Community Corps (TCCC) — based out of the Hoopa Valley Indian Reservation in Northern California —that helped Alaska Natives in Hughes navigate the rough patches of recovery and reconstruction.

Of the two dozen or so homes in Hughes, nearly a quarter of them were damaged by floodwaters that inundated the village in late May.

Hoopa TCCC members mucked, gutted and prepared six homes before handing them off to Disciples of Christ disaster response volunteers to complete the critical structural repairs. As the construction season comes to an end in Hughes, all but one of the damaged residences have been repaired and families are ready to overwinter in their own homes.

“It was a great idea to have the Hoopa AmeriCorps team come to Hughes to assist in rebuilding the homes,” said Thelma Nicholia of the Hughes Tribe. “We wouldn’t have been able to do it this fall if they didn’t come and help.”

Hoopa TCCC spent nearly two weeks in the Koyukon Athabascan village, a community of about 87 people where traditional ways of life still persist. In September, residents not only had to worry about repairing their homes, they had to hunt, fish and gather food to sustain their families through the winter months — a practice dating back thousands of years.

“Having the Hoopa group in Hughes was a smart decision and it turned out to be a great match,” said Ramona VanCleve, tribal liaison for FEMA’s spring flood recovery operation in Alaska. “They were a nice, thoughtful group to send in to a community so remote and with such a high percentage of Alaska Natives.”

Sitting on three square miles of land pinched between the Koyukuk River and a 500-foot bluff, Hughes is one of the eight communities in Alaska most affected by the spring floods. What’s more, the village’s lack of a road network combined with the state’s harsh climate made it a challenge for disaster response and recovery efforts.

Just before Hoopa TCCC arrived in Hughes, nearly two dozen men from the village were called down to the Lower 48 to help fight the blazes that ripped through parts of Yosemite National Park. While a chunk of the workforce was tied up in California for two weeks, Hoopa TCCC filled in where it could.

“There was a lot of work to be done in Hughes,” said Sebastian Ferris, a Hoopa TCCC member from the Hoopa Valley Tribe. “But we did it, and we happily did more than what was expected because we wanted to help this community — our brothers and sisters.”

Beyond home repairs, the members accompanied locals downriver to gather wood for stovetop cooking and helped to build smokehouses for drying moose meat.

Hoopa TCCC members embraced the Athabascan culture and spent most of their downtime socializing in the community. They played with the village children in the local playground and shared moose stew with the village elders.

“Sharing is an important part of Athabascan culture,” said VanCleve. “To the people in Hughes, what’s more friendship-building than sharing a traditional meal of moose stew?”

“We’re Natives, so there was an instant bond and connection,” said Luis Rea, a Hoopa TCCC member from the Chickasaw Nation. “We really felt like we became part of the family.”

Hoopa TCCC members come from all over the U.S. and represent several Native American tribes. The group serving in Hughes, in particular, is made up of members not only from the Hoopa Valley Tribe — an Athabascan group from the Trinity River valley in California, but also the Pit River Tribe in northeast California, the Chickasaw Nation in Oklahoma and the Navajo Nation in New Mexico.

“This is the second time in my 15 years of being with TCCC that we have been mission assigned by FEMA to serve another Native American population in a disaster area,” said Tahsanchat Ferris-Wilson, program director for Hoopa TCCC. “Our program is sensitive to the needs in Indian Country, as we call it. Native people relate to other Native people.”

In events like the flooding in Alaska, the State and FEMA rely on voluntary organizations and national service groups like AmeriCorps to provide critical help for disaster survivors. AmeriCorps, through its parent agency the Corporation for National and Community Service (CNCS), enlisted Hoopa TCCC along with 17 FEMA Corps and 67 other service corps members and staff to join the recovery front in several flood-ravaged areas in Alaska.

“In times of great need TCCC Hoopa is always first in line to serve,” said Kelly DeGraff, senior advisor for Disaster Services at CNCS. “The TCCC members often take on the toughest assignments and they are the perfect illustration of how powerful national service can be when responding to those in need.”

