SAVANNAH, Ga. – Ware County is now eligible to apply for FEMA’s Public Assistance funding to supplement state and local recovery efforts in areas that sustained damage from Hurricane Matthew.

Ware joins 19 counties previously approved for Public Assistance funding: Brantley, Bryan, Bulloch, Camden, Candler, Chatham, Effingham, Emanuel, Evans, Glynn, Jenkins, Liberty, Long, McIntosh, Pierce, Screven, Tattnall, Toombs and Wayne.

Assistance would cover eligible debris removal and emergency protective measures. It would also cover eligible repair or rebuilding of roads, bridges, water control facilities, public buildings and their equipment, public utilities, parks and recreational facilities damaged as a result of Hurricane Matthew.

The president’s Oct. 8 major disaster declaration for Georgia was for Matthew damage that occurred Oct. 4-15. The declaration was amended to make Public Assistance funding available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for all seven categories including emergency work, restoration of infrastructure and direct federal assistance.

Public Assistance funding for the state and designated counties may include payment of not less than 75 percent of the eligible costs incurred as a result of the storm.

Application procedures for state and local governments will be explained at a series of state/federal applicant briefings to be announced in the affected area. Approved projects are paid through the state from funding provided by FEMA and other participating federal agencies.

FEMA Extends Public Assistance Funding to Ware County for Matthew Damage in Georgia

RALEIGH, N.C. – North Carolina residents who suffered losses and damage as a result of Hurricane Matthew can now get information about available state and federal assistance at a Disaster Recovery Center in Robeson County opening Saturday, Oct. 29.

PHILADELPHIA – FEMA Region III recently hosted four webinars on the Assistance to Firefighters Grant Program (AFG) to help explain the program and provide guidance to potential applicants for Fiscal Year (FY) 2016 awards. In addition to encouraging participation from local fire and Emergency Medical Services (EMS) departments across the nation, Region III is publishing the webinar online for applicants to view. (DRCs) are now open in Williamsburg, Dorchester, Florence and Marion counties for homeowners, renters and business owners who sustained damage as a result of Hurricane Matthew storms and flooding that began Oct. 4, 2016.

Specialists from the State of South Carolina, the Federal Emergency Management Agency (FEMA), the U.S. Small Business Administration (SBA), nongovernmental organizations and the local community are on hand at all DRCs to answer questions and provide information on the types of assistance available to survivors.

All Disaster Recovery Centers are accessible and equipped to accommodate disaster survivors who need disability-related communication aids.

If possible, register for FEMA assistance by phone or online before visiting a center. Going to a DRC is not a requirement of registration, but specialists there can provide guidance regarding disaster recovery and rental resources, explain written correspondence received from FEMA, inform survivors of the status of their application, make referrals to other organizations and answer questions.

When registering applicants will be asked to provide:

  • Social Security number;
  • Address of the damaged primary residence;
  • Description of the damage;
  • Information about insurance coverage;
  • A current contact telephone number;
  • An address where they can receive mail;
  • Bank account and routing numbers for those preferring direct deposit of funds.

Assistance for eligible survivors can include grants for temporary housing and home repairs, and for other serious disaster-related needs, such as medical and dental expenses or funeral and burial costs. Also, low-interest disaster loans from the SBA are available for businesses of all sizes (including landlords), private nonprofits, homeowners and renters.

Low-interest disaster loans help fund repairs or rebuilding efforts and cover the cost of replacing lost or disaster-damaged personal property. Economic Injury Disaster Loans (EIDL) are available to businesses and private-nonprofits to assist with working capital needs as a direct result of the disaster.

Survivors – in all 24 qualifying counties – should register with FEMA even if they have insurance. FEMA cannot duplicate insurance payments, but under-insured applicants may receive help after their insurance claims have been settled. South Carolina counties designated for individual assistance are: Allendale, Bamberg, Barnwell, Beaufort, Berkeley, Calhoun, Charleston, Chesterfield, Clarendon, Colleton, Darlington, Dillon, Dorchester, Florence, Georgetown, Hampton, Horry, Jasper, Lee, Marion, Marlboro, Orangeburg, Sumter and Williamsburg counties. All designated counties also are now eligible to receive grants for debris removal and assistance for certain emergency protective measures.

All survivors may utilize any Disaster Recovery Center convenient to them. Every DRC can support ALL disaster survivors.

TALLAHASSEE, Fla. – Survivors rebuilding their lives from Hurricane Hermine have 30 days left to register for federal disaster assistance. The storm caused widespread damage along Florida’s western coastline. The State of Florida, the Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA) continue to support individual and family recovery efforts.

As of close of business Oct. 27, 2016, nearly $38 million in federal assistance has been provided to homeowners, renters and business owners in designated areas for Hurricane Hermine, including:

  • $27 million in flood insurance approved for policyholders under the National Flood Insurance Program (NFIP).
  • More than $5.5 million approved to help individuals and families recover from the disaster, including more than $4.5 million for housing assistance.
  • Nearly $5.4 million in SBA disaster loans to both individuals and businesses.

