Little Rock, Ark. – For many Arkansans in Faulkner County affected by the April 27 tornadoes, cleanup is well underway. That means residents may have questions regarding the types of debris that can be left at the curb for collection and how to handle debris when a homeowner hires a contractor.

DEBRIS PLACED ON RIGHT OF WAY

Tornado-related debris is eligible for pickup and disposal by the county or municipality if residents place the following types of debris on the public right-of-way in front of their property for pick-up. When placing debris at the roadside, residents should be careful not to cover or impede access to utility meters or mailboxes.

Residents opting for curbside pick-up must separate debris into six (6) categories:

  • Vegetative debris (tree limbs, shrubs, etc.)
  • Construction/Demolition debris
  • White goods (appliances, etc.)
  • E-goods (TV’s, electronics)
  • Household hazardous (cleaning solutions, automotive chemicals, etc.)
  • Normal household garbage

DEBRIS HANDLED BY CONTRACTORS

Some homeowner’s insurance policies may cover debris removal.  Residents are reminded that if they choose to hire their own contractor, they should not place that debris on the right-of-way. The cost of debris disposal is typically included in the contractor’s estimates. Homeowners should review their insurance policies to determine if their policy covers debris removal.

Under no circumstances will reconstruction debris or demolition debris created by the property owner or the private contractor be pushed to the curb. The property owner, insurance company or contractor is responsible for removing and transporting all demolition and/or reconstruction debris to an approved designated landfill.

  • Reconstruction debris includes any construction material that must be removed from the damaged structure (shingles, portions of roofs, etc.) to bring it back to pre-disaster function.
  • Demolition debris includes construction material created by the physical deconstruction of the remaining portions of a disaster-damaged structure (walls, roof, flooring, slabs, outbuildings, etc.) in preparation for the construction of a new building.

OTHER THINGS TO BE AWARE OF WHEN HIRING CONTRACTORS

  • Watch out for:
    • Phone or door-to-door solicitors who promise to speed up the insurance, disaster assistance or building-permit process.
    • People who ask for large cash deposits or advance payments in full.
    • Promises of large amounts of money for disaster victims.
    •  FEMA/State disaster assistance funds are sent to applicants by electronic funds transfer (EFT) or through the U.S. mail ONLY!
    • People going door-to-door to damaged homes or phoning survivors and claiming to be building contractors or soliciting personal information such as Social Security or bank account numbers; they could be frauds.

Those who suspect anyone of engaging in fraudulent activities should call the FEMA Disaster Fraud Hotline at 1-866-720-5721. Complaints may also be made to local law enforcement agencies and through the Arkansas Attorney General Consumer Protection Hotline at 1-800-482-8982.

Arkansans: Things to Know About Debris Removal

PEARL, Miss. – Specialists with the Federal Emergency Management Agency are reaching out to survivors in Mississippi’s storm-ravaged communities to help individuals register for assistance. Survivors may meet a specialist in their neighborhood or speak to one on the phone.

Crews of FEMA disaster survivor assistance specialists and FEMA Corps members are canvassing affected areas to provide on-site registration assistance, address immediate and emerging needs, and answer any questions specific to the registration process. Specialists can also provide referrals to additional resources.

FEMA crews are visiting homes, businesses, local organizations and churches in Itawamba, Lee, Lowndes, Madison, Rankin, Wayne and Winston counties.

Using tablets, crew members can help a survivor fill out an application for assistance on the

spot – collecting information in person. Crew members can be identified easily by their photo badges and either FEMA or FEMA Corps clothing. Mississippians are reminded to ask for federal identification before providing personal information.

Survivors in designated counties may also receive a phone call from FEMA Individual Assistance specialists if they have already registered for disaster assistance.

If called, applicants could be asked to verify their identity with some of the following information:

  • The last four digits of their Social Security number.
  • The address of their damaged home.
  • The applicant’s current mailing address.
  • The applicant’s current phone number.

If applicants receive a phone call from FEMA representatives and question the validity of the caller, they can contact the FEMA Helpline at 800-621-3362 to verify the source of the call. The FEMA representative will then make another attempt to call the applicant back. FEMA will not call applicants to request any banking information.