Tribal Corps Aids Alaska Flood Recovery: Sweat, Service and Spirit in the Last Frontier

ANCHORAGE, Alaska — Many survivors affected by the spring floods are now back in warm, safe and familiar surroundings thanks to the many volunteer groups who contributed their time and skills to help survivors return home.                                                                                                                                                    

Much of the 13,000 volunteer hours—the equivalent of more than six average work years—has been to repair and rebuild homes so that survivors can move back in. These hours are the result of volunteer groups traveling to Alaska from around the country after ice jams this spring damaged homes in the Alaskan bush communities of Alakanuk, Circle, Eagle, Emmonak, Fort Yukon, Galena, Hughes and Tok.

More than 100 home repairs or rebuilds have been completed in affected communities. Of the repairs, 56 were completed in the hardest hit community of Galena. Volunteers groups have contributed to the bulk of this effort since arriving in early August. The repairs have made damaged homes habitable again for survivors so they can sustain the winter in communities where temperatures can get as low as 50 degrees below zero.                                                                                          

“It would have been impossible to have gotten this many home repairs completed in this amount of time were it not for the volunteers,” said State Coordinating Officer Bryan Fisher. “They selflessly spent long periods far away from their families and put in extraordinary hours to help total strangers. Volunteers are a huge reason why many spring flood survivors can be back in their own home and that means a lot to Alaska.”

More than 120 volunteers from United Methodists Volunteers in Mission (UMVIM), Disciples of Christ, Mennonite Disaster Services, World Renew and Arizona Southern Baptists have helped repair, rebuild, muck out and gut homes in Circle, Fort Yukon, Galena and Hughes. Their contributions included repairing and constructing homes as well as skilled labor such as plumbing and electrical work. The Galena Bible Church also contributed by providing shelter to volunteers who came to its hard hit community.

Voluntary agency liaisons with the Federal Emergency Management Agency (FEMA) worked with UMVIM and other participating groups to coordinate and fund their travel to affected communities that needed help. FEMA also paid for building materials. Additionally, the State of Alaska assembled responder camps in Galena to house volunteers.

“FEMA and our state partner play important roles in disaster recovery, but the volunteers make a big difference, too,” said Federal Coordinating Officer Dolph Diemont. “Nearly all the damaged homes that were repaired or rebuilt are because of them. The safety of survivors is our priority whenever responding to a disaster and all the volunteer groups helped us immensely in that mission by getting them back home for the winter.”

Volunteers will continue repair and rebuild work on homes in the spring.

Volunteer Labor Helps Spring Flood Survivors Return Home

ANCHORAGE, Alaska — After serving nearly 14,000 meals since beginning feeding operations in Galena, The Salvation Army has transferred its food-preparation operation to Anchorage for the winter. Beginning Monday, survivors in Galena will receive meals prepared at the Salvation Army’s central kitchen, packed with the help of FEMA Corps members and shipped by air.

“While survivors are making progress toward recovery, there is still a need for prepared meals in Galena,” said Jenni Ragland, The Salvation Army emergency services director. “The Salvation Army is providing meals to survivors in shelters and those without the means to prepare meals in their homes.”

FEMA Corps is an innovative partnership between two federal agencies that combines the disaster expertise of the Federal Emergency Management Agency (FEMA) with the service leadership of the Corporation for National and Community Service and AmeriCorps. FEMA Corps members are working alongside FEMA’s existing workforce in Alaska in assisting citizens and communities impacted by the floods of May 17 through June 11, 2013.

More than 500 frozen meals prepared and packed in Anchorage will arrive in Galena by Monday, the first day of the new meal service. On any given day, survivors will be able to choose from a variety of nutritious, hearty meals, such as meatloaf with macaroni and cheese, pork roast or chili with corn bread.

“We will provide a self-serve breakfast and a frozen dinner. People can heat the dinners in microwaves at the community center and take them home to eat as a family,” said Ragland. “This will help restore a sense of normalcy to their lives.”             

Meal preparation and deliveries will continue through the winter, as long as there is need for support.

Because of the continuous threat posed by flood and ice to residents and property in Old Town Galena, FEMA has decided federal funds will not be used to rebuild permanently in Old Town. The decision, supported by our State of Alaska partner, will help ensure that FEMA funds are directed to helping Galena grow stronger and safer for the future. This fact sheet outlines the types of work that will and will not be covered by FEMA and our affiliated agencies in Old Town.

