AUSTIN, Texas—Three major disaster declarations affecting dozens of Texas counties—some on multiple occasions—will result in nearly one quarter-billion dollars in federal assistance to repair or replace damaged infrastructure.

FEMA said today that combined federal aid for severe weather disasters in May-June 2015; October 2015, and January 2016 will help fund recovery efforts for 3,087 individual projects among 569 applicants for Public Assistance.

Public Assistance is an element of FEMA’s disaster response that benefits everyone—neighborhoods, cities and states, as well as certain private nonprofit organizations—by reimbursing eligible work on damaged publicly-owned infrastructure.

PA dollars:

  • clean up the community and repair bridges

  • put water systems and utilities back in order

  • repair hospitals and emergency services

  • rebuild libraries and replace damaged books

  • rebuild schools and universities and

  • restore damaged public parks so families can enjoy them again.

FEMA provides a minimum of 75 percent of the cost to repair or replace disaster-damaged infrastructure.

PA projects are developed and approved by local, state, and federal officials and work is continuing on many. Payments are usually made on a reimbursement basis.

Public Assistance funding applicants can include:

  • state agencies

  • local and county governments

  • private nonprofit organizations that own or operate facilities that provide essential government-type services

Recovery work also continues on disasters resulting from storms this year in March, April and May-June.

Federal Aid to Rebuild Infrastructure Following Three Texas Disasters Nears Quarter Billion Dollars

ATLANTA, Ga. — Newly revised preliminary digital flood insurance rate maps for St. Johns County and its municipalities will be available for residents to review at public open houses at 4 p.m. on August 31, and at 10 a.m. and 4 p.m. on September 1. Flood maps show the extent to which areas are at risk for flooding, and when updated maps become effective, they are used to help determine flood insurance and building requirements.

The open houses provide residents of these coastal areas the opportunity to see the preliminary maps, learn about their risk of flooding and ask questions about what the new maps will mean for their property. Residents can meet one-on-one with specialists who will be available to talk about flood insurance, engineering, building permits and more.  Home and business owners, renters, real estate agents, mortgage lenders, surveyors and insurance agents are encouraged to attend the open house.

The new preliminary maps were developed through a partnership among the county, its municipalities and the Federal Emergency Management Agency. They are based on updated modeling data and show more accurate flood hazard risk better than older maps. The ultimate goal is protecting property owners and the community from the risks associated with flooding. Over time, flood risks change due to construction and development, environmental changes, watershed conditions and other factors. Flood maps are updated periodically to reflect these changes.

By law, federally regulated or insured mortgage lenders require flood insurance on buildings that are located in areas at high risk of flooding. Standard homeowners, business owners, and renters’ insurance policies typically don’t cover flood damage, so flood insurance is an important consideration for everyone. Flood insurance policies can be purchased from any state licensed property and casualty insurance agent. Digital Preliminary Flood Maps for St. Johns County Ready for Public Viewing

BATON ROUGE, La. – Disaster recovery centers will open Wednesday, Aug. 24, in Breaux Bridge in St. Martin Parish and in New Iberia in Iberia Parish to help Louisiana flood survivors. The centers are open 8 a.m. to 6 p.m. Monday through Sunday until further notice.

Disaster Survivor Assistance (DSA) teams are canvassing many affected areas, and are able to register people for FEMA assistance if needed. Sometimes these teams will remain in certain locations convenient to the community, such as a library or mayor’s office. When residents require further assistance the teams may refer them to a disaster recovery center nearby.

It is not necessary to visit a center to register for and receive federal disaster assistance. If possible, survivors should register with FEMA before visiting a recovery center.

Low-interest disaster loans from the SBA are available for businesses of all sizes including landlords, private nonprofit organizations, homeowners and renters. Disaster loans cover losses not fully compensated by insurance or other recoveries.

Disaster Recovery Centers Open in St. Martin and Iberia Parishes

CHARLESTON, W.Va. – Thousands of West Virginians were displaced from their homes by the June 22-29 severe storms, floods, landslides and mudslides. FEMA gave grants to more than 2,500 households to help them pay for a temporary place to live. If your household received rental assistance from FEMA, you must let FEMA know if you have a continuing need for it.