PEARL, Miss. – Mississippi residents affected by the recent series of storms, tornadoes and flooding can now visit disaster recovery centers in Louisville and Tupelo if they have questions about disaster assistance. Additional recovery centers are being planned for the other declared counties.

Federal Aid Programs for State of Alabama Disaster Recovery

WASHINGTON, D.C. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Alabama and ordered federal aid to supplement state and local recovery efforts in the area affected by severe storms, tornadoes, straight-line winds and flooding on April 28, 2014 and continuing.

The President’s action makes federal funding available to affected individuals in Baldwin, Jefferson, Lee, and Limestone counties.

Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

Federal funding is also available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for debris removal and emergency work for damage from the severe storms, tornadoes, straight-line winds and flooding in Baldwin, Jefferson, Lee, Limestone and Mobile counties.

Federal funding is available on a cost-sharing basis for hazard mitigation measures statewide.

Albert Lewis has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Lewis said that damage surveys are continuing in other areas, and more counties and additional forms of assistance may be designated after the assessments are fully completed.

Mississippi Storm Survivors Urged To Register For Disaster Assistance

 

DENTON, Texas – Federal funding totaling more than $1.2 million from the Federal Emergency Management Agency has been approved for eligible city, county and state government agencies in central Texas following last year’s Halloween floods.

The grant money reimburses eligible entities for costs incurred during the Oct. 30-31, 2013 flooding in Caldwell, Hays, Travis and Freestone counties for their response activities and repairs to flood-damaged infrastructure.

More than $303,000 was approved for administrative costs associated with disaster response and recovery efforts; another $369,671 reimburses for debris removal and emergency protective measures; and $619,930 pays for eligible repairs to road systems, bridges, water control facilities and public buildings, contents and utilities, and parks and recreational facilities.

Additional funding is expected in the coming weeks, as FEMA continues to work with its local and state partners to review and approve eligible projects. The funding is authorized under a Dec. 20, 2013 federal disaster declaration, which designated the four counties eligible for Public Assistance. The agency’s Hazard Mitigation Grant Program was approved statewide.

The mission of FEMA’s Public Assistance Grant Program is to provide assistance to state, tribal and local governments, and certain types of nonprofit organizations so that communities can quickly respond and recover from major disasters or emergencies declared by the president.

Through the program, FEMA provides supplemental federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities of certain nonprofit (PNP) organizations.

FEMA Awards $1.2M to Central Texas Governments for 2013 Halloween Floods

Little Rock, Ark.– Specialists from the Arkansas Department of Emergency Management (ADEM) and the Federal Emergency Management Agency (FEMA) are canvassing neighborhoods in hard-hit Faulkner County to help survivors register for disaster assistance.  

In addition to Disaster Survivor Assistance Teams (DSAT) going door to door, Mobile Registration Intake Centers (MRICs) are also set up in Vilonia and Mayflower, Arkansas to provide immediate registration assistance and answer questions residents may have concerning available FEMA assistance.

“Our priority is getting citizens’ immediate help,” said David Maxwell, Director of the Arkansas Department of Emergency. “Going directly to them in their communities allows us to expedite the disaster registration process.”

All FEMA and state team members in the field carry photo IDs and wear shirts bearing their agency’s logo.

“We continue to encourage survivors in Faulkner County to register for disaster assistance, said FEMA’s Federal Coordinating Officer (FCO) Timothy J. Scranton. “These are difficult times for Arkansans and going to them directly to help with registration is one way we can speed up their recovery.” 

DSAT teams are visiting homes, businesses and churches to educate residents about state and federal assistance programs and to answer any questions specific to the registration process.

FEMA and State Disaster Specialists Canvassing Neighborhoods in Faulkner County, Arkansas

EVERETT, Wash. – The Federal Emergency Management Agency (FEMA) and the Washington Emergency Management Division today announced that more financial assistance for local and state agencies and certain nonprofit organizations has been approved for eligible public facilities affected by the SR530 Slide. The new provisions for public facilities expand the funding that is already available for eligible costs of debris removal and emergency measures. 

The additional assistance is for repair and replacement of:

  • Roads and bridges;
  • Water-control facilities;
  • Public buildings and their contents;
  • Public utilities, both government and privately owned; and
  • Parks, recreational resources and similar facilities that serve the public.