Individuals who have underinsured or uninsured damages or losses from Hurricane Hermine and who live in the eight eligible counties still have until Monday, Nov. 28, to register for FEMA assistance. The counties included in the federal disaster declaration are Citrus, Dixie, Hernando, Hillsborough, Leon, Levy, Pasco and Pinellas

Hurricane Hermine Survivors: Assistance Still Available, 30 Days Left to Register for Federal Disaster Aid

BATON ROUGE, La. — Request funds to make your structure safer and stronger within 60 days after your community notifies you it is substantially damaged.

If you’re rebuilding or repairing a substantially damaged home or business, your community may require you to elevate or make other changes. Substantial damage applies when the cost of restoring a structure equals or exceeds 50 percent of its pre-damage market value, but some communities have more restrictive regulations.

Your National Flood Insurance Program (NFIP) policy may provide up to $30,000 to update your structure so it meets local floodplain management regulations. You must first submit a signed Increased Cost of Compliance (ICC) Proof of Loss form to your insurance company.

Provide a contractor’s estimate for the proposed ICC-eligible measures to your home or business and copies of construction permits. Your insurance company needs these to consider an ICC claim.

Structures that comply with floodplain management regulations have an enhanced ability to withstand storms and floods. Examples of ICC measures include elevation, relocation and floodproofing.

You have six years from the date of loss to complete the chosen and approved ICC measures.

Go online to the Louisiana Department of Transportation and Development’s website at www.8.dotd.la.gov/lafloods/community_contacts.aspx to find your community’s floodplain administrator or permitting official if you want to learn more about the substantial damage determination process.

The U.S. Small Business Administration (SBA) may be another source of funds to make your home or business safer and stronger.

If your loan application is approved, you may be eligible for additional funds to pay for improvements that will protect your property against future damage. The funds would be in addition to the amount of the approved loan.

Apply for Increased Cost of Compliance Within 60 Days of Substantial Damage Letter

RALEIGH, NC – The U.S. Small Business Administration (SBA) plays a unique role in helping all disaster survivors recover.

If you are a Hurricane Matthew disaster survivor who lives in one of the 35 North Carolina counties designated for individual assistance and has applied for help with FEMA, you may be referred to the SBA. If you receive a loan application, it is important to submit it as soon as possible. This will ensure that the federal disaster recovery process continues and you keep your options open. If you receive a loan application, even if you do not believe you need a loan, you should submit the application. If SBA determines you are eligible for a loan, you do not have to accept it.

Next to insurance, an SBA low-interest disaster loan is the primary source of funds for real estate property repairs and for replacing contents destroyed in the recent flooding. The SBA provides low-interest loans to homeowners, renters and businesses of all sizes.

  • As a homeowner you may be eligible for a home disaster loan up to $200,000 to repair or replace disaster-damaged or destroyed real estate. As a homeowner or renter you may be eligible for up to $40,000 to repair or replace disaster-damaged or destroyed personal property.
  • SBA may be able to help homeowners and renters replace important personal items such as personal property, including automobiles, damaged or destroyed in the disaster.
  • The easiest way to apply for an SBA low-interest disaster loan is to visit an SBA Business Recovery Center (BRC) or a FEMA Disaster Recovery Center (DRC) and meet with an SBA representative in person. SBA has staff at all BRCs and DRCs to help you with your application. BRCs are listed below. To find the closest DRC go online to www.fema.gov/drc or download the ReadyNC mobile app. You may also apply online using the Electronic Loan Application via the SBA’s secure website at https://disasterloan.sba.gov/ela.

  • You may be eligible for a loan amount increase up to 20 percent of your physical damage, as verified by the SBA, for mitigation purposes.  Eligible mitigation improvements may now include a safe room or storm shelter to help protect your property and its occupants from future damage caused by a similar disaster.
  • Do not wait on an insurance settlement before submitting an SBA loan application. You can begin your recovery immediately with a low-interest SBA disaster loan. The loan balance will be reduced by the insurance settlement if you receive one. SBA loans may be available for losses not covered by insurance or other sources.

  • Homeowners and renters who submit an SBA application and are not approved for a loan may be considered for certain other FEMA grants and programs that could include assistance for disaster-related car repairs, clothing, household items and other expenses.
  • SBA can help businesses and private nonprofit organizations with up to $2 million to repair or replace disaster-damaged real estate, and other business assets. Eligible small businesses and nonprofits may apply for economic injury disaster loans to help meet working capital needs such as business losses caused by the disaster.
  • The filing deadline to return applications for physical property damage is Dec. 9. 
    The deadline to return economic injury applications is July 10, 2017.