Perhaps repairs to your home may be completed and you can move back in. If you’re seeking a new home, you may have found it.  However, your home may not be ready to return to or you may not yet have found more permanent housing. If that is your situation, you can ask FEMA for additional rental assistance.

You should have received a letter explaining the process and a form to fill out and return to FEMA along with:

  • Utility bills from before and after the disaster.

  • If you are a renter, a copy of your pre-disaster lease.

  • For renters or homeowners, a copy of the current lease or rental agreement signed by the person who applied for FEMA assistance and the landlord.

  • Rental receipts, canceled checks or money orders showing that you used your rental assistance to pay rent or a security deposit.

  • Income statements from before and after the disaster for all wage earners living in the household.

You must complete the FEMA application to apply for continued rental assistance. FEMA evaluates the information to determine if your household has a financial need for additional assistance.

West Virginians receiving rental aid: Tell FEMA if you need more

CHARLESTON, W.Va. If you registered for help from FEMA and got a letter (often called a “determination letter”), you may want to appeal the decision made regarding your application for federal assistance. Here are some tips to help you:

  • Every disaster survivor has a right to appeal. Read your letter carefully all the way through to understand FEMA’s reason for its decision. This will allow you to know exactly why to appeal. Appeals must be made in writing and sent by mail or fax to FEMA within 60 days of receiving the letter.

  • It’s important to submit insurance information. If your coverage is not enough to make essential home repairs, provide a place to stay, or replace certain contents, FEMA can review your application. But you must provide documents from your insurance company that detail your settlement. Remember also that FEMA cannot duplicate homeowners’ or renters’ insurance benefits.

    • Contact your insurance company if you need settlement documents.

  • Prove occupancy. If you’re a homeowner or renter, FEMA can reconsider you for grants if you provide documents that prove the damaged structure was your main residence. You can prove this was your main home with utility bills, a driver’s license or a copy of your lease. You cannot receive federal disaster assistance for secondary or vacation homes.

  • Prove ownership. If you can prove you own the home, FEMA can reconsider you for grants to make a structure safe, sanitary and functional. Documents you can submit to prove ownership may include mortgage or insurance documents, tax receipts or a deed. If you don’t have a deed handy, speak to your local or county officials about obtaining a copy.

  • There are many other reasons you may disagree with a decision. If you registered you should have received a booklet called “Help after a Disaster” that details how FEMA determines who’s eligible for assistance. You can also access the booklet online at www.fema.gov/help-after-disaster. The booklet lists what information you need to include when appealing.

It’s not too early to begin cleaning up from Louisiana’s severe storms and floods that began Aug. 11.

Flood-damaged items like carpeting, bedding, furniture and other household items can be serious health hazards as well as eyesores. Here are some tips to dispose of these items safely and jumpstart your recovery:

File an Insurance Claim then Register with FEMA

  • Contact your insurance company and file a claim. Get your company’s contact information online at the Louisiana Department of Insurance: www.ldi.la.gov/onlineservices/ActiveCompanySearch.                                     

  • If you have flood insurance questions call 800-621-3362 Monday through Friday from 8 a.m. to 6 p.m. and select option 2. Call center staff are available to assist with information regarding your policy, offer technical flood guidance to aid in recovery and answer other flood insurance questions. You can be transferred to your insurance carrier for additional assistance if you have further questions.

  • Register for federal disaster assistance. If you had severe storm or flood damage in Acadia, Ascension, Avoyelles, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson Davis, Lafayette, Livingston, Point Coupee, St. Helena, St. Landry, St. Martin, St. Tammany, Tangipahoa, Vermilion, Washington and West Feliciana parishes you may apply for FEMA help online at DisasterAssistance.gov or by calling 800-621-3362. Start Cleaning Up Now

  • Mold may be a serious health risk so don’t wait for a visit from FEMA or your insurance company before you start cleaning up. FEMA inspectors and insurance claims adjusters will still be able to verify flood damage.

