PINE RIDGE, S.D. – Hundreds of families’ lives were turned upside down and were severely affected after the devastating storms and floods hit Pine Ridge Reservation in South Dakota. Many homes were beyond repair. Families and friends were forced to find other places to live, doubling and tripling up in homes that were habitable, at a time when there was already a significant housing shortage on the Reservation.

Dirt and gravel roads took a heavy beating, with washouts numerous and culverts damaged.  This limited access for individuals to basic needs, including food and medical attention.

Even before the storms, resources within the Oglala Sioux Tribe (OST) were already stretched to the limits. Recovery was going to take time… and take many partners working as one.

Housing and roads were among the priorities identified by Oglala Sioux Tribal President John Yellow Bird Steele. Two task forces with leaders and members from the tribe, OST organizations, and federal agencies, were established to confront these challenges head on.  Their task is to identify the issues, and work to make things better not only now, but for the future.

Housing

The OST Housing Task Force, is co-chaired by the Oglala Sioux Lakota Housing and U.S. Department of Housing and Urban Development. The focus has been on “One Nation – One Number” – OST’s initiative to document unmet housing needs and capture a comprehensive number of people living on the reservation. The hard numbers can better tell the story of overcrowding and cramped living conditions than anecdotal details alone.  And while some numbers are currently available, there is no uniformity in how they are compiled or methodologies used. Consistency and accuracy of the numbers is vital for all the various funding opportunities for tribal programs.

Another initiative is underway to combat the high energy bills on the reservation by delivering a simple weatherization program outlining ways in which homeowners can improve energy efficiency in their homes. It focuses on providing information about no-cost and low-cost ways of saving energy – things that individuals can do themselves.

Roads

The OST Roads Task Force, is co-chaired by the Oglala Sioux Tribe-Department of Transportation (OST-DOT) and the Federal Highways Administration.  As with the Housing Task Force, many tribal federal partners have come to the table. And like the Housing Task Force, the Roads Task Force found the lack of data documenting tribal roads and conditions can contribute to inadequate funding and opportunities for road construction, repairs, equipment and personnel.

For two months, assessment teams traveled the reservation, collecting information on location, construction, and condition on 1720 tribal roads totaling 466 miles to be entered into the OST-DOT data base. It will be included in the Geospatial Information System (GIS) mapping of Pine Ridge Reservation, as part of the OST “One Nation – One Map” project.

Estimates of repair and maintenance costs are also being developed to demonstrate funding needs and support prioritization of tribal road improvement projects and maintenance. This will also provide a baseline for the future by detailing the current condition of all roads.

Preparing for the Future

Building capability within the Tribe has also been a priority focus. Education, training and other initiatives provide opportunities for the tribe to enhance their ability to plan for and respond in the future.

  • Strategic Planning and Management Training was offered to Tribal leadership and agency staff teaching the importance of planning and walking through a step by step planning process and create a plan for the area they were responsible for. This will augment the work of an OST Planning Office, which is in development.
  • Tribal officials and employees attended FEMA’s “Emergency Management Framework for Tribal Governments” course. This training provides tribal leaders a basic understanding of emergency management and their role in leading and directing their tribe in implementing comprehensive emergency management systems.
  • Tribal leaders and members representing multiple tribal agencies received training on FEMA Hazard Mitigation Grant Program projects, what could be considered eligible and requirements to apply.
  • In coordination with FEMA, the U.S. Department of Agriculture, Bureau of Indian Affairs (BIA), and the Oglala Sioux Tribe, an in-depth assessment of all GIS activities on the reservation is underway.  This assessment will analyze current staffing levels, equipment, IT infrastructure, and data needs.  In addition, BIA will offer their “Principles of GIS” course to the tribal staff responsible for GIS activities.
  • One of the needs identified for the Pine Ridge Reservation is a structural fire suppression and prevention program, which currently is not available. Federal and tribal partners are taking steps to solve this issue and funding opportunities are being explored.