FEMA’s Individual Assistance program can provide:

  • Assistance dollars directly to households to repair their home
  • Assistance dollars directly to households to pay rental assistance (only available if applicant does not choose any type of direct assistance)

OR

  • FEMA purchases repair materials, and households ship and perform repairs
  • FEMA purchases and ships repair materials, and households perform repairs

Additionally:

  • Emergency assistance work (muck out and gut homes, and minor debris removal) performed by AmeriCorps can continue
  • Repairs currently happening by FEMA-sponsored voluntary organizations can proceed

FEMA’s Public Assistance program can provide:

  • Assistance awards to help reimburse the city of Galena for the cost of emergency measures, including debris removal and establishing emergency access, restoring power, etc.

NFIP insurance can be provided in Old Town:

  • No limitations other than requirements outlined in individual standard flood insurance policy; will require an elevation certificate in the SFHA or “A” flood zone
  • If eligible, and there is room within the Individual Assistance award cap, a certificate for the 3-year Group Flood Insurance Policy (GFIP)

Others may assist in Old Town:

  • Non-FEMA entities are not subject to these limitations
  • Individuals can contract labor or repairs
  • Volunteers not sponsored by FEMA are not prevented from assisting with repairs
  • Other federal, state, tribal or local agencies and organizations can still assist at their discretion

FEMA cannot provide:

  • FEMA-funded permanent infrastructure repair
  • FEMA-funded direct contract repairs to structures
  • FEMA-sponsored voluntary agency (UMVIM, Disciples of Christ, etc.) repair work to structures going forward
  • FEMA-funded rebuilding of homes and infrastructure
  • FEMA-funded relocation or elevation of homes and infrastructure

Guidance for Old Town Galena Residents on FEMA Decision Regarding Permanent Construction

ANCHORAGE, Alaska – As survivors of Alaska’s 2013 Spring Floods continue the process of rebuilding their lives and property, there is an issue many could face: “substantial damage,” as defined by the National Flood Insurance Program.

It’s common to think substantially damaged merely describes a structure that has sustained a large amount of damage by a flood or any other source such as fire, tornado or earthquake.

In reality, substantial damage is a specific term that applies to a damaged structure in a Special Flood Hazard Area – or floodplain – for which the total cost of repairs is 50 percent or more of the structure’s market value before the disaster occurred, regardless of the cause of damage.

For example, if a structure’s market value before the damage was $200,000 and repairs are estimated to cost $120,000, that structure is “substantially damaged.” Land value is excluded from the determination.

It’s important to know the percentage of structural damage because that information helps property owners decide whether to repair or replace a damaged dwelling, and whether additional work will be needed to comply with local codes and ordinances, such as elevating a house in a floodplain.

The decision about a structure being substantially damaged is made at a local government level, generally by a building official or floodplain manager.

For communities that participate in the National Flood Insurance Program, substantial damage determinations generally are required by local floodplain management ordinances. These ordinances must be in place for residents of a community to purchase flood insurance.

To calculate substantial damage, the local official makes a visual inspection of a house, making notes of the impacts to the structure itself and, when possible, to the interior. These notes, coupled with other information such as property valuations and estimated costs to repair, are used to calculate the percentage of flood damage to the structure.

Once a determination on the percentage of damage is made, local officials then share that information with the property owners if their structure is substantially damaged.

If a building in a floodplain is determined to be substantially damaged, it must be brought into compliance with local floodplain management regulations:

  • Owners who decide to rebuild may need to elevate their structures, or change them in some other way to comply with those local floodplain regulations and avoid future flood losses.
  • Owners of non-residential structures may be allowed to flood proof their buildings instead of elevating.

For more information about how or why a substantial damage determination was made, property owners should contact their local building official.

All property owners should check with local building officials to determine if permits for repair are required before beginning the work. Depending on local codes and ordinances, there can be serious consequences for not complying with the permitting process.

Property owners who have a flood insurance policy and a substantially damaged building in a Special Flood Hazard Area may be able to use additional funds from their flood insurance policy (up to $30,000) to help defray the costs of elevating, relocating or demolishing a structure.
