PEARL, Miss. – Disaster survivors in Forrest, Lamar, Marion and Wayne counties can now meet face-to-face with recovery specialists at two Disaster Recovery Centers opening today, Feb. 16, in Hattiesburg.

The centers are staffed with recovery professionals from the Mississippi Emergency Management Agency, the Federal Emergency Management Agency and the U.S. Small Business Administration who can provide information and answer questions about disaster-related assistance.

In addition to state and federal disaster assistance experts, residents will have the opportunity to meet with representatives from voluntary and faith-based groups to help with any additional unmet needs in the Disaster Recovery Centers.

The centers will be open daily from 8 a.m. to 8 p.m. at:

The first step to receiving federal disaster aid is to register with FEMA. Registration is simple and can be completed several ways:

  • Online at www.DisasterAssistance.gov any time day or night.
  • By phone or video relay at 800-621-FEMA (3362) daily from 7 a.m. to 10 p.m. local time. Help is available in many languages.
  • By TTY at 800-462-7585.
  • C-Spire Wireless customers can register by calling #362.

The presidential disaster declaration makes funds available to individuals and families in Forrest, Lamar, Marion and Wayne counties who were affected by the Feb. 10 storms and tornadoes. Two Disaster Recovery Centers Open In Hattiesburg

NEW ORLEANS – Pottery sherds, animal bones and pieces of clay tobacco pipes are among the items recently discovered by a team of archaeologists under contract to the Federal Emergency Management Agency surveying land near Bayou St. John in New Orleans.

“It was a bit of a surprise to find this,” said FEMA Louisiana Recovery Office Deputy Director of Programs Andre Cadogan, referencing a small, broken pottery fragment. “We clearly discovered pottery from the late Marksville period, which dates to 300-400 A.D. The pottery was nice, easily dateable, and much earlier than we expected.  This is exciting news for historians and Tribal communities as it represents some of the only intact prehistoric remains of its kind south of Lake Pontchartrain.”

The Bayou St. John spot holds a prominence in New Orleans’ history, throughout the years serving as the location of a Native American occupation, a French fort, a Spanish fort, an American fort, a resort hotel and then an amusement park. Through a series of shovel tests and methodological excavation, the archaeologists discovered evidence of the early Native Americans, the colonial period and the hotel.

“The historical record tells us that the shell midden (or mound) created by the Native American occupation was destroyed by the French when they built their fort here,” said Cadogan. “However, we’ve discovered, through archaeology, that rather than destroy the midden, the French cut off the top of it and used it as a foundation for their fort.” 

FEMA’s work near Bayou St. John is part of an agreement with the State Historic Preservation Office, Indian Tribes and the state to perform archaeological surveys of parks and public land in the city of New Orleans. It falls under FEMA’s Environmental and Historic Preservation program, which evaluates historical and environmental concerns that may arise from projects funded by federal dollars.

FEMA hazard mitigation funding was used for thousands of home elevations and reconstructions throughout Louisiana. Rather than evaluate every property for archaeological remains—a nearly impossible task—FEMA, the State Historic Preservation Office and various consulting parties signed an agreement, which allowed FEMA to conduct alternate studies such as the archaeological surveys.

“The surveys not only offset potential destruction of archaeological resources on private property from the home mitigations but also give us a leg up on any future storms. We are helping the state of Louisiana learn about its history as well as provide information that leads to preparedness for the next event,” said Cadogan.

FEMA, in coordination with the State Historic Preservation Office and Indian Tribes, identified the areas to be surveyed. Once the field studies are completed and all of the artifacts are analyzed and recorded, the State Historic Preservation Office will become stewards of the information.

FEMA Archaeologists Discover One of the Oldest Native American Artifacts South of Lake Pontchartrain

BATON ROUGE, La. State and federal recovery from Hurricane Isaac in Louisiana has hit a new milestone, topping half a billion dollars since the Aug. 29, 2012, disaster declaration, the Federal Emergency Management Agency (FEMA) said.

The total includes more than $129.6 million in grants from FEMA’s Individual Assistance (IA) program, more than $160 million in low-interest disaster loans from the U.S. Small Business Administration (SBA), and nearly $214.5 million in reimbursements to state agencies and local governments from FEMA’s Public Assistance (PA) program.