Recovery on Pine Ridge – One year later: A Holistic Approach – Partners Working Together

PINE RIDGE, S.D. – August 7 will mark one year since President Obama’s disaster declaration for the Pine Ridge Indian Reservation, kicking off the largest housing effort in the Oglala Sioux Tribe’s history.  To support this effort, FEMA continues to have staff deployed to the reservation and office space at Ellsworth Air Force Base.

To address the severe housing need on the reservation following the disaster, FEMA initiated a permanent housing construction program used for the first time in the continental United States.  Under the effort, more than 300 households were identified as eligible for either repairs to their damaged home, or replacement with a new manufactured home. A total of 196 new manufactured homes were turned over to tribal residents with the final closing occurring on July 11. The manufactured homes were staged at Ellsworth Air Force Base prior to their final delivery and installation on the reservation.  As of August 2, 85 additional homes have been repaired by contractors funded by FEMA. The remaining 23 homes are expected to be repaired by early September. 

In addition to the housing construction program, FEMA has provided more than $435,000 in direct financial aid to tribal members.  Of that, more than $217,000 was for home repairs and $219,000 was for personal property losses and other emergency needs as a result of the May storm.  The U.S. Small Business Administration (SBA) has approved $943,000 in low-interest loans to 58 tribal residents and businesses.

Hazard Mitigation Grant Program funds will also be made available to the tribe, with the amount available based on total disaster response and recovery costs.  This program will allow the tribe to develop and undertake projects that will minimize the impact of future disaster events.  Projects will be based on priorities established by the tribe, can be done reservation wide, and do not have to be directly related damages caused by the May 2015 storm event.

A federal interagency disaster recovery coordination team has partnered with the (OST) Government to support long-term recovery.  Joining FEMA and the tribal government are the Department of Housing and Urban Development, the Department of Agriculture Rural Development, the U.S. Army Corps of Engineers, the National Renewable Energy Laboratory, and the Federal Highway Administration.

The recovery coordination team has task forces dedicated to two primary issues, roads and housing.  On the housing front, the goal is “One Nation – One Number”, and initiative to get a comprehensive count of both housing structures and their condition as well as the number of occupants.  An accurate total will give a true picture of the scope of need and bolster requests for funding to address it. 

A similar tack is being taken on the roads side, with “One Nation – One Map” being the result of a months-long survey of all roads within reservation boundaries. The survey is being converted into GIS data to provide the tribe with comprehensive information on all roads and their current maintenance.

Disaster Recovery Progress at Pine Ridge, One Year Later

Charleston, W.Va. — Some pets that were separated from their human families by the flooding this past June aren’t able to return home. Their owners were displaced by the disaster and can no longer care for them. These precious four-legged friends, now in area animal shelters, are eager to find new forever homes.

The rescue of pets lost during a disaster involves a coordinated effort between state and local government and animal response groups with support from FEMA and a national animal welfare organizations, such as the National Animal Rescue and Sheltering Coalition. These and many other pet rescue groups came to West Virginia to aid displaced animals. Support has also come from businesses and individuals.

“In this event, the West Virginia Department of Agriculture was the primary point of contact that helped facilitate the establishment of three animal shelters,” said the department’s Threat Preparedness/Response Officer Roy McCallister. The department identified unmet needs and worked to get resources that met those needs, such as collapsible cages that it keeps on hand for emergencies.

To make room for the survivor animals, shelters needed help to move their pre-disaster populations out to other shelters. The Humane Society of the United States, for example, facilitated the transfer of the 62 animals that had been in the Nicholas County Animal Shelter to two shelters in upstate New York.

Thanks to the coordinated efforts of many organizations, the animals displaced in this disaster have been rescued and well cared for. Many have been reunited with their families. But the cats and dogs who can no longer go home need kind folks who can give them new forever homes.

At the Greenbrier County Humane Society and the Kanawha-Charleston Humane Association combined, there are more than 30 dogs and 40 cats that were rescued and need homes. Animals at Greenbrier are available now. Those at Kanawha-Charleston become available on Saturday, July 23. One or more of them may be just right for your family!

AUSTIN, Texas – Homeowners and renters in four Texas counties affected by the storms and flooding April 17-24 may be eligible to receive rental assistance from FEMA. The funds are meant to help pay for a clean and safe place for them to stay while making repairs or rebuilding their storm-damaged home.

