SEATTLE – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Sockeye Fire, burning in Matanuska-Susitna Borough, Alaska.

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the Sockeye Fire threatened such destruction as would constitute a major disaster. Murphy approved the state’s request for federal Fire Management Assistance Grant (FMAG) on June 15, 2015 at 6:37 p.m. AKDT.

The fire started on June 14, 2015, and has burned approximately 6,500 acres of private and state land. At the time of the request, the fire had burned 25 homes and was threatening 893 primary homes in and around the town of Willow. Approximately 1700 people had evacuated the area. Sheltering operations have been ongoing and have had to relocate 3 times because of the dynamics of this fire. The Park Highway, local roads and bridges were closed and threatened.

Firefighting resources include a Type 1 Incident Management Team, 5 Hot Spot Crews, 10 Helicopters, 1 Air Tanker, 2 Engine Task Forces to support fire suppression activities. The Federal Principal Advisor confirmed the threat to homes. The fire is currently 0 percent contained. There are 24 other fires burning uncontrolled within the state.

The authorization makes FEMA funding available to pay 75 percent of the State of Alaska’s eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

WASHINGTON – Today, the Federal Emergency Management Agency (FEMA) launched a National Flood Insurance Program (NFIP) call center pilot program to serve and support policyholders with the servicing of their claims.

Flood insurance claims can be complicated, and policyholders may have questions in the days and weeks following a disaster.

The NFIP call center is reachable at 1-800-621-3362, and will operate from 8 a.m. to 6 p.m. (CDT) Monday through Friday. Specialists will be available to assist policyholders with the servicing of their claims, provide general information regarding their policies, and/or offer technical assistance to aid in recovery.

For those who prefer to put their concerns in writing, a “Request for Support” form is posted at www.fema.gov/national-flood-insurance-program, which can be filled out and emailed to FEMA-NFIP-Support@fema.dhs.gov or faxed to 540-504-2360.

Call center staff will be able to answer questions, such as “How do I file a flood insurance claim? What type of documentation is needed? Can I still obtain disaster assistance even though I have a flood policy?” as well as more complicated insurance questions about the extent of coverage, policy ratings, and more.  The call center will also be open to disaster survivors who have general questions about the NFIP.

“Flood insurance provides residents with the ability to protect themselves financially against the most common disaster we see in America,” said Roy Wright, Deputy Associate Administrator for the Federal Insurance and Mitigation Administration. “We’re providing this new resource to ensure that the people we serve have another way get information they may need to understand how flood insurance works and how to navigate the claims process.  This hotline also provides us with a direct connection to policyholders themselves should they have concerns to report about how their claims are being handled and enabling us to take prompt action to ensure that they receive every dollar they are owed under their policies.”

Flood insurance plays a critical role in assisting survivors on their road to recovery. Like other types of insurance, it does not cover all losses, but it is the first line of defense against a flood. While the policy payouts won’t make the insured whole, our top priority is to ensure policyholders get what they are due under their coverage. This initiative is part of FEMA’s ongoing commitment to effective, long-term improvements to the NFIP.

National Flood Insurance Program Call Center Opens for Policyholders and Disaster Survivors Nationwide

ATLANTA — Newly revised preliminary digital flood insurance rate maps for Richland County, SC will be available for residents to review at a public open house at the Richland County Office Building on June 24, 2015, from 4 to 7 p.m. Flood maps show the extent to which areas are at risk for flooding, and are used to help determine flood insurance and building requirements.

The open house provides residents of Richland County and its municipalities the opportunity to see the preliminary maps, learn about their risk of flooding, and ask questions about what the new maps will mean for their property. Residents can meet one-on-one with a variety of specialists who will be available to talk about flood insurance, engineering, building permits and more.

The new preliminary maps were produced through a partnership among Richland County, the South Carolina Department of Natural Resources, and the Federal Emergency Management Agency (FEMA). They are more precise than older maps because better flood hazard and risk data make the maps more accurate. The ultimate goal is protecting property owners and the community from the risks associated with flooding. Over time, flood risks change due to construction and development, environmental changes, floodplain widening or shifting, and other factors. Flood maps are updated periodically to reflect these changes.

Home and business owners, renters, realtors, mortgage lenders, surveyors and insurance agents are encouraged to attend the open house. All who attend can meet with specialists to ask questions and learn more about flood risk and hazard mitigation within their communities. 

Richland County’s preliminary maps have not yet been officially adopted and will become effective after a public comment period. This period allows the public to submit comments and appeals if they can show that any part of the maps is in error. Once all comments are received and addressed, Richland County may adopt the maps. 