TALLAHASSEE, Fla. – A Disaster Recovery Center has opened in Putnam County to help survivors affected by Hurricane Matthew. The center is located at:

Disaster Recovery Centers serve as one-stop shops for eligible disaster survivors seeking

one-on-one help. Representatives from the Florida Division of Emergency Management (FDEM), the Federal Emergency Management Agency (FEMA), the U.S. Small Business Administration (SBA) and various state agencies will be at the center to answer questions Monday through Saturday from 9 a.m. to 6 p.m. The center is closed on Sundays.

FDEM and FEMA officials continue to work closely with local officials in hard-hit areas to identify suitable sites for additional centers.

Downloading the FEMA App (available in English and Spanish) to their mobile device will allow survivors to:

  • Apply for disaster assistance
  • Get directions to the nearest Disaster Recovery Center by visiting DRC locator.
  • Get weather alerts
  • Subscribe to disaster safety tips

Many services available at disaster recovery centers are also available by calling the FEMA helpline at 800-621-3362. Survivors with questions regarding the application or the appeals process, or who need to register for assistance, may visit online at DisasterAssistance.gov or by phone (voice, 711 or video relay service /VRS) at 800-621-3362. (TTY users should call 800-462-7585.) The toll-free lines are open

7 a.m. to 10 p.m. seven days a week. Multilingual operators are available (for Spanish press 2).

Survivors requiring a reasonable accommodation (ASL interpreting, Braille Large Print, etc.) while visiting a disaster recovery center may call the appropriate helpline number above to receive support.

FEMA encourages survivors to register as soon as possible.  Those who may have registered with their county emergency management office, the American Red Cross or other community organizations are reminded to also register with FEMA.

Disaster assistance may include grants to help homeowners and renters pay for temporary housing, essential home repairs, personal property replacement, and other serious disaster-related needs not covered by insurance.

SBA offers low-interest disaster loans for businesses of all sizes, homeowners, renters, and private

non-profit organizations. SBA disaster loans may cover repairs, rebuilding, as well as the cost of replacing lost or disaster-damaged real estate and personal property.

RALEIGH, N.C. – North Carolina residents who suffered losses and damage as a result of Hurricane Matthew can now get information about available state and federal assistance at Disaster Recovery Centers in Bladen and Sampson counties opening Friday, Oct. 28.

DRCs are staffed with representatives from the Federal Emergency Management Agency, North Carolina Emergency Management and the U.S. Small Business Administration. You can receive help applying for federal assistance, learn about the types of assistance available, learn about the appeals process and get updates regarding your application.

FEMA and the state also have DRCs open in 14 additional counties. To locate a DRC nearest to you, call 1-800-621-3362 or download the FEMA mobile app.  If you have access to a computer, you can go online to ncdps.gov.

If you have phone and/or internet access, you may register in one of the following ways:

  • Online at DisasterAssistance.gov
  • Call the FEMA Helpline at 800-621-3362. It is the same number if you use 711, Video Relay Service, or any other relay service.
  • Call 800-462-7585 if you are deaf, hard of hearing or have a speech disability and use a TTY
  • Download the FEMA Mobile App and apply

Survivors requiring a reasonable accommodation such as American Sign Language interpreting, Braille large print, etc. while visiting a disaster recovery center may call the Helpline number for support. The toll-free numbers are open from 7 a.m. to 11 p.m., seven days a week. FEMA grants do not have to be repaid. FEMA assistance is nontaxable and will not affect eligibility for Social Security, Medicaid or other federal benefits.

Survivors should register even if they have insurance. FEMA cannot duplicate insurance payments, but underinsured applicants may receive help after their claims have been settled.

FEMA/State Disaster Recovery Centers to Open in Bladen and Sampson Counties

ATLANTA – Georgia’s disaster survivors with disabilities may face challenges, but registering for federal assistance from Hurricane Matthew shouldn’t be one of them.

Storm survivors with disabilities can rest assured they will receive the same services and assistance offered to everyone in the declared disaster area. This is a FEMA commitment.

Federal assistance is available to eligible individuals and households in Bryan, Bulloch, Chatham, Effingham, Evans, Glynn, Liberty, Long, McIntosh and Wayne counties. Damage or losses from Hurricane Matthew must have occurred Oct. 4-15.

FEMA’s disaster recovery centers are locations where survivors can meet face-to-face with various agencies and service providers. The centers are equipped with accessibility kits that offer accommodations to meet the needs of the entire community, including people with disabilities. Survivors may visit any open recovery center but they do not need to visit a center to register.

Survivors can register the following ways:

  • Online at DisasterAssistance.gov.

  • Download the FEMA mobile app.

  • Call the FEMA Helpline at 800-621-3362 (FEMA). Persons who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585. Toll-free numbers are open daily from 7 a.m. to 11 p.m.

In addition to accommodating survivors with disabilities, FEMA also reaches out to people with limited English proficiency by providing multilingual operators, making printed literature available in multiple languages and having translators available in the field.
