JEFFERSON CITY, Mo. – Until it happens to them, most people don’t realize that even an inch or two of water can cause thousands of dollars in damage. During the recent floods in Missouri, thousands experienced the trauma of flooded homes and businesses. The toll not only includes the heartbreak of losing precious possessions, but financial hardship, especially for those who don’t have flood insurance.

Spring, when flooding is typically most severe, has arrived. But you can still purchase a National Flood Insurance Program (NFIP) policy to protect your home and its contents or your business. Remember – there is a 30-day waiting period before a policy takes effect.

Homeowners’ insurance doesn’t cover flood damage, but the NFIP does. Funded by the Federal Emergency Management Agency (FEMA), NFIP makes flood insurance available for communities that participate in the program, regardless of whether the area is high, low, or medium risk. NFIP carries a maximum coverage of $250,000 for homes and $100,000 for contents. Business coverage is a maximum of $500,000 for building and $500,000 for contents.

Many Missouri residents decided to buy flood insurance to protect against the risk of flooding. The amount of claims paid to homeowners and renters with flood insurance is more than double the amount of FEMA grants and U.S. Small Business Administration (SBA) loans in several counties designated for federal assistance for damages from the recent flooding:

  • In Taney County, the National Flood Insurance Program (NFIP) paid policyholders more than $4.2 million in claims. Comparably, FEMA and SBA paid a total of $416,724 in grants and loans.

  • In St. Louis County, NFIP paid policyholders more than $14.3 million in claims, while loans and grants to St. Louis County residents totaled more than $6.8 million.

  • In Phelps County, NFIP paid nearly $1.9 million to policyholders while FEMA and SBA assistance was $254,254.

FEMA Individual Assistance can pay for losses not covered by insurance such as temporary rental assistance. Flood insurance can potentially provide your family with much more money – up to $350,000 – after a flood.

It’s also important to remember that NFIP insurance covers flood damage regardless of where there is a federal disaster declaration. That is another benefit of being covered by insurance.

Flood insurance: The time to buy is while it’s dry

Coahoma County DRC to Temporarily Close for the Weekend

JACKSON, Miss. – The disaster recovery center in Coahoma County at the Clarksdale Civic Auditorium, 506 E. Second St. in Clarksdale, will temporarily close, at the request of local officials, on Saturday and Sunday April 16-17 to accommodate the large crowds expected for the Juke Joint Festival. The recovery center will reopen at 9 a.m. on Monday.

FEMA Disaster Survivor Assistance teams will be available at the Juke Joint Festival to provide information on FEMA programs. They can help survivors register with FEMA, update personal information and answer questions about state, federal and voluntary agency services.          

Recovery centers are run jointly by the Mississippi Emergency Management Agency and the Federal Emergency Management Agency.

The center is open this week from 8 a.m. to 6 p.m. Monday through Friday.

Beginning Monday, April 18, center hours will be:

Monday—Friday 9 a.m. – 6 p.m.

Saturday 10 a.m. – 3 p.m.

Anyone affected by the storms and flooding in a designated county may visit any of the centers. Survivors can locate the nearest center by visiting fema.gov/drc or by calling the FEMA helpline.

Coahoma County DRC to Temporarily Close for the Weekend

Baton Rouge, La. – The population of Louisiana traces its origins back in many directions, with Spanish and French influences dominating. Along the coast, more recent arrivals may speak primarily Vietnamese or other languages.

In fact, it’s estimated that more than 70,000 residents of the 35 parishes designated for federal disaster assistance speak a language other than English. According to census data, the four most prevalent non-English languages spoken in parishes designated for federal assistance are Spanish, French, Chinese and Vietnamese.

However, language is not a barrier to receiving FEMA disaster assistance.

If you or someone you know is non-English speaking, let them know that FEMA has many ways to meet the language needs of survivors. For instance, many FEMA employees are bilingual or multilingual and are able to assist survivors in their primary language during normal encounters in communities, at Disaster Recovery Centers or at public meetings.

As FEMA Disaster Survivor Assistance Teams canvass neighborhoods in designated parishes, they take special note of language needs and work with non-English speaking survivors to help them register.

When a Louisiana resident desires to register for FEMA assistance by phoning 800-621-3362, they can speak with a FEMA employee fluent in their language. However, it is helpful if someone who speaks English can assist the disaster survivor when placing the FEMA call.