By law, federally regulated or insured mortgage lenders require flood insurance on properties that are located in areas at high risk of flooding. Standard homeowners’, business owners’, and renters’ insurance policies typically don’t cover flood damage, so flood insurance is an important consideration for everyone. Flood insurance policies can be purchased from any state licensed property and casualty insurance agent. After you register for assistance, an inspector from the Federal Emergency Management Agency (FEMA) will call you for an appointment to inspect your damaged property.
 

Q. Why is the inspector there?
A. Verifying disaster damage is part of the process to establish the amount and type of damage you suffered.  The inspectors have construction backgrounds and are fully qualified to do the job.

Q. How do I know the Inspector is from FEMA?
A. You should ask to see the inspector’s identification.  All FEMA housing inspectors will have a FEMA badge displayed. Also, each disaster survivor is provided a unique FEMA registration number when they register for assistance.  The inspector will know your FEMA registration number.

If you have concerns with the legitimacy of a FEMA housing inspector, you should contact your local law enforcement as they will be able to validate their identification. 

Q. What does the inspector look for?
A. The inspector determines whether the house is livable by checking the structure, including heating, plumbing, electrical, flooring, wallboard, and foundation.

Q. How about personal property?
A. Damage to major appliances – washer, dryer, refrigerator, stove – is assessed. Other serious needs such as clothing lost or damaged in the disaster are surveyed.

Q. Do I need to have any paperwork on hand?
A. Some evidence that the property is your usual residence or evidence that you own the property will be required.  It might be a recent utility bill, mortgage payment record, or rent receipts.

Q. Will I find out the results of the inspection?
A. If you are eligible for assistance, you will receive a check in the mail.  You will be notified by letter if you are not eligible.  You have 60 days to appeal the decision, and the appeal process is outlined in the letter.

Q. What other inspections should I expect?
A. Depending on the types of assistance for which you may be eligible, your losses may be verified by FEMA, the U.S. Small Business Administration (SBA), and your local building inspector’s office.

What to Expect from a FEMA Inspection

Oklahoma City – Federal disaster assistance is now available to 15 more counties in Oklahoma as a result of the severe storms, straight-line winds, tornadoes and flooding that occurred May 5 to June 4.

Adair, Beckham, Caddo, Comanche, Creek, Garvin, Jackson, Logan, Marshall, McCurtain, McIntosh, Muskogee, Pushmataha, Sequoyah and Washita counties have been added to the May 26 major disaster declaration and are now eligible to receive Public Assistance. 

Public Assistance funding helps repair or rebuild public infrastructure such as roads, bridges, water systems, utilities and public buildings such as schools. Types of entities that may be eligible for Public Assistance include:

  • Local governments and special districts
  • Certain private nonprofit organizations or institutions that conduct activities of a governmental nature and are open to the general public;
  • Federally recognized tribes; and
  • State government agencies.

Atoka, Bryan, Canadian, Carter, Choctaw, Cleveland, Coal, Cotton, Grady, Haskell, Hughes, Johnston, Latimer, Le Flore, Love, McClain, Murray, Okfuskee, Okmulgee, Pittsburg, Pontotoc, Pottawatomie, Seminole, Stephens and Tillman counties are also eligible for Public Assistance funding, totaling 40 counties in all.

Additionally, the May 26 major disaster declaration includes 13 counties for Individual Assistance, or assistance to help survivors get back on their feet after the severe weather. Those counties are Atoka, Bryan, Comanche, Cleveland, Grady, Johnston, Kiowa, Le Flore, McClain, McCurtain, Oklahoma, Pittsburg and Pottawatomie.

15 More Counties in Oklahoma Now Approved to Receive Federal Disaster Assistance under FEMA’s Public Assistance Program

OKLAHOMA CITY – Oklahoma residents whose properties were damaged in the recent storms and flooding are warned to be alert for, and urged to report, any potential fraud during recovery and rebuilding efforts, according to the Oklahoma Department of Emergency Management and the Federal Emergency Management Agency.

The aftermath of a disaster can attract opportunists and confidence artists. Homeowners, renters and businesses can follow some simple steps to avoid being swindled.

Be suspicious if a contractor:

  • Demands cash or full payment up front for repair work;
  • Has no physical address or identification;
  • Urges you to borrow to pay for repairs, then steers you to a specific lender or tries to act as an intermediary between you and a lender;
  • Asks you to sign something you have not had time to review; or
  • Wants your personal financial information to start the repair or lending process.

To avoid fraud:

  • Question strangers offering to do repair work and demand to see identification;
  • Do your own research before borrowing money for repairs. Compare quotes, repayment schedules and rates. If they differ significantly, ask why;
  • Never give any personal financial information to an unfamiliar person; and
  • Never sign any document without first reading it fully. Ask for an explanation of any terms or conditions you do not understand.