“FEMA’s top priority is clear: help Louisiana’s survivors, their families, business owners and their communities get a good start on their way to recovering from Isaac,” said Federal Coordinating Officer Gerard M. Stolar of FEMA. “This money has provided a crucial boost to Louisiana as residents and communities rebuild, recover and look ahead to the future.”

IA grants include nearly $106.9 million in housing assistance and more than $22.7 million in Other Needs Assistance. Meanwhile, more than $185,000 in Disaster Unemployment Assistance has gone to workers who lost their jobs or people who are self-employed and unable to provide services because of the hurricane.

PA funds obligated so far have helped the state replenish dollars it spent to protect Louisianians before, during and after the storm and to remove tons of disaster-created debris. It also reimburses municipalities for repairs to disaster-damaged infrastructure. SBA long-term, low-interest loans enable homeowners, renters and businesses to replace, repair and rebuild their storm-damaged property.

Hurricane Isaac Louisiana Recovery Assistance Tops Half-Billion Milestone

ATLANTA – Two additional counties have been designated for disaster assistance to households and businesses as part of Mississippi’s federal disaster declaration, according to officials from the Federal Emergency Management Agency.  The latest counties are Marion and Wayne.

Counties previously designated are Forrest and Lamar.

Applicants should register online at www.DisasterAssistance.gov or by mobile device at m.fema.gov. If online or mobile access is unavailable, applicants should call the FEMA toll-free Helpline at 800-621-3362. Those who use 711-Relay or Video Relay Services should call 800-621-3362. The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. seven days a week until further notice.

Homeowners and renters can register for federal disaster assistance that may help pay for:

  • Temporary housing;
  • Home repairs;
  • Other serious disaster-related expenses not met by insurance or other assistance programs; and
  • Low-interest loans from the U.S. Small Business Administration that may cover residential and business losses not fully compensated by insurance.

People in the newly designated counties who have already registered for federal disaster assistance do not need to do so again. If they have any questions about their applications for disaster assistance, they should call 800-621-3362.

Marion and Wayne Counties Designated for Disaster Assistance

ATLANTA – Teams of federal and state disaster recovery professionals are reaching out to disaster survivors in Forrest and Lamar counties to make sure they know what help is available and how to get it.

FEMA and MEMA’s Community Relations teams go door-to-door in hard-hit areas and visit churches, schools, and other community gathering places. CR teams are easily identified by FEMA photo ID badges and their blue FEMA shirts.

The goal is to identify anyone who needs help—homeowners, renters, business owners, eligible nonprofit agencies and faith-based organizations—and explain how to register for assistance. This includes people with disabilities, those with access and functional needs, seniors, and people with limited English proficiency.

“Recovering from a disaster is difficult,” said State Coordinating Officer Robert Latham. “But state, federal, local partners along with voluntary and faith-based organizations are working together to make sure that all disaster survivors receive the assistance they need.”

Registering with the Federal Emergency Management Agency is the only way survivors can get federal disaster aid.

“We try to make it simple for survivors to get the help they need. They can register online, by phone, or web-enabled devices” said Federal Coordinating Officer Terry Quarles.

KANSAS CITY, Mo. – As officials from the National Weather Service and the Federal Emergency Management Agency’s (FEMA) Region VII office continue monitoring the development of what could be the most powerful winter storm the central U.S. has seen since 2011, residents are encouraged to act now, preparing both their homes and their families for whatever may arise.   

“We are watching what could become a very intense and potentially dangerous winter storm, complete with a significant accumulation of ice and snow, high winds, and bitterly cold temperatures,” said FEMA Region VII Administrator Beth Freeman.

“Residents should take this storm seriously and stay informed; the current forecast serves as a very real reminder, disasters – including severe winter weather, can strike anytime, anywhere. Its critical people remain prepared throughout the year and www.Ready.gov can help you do just that.”  

 

Take Protective Measures

Before Winter Storms and Extreme Cold

Develop a family disaster plan or modify an existing plan to account for winter weather related hazards. Understand the winter weather-related risks in your area; different areas have different risks associated with winter storms.