American Sign Language (ASL) interpreting services also are available for disaster survivors who are Deaf, hard of hearing or have a speech disability and use TTY to call 800-462-7585 to register. Those who use 711 or Video Relay Service or require accommodations while visiting a Disaster Recovery Center may call 800-621-3362. Free FEMA Advice Available at Local Home Improvement Stores

JACKSON, Miss. – Those whose homes were damaged during the storms and tornadoes beginning March 9 can get advice and pamphlets on how to make cost-effective repairs as well as information on how to make their homes stronger and safer at several local home improvement stores.

FEMA mitigation specialists will be available at booths to answer questions. Most of the information is geared toward do-it-yourself workers and general contractors.

Advisers will be available April 14-19 at the following locations between 7 a.m. and 7 p.m.:

Free FEMA Advice Available at Local Home Improvement Stores

ATLANTA, Ga. –Newly revised preliminary digital flood insurance rate maps for the Georgia coastal areas of Camden, Effingham, Glynn, and Long Counties will be available for residents to review at four public open houses the week of April 18-22. Flood maps show the extent to which areas are at risk for flooding, and when they become effective, updated maps will be used to help determine flood insurance and building requirements.

The open house provides residents of these coastal areas the opportunity to see the preliminary maps, learn about their risk of flooding, and ask questions about what the new maps will mean for their property. Residents can meet one-on-one with a variety of specialists who will be available to talk about flood insurance, engineering, building permits and more.

The open houses will be held between 5:00 and 7:30 p.m. The open house dates and locations are:

The new preliminary maps were released through a partnership among the counties, their municipalities, the Georgia Department of Natural Resources and the Federal Emergency Management Agency. They are more precise than older maps because better flood hazard and risk data make the maps more accurate. The ultimate goal is protecting property owners and the community from the risks associated with flooding. Over time, flood risks change due to construction and development, environmental changes, floodplains widen or shift, and other factors. Flood maps are updated periodically to reflect these changes.

Home and business owners, renters, realtors, mortgage lenders, surveyors and insurance agents are encouraged to attend the open house. All who attend can meet with specialists to ask questions and learn more about flood risk and hazard mitigation within their communities.

By law, federally regulated or insured mortgage lenders require flood insurance on buildings that are located in areas at high risk of flooding. Standard homeowners’, business owners’, and renters’ insurance policies typically don’t cover flood damage, so flood insurance is an important consideration for everyone. Flood insurance policies can be purchased from any state licensed property and casualty insurance agent. Mississippi Storm Damage Assistance Tops $5.1 million

JACKSON, Miss. – More than $5.1 million in state and federal disaster assistance has been disbursed to help those affected by the storms and flooding in Mississippi that began March 9, 2016.

Of this amount, more than $4 million was for housing assistance for repairing/rebuilding homes and rental assistance to provide more than 650 people a temporary place to live.  An additional more than $1 million in other needs assistance was delivered to help cover the costs of replacing lost contents, medical, dental and other disaster-related expenses.

The Federal Emergency Management Agency has been contacted by more than 2,900 people for help or information regarding disaster assistance.

In addition to FEMA grants for individuals and families, other forms of disaster assistance are provided by partner agencies such as the U.S. Small Business Administration and voluntary agencies. The Mississippi Emergency Management Agency and FEMA often refer survivors to those agencies. All businesses are also referred to the SBA.

No matter the degree of loss or insurance coverage, survivors who sustained damage in the 16 disaster-designated Mississippi counties are urged to apply for help. The Individual Assistance-designated counties are Bolivar, Clarke, Coahoma, Forrest, George, Greene, Jones, Marion, Panola, Pearl River, Perry, Quitman, Sunflower, Tunica, Washington and Wayne.

Individuals and businesses in any of the 16 designated Mississippi counties begin the disaster assistance process by registering online at disasterassistance.gov. JACKSON, Miss. – Mississippi storm and flood survivors who received a U.S. Small Business Administration loan application should keep their options open by completing the application and submitting it on or before May 24, 2016.

Residents in all 16 disaster designated counties who received damage to their homes or businesses as a result of the storms and flooding that began March 9 may be eligible for loans up to $200,000 for homeowners and up to $2 million for businesses of all sizes and private non-profit organizations. Homeowners and renters also may be eligible for up to $40,000 to repair or replace personal property.

While SBA’s up to 30-year low-interest disaster loans represent the major source of federal funding for recovery, the application itself may open the door to other FEMA grant programs. People who do not qualify for an SBA loan may be eligible for other FEMA grants.

Here are some key points to consider:

  • Completing and returning a loan application can be done in one of three ways: in person at a Disaster Recovery Center, online at https://disasterloan.sba.gov/ela or by mail.