  • Because mold may be a serious health risk, it’s important to remove flood-damaged valuables from your home. Take lots of pictures before your insurance adjuster visits.

  • Be sure to consult with your local officials for instructions before setting out debris. If you don’t have local emergency management contact information, it can be found online at gohsep.la.gov/about/parishpa.

  • Place debris curbside. Debris cannot be collected on private property.

  • Do not prop up debris against trees and utility poles or place in the vicinity of fire hydrants and utility boxes. That makes it more difficult for cleanup crews to collect.

  • Debris should be separated into the following six categories:       

    • Household garbage such as discarded food, packaging and papers.

    • Construction debris such as building materials, carpeting, furniture and mattresses.

    • Vegetation debris such as tree branches and leaves.

    • Household hazardous waste such as batteries, paints and cleaning supplies.

    • White goods such as refrigerators, washers/dryers, water heaters and air conditioners.

    • Electro  nics such as televisions, stereo equipment and computers.

Louisiana: Keep in Touch and Update Info with FEMA to Avoid Delays

SEATTLE – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Yale Fire burning in Spokane County, Washington.

FEMA Region X Regional Administrator Kenneth D. Murphy determined that the fire threatened such destruction as would constitute a major disaster. Murphy approved the state of Washington’s request for a federal Fire Management Assistance Grant (FMAG) at 12:16 a.m. PDT on August 22, 2016.

At the time of the request, the fire was threatening 250 primary homes in and around the community of Valleyford, population 2,450. The fire was also threatening businesses, park facilities, and power transmission lines in the area. Mandatory and voluntary evacuations were issued for approximately 1,000 people.  The fire started on August 21, 2016, and had burned in excess of 2,000 acres of state and private land. There are 28 other large fires burning uncontrolled within the state. At the time of the authorization, the fire was zero percent contained.

The authorization makes FEMA funding available to pay 75 percent of the state of Washington’s eligible firefighting costs for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. FEMA provides federal funds to help fight Wellesley Fire

WASHINGTON – The Federal Emergency Management Agency (FEMA) announced today that due to the damage and displacement caused by recent flooding, the grace period to renew flood insurance policies has been extended to 120 days, for certain parishes in Louisiana.

“We’ve seen major destruction to communities across the state; thousands of Louisianans have been displaced,” said Roy Wright, deputy associate administrator for FEMA’s Federal Insurance and Mitigation Administration.  “This extension will give policyholders one less thing to worry about, at a time when they are trying to focus on getting back into their homes safely and on beginning to rebuild their lives.” 

In order to avoid a lapse in coverage, there is typically a 30-day grace period to renew policies under the National Flood Insurance Program (NFIP).  In Louisiana, the extensive damage to homes and businesses, as well as widespread disruption of power, transportation, and communication infrastructure may affect the ability of policyholders to meet the standard 30-day deadline to renew policies.

Today’s action extends the grace period to a total of 120 days, and applies to policies in the 20 parishes declared in Louisiana: Acadia, Ascension, Avoyelles, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson Davis, Lafayette, Livingston, Pointe Coupee, St. Helena, St. Landry, St. Martin, St. Tammany, Tangipahoa, Vermilion, Washington and West Feliciana.

The extension applies to all NFIP flood insurance policies in those parishes with a current grace period ending August 11, 2016, through September 10, 2016.  Affected policyholders should note that the NFIP cannot pay a flood claim that occurs after the expiration date, unless the policyholders renew their premium with their insurance carriers on or before the last day of the grace period.

As of today, more than 25,000 National Flood Insurance Program policyholders have submitted claims for flood loss.  FEMA authorized and issued more than $15 million in advance payments to NFIP policyholders in Louisiana who sustained flood-related damages to provide expedited relief to disaster survivors.  FEMA continues advising those who would like to file a claim to call their individual insurance carrier, or go to Floodsmart.gov and review the “File Your Claim” section.