“This funding will help us escalate the recovery work we have already been accomplishing with local, tribal and federal partners,” said State Coordinating Officer Kurt Hardin. “We will continue to work with FEMA and our other partners for as long it takes.”

Federal assistance for debris removal and emergency measures became available on April 2 for eligible state and local governments and certain private nonprofit organizations on a cost-sharing basis in Snohomish County – including the Sauk-Suiattle, Stillaguamish, and Tulalip tribes. This money will allow for further recovery efforts. 

“This funding will help us to continue supporting recovery from the SR530 Slide,” said FEMA Federal Coordinating Officer Michael J. Hall. “FEMA remains dedicated to doing all we can.”

The Public Assistance program is for recovery of infrastructure and public entities. Unlike Individual Assistance –which is a separate program that assists individuals and households affected by the SR530 slide – Public Assistance is a federal program to provide funding for infrastructure and public facilities. FEMA covers 75 percent of the costs of eligible projects.

Immediately following the disaster, the state of Washington and FEMA extended support for debris removal and measures to protect further human injury and damage to property.

Public Assistance funding may cover costs incurred to return elements of the public facilities to as close to their pre-disaster condition as possible. Types of entities that may be eligible for Public Assistance include:

  • State government agencies;
  • Local governments and special districts;
  • Certain private nonprofit organizations; and
  • Federally recognized tribes.

Eligible private nonprofits that might qualify for assistance include schools, utilities, emergency medical and custodial care operations, irrigation systems, museums, zoos, community centers, libraries, shelters, health services and other organizations that provide essential services of a governmental nature.

Nonprofits that supply critical services – power, water, sewage treatment, communications and emergency care – can apply directly to FEMA for help. All others must first apply to the U.S. Small Business Administration, which works hand-in-hand with FEMA, for a low-interest loan. If such a loan is denied or is inadequate for the nonprofit’s needs, the organization can apply to FEMA for a grant, federal officials said.

The Public Assistance program also encourages protection of facilities from future events by providing assistance for hazard-mitigation measures during and after the recovery process.

  • Grants to replace personal property and help meet medical, dental, funeral, transportation and other serious disaster-related needs not covered by insurance or other federal, state and charitable aid programs.   (Source: FEMA funded at 75 percent of total eligible costs; 25 percent funded by the state.)
  • Unemployment payments up to 26 weeks for workers who temporarily lost jobs because of the disaster and who do not qualify for state benefits, such as self-employed individuals.  (Source: FEMA funded; state administered.)

  • Loans up to $2 million for small businesses, small agricultural cooperatives and most private, non-profit organizations of all sizes that have suffered disaster-related cash flow problems and need funds for working capital to recover from the disaster’s adverse economic impact.  This loan in combination with a property loss loan cannot exceed a total of $2 million.   • Other relief programs: Crisis counseling for those traumatized by the disaster; income tax assistance for filing casualty losses; advisory assistance for legal, veterans’ benefits and social security matters.

How to Apply for Assistance:

  • Affected individuals and business owners in designated areas can begin the disaster application process by registering online at www.DisasterAssistance.gov or by calling 1-800-621-FEMA (3362) or by web enabled mobile device at m.fema.gov.  Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362. The toll-free telephone numbers will operate from 6 a.m. to 10 p.m. (local time) seven days a week until further notice. Applicants registering for aid should be prepared to provide basic information about themselves (name, permanent address, phone number), insurance coverage and any other information to help substantiate losses.

Assistance for the State and Affected Local Governments Can Include as Required:

  • Payment of not less than 75 percent of the eligible costs for emergency protective measures, including direct federal assistance, taken to save lives and protect property and public health.  Emergency protective measures assistance is available to state and eligible local governments on a cost-sharing basis.   • Payment of not more than 75 percent of the approved costs for hazard mitigation projects undertaken by state, tribal and local governments to prevent or reduce long-term risk to life and property from natural or technological disasters.  (Source: FEMA funded, state administered.)

How to Apply for Public Assistance:

  • Application procedures for tribal and local governments will be explained at a series of federal/state and federal/tribal applicant briefings with locations to be announced in the affected area by recovery officials. Approved public repair projects are paid through the state from funding provided by FEMA and other participating federal agencies.