  • Filing the loan application does not obligate people to accept the loan and there is no cost to apply for an SBA loan.

  • Homeowners may be eligible for loans with interest rates as low as 1.813 percent for repair or replacement of their primary residences. In some instances, SBA can refinance all or part of an existing mortgage. Interest rates for business loans may be as low as 4 percent.

  • Eligible small businesses and non-profits can also apply for Economic Injury Disaster Loans (EIDL) for up to $2 million to help meet working capital needs caused by the disaster. The deadline for applying for EIDL is Dec. 27, 2016.

  • Do not wait for an insurance settlement before applying. Insurance may not pay for all of the damage. Survivors can begin their recovery immediately with an SBA disaster loan. The eligible loan amount will be reduced by any insurance settlements.

Keep Your Options Open by Submitting an SBA Application Today

AUSTIN, Texas – Texas residents affected by the severe storms, tornadoes and flooding in March will not lose Social Security benefits, pay additional taxes, or give up income-based benefit programs if they accept federal or state disaster aid. This includes homeowners, renters and businesses in Erath, Gregg, Harrison, Henderson, Hood, Jasper, Limestone, Marion, Newton, Orange, Parker, Shelby and Tyler counties who register for disaster assistance.

In most cases, the Social Security Administration does not count federal or state disaster aid as income, according to recovery officials from the state of Texas and the Federal Emergency Management Agency.

A few questions that often come up following a disaster declaration are:

FEMA Grants

Question: I’m between 62 and 65 years of age, and have chosen to receive Social Security benefits. If my income is more than a certain amount each year, I must reimburse a portion of my Social Security payment. Will FEMA grants add to my income and require me to repay Social Security?

Answer: No. FEMA grants for housing and other disaster assistance are not counted as income.

Taxes

Question: I’m over 65, but if I earn more than a certain amount, I must pay tax on my Social Security income. Will FEMA grants boost my income and require me to pay tax on my Social Security income?

Answer: No. The IRS does not count FEMA grants for housing and other disaster assistance as income.

Other Assistance

Question: Will receiving a grant cause my income to increase to the point that I am no longer eligible for Medicaid, welfare assistance or food stamps?

Answer: No. Grants for housing and other disaster assistance are not counted as income in determining eligibility for income-tested benefit programs that the U.S. government funds.

FEMA’s temporary housing assistance and grants for public transportation expenses, medical and dental expenses, and funeral and burial expenses do not require individuals to apply for an SBA loan. However, applicants who are referred to SBA must submit the loan application to be eligible for assistance that covers personal property, vehicle repair or replacement, and moving and storage expenses.

SBA helps businesses of all sizes, private non-profit organizations, homeowners and renters fund repairs or rebuilding efforts and cover the cost of replacing lost or disaster-damaged personal property. Disaster Recovery Centers Open for Survivors in Forrest and Greene Counties

 

PEARL, Miss. – A Disaster Recovery Center is now open in Tunica County to provide assistance to survivors of the severe storms and flooding that began March 9, 2016.

Recovery centers are run jointly by the Mississippi Emergency Management Agency and the Federal Emergency Management Agency. Representatives of state, federal and voluntary agencies are available in the centers to explain the various programs designed to help survivors recover.

The Tunica County center is located at the G.W. Henderson Senior Recreation Center, 1165 Abbay Dr., Tunica, MS 38676.

The center is open 8 a.m. to 6 p.m. Monday through Saturday and noon to 5 p.m. on Sundays until further notice. Centers are now open at:

Anyone affected by the storms and flooding in a designated county may visit any of the centers. Survivors can locate the nearest center by visiting fema.gov/drc or by calling the FEMA helpline.

If possible, survivors with disaster-related losses are encouraged to register for assistance before going to the disaster recovery center by calling FEMA’s helpline at 800-621-3362, which is video relay services accessible. Survivors who are deaf, hard of hearing or who have difficulty speaking may call TTY 800-462-7585. Helpline hours are 7 a.m. to 10 p.m. local time, seven days a week until further notice. Survivors can also register online at DisasterAssistance.gov.

Homeowners, renters and business owners can apply for low-interest disaster loans at https://disasterloan.sba.gov/ela. SBA representatives are available at the disaster recovery centers to answer questions and help survivors complete their disaster loan applications. Questions can also be answered by calling the SBA disaster customer service center at 800-659-2955 or (TTY) 800-877-8339 for the deaf or hard of hearing, or by visiting sba.gov/disaster.