Citizens should get familiar with the terms that are used to identify a winter storm hazard and discuss with your family what to do if a winter storm watch or warning is issued. Terms used to describe a winter storm hazard may include:

  • Freezing Rain creates a coating of ice on roads and walkways.
  • Sleet is rain that turns to ice pellets before reaching the ground. Sleet also causes roads to freeze and become slippery.
  • Winter Weather Advisory means cold, ice and snow are expected.
  • Winter Storm Watch means severe weather such as heavy snow or ice is possible in the next day or two.
  • Winter Storm Warning means severe winter conditions have begun or will begin very soon.

Create an emergency supply kit that includes a three-day supply of food and water, a battery-powered or hand-crank radio and extra flashlights and batteries.  Thoroughly check and update your family’s emergency supply kit and add the following supplies in preparation for winter weather:

  • Rock salt to melt ice on walkways;
  • Sand to improve traction;
  • Snow shovels and other snow removal equipment;
  • And adequate clothing and blankets to help keep you warm.
  • Ensure your family preparedness plan and contacts are up to date and exercise your plan.  Learn about the emergency plans that have been established in your area by your state and local government, and ensure your home and car are prepared for the winter weather.

Emergency Response and Exercising Caution

In the Aftermath of Winter Storms

When winter storms hit, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations, and numerous private interest groups. This collection of agencies helps provide emergency assistance required to protect the public’s health and safety to meet immediate needs. FEMA has pre-staged emergency commodities across the United States should they be needed to support state and local emergency response operations.

Residents should follow the instructions of state, local and tribal officials and listen to local radio or TV stations for updated emergency information. If you are told to stay off the roads, stay home, and when it is safe, check on your neighbors or friends nearby who may need assistance or extra support. Older adults and individuals who are dependent on life-sustaining medical equipment or assistive devices such as a ventilator or mobility devices, may need additional support in areas that have lost power.

Important Tips to Remember:

Severe winter weather can include snow or subfreezing temperatures, strong winds and ice or heavy rain storms. Avoid traveling by car, but if you must, make sure you have an emergency supply kit in the trunk of your car. FEMA urges families to maintain an emergency supply kit both at home and in the car to help prepare for winter power outages and icy or impassable roads.

Do not put your family at risk. Follow these important safety tips from the Consumer Product Safety Commission (CPSC), FEMA and the U.S. Fire Administration (USFA) in the aftermath of the storm:

  • Portable Generators

Never use a generator inside a home, basement, shed or garage even if doors and windows are open. Keep generators outside and far away from windows, doors and vents. Read both the label on your generator and the owner’s manual and follow the instructions. Any electrical cables you use with the generator should be free of damage and suitable for outdoor use.

  • Charcoal Grills and Camp Stoves

Never use charcoal grills or camp stoves indoors. Deaths have occurred when consumers burned charcoal or used camp stoves in enclosed spaces, which produced lethal levels of carbon monoxide.

  • CO Alarms

Install carbon monoxide alarms immediately outside each sleeping area and on every level of the home to protect against CO poisoning. Change the alarms’ batteries every year.

  • Electrical Safety

Stay away from any downed wires, including cable TV feeds. They may be live with deadly voltage.

  • Candles

Use caution with candles. If possible, use flashlights instead. If you must use candles, do not burn them on or near anything that can catch fire. Never leave burning candles unattended. Extinguish candles when you leave the room.

As Winter Storm Approaches, FEMA Encourages Residents to Prepare Now

NEW YORK – In a single day, 185 disaster loans closed recently for Hurricane Sandy survivors in New York by the U.S. Small Business Administration.

The SBA surpassed the $1 billion mark in loans to businesses of all sizes, homeowners and renters. The 185 loans that closed on Saturday, Feb. 16, ranged from less than $1,000 to $240,000 in Kings, Nassau, New York, Queens, Richmond, Rockland and Suffolk counties.

Of the $1 billion, $966 million are loans to repair and rebuild homes. Business loans make up nearly $68 million. SBA’s economic injury loans total more than $7 million.

Economic injury loans are available to offset lost business and other losses caused by Hurricane Sandy for eligible businesses as well as private nonprofits, even if property was not damaged.

Deferred Disaster Loan Payments

The first payment for a disaster loan is due five months from the date of the SBA Note.