  • First, file a claim with your homeowner’s insurance company. Talk to your homeowners’ or renters’ insurance agent about additional living expenses (ALE) coverage as part of your policy that may assist in relocating to a temporary residence.
  • Register for FEMA assistance. If you are insured, you will need to submit your settlement documents for review before FEMA can determine your eligibility status. If your policy does not include ALE, or you exhaust this coverage and your home remains uninhabitable, you may be eligible for rental assistance from FEMA.
  • An inspector may arrange a visit to your damaged home or apartment to determine disaster losses. If the inspector determines your home is uninhabitable, you may be offered an option of initial rental assistance to help you find another home to live in while you repair or rebuild.
  • Find available rental property. The FEMA Housing Portal provides resources for individuals and families who are displaced by a disaster. The portal consolidates resources of available rental property throughout the United States. Rental resources are identified and provided by the U.S. Department of Housing and Urban Development, U.S. Department of Agriculture, U.S. Veterans Administration, private organizations and individuals.

Survivors in Fayette, Grimes, Harris and Parker counties can register for FEMA assistance online at DisasterAssistance.gov or by phone at 800-621-3362, TTY 800-462-7585. Applicants who use 711 or Video Relay Service may call 800-621-3362. The toll-free numbers are open from 7 a.m. to 10 p.m., seven days a week.

FEMA Rental Assistance May Be an Option for Texas Survivors

BATON ROUGE, La. – More than 30 days ago, many witnessed Louisiana residents and emergency responders from all levels of government join forces with voluntary groups, faith and community-based organizations, and neighbors helping neighbors to face the unprecedented challenges brought on by historic flooding and severe storms that began March 8 in the Pelican State.
    
The Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) coordinated life-saving emergency management activities with almost a dozen state agencies at the beginning of the severe storms and flooding. These agencies included the Louisiana National Guard, which performed sandbagging and rescue operations, the Louisiana Department of Wildlife and Fisheries, which oversaw waterway security, and the Louisiana State Police, which managed traffic in affected areas, just to name a few.

Disaster survivors addressed immediate needs, took care of families and loved ones, obtained life-saving information from parish officials, assessed damage, contacted and filed claims with their insurance companies and began cleaning up.

The impacted parishes conducted damage assessments, established emergency protective measures, provided essential services and relayed critical information to survivors as part of response efforts, which also included, distributing sandbags, establishing curfews, evacuating residents, managing dislodged caskets, responding to power outages, setting up points of distribution for resources and cleaning out debris.

In addition to FEMA, nearly a dozen federal agencies supported response and recovery to the Louisiana floods. These agencies include the U.S. Small Business Administration, the Environmental Protection Agency, the U.S. Army Corps of Engineers, the U.S. Department of Agriculture and the U.S. Forest Service, again just a sample of the federal family support.

On March 13, Bel Edwards, governor of Louisiana, requested a major disaster declaration. Within a few hours, President Barack Obama declared a major disaster in Louisiana. After initially designating seven parishes, the presidential disaster declaration has been amended five times to increase the total number of designated parishes to 36.

Many flood survivors are now in the midst of repairing and rebuilding their flood-damaged homes. So far, more than 34,000 Louisiana survivors have contacted FEMA for help.

To date, survivors have received approximately $159 million in federal disaster assistance.

  • Nearly $55 million in grants were approved for a place to stay for homeowners and renters whose residences were uninhabitable and to make essential repairs for homes to be safe, sanitary and functional.
  • Approximately $15 million in grants went to homeowners and renters to repair and replace certain household items and for burial, medical and dental expenses.
  • Homeowners, renters and businesses have received $36 million in low-interest disaster loans from the U.S. Small Business Administration to repair, rebuild and replace damaged property and contents. Disaster loans cover losses not fully compensated by insurance or other sources.
  • National Flood Insurance Program policyholders have received more than $53 million in claims to repair and rebuild flood-damaged property and contents.