Disasters also attract people who claim to represent charities but do not. The Federal Trade Commission warns people to be careful and follow some simple rules:

  • Donate to charities you know and trust. Be alert for charities that seem to have sprung up overnight.
  • If you’re solicited for a donation, ask if the caller is a paid fundraiser, whom they work for, and the percentage of your donation that will go to the charity and to the fundraiser. If you don’t get a clear answer — or if you don’t like the answer you get — consider donating to a different organization.
  • Do not give out personal or financial information – including your credit card or bank account number – unless you know the charity is reputable.
  • Never send cash: you can’t be sure the organization will receive your donation.
  • Check out a charity before you donate. Contact the Better Business Bureau’s Wise Giving Alliance at www.give.org.

If you believe you are the victim of a contracting scam, price-gouging or bogus charity solicitations, contact local law enforcement and report it to the Oklahoma Office of the Attorney General. Find a complaint form online at www.ok.gov/oag. The Federal Trade Commission takes complaints at www.ftc.gov/complaint.

Many legitimate people — insurance agents, FEMA Disaster Survivor Assistance personnel, local inspectors and actual contractors — may have to visit your storm-damaged property. Survivors could, however, encounter people posing as inspectors, government officials or contractors in a bid to obtain personal information or collect payment for repair work. Your best strategy to protect yourself against fraud is to ask to see identification in all cases and to safeguard your personal financial information. Please keep in mind that local, state and federal employees do not solicit or accept money for their services to the citizens.

All FEMA employees and contractors will have a laminated photo ID. A FEMA shirt or jacket alone is not proof of identity. FEMA generally will request an applicant’s Social Security or bank account numbers only during the initial registration process. However, FEMA inspectors might require verification of identity. FEMA and U.S. Small Business Administration staff never charge applicants for disaster assistance, inspections or help filling out applications. FEMA inspectors verify damages but do not recommend or hire specific contractors to fix homes.

RUMOR: When survivors register, they immediately qualify and receive payments from FEMA.
FACT: After survivors register, their completed applications are reviewed, and an inspector may call to schedule an inspection at their home. If survivors are eligible for assistance, they should receive a U.S. Treasury/State check or notification of a direct deposit to their bank accounts. Other types of assistance may be provided later, based on specific eligibility and need.

RUMOR: Survivors can’t register if their county isn’t listed in the Presidential declaration.

RUMOR: If survivors receive FEMA assistance, it could reduce their Social Security benefits.
FACT: Disaster assistance does not count as income. FEMA assistance will not affect Social Security or other federal benefits.

Disaster Assistance for Noncitizens

RUMOR: Federal assistance is available only to U.S. citizens.
FACT: Storm survivors who are in the United States legally, but who are not U.S. citizens, may be eligible for disaster assistance. Applicants must be U.S. citizens, noncitizen nationals or qualified aliens to receive federal monetary assistance. The legal status of qualified aliens will not be jeopardized by applying for aid.

Disaster assistance also may be available to a household if a parent or guardian who is not eligible for assistance applies on behalf of a minor child who is a U.S. citizen, non-citizen national or qualified alien. The guardian only certifies for the child.

Additionally, low-interest disaster assistance loans for noncitizen-owned businesses of all sizes (including landlords), homeowners and renters may be available from the U.S. Small Business Administration (SBA).

Rumors versus Facts About Texas Flood Disaster Assistance

AUSTIN, Texas – A Mobile Registration Intake Center (MRIC) has opened in Martindale, Texas, to serve homeowners, renters and business owners who sustained damage as a result of the ongoing severe storms and flooding.

Specialists from the Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA) are there to answer questions and provide information on the types of assistance available to survivors.

People who had storm damage in Bastrop, Blanco, Caldwell, Denton, Eastland, Fort Bend, Gaines, Guadalupe, Harris, Hays, Henderson, Hidalgo, Johnson, Milam, Montague, Navarro, Rusk, Smith, Travis, Van Zandt, Wichita, Williamson and Wise counties can register for FEMA assistance online at www.DisasterAssistance.gov or call 800-621-3362 toll free from 7 a.m. to 10 p.m. daily until further notice. Multilingual operators are available.

Disaster assistance applicants who have a speech disability or hearing loss and use TTY should call 800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call   800-621-3362. The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.

Flood survivors statewide should call and report their damage to give the state and FEMA a better idea of the assistance that is needed in undesignated counties.

Assistance for eligible survivors can include grants for temporary housing and home repairs, and for other serious disaster-related needs, such as medical and dental expenses or funeral and burial costs. Low-interest disaster loans from SBA also may be available to cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.

Eligible survivors should register with FEMA even if they have insurance. FEMA cannot duplicate insurance payments, but under-insured applicants may receive help after their insurance claims have been settled.