The deadline to apply for an SBA disaster loan is Feb. 27, 2013 for physical damage and July 31, 2013 for Economic Injury Disaster Loans.

A simple and fast way to complete the application is online, using the SBA’s electronic loan application. Go to https://DisasterLoan.SBA.gov/ELA. Plus, you can receive an update on the status of your application by calling 800-659-2955 (TTY 800-877-8339 for the deaf and hard-of-hearing).

Flurry of weekend activity pushes SBA’s Sandy disaster loans past $1 billion

HARRISBURG, Pa. — The Public Assistance program is for infrastructure recovery. The Federal Emergency Management Agency (FEMA) emphasizes the differences between the Individual Assistance and Public Assistance programs. Unlike Individual Assistance, through which individuals and households may apply for federal funding to help recover from disasters, Public Assistance provides funding for eligible projects to recover elements of the infrastructure. As an example, damaged public roads, bridges, culverts are elements of the infrastructure.  

Through the Public Assistance program, FEMA provides supplemental federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities and the facilities of certain private nonprofit organizations. The Public Assistance program also encourages protection of these damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process.

Applicants for Public Assistance typically include organizations that provide public service, such as municipalities, townships and school districts. Other applicants might include volunteer fire fighter organizations; sewer authorities; emergency management offices; and regional police departments.

Public Assistance funding may cover costs incurred to return elements of the infrastructure to as close to their pre-disaster condition as possible.

Expenses may include costs for work such as debris removal and repair or replacement of damaged roads, bridges and other public components.

FEMA Public Assistance specialists work closely with individual applicants to review specifics of each project to determine which expenses may be covered.

Public Assistance is For Infrastructure Recovery

PHILADELPHIA, Pa. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is requesting individuals who are interested in serving on the National Advisory Council (NAC) to apply for appointment.  The NAC is an advisory committee established to ensure effective and ongoing coordination of federal preparedness, protection, response, recovery, and mitigation for natural disasters, acts of terrorism, and other man-made disasters.

The NAC advises the FEMA Administrator on all aspects of emergency management frameworks, strategies, and plans while incorporating the whole communities input through appointed council members.

The NAC will have a position open for applications and nominations in the following disciplines: 

Emergency Management Field (one representative appointment)

  • State Non-Elected Official (one representative appointment)
  • Standards Setting (one representative appointment)
  • Public Health (one Special Government Employee (SGE) appointment)
  • Functional Accessibility (one representative appointment)
  • Emergency Medical Providers (one SGE appointment)
  • Tribal Non-Elected Officials (one representative appointment)

The NAC consists of up to 35 members, all of whom are experts and leaders in their respective fields.  The members of the NAC are appointed by the FEMA Administrator and are composed of federal, state, tribal, local, and private-sector leaders and subject matter experts in law enforcement, fire, emergency medical services, hospital, public works, emergency management, state and local governments, public health, emergency response, standard settings and accrediting organizations, representatives of individuals with disabilities, infrastructure protection, cyber security, communications, and homeland security communities.

Appointments are for three-year terms to June 15, 2016, unless otherwise noted.  The Administrator may also appoint additional candidates to serve as a FEMA Administrator Selection for three-year terms.

NEW YORK — Disaster assistance to New York survivors of Hurricane Sandy by the numbers:

  • $2.3 billion in National Flood Insurance Program payments made to policy holders
  • $904 million in FEMA grants approved for individuals and households
    • $785 million for housing assistance
    • $119 million for other needs
  • $1 billion in SBA disaster loans approved for homeowners, renters and businesses
  • $668 million approved in FEMA Public Assistance grants to communities and some nonprofit organizations that serve the public
  • 5.3 million cubic yards of debris removed (95 percent)
  • 267,970 people contacted FEMA for help or information
  • 179,230 housing inspections completed
  • 158,023 visits to Disaster Recovery Centers
  • More than 500 voluntary agencies involved in recovery
  • 25 languages used to communicate assistance information to survivors

Individuals can register with FEMA online at www.DisasterAssistance.gov or via smartphone or tablet at m.fema.gov. Applicants may also call 800-621-3362 (Voice, 7-1-1/Relay) or TTY 800-462-7585. The toll-free telephone numbers operate 7 a.m. to 1 a.m. EST, seven days a week.