Survivors who still need additional help cleaning up or with other recovery needs can turn to many voluntary, faith and community-based groups that are donating their time and skills in Louisiana. These groups are always the first and last presence to help disaster survivors recover. Since the flooding and severe storms began, organizations have assisted state and federal recovery partners in:

  • Mobilizing nearly 7,800 volunteers.
  • Completing nearly 1,300 muck outs.
  • Continuing to provide casework to address unmet recovery needs.

Disaster recovery officials are still on the ground in Louisiana and interacting with survivors in a variety of ways to help them recover:

  • Disaster Recovery Centers: more than 8,000 survivors have visited 36 disaster recovery centers. These are facilities where survivors can meet face to face to discuss their cases with federal, state, local and volunteer representatives. The first centers opened less than a week after the presidential disaster declaration. Visit FEMA.gov/disaster-recovery-centers to find locations.
  • Housing Inspections: over 28,000 FEMA housing inspections have been completed. Flooding has prevented inspections in parts of Louisiana, but FEMA will remain as long as it takes to inspect homes of all who register.
  • Disaster Survivor Assistance Specialists: approximately 32,000 survivors have spoken with FEMA disaster survivor assistance specialists. These are FEMA staff who canvass affected communities to encourage survivors to register for help, provide recovery information and listen to their concerns.
  • Mitigation Specialists: free consultations are available at DRCs and certain Louisiana home improvement stores where survivors can get tips and techniques on building hazard-resistant homes.

Partnerships and Progress: Louisiana Flooding and Severe Storms 30 Days Later

PINE RIDGE, S.D. – Recovery efforts continue in the aftermath of severe storms and flooding that struck the Pine Ridge Indian Reservation last spring.  In the six months since President Obama’s disaster declaration, hundreds of households have received assistance funds and FEMA and the Oglala Sioux Tribe have engaged in the largest housing effort in the tribe’s history.  To support this effort, FEMA has established offices on the reservation, as well as in Hot Springs and Rapid City.

To address the severe housing need on the reservation following the disaster, FEMA initiated a program used for the first time in the continental United States.  Under the effort, more than 300 households have been identified as eligible for either repairs to their damaged home, or replacement with a new manufactured home. As of Feb. 5, 40 new homes have been provided on the reservation, and another 10 homes have been repaired. The program will continue until an expected completion date in mid-summer.  The manufactured homes are being staged at Ellsworth Air Force Base prior to their final delivery to the reservation.

In addition to the housing construction program, FEMA has provided more than $380,000 in financial aid to tribal members.  Of that, more than $170,000 was for home repairs and $210,000 was for personal property and other emergency needs.  The U.S. Small Business Administration (SBA) has approved $943,000 in low-interest loans to 58 tribal residents and businesses.

A federal interagency disaster recovery coordination team is also partnering with the OST Government to support longer term Tribal priorities such as improving housing and roads, enhancing self-governance capacity, and reducing home and business energy bills.  In addition to FEMA and the Tribal Departments, federal agencies involved in this effort include the Department of Housing and Urban Development (HUD), the Department of Agriculture Rural Development, the U.S. Army Corps of Engineers, the National Renewable Energy Laboratory, and the Federal Highways Administration Tribal Transportation Program.

HUD and Oglala Lakota Sioux Housing are co-leading a Tribal Housing Task Force to support the “One Nation One Number” initiative that will assess housing conditions and housing needs on the Pine Ridge Reservation. The OST Department of Transportation is co-leading a Tribal Roads Task Force with the US Army Corps of Engineers to perform similar assessments and recommend solutions for addressing issues related to Tribal roads.

Assistance for the State and Affected Local Governments Can Include as Required:

  • Payment of not less than 75 percent of the eligible costs for emergency protective measures taken to save lives and protect property and public health.  Emergency protective measures assistance is available to state and eligible local governments on a cost-sharing basis. Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s disaster declaration issued for the Commonwealth of Kentucky.

Assistance for Affected Individuals and Families Can Include as Required:

  • Rental payments for temporary housing for those whose homes are unlivable.  Initial assistance may be provided for up to three months for homeowners and at least one month for renters.  Assistance may be extended if requested after the initial period based on a review of individual applicant requirements.  (Source: FEMA funded and administered.)
